Abstract

Purpose

The rapidly changing role of capital city airports has placed demands on surrounding infrastructure. The need for infrastructure management and coordination is increasing as airports and cities grow and share common infrastructure frameworks. The purpose of this paper is to document the changing context in Australia, where the privatisation of airports has stimulated considerable land development with resulting pressures on surrounding infrastructure provision. It aims to describe a tool that is being developed to support decision‐making between various stakeholders in the airport region. The use of planning support systems improves both communication and data transfer between stakeholders and provides a foundation for complex decisions on infrastructure.

Design/methodology/approach

The research uses a case study approach and focuses on Brisbane International Airport and Brisbane City Council. The research is primarily descriptive and provides an empirical assessment of the challenges of developing and implementing planning support systems as a tool for governance and decision‐making.

Findings

The research assesses the challenges in implementing a common data platform for stakeholders. Agency data platforms and models, traditional roles in infrastructure planning, and integrating similar data platforms all provide barriers to sharing a common language. The use of a decision support system has to be shared by all stakeholders with a common platform that can be versatile enough to support scenarios and changing conditions. The use of iPads® for scenario modelling provides stakeholders the opportunity to interact, compare scenarios and views, and react with the modellers to explore other options.

Originality/value

The research confirms that planning support systems have to be accessible and interactive by their users. The Airport City concept is a new and evolving focus for airport development and will place continuing pressure on infrastructure servicing. A coordinated and efficient approach to infrastructure decision‐making is critical, and an interactive planning support system that can model infrastructure scenarios provides a sound tool for governance.

Abstract

Studies on the Transit-Oriented Development (TOD) for Bangkok are found sparingly. The TOD concept is a supportive development for the rapidly changing city in order to reduce urban transport problems while encouraging people to shift transport modes to use public transportations instead of private cars. This study discusses the context of TOD in the density, the design, and the diversity of land use around transit stations among successful stations in many countries. There were 18 station areas in Bangkok which, by using the TOD Readiness score, the assessment of the stations implies that the higher scoring transit stations are more compatible to supporting pedestrian use of the transit station with lower car dependency. The 4 top-scoring stations were assessing by using multinomial logistic regression model. The study has found TOD scores and the frequent uses of the stations consequently encourage the commuters around the station areas decided to rely on public transport instead of car dependency. This is an effort to overcome the understanding of the station areas by reducing the complexity of the TOD contexts to any transit station in Thailand to be eligible for future study.

Abstract

Purpose

Shrinking population can have significant negative impacts on the social and economic fabric of a city. This paper aims to understand different urban transportation policies to respond to population decline in shrinking cities by examining two case studies of urban interventions in mid-size cities in Japan.

Design/methodology/approach

The paper analyzes the implementation of sustainable mobility strategies in the urban transport sector in the Japanese cities of Toyama and Kanazawa, which risk having their populations significantly reduced in the next decades. The analysis is based on case study research that uses the data and information collected through desk and field research. Interviews with local actors, as well as published policy and academic documents on the case studies provided critical data and information to analyze the case studies.

Findings

Both cities have tried to make urban mobility more sustainable via different strategies. Toyama used more structural changes, called the “sticks and dumplings” approach, having land use incentives and the Light Rail Transit reinforced by bus routes as the backbone of its strategy. Kanazawa relied on a city center revitalization plan to densify residential use in the city center.

Practical implications

More structural interventions are necessary to change the declining of shrinking cities, mitigating some of the negative effects. City administrations need to have clear policy priorities and should not allocate their limited resources to competing policy agendas.

Originality/value

The study is unique as it is one of the first efforts to analyze urban transportation interventions in shrinking cities in Japan.

Abstract

Purpose

Transport infrastructure is fundamental for economic development and for enabling cities to shift away from unsustainable automobile dependence. These agendas are coming together but the tools and processes to create less automobile-dependent cities are not well developed. The purpose of this paper is to suggest how the planning and assessment process can help to achieve this goal of integration.

Design/methodology/approach

Understanding how cities are shaped by transport priorities through urban fabric theory creates an approach to the planning and assessment process in transport and town planning that can help achieve the purpose.

Findings

Four tools are developed from this theory: first, a strategic framework that includes the kind of urban fabric that any project is located within; second, benefit cost ratios that include wider economic benefits, especially agglomeration economies in each fabric; third, avoidable costs that assess lost opportunities from the kind of urban development facilitated by the infrastructure chosen; and finally, value capture opportunities that can help finance the infrastructure if they are used to create walking and transit fabric.

Research limitations/implications

Detailed application to the standard transport and town planning tools should now proceed to see how they can be adapted to each urban fabric, not just automobile city fabric.

Practical implications

Recognising, respecting and rejuvenating each fabric can be implemented immediately.

Social implications

Urban lifestyle choices are best understood by estimating the potential demand for each market and building to these.

Originality/value

The urban fabric tools outlined provide the best way of integrating sustainable development goals into how cities are planned and transport projects are assessed.

Abstract

Purpose

The purpose of this paper is to investigate accessibility using spatial assessment techniques, wherein it identifies how educational facilities are connected to public transit (PT) in Indian cities. A new accessibility index is formulated for various ranges of distances which is suitable for Indian cities.

Design/methodology/approach

This study developed a new method by comparing Euclidean (near) and network distances, uses Google API and other mobile applications for mapping of PT and educational facilities. The study uses built land cover of the city retrieved from Landsat 8 data with a spatial resolution of 30 m.

Findings

The study attempts to compare the reach to educational facilities from PT in five different cities of India using descriptive statistics, regression analysis, connectivity and detour indices. The results help in identifying local barriers and network issues that influence accessibility from public transit to educational facilities.

Originality/value

The study is conducted entirely using spatial techniques, and the data used are collected from various government organizations. The results are useful for improving overall accessibility and developing a framework which can be included in urban development policies.

Abstract

Discusses part of a project conducted by the authors into the logistics planning and management and costs of supplying biomass fuels to biomass‐fired power stations in the UK. Defines biomass fuels and the reasons for the growth in interest in their use for electricity generation. The activities and parties involved in the biomass fuel supply chain are discussed together with the management of the chain in order to achieve smooth and consistent flow of biomass fuel to power stations. Explains the approach used to modelling the delivered costs of biomass fuels for four types of biomass fuel included in the project: forest fuel, short rotation coppice, straw and miscanthus. Comments are given on the environmental impacts of the fuel supply chains. The results indicate that straw supply systems are capable of producing the lowest delivered costs of the four fuels studied. Short rotation coppice and miscanthus, two new energy crops, are likely to have the highest delivered costs at present. This is due to the cost of growing these fuels and the financial incentives required by farmers to persuade them to grow these crops. Logistics costs (i.e. transport, storage and handling) are shown to represent a significant proportion of total delivered cost in biomass supply. Careful supply chain planning and logistics management will be of central importance to the success of the biomass industry.

Abstract

Purpose

Hong Kong, like many other developed cities and countries, invests heavily in transport development. This study investigates whether the speculative benefits of future improvements in accessibility, brought about by impending transport development, will be capitalized into nearby residential property values even prior to the opening of the development.

Design/methodology/approach

Deviating from the standard hedonic price approach, the present study employed a fixed-effects model with a large data set of residential property transactions in the vicinity of three-stations situated along a newly proposed mass-transit-railway line in Hong Kong.

Findings

The results suggest that the values of residential properties close to stations do reflect the accessibility enhancements to be brought about by transport improvements even before the opening of the line. Results revealed a 6.5% of property value premium after the announcement of construction; and higher up to 6.7% after the operation of the line. This indicates that forthcoming new transport-infrastructure development produces changes in spatial price-gradients for neighbouring residential properties. Findings indicate that potential buyers/investors recognized the positive benefits of the planned transportation development, even before completion of the project, and are ready to pay a premium for those properties close to railway stations, representing clear evidence that residential property prices/values, near stations, reflect anticipated accessibility enhancements brought about by transport improvements.

Originality/value

This study, using a novel approach – a fixed-effects model to capture the speculative benefits of future improvements in transport infrastructure – provides a positive hypothesis that expected benefits of future improvements in accessibility are capitalized into property values.

Abstract

Purpose

The purpose of this paper is to examine spatiality of transitions by combining aspects of urban form to policy analysis. It aims to increase understanding of how urban form relates to potential effects of transport policies on urban mobility transitions.

Design/methodology/approach

Novel analytical framework combines concepts of path dependence, path creation and path destabilisation to three urban fabrics (walking, transit and car cities), to study the transition potential of recent transport policy measures influencing the Helsinki region in Finland.

Findings

Analysis showed that the potential effects of single policy measures often reach over all three urban fabrics. A policy measure may simultaneously contain elements of both path dependence, i.e. support for fossil-fuel based private motoring in the car city and path creation, i.e. stimulation of innovations in transit or walking cities. Policy outcomes are often conditional on implementation of other policy measures. For transition governance, this indicates that policy mixes should both destabilise car cities and enforce path creation in walking and transit cities.

Research limitations/implications

Findings are based on potential rather than evaluated impacts and a limited sample of policies.

Practical implications

Findings support previous research on the importance of policy coherence: multiple policies and coherence across domains are important. They demonstrate the usefulness of analysing recent or planned policies from the transition perspective.

Originality/value

The paper provides novel insights by combining policy analysis to the spatial model of overlapping urban fabrics. In addition, it applies the concepts of path dependence, path creation and path destabilisation in a new way.

Abstract

Purpose

The advances in green city growth are widely discussed in extant literature. The benefits of green cities to urban development in recent discussions of sustainability and sustainable development are well documented and cannot be overemphasised. Although a growing study on green building development in developing countries has been advanced in literature, there is a paucity of studies that explore green cities in developing countries. Moreover, evidence of studies that have focussed on green cities development in Ghana is lacking. Because of this identified knowledge gap, the purpose of this study is to establish the indicators/attributes for measuring the level of greenness of cities in developing countries.

Design/methodology/approach

A comprehensive literature review was conducted to identify the indicators/attributes for measuring the level of greenness of cities in developing countries. This study has adopted the pragmatism as its undergirding research philosophy and the deductive research approach. In terms of methodological choice, quantitative research strategy was used to collect data from experts in sustainable urban development. The primary data retrieved from this study was analysed using descriptive statistics, relative importance index and one-sample t-test. The reliability and validity of this study were measured with the Cronbach’s alpha test.

Findings

This study established eight indicators for measuring green city development: air quality, water, sanitation, land use, health and safety, transportation, energy and building and construction. It was discovered that the development of green cities should enhance air quality, improve water production and supply, improve management in sanitation, promote mixed and integrative land use, maintain the health and safety of city dwellers, reduce the demand for transportation and formalise public transport, adopt renewable and efficient energy technologies and promote sustainable construction and green buildings. These indicators are key to policymaking and implementation of green cities development.

Research limitations/implications

This study focusses primarily on Ghana; however, the findings of this study do not limit the generalisability, as it can be used as an example for other developing countries.

Practical implications

Theoretically, this study adopted quantitative indicators that are reproducible in another geographical context. This study contributively adds to the discourse on sustainability, especially in Ghana, and can be a source of reference to motivate others to conduct further research in related areas. The outcomes of this study will help the local government, policymakers, city stakeholders and industry expertise to gain insights of the overall indicators that underpin green city development.

Originality/value

This paper attempts to posit in literature the foremost appraisal of green city indicators adaptive in Ghana, which could motivate other developing countries to develop their own green cities.

Abstract

Purpose

This paper aimed to study the optimal way to implement and subsequently manage the new metropolitan lines in the Kuwait city as well as to justify them from a social and economic-financial viability standpoint and the most important aspects of transport infrastructure projects viability. The implementation of new modes of transport in an urban environment requires the study of several factors that allow their incorporation on the transport system in the most efficient method. These factors include reviewing the organization of the transport system. The concept of transport system organization, financing models and common trends was defined. Finally, the Public Transport Authority was created to define global objectives and establish specific policies to achieve them was suggested.

Design/methodology/approach

After the analysis of the “status quo” of transport systems organization, the financing and management schemes, both infrastructure projects and the provision of rail service were analysed. The characteristics of the PPP scheme (Public–Private Participation) contract, advantages and disadvantages, its structure, and the definition and share of risk (matrix of risk, rights and obligations of the parties) as a key element of the PPP contracts were defined. From this point onwards, the legal framework in force in Kuwait was analysed, particularly the administrative and commercial regulations applying to this project and the authors verified that the economic-financial viability analysis suggested before can be established under this framework.

Findings

For the viability of these alternatives, the authors developed a simulation economic-financial model that reflects Financial Statements for the “Society Vehicle Project” and are considered some minimum thresholds of profitability, both from the viewpoint of the partners sponsoring the project as from the standpoint of lenders, which make attractive participation of private initiative. Finally, there was a short socio-economic analysis to justify the project implementation from a social standpoint. It analyses and quantifies the reduction of operating expenses of other modes of transport, travelling times, accident rates, environmental pollution etc. All these factors affect the quality of life of the population of Kuwait and are the main reason to carry out this project. Several recommendations were raised that aimed at preparing the projects, bidding and selection of private partner and the articulation and implementation of projects.

Originality/value

This research contributes to the existing body of knowledge through setting the framework for metro projects in arid regions with the hottest temperature on Earth such as Kuwait where such projects are missing completely. This work will be very helpful to governments and municipalities in taking investment decisions. It sets the strategy for utilizing the best of decision-making theory, identifying the reliability advantages and finding the larger economic effects. This work identified, through the analysis of alternative management options generally used in underground and rail projects in different parts of the world, the most convenient alternative in developing countries. It also clearly showed, through the analysis carried out on governmental contributions, how to obtain economic viability for such types of projects. Finally, it helped drawing a roadmap for preparing the projects, bidding and selection of private partner and the articulation and implementation of projects in Kuwait and Gulf Cooperation Countries (GCC).
