Abstract
The authors explore how entrepreneurs with limited resources legitimated (or failed to legitimate) a new organizational category in different jurisdictions in Canada despite severe resistance. The authors identify three meso-level domains of institutional action (public, administrative, and legal), where actors intervene to change their macro-institutional environment. The findings suggest that these domains mediate the relationship between micro-level agency and macro-level institutions. The authors describe how macro-level consensus about the category legitimacy emerges through a competition between judgments embedded in different discourses and how a particular discourse attains validity, forcing other actors to change their initial unfavorable legitimacy judgments and recognize the category’s legitimacy.

Abstract
Purpose
The purpose of this paper is to explore how public (i.e. culture, state, paid work) and private (i.e. household) patriarchal structures work to shape a woman’s own legitimacy judgments concerning not engaging in paid work. The authors trace the intersection and interaction of legitimacy logics at both the collective (i.e. validity) and individual (i.e. propriety) levels, thereby gaining a better contextual understanding of each woman’s perception of career opportunities and limitations.
Design/methodology/approach
Qualitative methodology drawing from 35 semi-structured interviews with Lebanese women. A multilevel analytic framework combining the institutional structures of private and public patriarchy with the micro-processes of institutional logics is used.
Findings
Legitimization of (not) engaging in paid work is often tied to patriarchal logics that favor private sphere responsibilities for women, particularly related to the relational and instrumental logics of childrearing and husband-oriented responsibilities. Women’s legitimacy judgment formation seems to be based on multilevel cues and on differential instances of evaluative vs passive judgment formation. Some appear to passively assume the legitimacy of the logics; while others more actively question these logics. The findings suggest that active questioning is often overwhelmed by the negative and harsh realities making the woman succumb to passivity and choosing not to engage in paid work.
Originality/value
This study provides: a better mapping of the individual woman’s daily cognitions concerning the legitimacy of (not) engaging in paid work; and a unique multilevel analytic framework that can serve as a useful example of contextualizing career research.

Abstract
Purpose
In recent years, scholars, business practitioners and consultants frequently talk about building the networked enterprise. The purpose of this paper is to examine the connections between networked enterprises, organizational legitimacy and organizational performance.
Design/methodology/approach
A survey was developed that measured the following aspects of a networked enterprise: employees who network and communicate extensively via internal digital platforms across their organizations; leaders who actively use internal digital platforms to communicate with employees; leaders who actively communicate with stakeholders via external digital platforms; and an innovation culture. The survey measured the following forms of legitimacy judgments: moral; instrumental; and relational. Altogether, 501 executives and managers were surveyed (207 executives, 147 senior managers and 147 managers) in mid-to-large sized (over 500 employees) companies.
Findings
The analyses showed strong statistical significance for nearly all relationships. Internal communication on digital platforms, networked employee communication and an innovation culture all contributed to moral, instrumental and relational legitimacy. Leadership communication on external digital platforms (social media) was not a significant contributor to moral or relational legitimacy but was a significant contributor to instrumental legitimacy. Higher organization legitimacy was correlated with higher profit growth.
Practical implications
Leaders and communicators should prioritize a networked enterprise in several ways. They should actively communicate with employees on internal digital platforms. To be absent on internal digital platforms is a significant missed opportunity by leaders to build organizational legitimacy. Further, leaders and communicators should actively promote networked communication among employees as much as possible. Finally, leaders and communicators should communicate, model and reward an innovation culture.
Originality/value
There are no known scholarly studies that accomplish the following: empirically examine a model of networked enterprises comprised of vertical and horizontal communication and an innovation culture; and make connections between leadership communication on digital platforms in networked enterprises with legitimacy judgments. The large sample of contemporary executives and managers bolsters the strength of the findings.

Abstract
This study examines the impact of expanded geographical disclosures on nonprofessional investor judgments. Public country-by-country reporting (CBCR) is a way to increase corporate transparency, enhancing tax fairness and accountability (European Commission, 2016). Public disclosure would make large multinational companies share information about profits, taxes paid, and number of employees on a per-country basis. However, it is unclear whether nonprofessional investors would even use CBCR and how they would interpret the information. Adding to the policy debate on whether publicly available country-by-country information will be properly used, this study employs an experimental design to investigate the effect of disclosure availability and content on nonprofessional investor judgments. We find that participants receiving an expanded disclosure are able to more accurately assess the state of the social contract between the organization and society, imposing sanctions if necessary. Exploring CBCR provides timely evidence to regulators, standard setters, and tax fairness campaigners on the impact of expanded geographical disclosures as a means of increasing transparency and improving competitiveness.

Abstract
Purpose
Study on the internal legalization process of strategic change for a large number of ultra-large enterprises in China.
Design/methodology/approach
This paper takes formulation process of Suning Appliance Group’s 10-year strategy (2010–2020) as the research case, designs the research issues, propositions and analysis unit of the case study, and uses the data collection and analysis methods in the grounded theory to realize the theoretical development from data to viewpoint conceptualizing and to proposition categorizing.
Findings
There are four key concepts that affect the judgment of overall strategic legitimacy of super-large enterprises: Emerging-market opportunities and strategic operational positioning, legitimacy perspective mainly manifests as legitimacy judgment of strategic direction within organization. Positioning of core resources (including intangible resources) and their value identification methods or value evaluation criteria, the legitimacy perspective is mainly reflected in the organization's internal legitimacy judgment of functional planning, especially implementation path. The impact factors of the key performance of each SBU are positioned, and the legitimacy perspective is mainly reflected in the organization’s internal judgment on the legitimacy of strategic supporting measures, especially the resources needed for the implementation of the strategy and capacity development. The periodical strategic objectives and performance measurement indicators of each SBU are mainly reflected in the organization’s internal legitimacy judgment on strategic alignment and specific action plans for strategic operational units. The legitimacy of these four key concepts is strongly influenced by the rationality of these strategic concepts, which are closely related to their shaping patterns driven by right-brain and left-brain thinking modes.
Research limitations/implications
This case is a longitudinal study of the strategic decision-making process, not a longitudinal follow-up of the actual implementation of the strategy. In addition, given that the case enterprise was facing the emerging market at that time and focused on pushing firms to seize opportunities, not much research has been done on the impact of external legitimacy on the strategic formulation process, a variable that is increasingly being focused on today.
Practical implications
This model has guidance significance and practical demonstration role for a large number of enterprises that are implementing the “+Internet” strategic change under traditional offline operation.
Social implications
According to the summary of the connection between data and propositions in several rounds, this paper constructs a theoretical model of left and right brain thinking mode driving key concepts to achieve the internal legalization process of strategic changes.
Originality/value
In the analysis process, the legalization theory and the sense-making method are introduced into enterprises’ strategy making process. Based on this analysis framework, this paper analyzes in detail that the top decision-making level and the middle and high executive level form key strategic concepts to promote the internal legalization process of strategic decision-making driven by the right-brain intuitive thinking mode and the left-brain rational thinking mode, which greatly improves the quality of strategy formulation and the operability of strategy implementation.

Purpose
The purpose of this paper is to review the “state of the art” in research on police legitimacy. The authors consider two bodies of theory and empirical research on police legitimacy: one rooted in social psychology and concerned with individual attitudes, and the other based on organizational institutionalism. The authors contrast the theories, discuss the methods with which propositions have been examined, and take stock of the empirical evidence. The authors then turn to a direct comparison of the theories and their predictions.
Design/methodology/approach
Critical review and comparison of two bodies of literature.
Findings
Police legitimacy is a phenomenon that can be properly understood only when it is addressed at both individual and organizational levels. A large body of social psychological research on police legitimacy has been conducted at the individual level, though it has dwelled mainly on attitudes, and the empirical evidence on the relationships of attitudes to behavior is weak. A much smaller body of research on organizational legitimacy in policing has accumulated, and it appears to have promise for advancing our understanding of police legitimacy.
Originality/value
The understanding of police legitimacy can be deepened by the juxtaposition of these two bodies of theory and research.

Abstract
Purpose
The purpose of this paper is threefold: to introduce a theoretical frame regarding the meaning of legitimacy as an intangible asset of the public sector; to test a way of operationalizing legitimacy typologies that allows exploring and comparing how citizens from two countries evaluate the legitimacy of public policies; and to suggest implications for governments’ legitimacy-building strategies in shared international crisis, such as the refugees coming from the Syrian region.
Design/methodology/approach
Building on Suchman’s typology, it was defined and categorized different types of legitimacy into concrete measurable, communication related statements concerning consequential, procedural, structural and personal. For the illustrative example, four focus groups were conducted in two different European societies as a mean to have two poles of comparison.
Findings
The paper reports current understanding of legitimacy by citizens, discusses how different legitimacy types might demand different communication and public diplomacy approaches. The basis for hypothesis for further research on how governments should build legitimacy during emerging societal issues such as immigration policies is set.
Practical implications
It proposes a typology and its operationalization, discusses how communication might shape legitimacy and profiles the challenge governments have in building it. Within a public diplomacy context, it brings clues for new strategies to the challenge of explaining policies on international crisis combining the tension of domestic with foreign publics.
Originality/value
There is little research so far in search for clues for communication strategies for the legitimacy of policies on the 2015 European refugee’s crisis. This contributes to the emerging area of intangible assets in the public sector and tests a focus-group research strategy with both hermeneutical and pragmatic aims. Combine public diplomacy theory with public sector intangible assets theory to respond to the tension of internal and external public demands.

Abstract
Purpose
The authors report a field study examining the perceptions of Kenyan host-country stakeholders toward activities of Chinese businesses in their country, and the consequences of this on the legitimacy that they bestow on pertinent entities.
Design/methodology/approach
Interviews and observations across an eight-week period of field research revealed generally negative attitudes toward Chinese businesses, with issues pertinent to moral legitimacy prominent, notably, perceptions of corrupt practices, environmental neglect and profit expatriation.
Findings
The authors also find evidence that these negative attitudes spilled over to contaminate Kenyans’ perceptions of their own government, which respondents associated closely with the activities of Chinese entities.
Originality/value
The authors extend understanding of legitimacy theory and the implications of foreign business activity by highlighting that businesses may be mistaken to believe that their international business activities are politically neutral, and while host governments may believe that the economic benefits arising from attracting foreign business activity can buttress their legitimacy, the perceived activities of these businesses, in the absence of supporting institutional frameworks, may render this counterproductive.

Purpose
Policing differs across neighborhoods, but little is known about how context conditions residents’ assessments about police legitimacy. The purpose of this paper is to investigate whether procedural justice and police effectiveness differently contribute to legitimacy judgments depending on the security risk inherent in the context.
Design/methodology/approach
The research applies a series of multi-level regression models using nearly 3,000 surveys of Trinidad and Tobago residents.
Findings
Police legitimacy and the conditions that promote legitimacy vary across neighborhoods. In “good” neighborhoods, individuals draw on police effectiveness and procedural justice to infer legitimacy, but in at-risk neighborhoods, residents’ views derive from effectiveness. Procedural justice does not play a significant role.
Practical implications
One implication for police is that the current emphasis on evidence-based policing strategies, especially in high crime neighborhoods, can provide a mechanism to improve the generally negative views about police legitimacy held by those residents. The findings do not imply, however, that police need not be concerned about procedural justice in at-risk neighborhoods. In fact, as police improve their crime prevention prowess, views about how procedurally just their methods are increase in importance.
Originality/value
Prior research addressing the antecedents of legitimacy has focused on individual demographic and attitudinal predictors. Only two prior studies have begun to investigate whether residents of different contexts may form their views based on different antecedents. This study outlines a theoretical basis for why different bases may be expected and then tests those expectations using rigorous statistical analyses.

Abstract
Purpose
Innovation management in the healthcare sector has undergone significant evolutions over the last decades. These evolutions have been investigated from a variety of perspectives: clusters, ecosystems of innovation, digital ecosystems and regional ecosystems, but the dynamics of networks have seldom been analyzed under the lenses of entrepreneurial ecosystems (EEs). As identified by Cao and Shi (2020), the literature is silent about the organization of resource allocation systems for network orchestration in EEs. This article investigates these elements in the healthcare sector. It discusses the strategic role played by entrepreneurial support organizations (ESOs) in resource allocation and elaborates on the distinction between sponsored and nonsponsored ESOs in EEs. ESOs are active in network orchestration. The literature explains that ESOs lift organizational, institutional and cultural barriers, and support entrepreneurs' access to cognitive and technological resources. However, allocation models are not yet discussed. Therefore, our research questions are as follows: What is the resource allocation model in healthcare-related EEs? What is the role played by sponsored and nonsponsored ESOs as regards resource allocation to support the emergence and development of EEs in the healthcare sector?
Design/methodology/approach
The article offers an explanatory, exploratory, and theory-building investigation. The research design offers an abductive research protocol and multi-level analysis of seven (sponsored and nonsponsored) ESOs active in French healthcare ecosystems. Field research elaborates on semi-structured interviews collected between 2016 and 2022.
Findings
This article shows explicit complementarities between top-down and bottom-up resource allocation approaches supported by ESOs in the healthcare sector. Despite explicit originalities in each approach, no network orchestration model prevails. Multi-polar coordination is the rule. Entrepreneurs' access to critical technological and cognitive resources is based on resource allocation modalities that differ for sponsored versus nonsponsored ESOs. Emerging from field research, this research also shows that sponsored and nonsponsored ESOs manage their roles in different ways because they confront original issues about organizational legitimacy.
Originality/value
Beyond the results listed above, the main originalities of the paper relate to the instantiation of multi-level analysis operated during field research and to the confrontation between sponsored versus nonsponsored ESOs in the domain of healthcare-related innovation management. This research shows that ESOs have practical relevance because they build original routes for resource allocation and network orchestration in EEs. Each ESO category (sponsored versus nonsponsored) provides original support for resource allocation. The ESO's legitimacy is inferred either from the sponsor or the services delivered to end-users. This research leads to propositions for future research and recommendations for practitioners: ESO managers, entrepreneurs, and policymakers.
