Abstract

Purpose

The purpose of this paper is to study the nature of request for information (RFIs) on construction projects by using data analytics to understand the frequency of RFIs, when they occur on projects, and the relationship between project characteristics and frequency of RFIs and between project characteristics and RFI turnaround time.

Design/methodology/approach

A data-analytic approach using RStudio and Minitab software on 168 construction project cases in Australia and New Zealand involving 1,032,949 correspondences and 53,042 RFI event records made available by Aconex, one of the world largest cloud-based project management platform.

Findings

Large and complex projects tend to have significantly larger number of RFI events per day and longer RFI turnaround when compared with smaller and less complex projects. Projects with fewer users per organisation recorded a higher RFI turnaround time when compared with projects with more users per organisation – users mean persons involved in managing the project using the online platform (an index of project complexity). RFIs occur early on less complex projects and occur later on more complex projects.

Research limitations/implications

Benchmarks of RFI incidences and turnaround time have been developed for various project characteristics and, practitioners can use them to monitor the RFI performance of projects. Organisations need to pay greater attention to staffing levels needed to handle RFIs to reduce RFI turnaround time.

Originality/value

A data-analytic study of RFI yielded insights for managing RFIs. The findings of previous studies on RFIs are difficult to generalise because they are based on single project case study. The influence of project characteristics on RFI frequency and RFI turnaround time is not yet known.

Abstract

Purpose

As a crucial soft skill, emotional intelligence (EI) is reported to have many benefits, yet it remains largely unexplored in construction project management. The purpose of this paper is to explore further application of project manager's EI to improve project performance.

Design/methodology/approach

A questionnaire‐based survey covering 112 project managers in construction is used to determine project managers’ EI, and relate that to the performance of their most recent projects, as well as examine the moderating effects of international involvement and contract type.

Findings

Results indicate high expressions of six EI factors in project performance of large and complex scale; whereas the effects of self‐confidence and teamwork have not been confirmed. Additionally, international involvement and contract type are found to moderate the relationships between certain EI factors and project performance.

Practical implications

The paper makes recommendations on selection and appointment of project managers to construction organizations; meanwhile it assists project managers in recognizing the significant competencies that cater for large and complex construction projects.

Originality/value

In this paper, the EI model is modified especially for project managers, to make up for the deficiency of project managers’ EI framework, as well as the project performance criteria for construction projects. Then an analysis takes place of the key EI dimensions or competencies on project performance, which contributes to the body of project managers’ EI.

Abstract

Purpose

The purpose of this study is to investigate how procurement strategies may be designed to facilitate exploration and exploitation in construction projects.

Design/methodology/approach

This paper is based on a literature review of organizational research and construction management literature together with a brief interview study of Swedish clients and contractors.

Findings

The theoretical and empirical findings propose that small and simple projects with low uncertainty and scarce resources may focus on exploitation to enhance short-term efficiency through traditional procurement strategies including delivery systems that separate the actors and their activities (i.e. pure design-build- or design-bid-build-contracts), fixed price payment and price focus in bid evaluation. Large complex projects with high uncertainty and customization benefit from combining exploration and exploitation to enhance sustainable performance. This requires collaborative procurement strategies including joint specification through early contractor involvement, cost reimbursement coupled with incentive-based payment, bid evaluation based on multiple criteria and collaborative tools and activities in partnering arrangements.

Research limitations/implications

This paper contributes to organizational learning literature by pinpointing the need for integrating procurement strategies that enhance combination of exploration and exploitation. The main contribution to the construction management literature involves the investigation of how procurement strategies may affect exploration and exploitation, as identified and articulated in the propositions developed in this paper.

Practical implications

From a practical perspective, the findings highlight the importance of tailoring procurement strategies to project characteristics to enhance a suitable balance between exploration and exploitation in construction projects.

Originality/value

The explicit focus on the operational project-level is uncommon but relevant in organizational learning literature.

Abstract

Purpose

The purpose of this paper is to scrutinize the influence of the highly cited Organization Theory and Project Management on consequent project research and to highlight the key contributions of the book, how it has affected consequent project research and to identify areas that could be further explored in future research.

Design/methodology/approach

The paper takes the form of a book review and literature analysis.

Findings

It is found that the book offers insights to elaborating the salient characteristics of large, complex and uncertain projects. It identifies the underlying theories and concepts to improve our understanding of the three main issues: the sources of uncertainty in large engineering intensive projects; management and governance approaches utilized to tackle uncertainty; and project routines and innovation. Some of these insights have later been acknowledged by project scholars focusing topics such as project governance and the management of uncertainty in projects.

Practical implications

The book offers several insights and lessons to scholars and practitioners working with large engineering intensive projects.

Originality/value

The contribution of the book is not used to its full potential in project research. The paper's identification of the book's key insights should be useful for both scholars and practitioners.

Abstract

Purpose

In a construction project, “participants’ satisfaction” is one of the main dimensions used for measuring the successfulness of a project. Designers perform a major role in attaining the project goals and managing project complexity during production. The purpose of this paper is to examine the designers’ performance as evaluated by the main participants: the client, the project consultant/manager and the main contractor, and to identify the main success factors of designer performance using the participants’ evaluation. The study also aims to examine how the economic size of a project affects the project participants’ assessment of the designer’s performance. It is assumed that as the size of a project increases, so does the complexity of the project, which will affect the scope of work and demands on the designers’ operational performance for the specific project level.

Design/methodology/approach

The Finnish project evaluation and benchmark database was used in this study as empirical data. The quantitative data consists of surveys on the project level and are based on a multi-dimensional standard evaluation wherein the main participants evaluate each other’s performances. The client, project consultant and main contractor evaluated the designer’s performance. The data of the study consisted of a total of 892 evaluations. ANOVA analysis was used to examine the differences between the project participants’ assessments based upon the different economic sizes of the projects.

Findings

Contractors were satisfied with the designers’ performance in small projects, whereas the client and the project consultant/manager rated the designers’ performance most successful in large projects. This result may be due to small projects are typically simple and less complex, in which case design solutions are generally well-defined. Nonetheless, the participants’ level of satisfaction follows the same factors. The main problems in the designers’ performance were related to the design content: the flawlessness and comprehensiveness, as well as the compatibility and consistency of designs. These factors were emphasized particularly in the client’s low satisfaction of the designer’s performance. However, project participants were satisfied with the collaboration with designers; however, room for improvement could be found in internal communication and collaboration within the design teams. The findings illustrated that the assessment of the success rate of a project was party-specific, which was clearly affected by the size of the project, as large projects appeared to be more complex than smaller ones.

Practical implications

The findings suggested that there is a need to develop project-specific practices in managing multidisciplinary design teams. Additionally, particularly in large projects, designers should focus more on solving problems and design requirements occurring at the construction site. However, this should be implemented in such a way that this does not interfere with the design activities conducted with the client and project management. While client satisfaction is low in the small projects, designers should focus more on customer-oriented methods to serve client needs better.

Originality/value

In construction project management studies, there is a need to measure the importance that various participants assign to different success factors. Since project success factors depend on project type, a more project-specific approach is suggested to identify the main parameters for measuring project success. This study provides a holistic approach of the designers’ performance, which contributes to the theory of project success and designers’ performance improvement.

Abstract

Purpose

The purpose of this paper is to present a detailed case study on the methods and organisational structure used for controlling the time schedule for a large and complex project. The paper discusses the use of “project controlling”, a term used to describe project control by a third-party organisation.

Design/methodology/approach

The researchers used action research to collect data for the case study. A member of the research team was a “participant-observer” on the project on a day-to-day basis for a period of 18 months collecting and analysing data which were subsequently analysed by a mixed methods approach.

Findings

The use of a “Project Controlling Unit” operated by an independent adviser organisation has significant advantages over traditional methods. It can provide timely, consolidated, independent guidance to the client and assistance to other participating organisations.

Research limitations/implications

The research has confirmed the effectiveness of the method on the project under study.

Practical implications

The findings provide guidance for enhanced project control on large complex infrastructural projects that will be of interest to other researchers, other clients and other construction organisations both within China and internationally.

Social implications

Organisations that seek to develop Project Controlling Units to implement the methods described in this paper will need to review their recruitment and training strategies to ensure that appropriate and experienced staffs are engaged.

Originality/value

The paper extends the knowledge relating to “project controlling” method. The findings provide additional insights to progress reporting and the management of construction production on HOPSCA and other large infrastructural projects.

Abstract

Purpose

The purpose of this paper is to enhance the understanding of what project complexity is, what drivers and factors that influence complexity and how consequences for organizational performance can be assessed.

Design/methodology/approach

The research is explanatory and based on literature review, model development, interviews and case studies. The model is validated through a case study.

Findings

The findings are a model for identifying and analyzing complexity drivers and complexity factors. The model starts with generic complexity drivers such as ambiguity, uncertainty, unpredictability and pace. These drivers are in each project influenced by nature and by socio-political, economic and technological surroundings to result in complexity factors that are specific to the project analyzed. The model can be used to analyze project complexity and to define requirements for the organization of the project and guidelines for the execution.

Research limitations/implications

The research is limited to large projects with a technical delivery of some kind of facilities.

Practical implications

The model can be used to assess the required capability of the organization for successful project execution.

Originality/value

The contribution of the research is a new model for understanding project complexity. The distinction between project complexity drivers and factors is essential as well as the taxonomy for the factors building on and adding to already published research.

The purpose of this paper is to analyze the development and outbreak of a crisis in a high-priority project within a large organization.

Design/methodology/approach

Single-case study using extreme case sampling, a type of purposeful sampling, because this case provides rich information on a rare research opportunity: a project crisis that emerged during the fieldwork. Research data are semi-structured interviews, observations, project and organization documentation, logbook, notes and memos.

Findings

The paper shows the relevance of notions from organizational crisis management to an internal crisis in a temporary setting. This allowed a deeper understanding of crisis development. The paper reveals the wealth of meaningful, transparent data that can be collected when a crisis emerges. It highlights the high potential of project crises to reveal parent organizations’ dysfunctions. Indeed, findings suggest that the parent organization’s usual project management practices greatly contributed to the crisis affecting this project, which was unusually large and complex.

Research limitations/implications

The main potential limitation relates to transferability. However, a single-case study is appropriate when it represents a rare phenomenon that is not easily accessible for researchers – a crisis outbreak.

Practical implications

Results can provide insights enabling practitioners to improve their understanding of the ambiguous, stressful situations created by a crisis.

Originality/value

The results show the relevance of notions from organizational crisis management to the development of a project crisis and demonstrate the potentially harmful impact of a parent organization’s “usual” practices, especially on “unusually” large and complex projects.

Abstract

Purpose

This study aims to examine the impact of governance on project delivery in complex private finance initiative (PFI) projects. Governance is crucial in delivering successful projects within budget, time and in accordance with other project objectives.

Design/methodology/approach

A two‐stage approach was used to address the research questions. First, a literature review was carried out and second, a multiple case study approach based on detailed semi‐structured interviews with project directors and senior managers was conducted to provide an in‐depth insight on how two major PFI projects were planned, managed and delivered in the National Health Service (NHS, UK).

Findings

Project governance influences project delivery in terms of cost, speed of completion, quality and its financial viability as it is critical in providing clear organisational structure, effective decision‐making structures and control processes. The success of one scheme was attributed to an appropriate governance structure enabling necessary reviews and adjustments to be made to render the scheme financially viable and affordable. The failed scheme, subsequently abandoned at a cost of over £15 million to tax payers, was due to an inadequate governance structure creating conflicting priorities of stakeholders, complex decision making with negative impact on project deliverables such as cost and time.

Originality/value

Previous research has not addressed the management aspect of governance which has a significant influence on financial outcomes of NHS PFI schemes. This will enable NHS and other public client organisations to understand the need for adequate governance structure in reducing the risks of projects running over time and incurring increase costs to ensure financial viability and affordability, particularly in large complex schemes.
