Abstract

Purpose

This paper comes to the point from the tax competition of local government in investment promotion and capital introduction. This paper aims to empirically examine the internal mechanism of enterprises obtaining land resources from local government and its resulting equity investment increase and economic consequences of overinvestment.

Design/methodology/approach

The data of China’s A-share listed companies from 2007 to 2014 were used to test the relationship between the increase in enterprise equity investment and the acquisition of land resources and overinvestment. The descriptive statistics, correlation analysis and least squares linear regression were used to solve the above question.

Findings

One of the reasons for the enterprise equity increase is to obtain scarce land resources. The enterprise acquisition for land resources leads to overinvestment. The equity investment increase from obtaining land resources will further stimulate enterprise group to overinvest.

Research limitations/implications

The authors could not get the actual data of land that subsidiaries have obtained directly. In this research, the authors get the data using consolidated statements and subsidiary statements indirectly.

Practical implications

The results make contributions to the influencing factors and economic consequence of the enterprise investment structural deviation.

Social implications

It provides reference to optimize the “interaction” relationship between government and enterprises.

Originality/value

It identified the “dual-channel” conduction mechanism between land resource acquisition and enterprise overinvestment.

Abstract

Purpose

The Government of South Africa, in 1997, embarked on the land redistribution programme in some communities to address the land ownership injustices suffered by indigenous during the apartheid regime. The objective of this study is to assess the socio-economic experiences of communities that have benefitted from the government's land redistribution programme in the Greater Kokstad Municipality in KwaZulu-Natal, South Africa.

Design/methodology/approach

The study employed a qualitative research methodology. The population of interest comprised two communities (Franklin and Makhoba) located within the Greater Kokstad Municipality. A purposefully selected sampling technique was used to select the relevant land beneficiaries to form part of the study's sample. An interview guide made up of both closed-ended and open-ended questions was used to solicit information from the participants.

Findings

The findings revealed that the key social-economic variables, such as the living standards of the beneficiaries, have not yet experienced much improvement. Moreover, it became evident that some socio-economic aspects such as food security, low-cost housing, basic services, wealth (land), transport, infrastructure and training had improved somewhat; although other similar aspects such as total household incomes, unemployment, general community safety and corruption had not improved.

Practical implications

It can, therefore, be concluded that all socio-economic aspects of beneficiaries' lives had not improved/changed entirely; thus, the experiences of the land redistribution beneficiaries of the Greater Kokstad Municipality represent a mixed bag of major failures and minor successes. The study recommends some policy improvement on the land redistribution programme such as an increase in the combined budgets of the land redistribution and tenure reform programmes and the revision of the proceeds paid to landowners from market value to production value, which if adopted by the government, will help address the deficiencies in socio-economic benefit of the programme to the beneficiaries in the communities.

Originality/value

The findings give an insight into the effectiveness of the government's land redistribution programme to the beneficiaries' socio-economic lives and areas where the government needs to improve to make the project a success. The paper also adds to the literature in terms of knowledge and may serve as a reference for future studies in this area.

Abstract

Purpose

The built-transfer and operate (BOT) toll model has been a common approach for highway construction in India. Due to large amount of investment, many stakeholders and long concession period, Indian BOT toll roads become susceptible to different risks. Risk assessment is one of the essential and difficult steps of risk management that enables professionals to quantify and analyze the risks that may hamper the BOT toll project performance in terms of cost, quality, safety and time. The purpose of this study is to identify and assess the risk factors by the fuzzy probabilistic model.

Design/methodology/approach

The comprehensive literature review has been carried out for identification of Indian BOT toll roads projects' risk factors. A structured questionnaire was prepared which was then filled by contractors, government officers, academicians, project managers and consultants. For risk assessment, a systematic quantitative-based fuzzy probabilistic model is proposed with the help of lab-view, as a risk assessment technique to simulate the impreciseness of human judgment and to improve the assessment accuracy.

Findings

The risk assessment is one of the difficult tasks because BOT toll roads have complex structure. In this study, total 71 risks have been identified and categorized under 14 risk factors on a basis of case studies of Indian toll roads and literature review. All risks have been assessed by the fuzzy probabilistic model by lab-view. The land acquisition is the most crucial risk of BOT toll roads project which is subsequently followed by construction time and cost over-run. Also, Indian BOT toll roads are facing the traffic shortfalls critically, which became a reason toward declination trend for investment in BOT toll projects by the private players. Other risks like political risks, contractual and social risk badly are affecting the project performance. Early risk identification and assessment can be beneficial for the project, which is required to prepare the risk response strategy before the project commencement.

Originality/value

This study throws light on comprehensive risk assessment and framework modeling of the risk assessment for the BOT toll roads project in India. This comprehensive risk assessor model can be used for BOT toll roads in Indian scenario for prioritization of the critical risk. It is important for the public and private sectors to establish an effective risk assessor model for public–private partnership (PPP) projects to achieve win-win condition for both.

Abstract

Purpose

The level of deterioration of educational facilities, such as leaking classroom roofs, inadequate good seats, obsolete offices, broken shutters and doors, outdated school buildings, power plants and office equipment like ICT media, laboratories, offices and workshops, despite the involvement of Alumni association in the maintenance of educational facilities for the effective actualization of school objectives was a worrisome nightmare in Kogi state. This, therefore, prompted the researchers to explore the Alumni’s participation in plant maintenance for effective implementation of the universal basic education (UBE) programme in public junior secondary schools in Kogi state. The purpose of this study was guided by the research question which stated that to what extent does the Alumni Association participate in plant maintenance for effective implementation of the UBE programme in public junior secondary schools in Kogi state?

Design/methodology/approach

A quantitative research approach using a descriptive survey was adopted for the study. The sample was drawn using a proportionate stratified sampling technique comprising 387 participants which consisted of 191 (49%) urban junior secondary school principals and 196 (51%) rural principals in selected UBE junior secondary schools. Alumni’s Participation in Plant Maintenance Questionnaire was used as an instrument for data collection. The data were analysed with the aid of mean and standard deviation for the research question and z-test statistics at 0.05 level of significance and the value of z-crit. of 1.96 was used to determine the rejection or otherwise of the hypotheses.

Findings

The descriptive analysis revealed that the average mean set of 2.64 pointed to the fact that the respondents averagely agreed that there was a high extent to which Alumni participate in plant maintenance in urban than rural areas for effective implementation of the UBE programme in public junior secondary schools in Kogi state. This indicates that Alumni contribute to the management of UBE schools in Kogi state, especially in the areas of funding, infrastructural facilities, discipline, politics and quality control. This finding also shows that the contributions of the alumni to educational institutions are still unclear if they have made contributions to education in some areas and none in other areas making their relevance to plant maintenance unclear.

Research limitations/implications

In terms of practical implications, the study has contributed to knowledge in that it is the first of this form of a study carried out in Kogi state, and as such the findings of the research will make contributions to the physique of information on plant maintenance for the profitable implementation of the UBE programme in Kogi state. Besides, the degree of plant preservation for the implementation of the UBE programme among applicable stakeholders in Kogi state is nevertheless at a low extent.

Originality/value

Researchers have conducted studies that show how non-state Alumni members contribute to the administration of education across different states. Some of these studies revealed that Alumni members have assisted schools in the provision of teaching and learning materials at the senior secondary or tertiary education level. There are no sufficient studies to show how these Alumni members have contributed to the implementation of the free education programme, especially in public junior secondary schools in Kogi state and this is the gap this study intends to fill.

Abstract

This chapter examines the current higher (tertiary) education system in Aotearoa/New Zealand, drawing specifically on Maori (indigenous people) endeavours to engage at that level. I outline historically key practices and their underlying philosophies, which limited Maori access to higher education, especially those based on colonial views about race that positioned Maori at the lower end of the social structure in New Zealand society. The loss of language and culture, a monocultural education system, and the impact on Maori in terms of educational underachievement will be further outlined.

The chapter then examines Maori educational initiatives as a means to outline how Maori have attempted to address educational underachievement and the redress of their language, knowledge and culture. The engagement of Maori in universities, research and education will be discussed including new tertiary developments, an indigenous tertiary institution – Te Whare Wananga o Awanuiarangi.

Abstract

Purpose

The paper aims to establish a quality assurance framework for Chinese private higher education (PHE) in particular and for any newly-established higher education sector in general.

Design/methodology/approach

This research relied on published qualitative and quantitative data, existing literature, historical documents, and the authors' observations. It described the PHE growth context, analyzed the quality issue from three dimensions (academic, administrative, and relationship quality), and examined its quality assurance practice through three players.

Findings

The paper provides empirical insights about how quality and quality assurance issues have impacted on PHE development. To approach the issues, it suggests a “quality assurance triangle” framework that is composed of three PHE players (government, market, institution) and their joint association.

Research limitations/implications

Because of the relative position of each player in current quality assurance, the success of its implementation in China depends on how the government establishes the triangle system and balances its dominating roles to ensure each of the players act independently and collaboratively.

Practical implications

This framework provides directions for establishing an appropriate quality assurance system for PHE in China.

Originality/value

This paper fulfills an identified need to setup a sound quality assurance system for PHE in China and contributes to quality assurance literature with a new framework.

Purpose

Adoption of solar energy plays an important role in the growth of a country. There are many factors which influence the adoption of solar energy in India. The study is designed to identify factors that determine the acceptance or rejection of solar energy systems in India.

Design/methodology/approach

Relationship among identified variables is established through interpretive structural modelling (ISM) and thus a conceptually validated model is evolved. Further, MICMAC analysis is conducted to understand the driving power and dependence of these variables.

Findings

It is revealed that experience and habit, awareness and social influence are the intermediary variables. MICMAC Analysis shows that no variable is disconnected from the system and all the variables influence the adoption of solar energy in India.

Practical implications

The present study is expected to be useful to decision makers, end users and research organisations related to solar energy adoption.

Originality/value

Various intentional factors influencing solar energy systems adoption have been acknowledged in the present study, thus making it useful for formulation of action plans and enhance the usage of solar energy systems to improve environment quality.

Abstract

Purpose

This study aims to analyze the short-, medium- and long-term impacts of natural-resources-seeking foreign direct investment (FDI) in the form of foreign multinational enterprise (MNE) land acquisitions on agricultural labor productivity in developing countries. The authors analyze if these land acquisitions disrupt fair and decent rural labor productivity or if the investments provide opportunities for improvement and growth. The influence of different country characteristics, such as economic development levels and governmental protection for the rural population, are acknowledged.

Design/methodology/approach

The study analyzes 570 land acquisitions across 90 countries between 2000 and 2015 via a generalized least squares regression. It distinguishes short- and long-term implications and the moderating role of a country’s economic development level and government effectiveness in implementing government protection.

Findings

The results suggest that natural resource-seeking FDI harms agricultural labor productivity in the short term. However, this impact turns positive in the long term as labor markets adjust to the initial disruptions that result from land acquisitions. A country’s economic development level mitigates the negative short-term impacts, indicating the possibility of finding alternative job opportunities in economically stronger countries. Government effectiveness does have no influence, presumably as the rural population in which the investment is partaking is in many developing countries, not the focus of governmental protectionism.

Research limitations/implications

The findings provide interesting insights into the impact of MNEs on developing countries and particularly their rural areas that are heavily dependent on natural resources. The authors identify implications on employment opportunities in the agricultural sector in these countries, which are negative in the short term but turn positive in the long term.

Practical implications

Moreover, the findings also have utility for policymakers. The sale of land to foreign MNEs is not a passive process – indeed, developing country governments have an active hand in constructing purchase contracts. Local governments could organize multistakeholder partnerships between MNEs, domestic businesses and communities to promote cooperation for access to technology and innovation and capacity-building to support employment opportunities.

Social implications

The authors urge MNE managers to establish new partnerships to ease transitions and mitigate the negative impacts of land acquisitions on agricultural employment opportunities in the short term. These partnerships could emphasize worker retraining and skills upgrading for MNE-owned land, developing new financing schemes and sharing of technology and market opportunities for surrounding small-holder farmers (World Bank, 2018). MNE managers could also adopt wildlife-friendly farming and agroecological intensification practices to mitigate the negative impacts on local ecosystems and biodiversity (Tscharntke et al., 2012).

Originality/value

The authors contribute to the debate on the positive and negative impact of FDI on developing countries, particularly considering temporality and the rural environment in which the FDI is partaking.

Purpose

The purpose of this paper is to evaluate the practices for valuation for compensation purposes in Kenya.

Design/methodology/approach

A qualitative survey design was used to sample the registered valuers using questionnaire/telephone interviews, in addition to review of some policy and legal documents. Content analysis and descriptive statistics was used to analyse the data.

Findings

The study revealed that the most ignored asset losses in valuation for compensation purposes in Kenya are assets of persons without legally recognizable rights, common property resources and social capital, among others, due to the existing legal provisions. Additionally, valuers often fail to apply the appropriate valuation concepts and methods.

Research limitations/implications

The findings of the study are specific to Kenya since valuations for compensation purposes are statutory in nature and hence the applicable legal frameworks are unique to a specific country, although professionalism issues cut across.

Practical implications

The study may help professional valuers to update their knowledge and apply the right valuation concepts and methods, and also help policymakers to review their policies appropriately to match the best practices.

Social implications

The findings of the study, if implemented, are likely to enhance acceptability of compensation amounts hence improving the working relationships between the public project implementers and the project affected persons, to the benefit of the both parties.

Originality/value

The study is of value to professional valuers, policymakers and land acquiring agencies to be more vigilant and professional in the process of acquiring interests in land.

Abstract

Purpose

The land is a critical resource for public-private partnerships (PPPs) in infrastructure development. However, acquisition of land for PPP infrastructure projects implementation increasingly becomes problematic in developing countries. Yet, effort at investigating the factors causing a delay in land acquisition for PPP infrastructure projects through an empirical method in developing countries received scant attention. Therefore, the purpose of this study is to identify and critically assess the factors predisposing PPP projects implementation to land acquisition delay in Nigeria using an empirical approach.

Design/methodology/approach

The study adopted literature review and questionnaire survey. For instance, literature review was used to identify the factors causing delay in land acquisition for PPP projects in developing countries, which was used to design the questionnaire survey culminating in data analysis. To capture a broad perception, the questionnaires were administered to three different primary stakeholder groups comprised public sector authorities (i.e. ministries, department, agencies), concessionaires and lenders/banks involved in PPP projects implementation in Nigeria. Data collected were analysed using mean score, Kruskal–Wallis test and factor analysis.

Findings

The study revealed the mean score ranking of 22 identified factors causing a delay in land acquisition for PPP projects in Nigeria. The result of factor analysis grouped the 22 identified factors into 4 principal factors, namely, resettlement issues with political interference; non-availability of land with a higher cost of land transactions; weak planning institutions; and rehabilitation issues with extensive legal delays.

Practical implications

These study findings have implications for both policymakers considering PPP projects and private investors seeking to finance a PPP project in developing countries. Also, the study findings would be useful for the governments in Nigeria and other developing countries to formulate clear policies framework that facilitates the smooth acquisition of land for PPP projects.

Originality/value

The study will be beneficial to the potential local and foreign private investors and governments by broadening their awareness on impediments in land acquisition for PPP projects in Nigeria and developing countries at large. These study findings are crucial, as not many empirical studies have been conducted in Nigeria and many other developing countries.
