Abstract

Towns and cities across Canada face rapidly changing economic circumstances and many are turning to a variety of strategies, including tourism, to provide stability in their communities. Community Economic Development (CED) has become an accepted form of economic development, with recognition that such planning benefits from a more holistic approach and community participation. However, much of why particular strategies are chosen, what process the community undertakes to implement those choices and how success is measured is not fully understood. Furthermore, CED lacks a developed theoretical basis from which to examine these questions. By investigating communities that have chosen to develop their tourism potential through the use of murals, these various themes can be explored. There are three purposes to this research: (1) to acquire an understanding of the “how” and the “why” behind the adoption and diffusion of mural-based tourism as a CED strategy in rural communities; (2) to contribute to the emerging theory of CED by linking together theories of rural geography, rural change and sustainability, and rural tourism; and (3) to contribute to the development of a framework for evaluating the potential and success of tourism development within a CED process.

Two levels of data collection and analysis were employed in this research. Initially, a survey of Canadian provincial tourism guides was conducted to determine the number of communities in Canada that market themselves as having a mural-based tourism attraction (N=32). A survey was sent to these communities, resulting in 31 responses suitable for descriptive statistical analysis, using Statistical Package for the Social Sciences (SPSS). A case study analysis of the 6 Saskatchewan communities was conducted through in-depth, in person interviews with 40 participants. These interviews were subsequently analyzed utilizing a combined Grounded Theory (GT) and Content Analysis approach.

The surveys indicated that mural development spread within a relatively short time period across Canada from Chemainus, British Columbia. Although tourism is often the reason behind mural development, increasing community spirit and beautification were also cited. This research demonstrates that the reasons this choice is made and the successful outcome of that choice is often dependent upon factors related to community size, proximity to larger populations and the economic (re)stability of existing industry. Analysis also determined that theories of institutional thickness, governance, embeddedness and conceptualizations of leadership provide a body of literature that offers an opportunity to theorize the process and outcomes of CED in rural places while at the same time aiding our understanding of the relationship between tourism and its possible contribution to rural sustainability within a Canadian context. Finally, this research revealed that both the CED process undertaken and the measurement of success are dependent upon the desired outcomes of mural development. Furthermore, particular attributes of rural places play a critical role in how CED is understood, defined and carried out, and how successes, both tangible and intangible, are measured.

Abstract

The process of global leadership development remains a challenging theoretical problem in the field of global leadership. To help address this issue, we develop a theoretically grounded process model of global leadership competency development that addresses the dynamics involved in the adoption and enhancement of intercultural competencies associated with global leadership. We do this by integrating theoretical constructs associated with competency development from the adult learning and development, cognitive-behavior therapy, global leadership development, leadership development, organizational development, and social learning theory literatures. The resulting model includes testable propositions – a critical feature that existing global leadership development process models currently lack. Our chapter concludes with a discussion of the implications of the model for future research and practice.

Abstract

Purpose

Current volatile environments, business complexity, and leadership gaps are compelling organizations to deploy effective leadership development strategies. Fueled by competitive growth and people challenges, efforts continue to scale up but fail to create the desired leaders. This paper aims to address the missing links and calls for new ways of deploying leadership development strategy.

Design/methodology/approach

Qualitative data on experiential feedback have been collected from participants and stakeholders of leadership development programs in Indian organizations.

Findings

An integrated six-step approach to leadership development has been proposed for scholars and practitioners.

Practical implications

From the practitioner’s perspective, this study contributes to the field of leadership development by challenging the relevance of current approaches. It also adds to the scholarly literature on leadership development in the context of the organization and the individual.

Originality/value

Current studies in the area of leadership development in the Indian context are scarce.

Abstract

Purpose

Leaders' capacity has become mission‐critical in many organizations today. However, this business challenge is a struggle for many. Part of the reason is that current approaches to building leadership capacity are failing to hit the mark, and many senior leaders have little confidence in their organization's leadership development programs. This article aims to examine how organizations can close the leadership gap in their organizations by implementing an integrated approach to leadership development.

Design/methodology/approach

The evolution of leadership development is discussed and a framework is presented to examine traditional approaches and consider their limitations.

Findings

The integrated‐solution approach to leadership development represents a more strategic, synergistic and sustainable way for organizations to build the leadership capacity they require to gain competitive advantage. The integrated solution is intense. It requires serious commitment on the part of organizations, their senior leaders and from HR. The process also is more complex. In the long‐term though, the integrated‐solution approach delivers greater value to organizations and ensures that their investment in leadership development is optimized.

Originality/value

The article presents practical and proven strategies to overcome the leadership gap in organizations today

The purpose of this conceptual paper is to provide strategies on how to embed physician leadership development efforts within health organizations.

Design/methodology/approach

Findings from our previous research, which include an extensive literature review and analysis of 53 interviews with representatives from healthcare organizations across the globe, are integrated within the context of the Influencer© framework to provide a useful and grounded tool for physician leadership development strategies.

Findings

Physician leadership development strategies are identified for each of the six domains within the Influencer© framework.

Practical implications

A number of physician leadership development strategies are provided. They can be used in combination or used independently.

Originality/value

Integrating the knowledge gained from practices in health organizations and from the literature within the Influencer© framework is a unique approach and strengthens the usefulness of the identified physician leadership development strategies.

Abstract

Purpose

This paper sets out to review leadership development since the inception of the Police Service of Northern Ireland (PSNI) in 2001, its developments over the past ten years, and to look at the opportunities and challenges for the future. It considers the new leadership strategy for policing in Northern Ireland.

Design/methodology/approach

This paper explores how leadership development has been considered before, during, and after the change process for policing in Northern Ireland. Through synthesis of available information, learning materials and documents, it identifies and reviews the key models, theories and approaches used for leadership and management development within the PSNI and the approach considered necessary for success in the future.

Findings

The PSNI has progressed significantly from policing the 30 years of conflict in Northern Ireland, where inward focus was more prevalent than the external partnership and collaborative approach that is needed today and in the future. The change from the Royal Ulster Constabulary to the new Police Service of Northern Ireland required leadership to deliver the transformation required. A new leadership development strategy is vital if operational policing is to continue to enhance public confidence at a time of renewed terrorist threat.

Practical implications

Public sector organisations are currently facing great change in order to ensure they are able to meet the challenges of globalisation, technology, demography and the world financial crisis. Leaders can learn from the experience of the Police Service of Northern Ireland in the transformational change process which took place over the past ten years and how it intends to meet the future challenges facing a smaller service with reduced funding.

Originality/value

This review comes ten years after the establishment of the Police Service of Northern Ireland. It provides insights into the leadership development which supported the transformational change process within Northern Ireland.

Abstract

In the light of the financial crisis and the radically changed conditions in the market place, international leadership development is facing new demands. The Danish-based International Leadership Institute Mannaz has researched the new conditions in collaboration with the Institute of Executive Development in the United States.

The research, conducted in 2008 and 2009, combines, in an innovative way, quantitative and qualitative inputs, from both current and future perspectives, from some 111 senior Corporate Executives, Heads of Human Resources and of Learning and Organisational Development in large international corporations headquartered in Europe and the United States; together with the thoughts of some 50 experienced practitioners involved in executive coaching as well as in designing, developing and facilitating leadership development programmes. Also we include a section summarising the key findings from recently published research from other leadership development surveys. Conclusions reveal that the crisis has propelled a long-awaited decline of the traditional classroom-based educational approach to leadership development. Instead, effective leadership development is suggested to build on experiential learning approaches rooted in real life, real time and allowing for more immediate impact and providing for considerably higher relevance and motivation. Coaching, leaders teaching leaders, stretch assignments, action learning, peer networking, customer insights and selective use of technology are seen as important contributors to the leadership development process going forward.

Abstract

Purpose

The main purpose of this paper is to conduct a systematic review of the literature on best practices and propose a series of steps or practices that practitioners can use in developing and assessing their leadership development strategies and programs.

Design/methodology/approach

This is a review paper. An extensive literature review was conducted (by searching texts and business databases, such as ABIInform/Proquest, for “leadership development best practices”). Once an organization was identified, several criteria were used to decide whether it would be included in this study: independent analysts classified the practice as “best” in the leadership development area; leaders were “made” through integrated, multi‐mode programs that included top management support, systematic training, etc.

Findings

Six key factors were found to be vital for effective leadership development: a thorough needs assessment, the selection of a suitable audience, the design of an appropriate infrastructure to support the initiative, the design and implementation of an entire learning system, an evaluation system, and corresponding actions to reward success and improve on deficiencies.

Research limitations/implications

The paper identified “best practice organizations” by reviewing the literature. While this is an acceptable method, it resulted in wide range of determining criteria.

Practical implications

The most important implication of this paper is practical in nature. Essentially, organizations can use the six stages identified in the paper to help them develop and implement effective leadership development strategies.

Originality/value

Leadership development has become a key strategic issue for contemporary organizations. There is considerable evidence to suggest that organizations that do not have properly structured leadership development processes compete in the marketplace at their own peril. Several organizations have reported successes with particular approaches, yet an examination of the literature reveals that the lessons emanating from these success stories are generally not presented in a holistic manner. This is the need that we address in this paper.
