Abstract

A good theory of leadership unites personal integrity, moral commitments, legal authority, and accountability and effectiveness. This chapter presents leaving a legacy as an approach to organize managers’ and leaders’ ethical reflection. It unites personal meaning with organizational mission and connects a person's significance with organizational results. It embeds leaders in an historical setting, linking their inheritance and their obligations to the future. Thinking of a legacy guides leaders to a less controlling style, supporting people and institutions capable of adaptation and growth. While legacy does not capture all aspects of managerial leadership, it maps broad and rich understanding of leadership and responsibility linked to trusteeship.

Abstract

A lesbian, gay, bisexual, transgender, and queer+ (LGBTQ+) community’s hunger for its history became an arena for creative, unorthodox work involving a library and information science (LIS) educator, librarians and other educators, and even a university library. The result was fundamentally collaborative, involving community and educational organizations; all inspired by social responsibility and community engagement goals, some of which can be found in a university mission statement. The story of these individuals and organizations begins with a drive toward a greater awareness of LGBTQ+ history, a goal that led to creating inclusive high school history curricula. Along the way, these efforts generated information resources such as a community-generated database, a temporary history exhibit, a conference, and a workshop geared to gay straight alliance (GSA) organizations in high schools. GSAs and their statewide supporting organization, the Illinois Safe School Alliance, were also the part of this work. While the larger goal of this work was to help diverse constituencies understand the importance of their history by developing, curating, and utilizing information resources that fulfill overlooked community information needs, this chapter comes to focus on a piece of that work, the development of Illinois’s first LGBTQ+ history elective. Consequently, this chapter can show how librarians and libraries can actualize social justice aims and thereby expand traditional library practices through sustained efforts that may lead to smaller specific goals, some of which may develop in unforeseen ways. The key is to expand the existing aims of libraries into sustained community engagement while remaining open to the opportunities that arise along the way.

Abstract

Purpose

While discourse abounds regarding the potential impacts of sports mega events on host cities, existing ideologies about, strategies for, and systematic examinations of “legacy” effects are poorly understood. This chapter presents a sociological examination of the sport mega-event legacy measurement process.

Design/methodology/approach

In this chapter, we reflect on our own involvement in legacy evaluation in the context of the 2015 Pan/Parapan Am Games in Toronto to examine existing legacy measurement strategies, review their findings, and present a theoretical detour via the past for consideration in future sociological contributions to the legacy measurement process.

Findings

Data discussed in this chapter suggest a need for the creation of a more sociologically informed, methodologically robust and piecemeal rather than Utopian-oriented “report card” measurement device for legacy evaluation.

Practical implications

Based on the review of evidence, we contend that if sociologists of sport remain committed to keeping their roles, as public intellectuals, applied researchers or participatory activists in the sport for development/legacy nexus, those involved might do so with a greater attention to focusing on what Karl Popper (1961) refers to as piecemeal social engineering strategies and measurements, and attending to those legacies both on and off the event organizing committee radar screen.

Abstract

Purpose

The purpose of this chapter is to provide the rationale for the public authorities’ direct interventions to realise benefits for the city and region of Glasgow acting as host city for the 2014 Commonwealth Games.

Methodology/approach

The methodology relies on an extensive literature review of the impact of large sporting and cultural events and of the evolution of the partnership approach to social and economic development and regeneration. One of the authors was critically involved in the construction of The Commonwealth Games legacy for Glasgow and so the chapter uses a participant researcher methodology.

Findings

The findings are consistent with the lessons from previous mega events as proposed following recent Olympic and Commonwealth Games and World Cups. The City Council was able to introduce a partnership approach which intervened to establish a viable legacy programme.

Research implications

Research implications, as previous studies have argued, are of a need for evaluation of the legacy programme over a period of several years.

Practical implications

Practical implications follow from the success of the Glasgow Games which confirm the advantages of a partnership-based legacy programme being established early by the host city.

Social implications

Social implications have been addressed over the short term by others and the longer term impacts of public sector interventions need to be analysed.

Originality/value

Originality/value of the chapter come from the description and assessment of the first legacy programme to be established before the event with wide stakeholder support.

Abstract

Following deregulation, the airline industry has dramatically changed. In addition to numerous mergers and bankruptcies, the industry has also seen an influx of small, “low-cost” carriers who offer differentiated competition to the traditional legacy carriers. These low-cost carriers traditionally avoided the hub-and-spoke networks of legacy carriers, offering point-to-point service often on adjacent routes. However, events of the past 10–15 years, including the terrorist attacks of 9/11, rising fuel prices, and economic recessions, have led to a shift in the operations of these airlines. The legacy carriers have unbundled many of their services, most notably through baggage fees, seeking to improve efficiency. Low-cost carriers have expanded services into major airports and have shifted to more direct route level competition with the legacy carriers as they use their cost efficiency advantages to their advantage. In this chapter, we examine airport and route choice decision to serve by legacy and low-cost carriers over time. Our descriptive and econometric models point to convergence of operations in terms of the airports and routes that low-cost and legacy carriers serve, with the implication that the current competitive atmosphere improves efficiency as the distinctions between legacy and low-cost carriers have become less obvious.

Abstract

Purpose

This article aims to analyze the workers' probabilities of following their parents’ occupational legacy and whether these individuals are paid differently compared to those who opted for occupations different from their parents, in Brazil.

Design/methodology/approach

To that end, the occupational legacy probability equation was estimated as the quantile wage equations with sample selection bias correction and the wage decomposition for Brazil from the microdata of the National Household Sample Survey (PNAD) of 2014. It was found that families have a strong influence on the process of choosing the careers of their children. The average probability of a young person following the occupational legacy of their parents was 41.63%. This percentage is different when analyzing different groups of individuals, such as being male or female, being in a traditional or single parent family, being in an income household lower or higher per capita.

Findings

The results also confirm the hypothesis that workers who tend to follow the occupational legacy have lower wages than individuals who choose other occupations and that this may cause a “poverty trap” since the lower the salary quantile, the stronger the “trap” as economically disadvantaged young people tend to follow in their parents' footsteps and to contribute to family income they face a tradeoff, opt between work or study, which ends up disrupting their education and forcing young people to entering the job market early, performing secondary occupations with lower income and arduous work, generating a “vicious cycle of poverty”.

Research limitations/implications

Given the database, we are comprised to its most recent version.

Practical implications

This is the first work on Latin American problem of occupational legacy.

Abstract

Purpose

Major sporting events (MSEs) have always contributed to sustainable change. Many owners and organizers of MSEs have gradually institutionalized the governance of sporting events legacies. International sports organizations and past studies currently have a vision for sporting event legacies. However, a specific legacy governance system has not been developed. Thus, this study explores stakeholder's perspectives of post-event effects and the legacy governance strategies for Taipei 2017 Universiade (TU).

Design/methodology/approach

The representatives of the various stakeholders of the TU are selected and an in-depth interview approach employed. Archival material, including official organizing documents and information from the TU website, is used to increases the reliability of the results.

Findings

The benefits of MSEs are not always long-lasting. The TU has created a significant breakthrough for Taipei City, and its successful hosting has raised the image of the city and strengthened its infrastructure and national identity. Thus, the TU must leave sustainable legacies to benefit society and urban development.

Research limitations/implications

Although the study has revealed diverse perspectives from the representatives of stakeholder groups and highlighted the uniqueness and future directions of legacy governance that the TU has produced and learned, the findings may not be fully applicable or replicated in other cities or small countries, especially given Taiwan's international political status. For further study, a systematic model can be constructed to more accurately analyze the interconnected relationship to determine the extent to which various MSE legacies are regarded as “successful” governance, and other significant aspects should be incorporated into the model as a basis for comparing traditional legacy assessment.

Practical implications

This study developed a theoretical account of legacies and their relevance to MSEs, thus emphasizing that, in addition to “hard legacies” (concrete infrastructure or athletes' village), hosting the TU has established “soft legacies” (memories enshrined in the public's consciousness). Regarding the Taipei city government, the sustainable strategies of legacy governance after learning from the hosting experience are probably more complex. Nonetheless, hosting MSEs has been regarded as a crucial medium for urban development across the globe. It would be helpful to further this line of inquiry via the TU stakeholder perspectives regarding legacy governance concerns.

Originality/value

The study contributes to the literature by proposing feasible directions of legacy governance for a host city. As Taiwanese are concerned, the political legacy has the most profound influence among all types of the legacies generated by the TU. The followed is the infrastructure legacy, which can be utilized as the core of the sustainable development strategies of the legacy governance, thereby expanding the post-event governance of various legacies.

This study aims to explore the legacy potential of the FIFA Women’s World Cup (FWWC) 2015, for the host communities across Canada.

Abstract

Purpose

This study aims to explore the legacy potential of the FIFA Women’s World Cup (FWWC) 2015, for the host communities across Canada.

Design/methodology/approach

The mixed-methods study included a link to an online anonymous survey being sent to all volunteers at the FWWC that explored their prior volunteering experience, motivations for volunteering, perceived skill development and future volunteering intentions. Documents were reviewed, and key stakeholders were interviewed.

Findings

The results support previous research that mega-sport event (MSE) volunteers are typically older females with prior volunteering experience. Those most likely to indicate they wanted to volunteer more are younger volunteers without prior volunteering experience. While legacy was discussed as a desired outcome, this was not operationalised through strategic human resource strategies such as being imbedded in the position descriptions for the volunteer managers.

Research limitations/implications

As this study was conducted in the real-world context of a sport event, the timing of the survey was determined by the organising committee.

Practical implications

Mega sport events typically draw upon existing host-city social and human capital. For future event organising committees planning for and delivering a volunteer legacy may require better strategic planning and leveraging relationships with existing host-city volunteer networks. In the context of a single sport, women’s MSE, multi-venue, multi-province event, greater connection was required to proactively connect younger women for volunteers to their geographic sport and event volunteering infrastructure.

Originality/value

This is the first research of volunteers for the largest women’s mega single-sport event. There are three theoretical contributions of the paper to: the socio-ecological lens, motivational theory of single event MSE and the contribution of social and human capital to understandings of legacy.

Purpose

The success of both London 2012 and Fifteen Cornwall suggest that a focus on legacy can help a company achieve more that is both sustainable and profitable. The idea of putting legacy at the heart of business strategy has also been boosted by recognition that short‐term, profit‐only attitudes have just taken us to the edge of the economic abyss.

Design/methodology/approach

Recently The London Times covered the launch of a new management development initiative whose central idea could help redefine business strategies in the twenty‐first century. “Legacy Together” enables business managers to work with and learn from commercially successful social enterprises, and some of the world's most influential business organisations are looking at it closely. But what exactly is “legacy”, and how can it make a business more successful?

Findings

London 2012 suggests that legacy is an idea whose time has come and that, for the world beating businesses of the future, success could be measured on a “triple bottom line”: profit, social progress, environmental benefit. Business leaders today have more power than ever to create positive, sustainable change, not just in their own organizations, but in society. If the greatest legacy of the London Olympics is to make us as leaders recognize this, then 2012 truly will have been the greatest show on earth.

Originality/value

Legacy Together concentrates on the collaborative skills needed to achieve outstanding results. To succeed your people need to be able to innovate, and increasingly innovation – which by definition means doing something new – requires collaboration. If you want your people to learn how to collaborate and innovate, they will need to know how to engage with what really matters to them and their collaborators. They will also need to know how to share this with others. Business leaders will need to define what they want their people's “every day legacy” to be.

Purpose

Mega sport events (MSE) are immensely popular but also highly criticized because these include large public budgets and involve politically sensitive topics. In this context, there is an increasing attention toward legacy planning, the effort to confer long‐term benefits to a host destination through organizing MSEs, such as the Olympic Games. When it comes to event planning, large‐scale master plans are a common approach. However, in the Netherlands the authors see that an alternative development model is pursued called the Dutch Approach to prepare for the possible candidature to host the Olympic Games of 2028. This paper aims to analyze this approach with a specific focus on whether this approach has the potential to result in a positive legacy.

Design/methodology/approach

The research involves a literature review which distinguishes factors that positively or negatively influence event legacies. This results in a framework which is used as a guide for a content analysis of data on the Dutch Approach. Hence, data are obtained from analyzing academic and professional literature, policy documents, research reports, and newspaper articles on the Dutch Olympic ambitions, and the planning approach thereof. Moreover, data are derived from a study by the authors on the development of the area “Sportas Amsterdam”.

Findings

The research identifies factors that can contribute positively and negatively to the legacy of events. It provides a unique insight into the planning process of The Netherlands in the context preparing a bid for the Olympic Games of 2028. What can be learned from the Dutch Approach is that planning for a positive legacy is a long‐term and complex process that heavily relies on the support of a range of stakeholders. Due to the range of actors involved, it involves much negotiations and becomes increasingly difficult to achieve consensus.

Research limitations/implications

The paper provides a reflection on the concepts of legacy and legacy planning, and outlines a set of propositions concerning the future of MSEs that present an agenda for further research. By doing to, the paper highlights the importance of focusing on how the relations between stakeholder involvement, planning approaches, and types of urban regimes influence the extent to which a positive legacy can be achieved.

Originality/value

The paper provides a state of the art overview of contributions on event legacy and legacy planning. It draws attention to conditions for positive legacies and implications for planning and governance approaches. It is argued that a top‐down government‐led approach to a MSE will probably have less impact on future tourism compares to the Dutch Approach.
