Abstract

Purpose

On the basis of the time series of the land area economy and marine economy data during 1996-2015, the authors study the relationship between land area economy and marine economy, and divides the relational schema of the land-sea economy by doing causality test of land-sea economy, grey correlation degree analysis and relational schema analysis of the land-sea economy in coastal provinces and cities. The paper aims to discuss these issues.

Design/methodology/approach

The paper uses methods such as Granger causality test and grey correlation degree analysis to preliminarily demonstrate the relationship of land-sea economy.

Findings

With Granger causality test, we can draw that there is a causal relationship between the land area economy and marine economy. Further with the relational schema analysis, we can draw that the relationship between marine economy and land economy in 11 coastal provinces and cities can be summed up into four kinds of patterns such as land-sea weak type, land-sea strong type, sea strong land weak type and land strong sea weak type.

Practical implications

For the government and related disaster management departments, when policies are made and relevant measures are taken in the process of planning economic layout of land-sea economy, similar policies or measures may be taken for the same type of provinces, in order to improve administrative efficiency.

Originality/value

The development and utilization between land economy and marine economy has a certain contradiction, which must be balanced to realize the balanced development of land economy and marine economy. Therefore, it is necessary to comprehensively assess the grey relational analysis of land-sea economy, in order to provide the basis for reasonable policies.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

Abstract

Purpose

Based on the brief historical review, the purpose of this paper is to expound the target and bottom line for the farmland institutional reform of in China, analyze the “Chinese scenes” and historical heritage of farmland institutional arrangement, evaluate the policies and their effects over the last four decades and outline the keynotes and possible direction of the future reform.

Design/methodology/approach

The paper builds the analytical clue of “institutional target – institutional heritage – policy effort – realistic dilemma – future direction” and review and forecast the Chinese farmland institutional reform.

Findings

The farmland institution is an important issue with Chinese characteristics. Over the last four decades, the farmland institutional reform in China has focused on “stabilizing the land property rights” and “promote the farmland transfer.” As the study indicates, the promotion of farmland transfer has not effectively improved the scale economy of agriculture and stabilizing land property rights by titling may restrain the development of farmland transfer market because farmland transfer is of special market logic.

Originality/value

It depends on the revitalization of farmland management rights to resolve the transaction constraint of personal property and its endowment effect in farmland transfer. And, classifying the land management property to involve farmers into the economy of division can be reference for the reform of traditional agriculture worldwide.

Abstract

Purpose

The purpose of this paper is threefold: to study if Hong Kong’s fiscal revenue is closely related to land rent; to assess if a fiscal regime relying on taxing land rent is good for the economy; and to explore if Hong Kong adopts a high land price policy.

Design/methodology/approach

In this paper, first, theoretical and conceptual exploration into the Henry George Theorem is made to investigate if a single tax regime is conceptually feasible. Second, time series econometric study investigates into the determinants of Hong Kong’s fiscal revenue and Hong Kong’s public expenditures. Granger causality tests are conducted to study the direction of causality.

Findings

Hong Kong does not have a high land price policy; it uses a multipronged approach to tax land rent, which cannot be precisely identified; its low tax regime is good for the economy and contributes to a virtuous circle: taxing land rent, low taxes, vigorous economy, higher land rent and low taxes.

Originality/value

This study uses a familiar methodology on a subject on a policy area that has not been studied before.

Abstract

Northern Ghana still has vast supplies of undeveloped land, with enormous potential for commercial agriculture, agro‐industries, housing estates, shopping centres and hotels. Yet its regional economy remains weak. Ignoring the historical and colonial origins of the marginalization of the North generally, examines the tenurial issues and land management practices of the region and their implications for investment mobilization. The evidence suggests that the chequered history of land tenure not only resulted in social unrest and the displacement of helpless villagers, but also induced the destruction of invaluable investments, particularly in agriculture. To promote investments in the landed property sector more certain land tenure systems, secure and speedier land title documentation processes and improved management practices are required. For sustainable investments, however, tenurial security must of necessity be combined with improvements in technical and social infrastructure, financial support, widened markets and guaranteed prices, appropriate technology and environmental security. Government commitment and investment incentive packages, along with international financial and technical support should also facilitate the development process.

Abstract

Purpose

This paper aims to understand the impact of land acquisition and the provision of rehabilitation and remuneration (R & R) transfers included in it, toward the short-run and the long-run growth of an economy as well as on the welfare of farmers and industrialists over time.

Design/methodology/approach

The authors develop a two-sector model of growth with agriculture and manufacturing in which land is an essential input to production in both sectors. Industrialists buy land from farmers and deals include R & R payments. Individuals live for one period and at its end, bequeath land and capital assets to their child. There is Hicks-neutral technical progress in each sector.

Findings

The R & R policy has no effect on the long-run sectoral growth or land allocation. While such a policy benefits the farmers initially, after a certain period, it reduces their welfare. The R & R scheme makes the industrialist worse-off in all periods. It was found that besides the standard convergence effect, land acquisition by the industrial sector increases the growth rate of capital. This may lead to non-monotonic growth rate of capital.

Research limitations/implications

The two-sector model abstracts from labor and labor markets. Hence, sectoral employment mobility or changes in the skill-wage premium over time are not captured.

Originality/value

First, this paper developed a two-sector growth model with land as a factor of production and an asset. Second, it examined growth and distributive impacts of the R & R package embodied in land transactions.

Abstract

Purpose

This study aims to explore how urban governance of Hong Kong is impacted by the formulation and implementation of the new constitutional order of “one country, two systems” that distinguishes between the British colonial government and the current government under Chinese sovereignty.

Design/methodology/approach

While the literature recognises the society of Hong Kong has been heavily relying on land and property activities, few attempts notice the uniqueness of Hong Kong’s sequential constitutional orders and its relations to those activities. This study presents a geographical enquiry and an archival study to illustrate the spatiality of the new constitutional order and its implications on land injustice. Drawing from the works of legal geography and urban studies, this study extends and clarifies Anne Haila’s conception of Hong Kong as “property state” to “property jurisdiction”.

Findings

Though common law and leasehold land system were perpetuated from the colonial period, the new constitutional order changed their practices and the underlying logic and ideology. The urban governance order of this property jurisdiction is intended for prosperity and stability of the society, and for the economic benefit and territorial integrity claim of the Chinese sovereignty.

Originality/value

This study enriches the literature of Hong Kong studies in three major areas, namely, the relationship with China, urban governance and land injustice. It offers a conceptual discussion, which contributes to comparative territorial autonomies studies. It also contributes to legal geography by providing insights beyond the western liberal democracy model.

Purpose – This chapter aims to understand how the Bugkalot, or the Ilongot, as they are known in the previous anthropological literature, engage with capitalism in ways that are deeply shaped by their indigenous idioms of personhood and emotion.Methodology/approach – Long-term intensive fieldwork including five weeks of pilot visits to Bugkalot land in 2004 and 2005, and fifteen months of residence from 2006 to 2008.Findings – The development of capitalism in the Bugkalot area is closely linked with the arrival of extractive industry and the entry of Igorot, Ilocano, and Ifugao settlers. Settlers claim that they have played a centrally important role in developing and “uplifting” the Bugkalot, and that before their arrival the Bugkalot were uncivilized and didn’ t know how to plant (irrigated) rice and cash crops. However, the Bugkalot deny that they are at the receiving end of the settlers’ tutelage. Rather, they perceive the acquisition of new knowledge and technology as initiated by themselves. Envy and desire are identified by the Bugkalot as the driving force behind their pursuit of a capitalist economy. While the continuing significance of emotional idioms is conducive to the reproduction of a traditional concept of personhood, in the Bugkalot’s responses to capitalism a new notion of self also emerges.Originality/value of chapter – Different notions of personhood are intertwined with local ideas of kinship and economic rationality. The Bugkalot’ s attempt to counter the politics of development with their own interpretation of economic change highlights the importance of indigenous agency.

Abstract

Purpose

This paper was written after the drafting of the National Land Policy was completed. The purpose of the paper is to give suggestions on the implementation of the policy. The National Land Policy reform process began in 2002 and is made up of several thematic areas. Under each category, identification of the major constraints is outlined in the paper together with possible gaps in the existing framework and a way forward is suggested to overcome them. One of the underlying gaps in all the thematic areas is the lack of adequate and competent capacity to undertake the necessary reforms to achieve the envisaged tangible changes in the land reform process in the country.

Design/methodology/approach

This paper describes a comprehensive outline of the training needs and capacity building in land management required at both tertiary and university levels. It includes continuing professional development and practice of various cadres of personnel in both the public and private sector. The paper concludes by highlighting the need to undertake measures to align the various basic training, specialisations and skill‐enhancement curricula and syllabi in land management and administration disciplines at both the tertiary and university level.

Findings

The paper is developed from review of literature as part of research methodology and there are no empirical findings presented in the contents. The paper identifies that there is lack of adequate and competent capacity to undertake the necessary reforms is suggested by the National Land Policy. The paper highlights the measures that can be undertaken to align the various basic training applications to be able to implement the policy.

Originality/value

The paper is a source of information for the working group charged with creating institutions and preparing a training syllabi for those who are employed by the new institutions.

Abstract

Purpose

Over the past 20 years, China's infrastructure has developed at an extraordinary speed. The current literature mainly focuses on the effects of political incentives on the infrastructure. However, this paper indicates that the structural change of China's land regime is an important clue and that the supernormal development of China's infrastructure is an explicable result for that.

Design/methodology/approach

This paper theoretically proves that in a politically centralized and economically decentralized economic entity with a public land-ownership regime, the self-financing mechanism formed by local officials through regulation of the land-grant price is the primary factor that influences the optimal supply volume of infrastructure in a region, in addition to political and economic incentives, and whether the self-financing mechanism can be formed or not depends on the structure of a country's land regime, which can help to explain the difference between the development of infrastructure in China and that in other developing countries from a theoretical angle.

Findings

The paper suggests that the mode is facing an important transformation toward land reform and new-type urbanization construction, and the replication and promotion of China's experience in infrastructure construction are of further significance under the Belt and Road Initiative as it provides a method for helping developing countries to eliminate infrastructure bottlenecks.

Originality/value

Through the test of multinational panel data, the paper indicates that the structural change of China's land regime around 1990 had an overall effect on the supernormal development of infrastructure in China. The paper indicates that the “land-based development mode” of China's infrastructure indeed contributed to the supernormal development of infrastructure in China, but there are still some shortcomings in this mode.
