Abstract
Purpose
The purpose and approaches of this article differ from those of prior research in several ways. First, while existing leadership meta-analytic research has focused on the relationship between specific types of leadership and organizational correlates, this study is a comprehensive and systematic meta-study of overall leadership types and organizational effectiveness. Second, while most of the aforementioned previous leadership meta-analysis studies target various countries and organizations, this study focuses on the leadership of the police, especially the South Korean police, and organizational effectiveness. In particular, this study is necessary because leadership meta-analysis studies of police organizations are rare. Third, this study can contribute to the accumulation of leadership knowledge in the context of contingency theory. According to contingency theory, no form of leadership is effective in all situations. Both the environment and organizational factors of leadership have a significant impact on the effectiveness of leadership. In this regard, it is very meaningful to meta-analyze the studies on leadership and organizational effectiveness of the Korean police and interpret the results in conjunction with the Korean national context and the characteristics of the police.
Design/methodology/approach
In this study, the authors conduct a meta-analysis of the studies on the leadership and organizational effectiveness of the South Korean police. To select the literature for the meta-analysis, the authors used the Preferred Items for Systematic Views and Meta-analysis procedure. First, 254 papers were searched, of which 133 were published in academic journals and 121 were dissertations. Second, 84 studies were selected, excluding 135 double-discovered studies, 30 studies unrelated to police leadership and 5 undisclosed studies. Finally, the authors checked the abstract and content of the literature. The authors evaluated the quality of the 36 studies that were selected through the above process. The authors estimate the sample size–weighted mean correlation by reflecting the sample size of each study in the converted Fisher's z-value. The final result is presented by reverting to the correlation coefficient for convenience of interpretation. Through this meta-analytic process, the authors estimated the mean effect size of whole leadership on the organizational effectiveness of the Korean police by integrating the effect size of each study.
Findings
The findings of this study have the following theoretical and practical implications. First, the results of this study indicate that the above trends in international leadership research have been applied to the Korean police as well and that the above trends in international leadership research have been applied equally to research into the South Korean police. The authors argue that more servant leadership studies are needed on the South Korean police. Second, the results of this study demonstrate that leadership is strongly correlated with organizational effectiveness among the South Korean police as well. Leadership is also found to be significantly positively related to attitude, behavior and satisfaction among the South Korean police. These results suggest that the leadership of police managers is very important for effective organizational management and improved police performance. Third, the results indicate significant differences in the effect sizes of each type of leadership. The largest effect size is the empowering leadership (EML), almost double the smallest effect size, authentic leadership. The results of the current study also indicate that transactional leadership (TSL) has a strong correlation with organizational effectiveness. Advanced research shows a significantly smaller effect than the magnitude of the effect size in this study. The authors examine the powerful effect of EML among the South Korean police from the perspective of organizational culture and the characteristics of the South Korean police. Influenced by social culture, the South Korean police also have hierarchical characteristics and a rigid organizational culture. In addition, although the police have strong discretion due to the nature of policing, individual police officers often have to take responsibility for the consequences of police discretion.
Research limitations/implications
The most significant limitation of the current study is the lack of research using meta-analysis. The meta-analysis of the study was conducted on the police leadership and organizational effectiveness of one country, Korea. This is both a strong and weak point of the study. The lack of effect size on other leadership styles except transformational leadership and TSL can make it difficult to generalize the study results. There are only four samples of effect size, so careful interpretation is needed. This is also the inherent limitation of meta-analysis. After sufficient research is accumulated, it is necessary to re-estimate the effect size in future studies. In this study, the authors found differences in the effect sizes on organizational effectiveness by leadership types among the South Korean police, but more research is needed to determine the cause of the difference. In addition, this meta-analysis has a very high level of heterogeneity. This implies the possibility of various moderators, but the current study does not consider moderators. The authors recommend a continuous study on moderators that play a role in the relationship between police leadership and leadership outcomes.
Practical implications
In this study, the authors found differences in the effect sizes on organizational effectiveness by leadership types among the South Korean police, but more research is needed to determine the cause of the difference. In addition, this meta-analysis has a very high level of heterogeneity. This implies the possibility of various moderators, but the current study does not consider moderators. The authors recommend a continuous study on moderators that play a role in the relationship between police leadership and leadership outcomes.
Social implications
The authors’ empirical evidence once again supports the claim of leadership contingency theory that leadership is the result of the interaction of factors such as followers, leaders and organizational environments. It is difficult to conclude that the most effective leadership style among the South Korean police is EML. However, the authors’ findings can raise reasonable questions about generalized leadership effects and serve as evidence that the effects of leadership can vary across national and organizational contexts. Nevertheless, the authors can ask reasonable questions about the existence of generalized leadership effects. Furthermore, the authors’ findings can serve as evidence that the effectiveness of leadership can vary depending on cultural and organizational contexts.
Originality/value
Numerous studies have been conducted on leadership and organizational effectiveness. However, meta-analysis studies on the relationship between leadership and organizational effectiveness focusing on certain national police forces have been limited. In this regard, the current study conducted a meta-analysis on the correlation between leadership and organizational effectiveness for South Korean police. While existing leadership meta-analytic research has focused on the relationship between specific types of leadership and organizational correlates, this study is a comprehensive and systematic meta-study of overall leadership types and organizational effectiveness. While most of the aforementioned previous leadership meta-analysis studies target various countries and organizations, this study focuses on the leadership of the police, especially the South Korean police, and organizational effectiveness. Previous research studies on the leadership of the Korean police have not properly considered national and cultural contexts. Most of them have the same limitations, that is, they applied each leadership theories that were developed in foreign countries (especially transformative leadership and transactional leadership) to the Korean police to explain whether each leadership type has a significant relationship with organizational effectiveness. The meta-analysis of this study can contribute to existing literature by overcoming this limitation. In addition, if the authors’ results match the cultural and historical characteristics of Korean police, they can provide evidence of the potential for effective police leadership in each country. The authors can also argue that meta-analysis of police leadership in other countries is necessary.

Abstract
Purpose
The purpose of this paper was to explore how the two groups of action learning experts (Korean and non-Korean experts) define success of action learning to see whether there are any cultural differences. To this end, the authors conducted a total of 44 interviews with action learning experts around the world. Research questions guiding our inquiry included: How do action learning experts around the world define the success of action learning? Are there any cultural differences in action learning experts’ definitions of success? What do we learn from action learning experts’ definitions of success?
Design/methodology/approach
The authors approached willing participants first and then recruited more participants using a snowball sampling technique by requesting them to help us make contact with additional participants. Due to interview participants’ busy schedule at an international conference and work, individual interviews took approximately 30 min to complete using an interview protocol of 10 questions regarding the definitions of success in action learning.
Findings
To answer RQ1 (How do action learning experts around the world define the success of action learning?) and RQ2 (Are there any cultural differences in action learning experts’ definitions of success?), the authors analyzed interview data using a content analysis method. Analysis of interview participants’ narratives generated four themes including: definitions of success in action learning, the context where action learning is being practiced, challenges in action learning practice and the comparison of action learning with other approaches. The authors compared and contrasted cultural differences in the review of non-Korean and Korean experts’ narratives.
Research limitations/implications
The authors presented four significant discussion agendas including: cultural differences, relationships between interview questions, typology of definitions of success and comparing action learning with other approaches. Based on the discussion, the authors presented four propositions, three research questions, two methodological questions and two more questions for cultural differences for future investigation.
Practical implications
To answer RQ3 (What do we learn from action learning experts’ definitions of success?), the authors provided at least three practical implications for action learning practitioners.
Originality/value
Previous studies, using research methods such as Delphi and surveys, have not captured a complete picture of the meaning of success in action learning, and the interview method was used for a small number of experts only. In addition, as action learning originally emerged from the UK and Europe, and Korean companies adopted a US approach to action learning with little effort at indigenization, international comparison studies were called for, so the authors turned to action learning experts around the world to learn how they define success in action learning.

Abstract
Purpose
This chapter provides a historical overview of policies on higher education in South Korea since 1945 and illustrates growth of science production based on expansion of higher education.
Design
We divide higher education policies into three historical time periods: (1) 1945–1950s, a period of developing modern higher education system; (2) 1960s–early 1990s, a period of rapid expansion of higher education, while government establishing a few research-focused science and technology institutions aimed at better quality research production; and (3) since mid-1990s, a period of fostering the workforce and raising science productivity in universities using targeted investments in research. We use the SPHERE project’s comprehensive historical dataset based on Thomson Reuters’ Web of Science and data from Higher Education in Korea to analyze growth in scientific publication in national and organizational level.
Findings
The analysis suggests that the combined private and public investments in the expansion of higher education, and sequential policy intervention facilitated the massive and ongoing growth of science production in Korea.
Originality/value
The chapter provides a thorough description about the growth of higher education and science production in South Korea and draws lessons for developing capacity for producing science.

Abstract
Purpose
The purpose of this study is to determine the current status of strategic human resource management (SHRM) research in the context of Korea as well as to provide specific recommendations for future research.
Design/methodology/approach
An integrative literature review was performed to aggregate a body of studies in the Korean context. In total, 39 articles were carefully selected for inclusion in the present review.
Findings
The review demonstrated that prior studies conducted in Korea have examined whether the established relationship between strategic human resource (HR) practices and organizational outcomes has cross-national validity in Korean contexts, the extent to which the established relationship is moderated by contextual factors, as well as whether a combination of strategic HR practices and the congruence of HR practices with other organizational factors affect organizational outcomes. In addition, the review revealed four unique methodological characteristics of Korea-based studies, namely, the extensive use of self-reported questionnaires, personnel in managerial positions serving as the main sources of primary data, secondary data collected by Korean government research bodies being actively dealt with and an awareness of the necessity of a longitudinal design for causal research.
Originality/value
The present review makes an important contribution to the study of SHRM in general and the strategic human resources management model in Korea in particular. It is clear that more research is required, although it is encouraging to note the quality of prior research concerning Korean contexts and the specific mechanisms by which strategic HR practices influence organizational outcomes. Finally, there is a clear need for future research that explicitly considers employees' perceptions of strategic HR practices and specific contextual factors in Korea, and further, that utilizes more rigorous and diverse research methods to investigate the effectiveness of strategic HR practices in Korea.

Since it is difficult for researchers to access data for the North Korean economy, they typically choose a proxy economy for estimating the economic impact of the unification of the two Koreas using a computational general equilibrium (CGE). This paper aims to identify the best proxy economy for North Korea out of the 140 economies (countries) in the Global Trade Analysis Project (GTAP) database version 9.1, which was published in mid-2015. (Ed- if your study aim is ‘to identify the best proxy economy for North Korea’, then you must state your study finding here in the abstract, and also in the conclusion, i.e., Romania) This paper evaluates the input-output (IO) tables for the North Korean economy in existing studies. Comparing the coefficients for North Korea in existing studies with those of the countries selected for this paper, substantial differences were found, especially for the services sector. This casts some doubt on the IO tables in the existing studies on the North Korean economy.

Abstract
The relationship between diversification and organizational performance has been the subject of numerous studies over the years (Palepu, 1985; Rumelt, 1974). However, strategy scholars have universally defined diversification using a narrow definition, namely that corporate diversification is a function or reflection of the number of products/businesses in a firm's portfolio. The present study argues that such a definition has become outdated given the impact of international market diversification (Kim, Hwang, & Burgers, 1989; Rugman, 1979). Integrating these two views of corporate diversification, we investigate diversification‐performance differences using market‐ and product‐based measures of diversification and an international sample. Results suggest that the traditional model of diversification may not be applicable to all countries and that international differences exist.

Abstract
Purpose
This study explores the characteristics of female space evolution in Korean vernacular houses in the Yanbian region of China. In addition, it discusses the influence of social logic on the evolution of female spaces.
Design/methodology/approach
This study utilises space syntax methodology to examine the evolution of female spaces in Korean vernacular houses in terms of connectivity value, step depth and integration value. Furthermore, it conducts an analytical exploration of social logic based on the evolutionary characteristics of female space.
Findings
The findings elucidate the evolutionary characteristics of the spatial configuration of female spaces in Korean vernacular houses, with differential changes in connectivity, a gradual tendency towards openness and simplicity and increased accessibility and centrality. This reflects the changing spatial needs of Korean women brought about by changes in lifestyle, consciousness, social status and family structure.
Research limitations/implications
This study provides perspectives and insights into the vernacular architecture and architectural sociology of ethnic minorities in regions of China and Asia. Furthermore, it can provide relevant construction organisations with a more intuitive understanding of Korean vernacular houses and a reference for future house renewal and construction in the Yanbian region.
Originality/value
Although many studies have investigated various aspects of Korean vernacular houses and female spaces, none have examined the influence of social logical changes on the evolution of female spaces in Korean vernacular houses. Thus, this study is valuable and novel.

Abstract
Purpose
The purpose of this paper is to analyze the policy trends for the internationalization of higher education in Korea, and suggest a future direction toward the pursuit of Sustainable Development Goals (SDGs).
Design/methodology/approach
This paper presents a case study of Korea focusing on its internationalization in higher education. In order to analyze the government policy trends and institutional strategies for internationalization, the relevant literature and documents were analyzed.
Findings
The government policy for the internationalization of higher education in Korea has consisted of three stages: first, controlled outbound mobility; second, a major shift and focus on inbound mobility, recently along with intraregional cooperation for both directions of mobility in Asia and third, the beginning of efforts toward the pursuit of the SDGs, which needs to be expanded and systematized further.
Originality/value
This paper shows presents the comprehensive review of internationalization policies in Korean higher education, including the recent programs and changes at both the governmental and institutional levels. There has been a notable lack of discussion on the SDGs in relation to the internationalization of Korean higher education, which is addressed in this paper.

Abstract
Purpose
This study aims to develop metadata of conceptual elements based on the text structure of research articles on Korean studies, to propose a search algorithm that reflects the combination of semantically relevant data in accordance with the search intention of research paper and to examine the algorithm whether there is a difference in the intention-based search results.
Design/methodology/approach
This study constructed a metadata database of 5,007 research articles on Korean studies arranged by conceptual elements of text structure and developed F1(w)-score weighted to conceptual elements based on the F1-score and the number of data points from each element. This study evaluated the algorithm by comparing search results of the F1(w)-score algorithm with those of the Term Frequency- Inverse Document Frequency (TF-IDF) algorithm and simple keyword search.
Findings
The authors find that the higher the F1(w)-score, the closer the semantic relevance of search intention. Furthermore, F1(w)-score generated search results were more closely related to the search intention than those of TF-IDF and simple keyword search.
Research limitations/implications
Even though the F1(w)-score was developed in this study to evaluate the search results of metadata database structured by conceptual elements of text structure of Korean studies, the algorithm can be used as a tool for searching the database which is a tuning process of weighting required.
Practical implications
A metadata database based on text structure and a search method based on weights of metadata elements – F1(w)-score – can be useful for interdisciplinary studies, especially for semantic search in regional studies.
Originality/value
This paper presents a methodology for supporting IR using F1(w)-score—a novel model for weighting metadata elements based on text structure. The F1(w)-score-based search results show the combination of semantically relevant data, which are otherwise difficult to search for using similarity of search words.
