Abstract
Purpose
Seeks to raise the question of why large‐scale technochange is difficult and often failure‐prone and to attempt to answer this question by viewing technochange as an instance of institutional change and design in which self‐destructive mechanisms are inherently embedded.
Design/methodology/approach
In order to explore the complex institutional dynamics of large‐scale technochange the paper uses the exploration/exploitation framework originally developed by March and extended by Lanzara to the study of institution‐building processes in the political domain. The argument is that problems in implementing large‐scale technochange stem from learning dilemmas in the inter‐temporal and inter‐group allocation of material and cognitive resources. The paper uses a case of large‐scale technology in a major US university system to illustrate the institutional perspective on technochange.
Findings
It is argued and illustrated that the development and redesign of large‐scale information systems involve both the exploration of alternative institutional arrangements and the exploitation of pre‐existing ones, such that a delicate balance must be struck to overcome incoherences and dilemmas between the two activities.
Research limitations/implications
The proposed framework to understand large‐scale technochange is not examined empirically. The illustration of the framework relies on a single large‐scale system project of a non‐profit organization in the USA. Further empirical work and comparative research on multiple cases are needed.
Practical implications
The paper discusses some sources of the failures of large‐scale technochange and offers three interrelated mechanisms to counteract such failure sources, namely focal points, increasing returns, and bricolage. These counteracting mechanisms may help organizations to effectively deal with the dilemmas of exploration and exploitation in technochange.
Originality/value
This paper fills the gap in understanding the nature of large‐scale technochange, providing an explanation of why it is difficult and failure‐prone and offering some modest proposals for intervention in large‐scale system projects.

Purpose
Contemporary coliving is a rapidly developing housing typology, characterised by high-density private living spaces integrated with various shared, mixed-use amenities. The purpose of this research is to quantitatively examine the spatial configurations of coliving building systems, and the integration of programmatic space labels, to provide insights for architects and researchers into the homogeneity and genotypical patterns embedded within these contexts.
Design/methodology/approach
Coliving buildings of various scales from the United Kingdom and the USA were examined using small graph matching and inequality genotypes. The former was adopted to identify a genotype signature and assess homogeneity levels, whilst the latter provided a comparative analysis of the ranked integration values for space labels within these building systems.
Findings
Although local samples exhibited superior levels of homogeneity compared to the sample population (n = 18), the latter still evinced a marked homogeneity and no statistical difference in building system integration (mean real relative asymmetry (RRA)). Local large-scale samples showed the greatest homogeneity and building system integration of all sample groups, whilst a statistically significant distinction in building system integration was evident between large- and small-scale samples. However, a comparison of space label integration (RRA) across different building scales demonstrated that a potential genotypical pattern exists between small- and large-scale samples.
Originality/value
Through the identification of homogeneity and integration values related to scale and location, this research establishes an empirical, methodological framework for the generalisable spatial analysis of contemporary coliving buildings. Furthermore, genotypical patterns provide insights into space labels that are most likely to encourage copresence and social encounters between residents.

Abstract
Purpose – Chapter 3 analyses if Russia's current problems in agriculture, particularly the slow growth of labour productivity are due primarily to the weak property rights of shareholders stemming from the privatisation and therefore attributed to Russia's failure to implement the family farm project as supposed by the World Bank and many other international institution.
Methodology – To compare the development of labour productivity and farm structure in Russia and the Baltic countries after decollectivisation.
Findings – The comparisons show that the outcomes in Latvia and Lithuania are not in fact any better than in Russia, even though large-scale farms here have largely been replaced by individual farms. They also show that the most likely explanation for the extremely poor results in Lithuania lies in the overly strong property rights of shareholders. Estonia's success compared to Russia's failure cannot be explained away by stronger property rights or family farming, but the reasons lie in the country's more successful application of Soviet farming traditions, the capability of the middle class of former Soviet farms to maintain and modernise large-scale production in capitalist conditions.
Originality/value of chapter – It calls into question one of the basic interpretations presented by World Bank, IMF, OECD and EBRD.

Abstract
Purpose
To offer knowledge about the global development of large-scale demand responsive transport systems (DRT), and to stimulate dialogue and collaboration for further innovation and improvement of these systems.
Design/methodology/approach
A review of the literature shows how DRT has evolved from the first applications in the 1970s to very complex operations in the last two decades with hundreds of vehicles and thousands of passengers every day. Data collection from available sources on the Internet and personal communications during international projects, conferences, and networking are used to quantify the development and status for large-scale DRT.
Findings
In the last decade, DRT is moving slowly ahead with real progress in some countries. The “Danish Model” is a good example of how to organize DRT for the best possible coordination of different mobility services, both “open” to the general market and for the special needs market. Such integration is also observed in a few places in the United States, and some European countries. For a real progress there is a great need and potential for international collaboration, as has been the case for most other sectors.
Originality/value
This is the first known attempt to collect information and compile a list of the 30 largest DRT systems in the world. This is used to analyze trends and provide insight into new directions for large-scale DRT systems. Suggestions for collaboration in various aspects of DRT should be valuable to organizations and policy makers with interest and power to further DRT innovations and operations.

Abstract
The aim of this paper is to demonstrate the application and usefulness of quality function deployment (QFD) in large‐scale system redesign, such as the system of social services serving a large urban municipality. Over the past ten years, the author has experimented in applying QFD to the problem of large‐scale social system redesign. With each application, lessons have been learned that have increased the usefulness of the technique. The paper concludes with a case study detailing the most recent application of QFD in the redesign of services to the deaf and hard of hearing to highlight the how the technique is currently being applied. Traditional tools and approaches used to support large‐scale system redesign, such as program evaluation, become stretched beyond their capacity when applied to complex systems. QFD has proved itself capable of handling this complexity, effectively supporting the redesign of these complex systems. It has further demonstrated its usefulness as a framework within which traditional tools may regain their relevance. Governments, social agencies, not for profit agencies, like other organizations, are all seeking to do more with less. Recently, these efforts have emphasized taking a systemic approach – moving away from the evaluation of a single agency or program to evaluating how the combination of agencies and programs (the system) work together to achieve social outcomes. The ability of QFD to handle the complexity of such a task makes it the ideal approach to addressing these types of problems. The application of QFD to the redesign of complex social systems indicates it may prove equally useful to applications in related fields including organizational design and community planning.

Abstract
Purpose
This study explores the efficacy of social movements thinking for mobilizing resources toward sustainable change in large-scale systems such as health and social services.
Design/methodology/approach
The study proceeds from a critical realist perspective employing a qualitative multi-case study approach. Drawing on the tenets of grounded theory (i.e. constant comparative analysis and theoretical sampling), data from semi-structured interviews and field notes were analyzed to facilitate theoretical integration and elaboration.
Findings
One case study explores the emergence of social movements thinking in mobilizing a community to engage in sustainable system change. Data analysis revealed a three-stage conceptual framework whereby building momentum for change requires a fundamental shift in culture through openness and engagement to challenge the status quo by acknowledging not only the apparent problems to be addressed but also the residual apathy and cynicism holding the system captive to entrenched ideas and behaviors. By challenging the status quo, energy shifts and momentum builds as the community discovers shared values and goals. Achieving a culture shift of this magnitude requires leadership that is embedded within the community, with a personal commitment to that community and with the deep listening skills necessary to understand and engage the community and the wider system in moving forward into change. This emergent conceptual framework is then used to compare and discuss more intentional applications of social movements thinking for mobilizing resources for large-scale system change.
Originality/value
This study offers a three-stage conceptual framework for mobilizing community/system resources toward sustainable large-scale system change. The comparative application of this framework to more intentional applications of social movements thinking to planned change initiatives offers insights and lessons to be learned when large-scale systems attempt to apply such principles in redesigning health and social service systems.

Purpose
Simulation is a well-known technique for using computers to imitate or simulate the operations of various kinds of real-world facilities or processes. The facility or process of interest is usually called a system, and to study it scientifically, we often have to make a set of assumptions about how it works. These assumptions, which usually take the form of mathematical or logical relationships, constitute a model that is used to gain some understanding of how the corresponding system behaves, and the quality of these understandings essentially depends on the credibility of given assumptions or models, known as VV&A (verification, validation and accreditation). The main purpose of this paper is to present an in-depth theoretical review and analysis for the application of VV&A in large-scale simulations.
Design/methodology/approach
After summarizing the VV&A of related research studies, the standards, frameworks, techniques, methods and tools have been discussed according to the characteristics of large-scale simulations (such as crowd network simulations).
Findings
The contributions of this paper will be useful for both academics and practitioners for formulating VV&A in large-scale simulations (such as crowd network simulations).
Originality/value
This paper will help researchers to provide support of a recommendation for formulating VV&A in large-scale simulations (such as crowd network simulations).

This paper discusses the conceptual and theoretical foundation upon which whole systems change interventions are based The paper first describes six methods of intervention that are currently being utilized to change whole systems: (1) future search, (2) search conferences/ participative design, (3) open space, (4) large scale interactive process methodology, (5) simu‐real, and (6) fast cycle full participation and the conference model. Next, six common values and assumptions underlying these large scale change interventions are identified: (1) organizations are seen as “whole systems,” (2) viewing organizations as whole systems requires the creation of dialogue among all organizational stakeholders, (3) organizations do not exist, but organizing processes and procedures do, (4) what we perceive as our collective organizational reality becomes the organization that is created, (5) individuals within organizations have the capacity to self‐organize and redefine their reality, and (6) humanity shares a set of universal values that are inherently “good” and these values will ultimately influence voluntary collective action. The paper concludes with an appeal for interventionists and users of large group techniques to be cognizant of the assumptions that drive their choice of intervention.
