Abstract

Purpose

The Gulf Cooperation Council member countries not only generate the highest quantity of municipal solid waste (MSW) per capita when compared globally, but also in most of these countries, such waste is just dumped at different landfill stations. In Oman, the total quantity of MSW stood at 2.0 million tons per year. The emission from this waste is estimated at 2,181,034 tons/year (carbon dioxide equivalent). This article attempts to develop frameworks that considered landfilling, composting and recycling of MSW.

Design/methodology/approach

To know the composition of the municipal solid waste in Oman, a quantitative research method was employed. The greenhouse gas (GHG) emissions from MSWM in this study focus on three major gases, CO2, CH4 and N2O. The Intergovernmental Panel on Climate Change (IPCC) 2006 model is used to calculate GHG emissions from landfills and composting (IPCC, 2006). Four frameworks – baseline F0, framework F1, framework F2 and framework F3 – are outlined in this paper. The F0 represents the current situation of the MSW in which most of the waste goes to landfills and dumpsites. In F1, improved MSW collection service and landfilling are incorporated and open burning is restricted. The F2 considered landfilling and composting, while F3 is based on landfilling, composting and recycling.

Findings

The framework F2, which proposes the composting process for the organic waste which normally goes to landfills, results in the reduction of emissions by 40% as compared to landfill practice. Similarly, the samples of MSW collected in Oman show a good amount of recycling waste. The framework F3, which considers the landfill, composting and recycling, reduced the total GHG emissions from 2,181,034 tons/year to 1,427,998 tons/year (carbon dioxide equivalent), representing a total reduction of 35% in emissions.

Research limitations/implications

Different values such as CH4 correction factor, the fraction of degradable organic carbon and the fraction of DOC used to determine the GHG emissions from MSW considering landfilling, composting and recycling based on the IPPC model and existing literature review. The actual determination of these values based on the Oman conditions may result in more accurate emissions from MSW in Oman.

Practical implications

Different frameworks suggested in this research have different practical implications; however, the final framework F3, which produces fewer emissions, required a material recovery facility to recycle the MSW in Oman. For framework F3, it is important that the residents in Oman have enough knowledge and willingness to do the waste segregation at the household level. Apparently, such knowledge and willingness need to be determined through a separate study.

Originality/value

The frameworks F2 and F3 are considered to be more suitable solutions compared to the current practices for Oman and other gulf countries to reduce its per capita emissions from MSW and protect its local environment. There is a potential for further work that needs to explore the possible solutions to implement the suggested frameworks.

Abstract

Purpose

The purpose of this article is to examine the regime to remediate contaminated land in the UK set out in Part 2A of the Environmental Protection Act 1990 and to analyse the UK Government's intent and objectives in introducing the regime. The legislative provisions and the statutory guidance that accompanies that legislation are then analysed to determine whether those objectives could have been met.

Design/methodology/approach

A research approach was taken to trace the legislative history of Part 2A and to analyse the statutory provisions and the statutory guidance. The approach included researching Parliamentary debates on the statute, consultations on the statutory guidance, other information published by the UK Government, commentaries on the regime, and contaminated land regimes in other jurisdictions.

Findings

The paper found that the introduction of a contaminated land regime that delegates primary implementation and enforcement authority to local authorities, and that severely limits their discretion in doing so, has resulted in a regime that has proven to be unworkable in practice and that has failed to meet its objectives.

Originality/value

The article is the first paper to examine the legislative intent and objectives behind Part 2A and to analyse their effect on the provisions in the statute and the statutory guidance and their implementation and enforcement.

Abstract

Describes the author's work on the development of fibre sensors and networks for monitoring trace gases such as methane, acetylene, carbon dioxide, carbon monoxide, hydrogen sulphide and for detection of spills of gasoline, diesel and organic solvents, all of which are important in environmental and safety management. As an example, a 45‐point fibre optic sensor network has been installed on a landfill site to assess the distribution of methane generation across the site. System operation is based on near‐IR absorption and is currently being extended to monitor other gases such as carbon dioxide and hydrogen sulphide. Concurrently, research is being conducted on fibre lasers for the realisation of multi‐point, multi‐gas monitoring systems. Based on other principles (periodic micro‐bending loss effects), detection of hydrocarbon fuel spills has been demonstrated at multiple locations along the length of a specially designed fibre optic cable using standard optical time domain reflectometry (OTDR) measurements.

Purpose

Due to the high demand of concrete, significant volume of natural resources is required, including virgin aggregates. Many studies have shown that the production of concrete has one of the highest CO2 levels. Although efforts are in place to recycle, enormous effects on landfill and the wider environment remain. Research has suggested the importance of reusing construction and demolition waste such as aggregate for use in recycled concrete. However, robust construction and demolition waste reduction strategies are required. There have been numerous researches on the use of recycled concrete and its management in the construction industry. This paper further consolidates this position.

Design/methodology/approach

This paper exhibits the barriers and benefits of using recycled aggregates for construction industry. This is achieved via reviewing the current construction and demolition waste reduction strategies used mainly in three countries: the UK, Australia and Japan. These countries were selected since they seemingly have similar construction industry and environment. Subsequently, evolving barriers and benefits of using recycled aggregates for construction industry are also reviewed and discussed. And to support such focus, robust construction and demolition waste reduction strategies will be advocated.

Findings

The findings are summarized as follows. The recycling construction and demolition waste could have a positive net benefit compared to the procurement and production of virgin aggregate materials with the same properties. This is not only financially beneficial but also environmentally viable, as fewer resources would be required to produce the same aggregate material. There are effective ways to achieve a high recycle rate target, as demonstrated by Japan. The implementation of a similar recycling process could be implemented globally to achieve a more effective recycle rate through the help of governments at all levels. By creating awareness about the financial and environmental benefits of using recycled aggregate products, large recycling companies can be also enticed to follow suit.

Practical implications

The findings from this paper can ultimately support the construction industry to further consolidate and advocate the use of recycled aggregates.

Originality/value

To achieve the research aim, this paper reviews some of the main sustainability factors of recycled aggregates (including coarse and fine aggregates) and provides comparison to virgin aggregates.

Abstract

Purpose

The purpose of this paper is to assess the waste characteristics and separation efficiency of source separation of household waste in low- and middle-income communities in Kumasi Metropolis, Ghana.

Design/methodology/approach

A sample of 60 households participated in the household survey, education on source separation and pilot source separation exercise. The solid waste was sorted into six fractions and three recycling categories (biodegradable; paper and plastic; residue).

Findings

The mean generation rate of solid waste was 0.52±0.26 kg/per capita/day for the low-income community and 0.65±0.27 kg/per capita/day for the middle-income community. The waste fractions in the communities (low, middle income) were biodegradable organics (59.15, 65.68 per cent), plastics (11.01, 10.68 per cent), papers (3.15, 4.51 per cent), glass (0.89, 2.57 per cent), metals (0.96, 4.63 per cent) and miscellaneous (24.84, 11.93 per cent), respectively. The separation efficiency for organic category was 70 per cent, inorganic and residue was over 69 per cent and the paper and plastics was over 60 per cent.

Research limitations/implications

The study suggests that the success of source separation programme hinges on education and economic incentives. It was noted that the sample size could be increased to enhance the accuracy of the data for prediction purpose.

Practical implications

The findings showed there is potential for recycling through source separation programme in low-and middle-income communities. Public education and economic incentives are necessary for successful source separation programme.

Originality/value

The paper provides insight into source separation to contribute to better understanding of how city authorities in developing countries could take advantage of economic incentives to scale-up recycling.

Abstract

The “stigma” associated with remediated contaminated land is the blighting effect on property value caused by perceived risk and uncertainty. Uncertainties relate to negative intangible factors such as the inability to effect a total “cure”, the risk of failure of the remediation method, the risk of changes in legislation or remediation standards, the difficulty in obtaining finance, or simply a fear of the unknown. Post‐remediation “stigma” is the residual loss in value after all costs of remediation, including insurance and monitoring, have been allowed for. It equates to the difference in value between a remediated contaminated site and a comparable “clean” site with no history of contamination. The initial results from a study of the market sales data of post‐remediated vacant residential land along the Swan River, in Perth, Western Australia, from 1992‐1998 are summarized. The aim of this ongoing research is to estimate the amount of “stigma” arising from a site’s contamination history and measure the effect of this on residential property values of remediated property. The results show that while a site’s contamination history impacts negatively on property prices, the price decreases are offset by the positive influence on price from additional amenities provided in the case study neighbourhood.

Case overview

This case concerns the startup, Weekendworks Private Limited and their flagship service – Junkart – which aims to solve waste management issues in Delhi, India. Using recent technological improvements, the co-founders have developed a business model that connects customers/scrap owners and the vendors/Kabadiwalas. The case is focused on their entrepreneurial journey and the critical social issues that their dream aims to solve. It also focuses on displaying the strategic issues faced by an entrepreneur working in the informal sector of waste management and the entrepreneurial dilemma of a social entrepreneur.

Expected learning outcomes

The case can be used in both undergraduate and postgraduate programs. The students should develop an entrepreneurial mindset by learning key entrepreneurial traits; develop an ability to recognize an entrepreneurial opportunity especially in the context of social entrepreneurship; recognize entrepreneurial processes and outcomes in real-world situations; and understand entrepreneurship within a set of practical frameworks and concepts.

Abstract

Purpose

The purpose of this paper is to perform a systematic review on the application of different multi-criteria decision-making (MCDM) methods in solving the site selection problem across multiple problem domains. The domains are energy generation, logistics, public services and retail facilities. This study aims to answer the following research questions: Which evaluating criteria were used for each site selection problem domain? Which MCDM methods were frequently applied in a particular site selection problem domain?

Design/methodology/approach

The goals of the systematic review were to identify the evaluating criteria as well as the MCDM method used for each problem domain. A total of 81 recent papers (2014–2018) including 32 papers published in conference proceedings and 49 journal articles from various databases including IEEE Xplore, PubMed, Springer, Taylor and Francis as well as ScienceDirect were evaluated.

Findings

This study has shown that site selection for energy generation facilities is the most active site selection problem domain, and that the analytic hierarchy process (AHP) method is the most commonly used MCDM method for site selection. For energy generation, the criteria which were most used were geographical elements, land use, cost and environmental impact. For logistics, frequently used criteria were geographical elements and distance, while for public services population density, supply and demand, geographical layout and cost were the criteria most used. Criteria useful for retail facilities were the size (space) of the store, demographics of the site, the site characteristics and rental of the site (cost).

Research limitations/implications

This study is limited to reviewing papers which were published in the years 2014–2018 only, and only covers the domains of energy generation, logistics, public services and retail facilities.

Practical implications

MCDM is a viable tool to be used for solving the site selection problem across the domains of energy generation, logistics, public services and retail facilities. The usage of MCDM continues to be relevant as a complement to machine learning, even as data originating from embedded IoT devices in built environments becomes increasingly Big Data like.

Originality/value

Previous systematic review studies for MDCM and built environments have either focused on studying the MCDM techniques itself, or have focused on the application of MCDM for site selection in a single problem domain. In this study, a critical review of MCDM techniques used for site selection as well as the critical criteria used during the MCDM process of site selection was performed on four different built environment domains.

Abstract

Purpose

This paper seeks to reduce the lack of quantitative research by addressing diminution in value to non‐residential property resulting from environmental contamination.

Design/methodology/approach

This meta‐analysis extracts data from approximately a dozen peer‐reviewed articles and 100 case studies from real estate appraisers in the USA. A dataset containing 106 contaminated non‐residential observations is examined using Regression (OLS). Forward (stepwise) and backward selection was performed. The dependent variable included percentage loss and dollar amount. The independent variables were contamination type, US region, land use type, distance from the source (mostly contaminated subjects), passage of time, year, urban or rural, market conditions, litigation, and indemnification.

Findings

The model adjusted R squares range from 37 percent to 66 percent. Approximately a third of cases had no loss. This research used petroleum case studies as the reference category for comparison with other types of contamination. The following variables were statistically significant in all four models: Creosote/PCB and Other contamination. The following were significant in two models: Other land use, 30‐year mortgage rate, Rural location, TPH, Multiple contamination, TCE, Under‐remediation, and Mineral extraction region. Finally, the following variables were significant in one model at least at a 90 percent level of confidence: Heavy metals, Industrial Midwest region, and pre‐1995 sale.

Practical implications

Properties in the remediation phase show less of a loss in value. Selective case studies within the same period of the clean‐up cycle make the best comparables. The US regional location was less important.

Originality/value

This is the first empirical research using a meta‐analysis to study damage effects for non‐residential property affected by contamination.

Abstract

Increasing litigation involving land contamination and an escalation in the number of incidents where property owners have suffered financial losses from these cases has resulted in negative impacts on property values and greater risks associated with investments in contaminated property. To date, there has been little systematic research on the valuation methodology that accounts for these risks. To help address this, two similar surveys were undertaken within New Zealand (NZ) and the United Kingdom (UK), the results of which are summarised here. The survey instruments were designed to determine what the respondents are currently doing when providing advice or producing valuations to account for the financial risks associated with investing in contaminated properties. It is hoped that the survey results will aid the process of developing “best practice” methodologies for use by valuers.
