Abstract

Purpose

The purpose and approaches of this article differ from those of prior research in several ways. First, while existing leadership meta-analytic research has focused on the relationship between specific types of leadership and organizational correlates, this study is a comprehensive and systematic meta-study of overall leadership types and organizational effectiveness. Second, while most of the aforementioned previous leadership meta-analysis studies target various countries and organizations, this study focuses on the leadership of the police, especially the South Korean police, and organizational effectiveness. In particular, this study is necessary because leadership meta-analysis studies of police organizations are rare. Third, this study can contribute to the accumulation of leadership knowledge in the context of contingency theory. According to contingency theory, no form of leadership is effective in all situations. Both the environment and organizational factors of leadership have a significant impact on the effectiveness of leadership. In this regard, it is very meaningful to meta-analyze the studies on leadership and organizational effectiveness of the Korean police and interpret the results in conjunction with the Korean national context and the characteristics of the police.

Design/methodology/approach

In this study, the authors conduct a meta-analysis of the studies on the leadership and organizational effectiveness of the South Korean police. To select the literature for the meta-analysis, the authors used the Preferred Items for Systematic Views and Meta-analysis procedure. First, 254 papers were searched, of which 133 were published in academic journals and 121 were dissertations. Second, 84 studies were selected, excluding 135 double-discovered studies, 30 studies unrelated to police leadership and 5 undisclosed studies. Finally, the authors checked the abstract and content of the literature. The authors evaluated the quality of the 36 studies that were selected through the above process. The authors estimate the sample size–weighted mean correlation by reflecting the sample size of each study in the converted Fisher's z-value. The final result is presented by reverting to the correlation coefficient for convenience of interpretation. Through this meta-analytic process, the authors estimated the mean effect size of whole leadership on the organizational effectiveness of the Korean police by integrating the effect size of each study.

Findings

The findings of this study have the following theoretical and practical implications. First, the results of this study indicate that the above trends in international leadership research have been applied to the Korean police as well and that the above trends in international leadership research have been applied equally to research into the South Korean police. The authors argue that more servant leadership studies are needed on the South Korean police. Second, the results of this study demonstrate that leadership is strongly correlated with organizational effectiveness among the South Korean police as well. Leadership is also found to be significantly positively related to attitude, behavior and satisfaction among the South Korean police. These results suggest that the leadership of police managers is very important for effective organizational management and improved police performance. Third, the results indicate significant differences in the effect sizes of each type of leadership. The largest effect size is the empowering leadership (EML), almost double the smallest effect size, authentic leadership. The results of the current study also indicate that transactional leadership (TSL) has a strong correlation with organizational effectiveness. Advanced research shows a significantly smaller effect than the magnitude of the effect size in this study. The authors examine the powerful effect of EML among the South Korean police from the perspective of organizational culture and the characteristics of the South Korean police. Influenced by social culture, the South Korean police also have hierarchical characteristics and a rigid organizational culture. In addition, although the police have strong discretion due to the nature of policing, individual police officers often have to take responsibility for the consequences of police discretion.

Research limitations/implications

The most significant limitation of the current study is the lack of research using meta-analysis. The meta-analysis of the study was conducted on the police leadership and organizational effectiveness of one country, Korea. This is both a strong and weak point of the study. The lack of effect size on other leadership styles except transformational leadership and TSL can make it difficult to generalize the study results. There are only four samples of effect size, so careful interpretation is needed. This is also the inherent limitation of meta-analysis. After sufficient research is accumulated, it is necessary to re-estimate the effect size in future studies. In this study, the authors found differences in the effect sizes on organizational effectiveness by leadership types among the South Korean police, but more research is needed to determine the cause of the difference. In addition, this meta-analysis has a very high level of heterogeneity. This implies the possibility of various moderators, but the current study does not consider moderators. The authors recommend a continuous study on moderators that play a role in the relationship between police leadership and leadership outcomes.

Practical implications

In this study, the authors found differences in the effect sizes on organizational effectiveness by leadership types among the South Korean police, but more research is needed to determine the cause of the difference. In addition, this meta-analysis has a very high level of heterogeneity. This implies the possibility of various moderators, but the current study does not consider moderators. The authors recommend a continuous study on moderators that play a role in the relationship between police leadership and leadership outcomes.

Social implications

The authors’ empirical evidence once again supports the claim of leadership contingency theory that leadership is the result of the interaction of factors such as followers, leaders and organizational environments. It is difficult to conclude that the most effective leadership style among the South Korean police is EML. However, the authors’ findings can raise reasonable questions about generalized leadership effects and serve as evidence that the effects of leadership can vary across national and organizational contexts. Nevertheless, the authors can ask reasonable questions about the existence of generalized leadership effects. Furthermore, the authors’ findings can serve as evidence that the effectiveness of leadership can vary depending on cultural and organizational contexts.

Originality/value

Numerous studies have been conducted on leadership and organizational effectiveness. However, meta-analysis studies on the relationship between leadership and organizational effectiveness focusing on certain national police forces have been limited. In this regard, the current study conducted a meta-analysis on the correlation between leadership and organizational effectiveness for South Korean police. While existing leadership meta-analytic research has focused on the relationship between specific types of leadership and organizational correlates, this study is a comprehensive and systematic meta-study of overall leadership types and organizational effectiveness. While most of the aforementioned previous leadership meta-analysis studies target various countries and organizations, this study focuses on the leadership of the police, especially the South Korean police, and organizational effectiveness. Previous research studies on the leadership of the Korean police have not properly considered national and cultural contexts. Most of them have the same limitations, that is, they applied each leadership theories that were developed in foreign countries (especially transformative leadership and transactional leadership) to the Korean police to explain whether each leadership type has a significant relationship with organizational effectiveness. The meta-analysis of this study can contribute to existing literature by overcoming this limitation. In addition, if the authors’ results match the cultural and historical characteristics of Korean police, they can provide evidence of the potential for effective police leadership in each country. The authors can also argue that meta-analysis of police leadership in other countries is necessary.

A narrative inquiry was conducted to explore the complexities of learning English and Korean as subject matter in cross-cultural contexts in contributing to teacher identity, with possible tensions of identity teachers experience as ethnic Koreans teaching at an international school in Korea that promotes non-Korean, international education in English as a “language of inclusion” and instruction. With expansions of international schools in South Korea, also growing are numbers of Korean teachers teaching at such schools as returnees, individuals with cross-cultural experience. Stories of one Korean language and literature teacher with international schooling experience were examined.

While identifying the practical benefits of acquiring English, she expresses her concern for the presumed loss of Korean as a product of the prioritized use of English on campus. Equally recognized are the diverse opportunities not commonly available at Korean public schools that the participant upholds from her own experience. She acknowledged that her opportunities for the development of English language skills to a high level of proficiency through international education is not commonly accessible to all students in the Korean public school system. She also considered possible impacts associated with prioritizing the use of English over Korean in her international education experience, including their influence on: her sense of identity as a teacher and as Korean; her cultural knowledge as Korean; and her teacher knowledge as she supports her students' learning of English as subject matter in ways that might, in turn, also impact their sense of identity as Korean.

Abstract

Purpose

The purpose of this study is to determine the current status of strategic human resource management (SHRM) research in the context of Korea as well as to provide specific recommendations for future research.

Design/methodology/approach

An integrative literature review was performed to aggregate a body of studies in the Korean context. In total, 39 articles were carefully selected for inclusion in the present review.

Findings

The review demonstrated that prior studies conducted in Korea have examined whether the established relationship between strategic human resource (HR) practices and organizational outcomes has cross-national validity in Korean contexts, the extent to which the established relationship is moderated by contextual factors, as well as whether a combination of strategic HR practices and the congruence of HR practices with other organizational factors affect organizational outcomes. In addition, the review revealed four unique methodological characteristics of Korea-based studies, namely, the extensive use of self-reported questionnaires, personnel in managerial positions serving as the main sources of primary data, secondary data collected by Korean government research bodies being actively dealt with and an awareness of the necessity of a longitudinal design for causal research.

Originality/value

The present review makes an important contribution to the study of SHRM in general and the strategic human resources management model in Korea in particular. It is clear that more research is required, although it is encouraging to note the quality of prior research concerning Korean contexts and the specific mechanisms by which strategic HR practices influence organizational outcomes. Finally, there is a clear need for future research that explicitly considers employees' perceptions of strategic HR practices and specific contextual factors in Korea, and further, that utilizes more rigorous and diverse research methods to investigate the effectiveness of strategic HR practices in Korea.

Abstract

Purpose

The aim of this study is to validate the Korean version of the work‐family enrichment (WFE) scale and identify the current status of work‐family enrichment of workers within the Korean cultural context.

Design/methodology/approach

The authors performed a forward and backward translation procedure to develop the Korean version of the WFE scale, which contains the linguistic equivalence between the two language versions of the WFE scale (English and Korean). Also, both exploratory and confirmatory factor analysis were utilized to test the psychometric fit of the underlying structure of the Korean WFE scale compared with the English version.

Findings

The results indicate that the Korean version of the WFE indicates psychometric properties parallel to the English version of the WFE. The findings also include differences in the WFE mean scores for Korean workers based on demographic and work‐related variables.

Originality/value

As in the USA, improving the work‐family balance is perceived as a social imperative in other cultural settings. Empirical studies conducted in the Korean context can potentially demonstrate how individualist‐based hypotheses regarding work‐family interface fit a collectivist‐based cultural setting.

Abstract

Purpose

The purpose of this paper was to explore how the two groups of action learning experts (Korean and non-Korean experts) define success of action learning to see whether there are any cultural differences. To this end, the authors conducted a total of 44 interviews with action learning experts around the world. Research questions guiding our inquiry included: How do action learning experts around the world define the success of action learning? Are there any cultural differences in action learning experts’ definitions of success? What do we learn from action learning experts’ definitions of success?

Design/methodology/approach

The authors approached willing participants first and then recruited more participants using a snowball sampling technique by requesting them to help us make contact with additional participants. Due to interview participants’ busy schedule at an international conference and work, individual interviews took approximately 30 min to complete using an interview protocol of 10 questions regarding the definitions of success in action learning.

Findings

To answer RQ1 (How do action learning experts around the world define the success of action learning?) and RQ2 (Are there any cultural differences in action learning experts’ definitions of success?), the authors analyzed interview data using a content analysis method. Analysis of interview participants’ narratives generated four themes including: definitions of success in action learning, the context where action learning is being practiced, challenges in action learning practice and the comparison of action learning with other approaches. The authors compared and contrasted cultural differences in the review of non-Korean and Korean experts’ narratives.

Research limitations/implications

The authors presented four significant discussion agendas including: cultural differences, relationships between interview questions, typology of definitions of success and comparing action learning with other approaches. Based on the discussion, the authors presented four propositions, three research questions, two methodological questions and two more questions for cultural differences for future investigation.

Practical implications

To answer RQ3 (What do we learn from action learning experts’ definitions of success?), the authors provided at least three practical implications for action learning practitioners.

Originality/value

Previous studies, using research methods such as Delphi and surveys, have not captured a complete picture of the meaning of success in action learning, and the interview method was used for a small number of experts only. In addition, as action learning originally emerged from the UK and Europe, and Korean companies adopted a US approach to action learning with little effort at indigenization, international comparison studies were called for, so the authors turned to action learning experts around the world to learn how they define success in action learning.

Abstract

Purpose

This paper aims to explore informal learning experiences among employees working in South Korean small- and medium-sized enterprises (SMEs) with fewer than 100 employees. This study specifically seeks to understand the characteristics of informal learning in Korean SMEs and culturally sensitive contextual factors that shape informal learning.

Design/methodology/approach

To understand the complex, holistic nature of the phenomenon, the current study used a phenomenological qualitative approach. Eighteen full-time employees working at South Korean SMEs in knowledge-intensive industries were interviewed. Data were analyzed using Moustakas’s phenomenological analysis.

Findings

The findings emerged from the field data revealed four characteristics of informal learning in South Korean SMEs: absolute reliance on informal learning; rapid/immediate learning and application; relationship/client needs-based learning; and extensive trial and error. The current study also identified South Korean SMEs’ unique organizational context (i.e. a family-like atmosphere, one employee-multiple tasks, passive investment in employees and the absence of systems) and Korean culture (i.e. Gab-Eul relations and chemyon) that drive the emergence of SMEs’ informal learning characteristics.

Originality/value

Very little empirical research has been conducted to explain how informal learning actually occurs and why such learning patterns have emerged in South Korean SMEs. The findings of this study have a profound impact on practice and academia, as it unveils characteristics of informal learning in SMEs, the unique cultural context in which Korean SMEs operate and how these characteristics impact the learning process.

Abstract

Purpose

The purpose of this paper is to examine the factors that motivate Korean baseball fans to support Korean Major League Baseball (MLB) players and to identify the effects of the motivations on identification and behavioral loyalty.

Design/methodology/approach

Data were collected using a self-administered questionnaire at three Korean universities. A model was designed to see which three motivations (commitment to Korean baseball, interests in MLB and ethnic identity) affect loyalty behaviors to support Korean MLB players. In the model, the mediating effect of player identification is set to the relation between the three motivations and behavioral loyalty. The moderating effect of team identification is also set to the relation between player identification and behavioral loyalty. Collected data (n=294) were first analyzed via confirmatory factor analysis to ascertain the factor structure of the study model. Then, the study performed a structural equation modeling which finds the magnitude and significance of each causal path among designed factors.

Findings

All the effects were found to be significantly positive except team identification whose moderating effect was not significant. Interests in MLB had the greatest impact on the fan’s player identification followed by commitment to the Korean baseball league and their ethnic identity. It was also found that the influence of player identification was positive on behavioral loyalty.

Originality/value

This work can help MLB expand their fan base internationally, especially in Asian countries.

Abstract

Purpose

The purpose of this study is to identify and explore what leadership characteristics constitute humanistic leadership in the South Korean context. Moreover, this study examines how these leadership characteristics are connected to Korean culture.

Design/methodology/approach

Based on the information gathered from semi-structured interviews and other sources, including books, case study articles and news articles, this study captures a more comprehensive perspective of Mr. Kook-Hyun Moon, the former CEO of Yuhan–Kimberly.

Findings

The key characteristics of Mr. Moon's humanistic leadership that are identified in this study are: respect for all mankind, benevolence (seeking the greater good), sincerity (building trusting relationships with stakeholders) and continuous learning and innovation (developing self and others). These key characteristics set Mr. Moon apart from other leaders and are connected to the fundamental values and philosophies of Korean culture.

Originality/value

This study contributes to the current leadership literature by identifying and exploring Mr. Moon's humanistic leadership characteristics that enable him to gain respect and contribute to communities and society in the South Korean context. This study also finds that the humanistic leadership characteristics of Mr. Moon reflect three major attributes of Korean culture: the ideology of the Dangun mythology, the principle of Neo-Confucianism in Korea and jeong – an indigenous cultural concept in Korea (these attributes will be discussed in detail in the South Korean values and philosophies section). Such reflection suggests that investigating how humanistic leadership characteristics are connected to local cultural roots is important to enhance the understanding of humanistic leadership.

Abstract

Purpose

This study examines what motivates firms to go and remain abroad despite uncertain profit potential. In a departure from probing traditional market-seeking, profit-driven motives, the authors explore how domestically driven, sociocultural motivations may shape the foreign market entry decisions of Korean commercial banks (KCBs). The authors argue that, due to the power imbalance between KCBs and their chaebol clients within the historical and cultural contexts of their relationships, KCBs' foreign market entries may depend more on their clients' presence in these markets than on their profit potential.

Design/methodology/approach

The authors focus on the foreign market entries of KCBs and their client firms. Using the data of 8 KCBs and their client firms belonging to the 60 business groups (chaebols) of Korea, the authors analyze 6,577 observations involving the dyadic relationship between a KCB and its client firm in 15 host countries from 2005 to 2014.

Findings

The authors find that the number of clients' subsidiaries operating in foreign markets may increase the likelihood of KCBs entering these markets. Moreover, when KCBs earn more domestic profit from client firms, the potential Korean market in the host country is greater, and the institutional distance between the host country and Korea is smaller.

Practical implications

In addition to the critical role of a bank-centered financing system in advancing a developing country and its firms, the authors’ findings suggest that firms should pay attention to the local diaspora and the institutional distance between the host and home countries in order to manage power-imbalanced relationships and make them sustainable.

Originality/value

The study contributes to the literature on foreign market entry by demonstrating how the home country's sociocultural factors may worsen the power imbalance, thereby pushing firms to make seemingly irrational decisions to go and stay abroad. That is, KCBs' foreign operations may be a way of seeking relational benefits with client firms, which would serve as a source of long-term domestic market profits. The authors’ findings thus highlight the need to consider how sociocultural factors may also shape firms' decision-making in their international business.

Abstract

Purpose – To understand women's participation in domestic and global sex (entertainment) industries in South Korea, this study proposes an integrative theoretical framework of political economy with three analytical dimensions: position in the world-system, local patriarchy, and the state policies.

Method/approach – The theory that seeks to understand the South Korean government's policy on prostitution is formulated based on reviews of transnational and global research on gender and sex work, local patriarchy, and political economy of world-system. Two historical examples of the sex industry, businesses near U.S. military camps on the Korean peninsula and Korean prostitutes in several cities of Japan, are used to illustrate the theory. The data for these cases were collected from a variety of sources including government and nongovernment documents, newspaper articles, film, and demographic information.

Findings – The application of the theoretical frame makes it possible to understand the socioeconomic and political contexts in which South Korean society, as a semiperipheral nation, has produced a vast number of women in the sex industry.

Practical implications – When the government's policy emphasizes rapid economic growth viewing women as a source of revenue, it will be difficult to understand marginalization of women's status in informal sectors and massive production of prostitutes in domestic and transnational scale.

Value of study – Using a macro and structural perspective, this study sheds light on the transnational/global nature of the prostitution industry, and specifically the role of the state, and local patriarchy in the globalizing South Korean sex industry.
