Abstract

A NEW YEAR is always a time for a glance backwards and forwards, in the library world as in other worlds. If 1937 was not particularly dramatic in events or achievements, it was at least a year which was not unworthy in the library movement. A list of the libraries which came into being appears every year in the Annual Report of the L.A. and we are convinced that the one for the year just ended will be quite sizeable. The opening of a branch library now‐a‐days, as an addition to a large system, or to serve a lately‐populated part of a new area, excites little comment; and that, in itself, is significant and gratifying. People are coming to regard the provision of public libraries as a normal part of urban and even village equipment.

Abstract

SEPTEMBER, by a traditional impulse, has always represented to some minds the beginning of the most active period in the library year. This year the month that sees the close of the holiday season, the shortening day and lengthening evening, holds fairer promises and greater difficulties than any in the past six years or perhaps in the past twenty‐five. It sees large programmes in prospect but many fences to be surmounted and, if the physicists are right, the beginning of a new era. It is doubtful if, in so short a space of time as that which has elapsed since we last wrote, so many important events have occurred. The entirely new political alignment may have its effects on our post‐war policy. We hope the library will never again be the protege of a political party because that means that it becomes thereby the target of the opposition—as was the case when in London a change of party in local government brought about the wreck for a generation of at least one library service which had the misfortune to have been initiated by the other party. We have however, no immediate apprehensions about public libraries in present circumstances.

Abstract

FROM everywhere there are reports of increased issues of books from libraries. The famine in copies no doubt accounts in part for it and, probably, there is also what is almost a resurgence of effort after knowledge amongst young men and women who are endeavouring in many fields of work to recover some of the losses of the war years. We cannot recall at any time when so much hard grinding study was being done as now. Pessimists about youth and juvenile delinquency (which however is incidental to a much younger age than that we are contemplating) would do well to reflect upon this fact. Whatever the cause, the immediate prospects for libraries in universities, works, and social institutions of every sort were never brighter. We know that certain types of “economist” of the faded “retrenchment and reform” type say the situation is temporary and artificial but, even if it is, and we are by no means acquiescent in this opinion, much ground may be won and held from any temporary good period. We think librarianship, under the present leadership of the Library Association, may be able to consolidate the position both for public and for other kinds of libraries. The Association was never better led than since the war; it has had remarkably statesmenlike presidents, an active council and an Honorary Secretary who for constructive capacity, vision, literary skill and fearlessness, combined with an energy and industry that leaves most of his contemporaries breathless, has not been surpassed; and he is backed by a Staff that rises to the ever‐increasing demands of the service. We are glad to write this last sentence, for Secretary Welsford has to cover many duties and serve many causes: receive and entertain the Association's guests from overseas; look after meetings; the educational services which now are very great; attend to the troubles of librarians everywhere and advise in them about matters ranging from salaries to ethics; our publications, accounts, catering, interviewing, negotiating with public departments and other bodies. As for the meetings of the Council and its committees, we are told, not by Mr. Welsford who knows nothing of this note, that its reports and papers ran in March alone to 200 foolscap typed pages! Of course Mr. Welsford has an excellent staff which assists him with real live interest. The time has come, however, as our readers now know, when special senior officers to deal with Membership and Education respectively are to be appointed to work side by side with the Librarian, the excellent Mr. Henrik Jones (who never fails the searcher, even the youngest, and seems to know what we are all doing) to carry “at a high level” some of the burdens. Annual Reports are not always read but we were drawn to these reflections by the recently issued Report of the Library Association for the year. We commend it to those who are inclined to leave it unread.

Abstract

The manufacturer who produces superior products is continually being confronted with the problem of how he can carry conviction to potential purchasers as to the superior quality of his products—a problem which is becoming increasingly difficult. In the present day something stronger than personal asseverations by a firm is required, in order to carry conviction, and independent scientific corroboration as to the quality of a product affords the only solution. The System of Independent Analytical Control and Approval was instituted in this country nearly forty years ago by the British Analytical Control, and the Gold Seal of Approval issued by the British Analytical Control is intended to afford authentic independent evidence in regard to the quality of a product, since it indicates that any product to which it has been affixed is Approved and periodically examined by an independent Scientific Staff consisting of well‐known Public Analysts. The System enables manufacturers and vendors of pure and high‐class products to submit those products to scientific examination, permanently applied, and carried out by an independent Consulting Scientific Staff of the highest standing. The approved products are thus placed before the public with authentic testimony as to their quality. A firm desiring to place an article with the British Analytical Control, Ltd., submits three samples of the article for scientific examination. The samples must be submitted in the unopened original packages, which must be properly labelled and securely sealed. If the results of the scientific examinations show that the composition and characters of the article are such as to justify the conclusion that it is pure, genuine and good in the strictest sense of those terms, the article is approved. A Certificate of Approval is issued upon those products or articles which are approved by the British Analytical Control, and the manufacturers or proprietors of such articles are entitled to use the Gold Seal, Official Label and Certificate of the British Analytical Control in connection with the products so approved. The officers of the British Analytical Control, Ltd., at irregular intervals procure samples of the articles upon which a certificate of approval has been issued, for scientific examination and for the purpose of comparison with the original samples.

Abstract

During the past twenty‐five years the importance of chemistry as applied to the practical affairs of everyday life has increased. In every Secondary School of repute, chemistry now forms an important part of the teaching. A large number of Technical Schools have been founded and at least partly endowed or assisted out of the Public Funds. Numerous Societies have been formed with the object of furnishing means and opportunities for discussing chemistry in its relations to arts and manufactures. Such facts are, in themselves, sufficient proof of the economic value of the science. Inducements are held out to the student to avail himself of the means offered on every side to adopt applied chemistry as a calling. We find teachers of chemistry asserting the claims of chemistry as the one science on which modern industry depends for its development. There is no industry, from biscuit manufacture to sulphuric acid manufacture, that does not find its chances of success certainly increased by employing scientific chemists to control the details of manufacture and its ultimate failure assured by its declining to avail itself of the resources of chemistry.

Abstract

The review of food consumption elsewhere in this issue shows the broad pattern of food supplies in this country; what and how much we eat. Dietary habits are different to what they were before the last War, but there have been few real changes since the end of that War. Because of supplies and prices, shifts within commodity groups have occurred, e.g. carcase meat, bread, milk, but overall, the range of foods commonly eaten has remained stable. The rise of “convenience foods” in the twenty‐five year since the War is seen as a change in household needs and the increasing employment of women in industry and commerce, rather than a change in foods eaten or in consumer preference. Supplies available for consumption have remained fairly steady throughout the period, but if the main food sources, energy and nutrient content of the diet have not changed, changes in detail have begun to appear and the broad pattern of food is not quite so markedly stable as of yore.

In an article on “Scientific Societies and Alien Enemies,” which appeared in the May issue of The British Food Journal, we expressed the hope that every British Scientific and Technical Society would take immediate steps to expel all foreign members who are to be numbered among the enemies of Great Britain and her Allies, and that each Society should pay special attention to the necessity of purging itself particularly from any existing German taint. Having stated that we were waiting to learn what had been done, or is to be done in this matter by such bodies as The Chemical Society, The Institute of Chemistry, The Society of Chemical Industry and the Royal Society— mentioning only a few of the institutions in whose lists of members the names of enemy aliens appear—we took occasion to point out that the Chemical Society and the Society of Chemical Industry, especially, were probably in need of drastic purification. Since that article was written it appears that the Council of the Chemical Society has taken the matter into consideration and, in this connection, we have been requested to publish two letters addressed to the President of the Society by one of its Fellows together with the President's reply. We comply with the request in view of the facts that the points raised by this correspondence are of public importance and that their application extends far beyond the mere question of a controversy within the narrow circle of a particular scientific body. COLONEL CASSAL, to whom we are indebted for supplying us with copies of the letters referred to, makes the following caustic remarks, with which we fully agree, in a covering letter:—“It will perhaps hardly be credited, but the fact remains, that the Council of the Chemical Society of London, one of the oldest scientific bodies in this country, which, on that account, if, unfortunately, at present, on no other, may possibly be thought to be entitled to some sort of public respect— has refused to take the necessary steps to bring about the immediate expulsion of the alien‐enemy members of the Society, among whom it is practically certain that there are several persons who are acting as expert advisers to the German Government in regard to the use, by their hordes of criminals, of corrosive fluids and poisonous gases in contravention of the universally recognised laws of honourable warfare. It will be seen that in its futile endeavour to find an excuse for its failure to discharge a plain duty the Council has hopelessly stultified itself, and there can be no doubt that the vast majority of the Fellows of the Society will repudiate the ludicrous and self‐condemnatory resolution which, at one and the same time, brings contempt on the Society and ridicule on the Council.”

OUR sympathies are with those who desire the Library Association Council to resume its functions, although we know these cannot be normal in abnormal times. Perhaps June of 1944 is hardly the time to dismiss the Emergency Committee which, whatever its faults, has held the L.A. together and forwarded its best purposes. The invasion of Europe has begun, and before the month is out we hope that the great crusade of liberty will be well advanced. So we can afford to wait a few weeks longer. Indeed, it must take some time to hold elections—even if they are allowed—and there is the present ban on travel which, while it lasts, makes the meeting of any national body futile. Nevertheless, at the earliest possible moment now the Council, renewed if necessary, should assume the direction of its its own house. We believe the work of the Emergency Committee to have been good and its results will be fortified and made productive by the wider influence of the whole Council. In this we hope, indeed we believe, the members of the Emergency Committee, who have borne the burden and met the criticism of five years, are at one with us.

THE annual election of the Library Association Council for 1946 is over. Of course, only a small part of the Council has been before the electors. The results follow an old‐established precedent, but are nevertheless curious. Why is it that country members seem not to be interested in their selection of candidates who come from the metropolitan area? There were two to be elected for London and those successful were Frank M. Gardner with 572 and Captain Richard Wright with 501 votes; there were five Country Councillors required and Miss M. F. Austin (854) and Messrs. W. A. Munford (831), F. G. B. Hutchings (817), E. Wisker (716) and E. Osborne (601) were elected. Besides the London candidates who were successful by ballot, Mr. W. B. Stevenson (447) and Mr. E. Sydney (360) will serve on the Council for shorter periods in the room of Mr. J. D. Stewart and S/Ldr. J. D. Cowley. It will therefore be seen that there is considerable disparity in the voting for the two parts of the Council. As we say, this is rather curious as it follows a long established tradition. The new members are Mr. Gardner, Mr. Stevenson, Miss Austin, Mr. Munford and Mr. Wisker; this appears to us to be a very interesting and useful team. They have already shown by definite work, mostly in the A.A.L., that they are qualified leaders amongst the younger librarians. We wish them good fortune in the carrying out of their part in the reconstruction period ahead.

These are standards of identity and are not to be confused with standards of quality or grade; they are so framed as to exclude substances not mentioned in the definition and in each instance imply that the product is clean and sound. These definitions and standards include those published in S. R. A., F. D. 2, revision 4, and those adopted October 28, 1936.
