The impact assessment on electronic publishing (EP) is a project conducted jointly by the Karlsruhe Nuclear Research Centre and the Society for Mathematics and Data Processing (GMD), Darmstadt. The project is partly subsidised by the Federal Ministry for Research and Technology which has installed a project board, in that respect following the model of OTA. It can be seen in the broader context of the two German EP projects (in the publishing and patent fields), which were part of the DOCDEL programme of the EEC and were cofunded by the Ministry for Research and Technology. The publishers' project experimented with a markup language for the establishment of full text databases, thus having some resemblance with the standard generalised markup language (SGML) project of the Association of American Publishers.
Focuses on two key aspects of the rule of law – equality before the law and the universal application of the same system of law to all people – and examines these requirements in the context of the European Works Council (EWC) Directive, aimed at establishing a European‐wide legal framework for transnational information and consultation. Looks at the philosophy behind the EWC concept, discussing its historical context, the rationale for its adoption, its provisions and certain implementation problems, and considers the implications and consequences of the Directive for the UK, which is in the process of adopting it. Spotlights three problematic areas relating to recognition and employee representation, the potential consequences of late implementation and uniting different employee representative arrangements, and identifies three aspects of inequality relating to both employers and employees that appear to breach the rule of law. Concludes that the Directive represents a first step towards achieving true employee participation and a transnational industrial relations system.
No classification will last for ever, and it will rarely last half a century without becoming obsolete. Therefore the main quality that is required from a classification is susceptibility to modifications even in its foundation. Generally there would be no difficulty in revising a classification by the insertion of new main classes and the addition of new subdivisions, if this were not prevented by the notation. When using the common notations, e.g. that of the Decimal Classification, it is impossible to insert anywhere an indefinite number of new parallel sections, either in the main classes or in the subdivisions.
The project's approach and focus as well as some results of phase I (1986) and II (1987) are reported in Part 1. Each phase of the project combined different tasks:

Large eddy simulations with four different models for the turbulent flow are used: a one-equation model, a dynamic one-equation model, a localized dynamic one-equation model and a mixed-scale model. Simulations are carried out for two different geometries corresponding to 100 and 50 percent open scavenge ports.
It is found that the mean tangential profile inside the cylinder changes qualitatively with port closure from a Lamb-Oseen vortex profile to a solid body rotation, while the axial velocity changes from a wake-like profile to a jet-like profile. The numerical results are compared with particle image velocimetry measurements, and in general, the authors find a good agreement.
Considering the complexity of the real engine, the authors designed the engine model using the simplest configuration possible. The setup contains no moving parts, the combustion is neglected and the exhaust valve is discarded.
Studying the flow in a simplified engine model, the setup allows studies of fundamental aspects of swirling flow in a uniform scavenged engine. Comparing the four turbulence models, the local dynamic one-equation model is found to give the best agreement with the experimental results.
THE fact that the forthcoming conference of the Library Association is to be held at Eastbourne this year should provide it with an additional official interest, as it is here that the Association Hon. Solicitor and Legal Adviser holds the important office of Town Clerk. Mr. Fovargue is the authority on Library Law in all its aspects, and is the author of several books on this important subject. We are particularly happy in being able to print an article from his pen in our special Conference number. The programme of the proceedings is by now, no doubt, in the hands of our readers, and will be found to be less crowded, but no less useful for that, than in previous years. Apart from the usual business programme, which should prove full of interest, the social side has been fully catered for and delightfully arranged. Several interesting motor trips are to take place, and delegates will be afforded an opportunity of enjoying the charms of the beautiful county of Sussex as well as those of one of our most favoured of seaside resorts.
Recent years have seen significantly increased interest in learning at the workplace as partial or full compensation for vocationally‐oriented education and training in schools and educational institutions. In this general enthusiasm, former scepticism about workplace learning would seem to be buried deep under layers of modern management slogans. However, the well‐known limitations inherent in this learning framework cannot be talked out of existence, and there is an urgent need for insight and tools capable of distinguishing between the genuine possibilities in the area and how to establish fruitful interaction between workplace learning and educational learning. It is, first and foremost, a matter of viewing learning from the perspective of the learner, because adults are not very inclined to learn something of which they cannot see the point on the basis of their own life situation. As a grounding for this, a contemporary and comprehensive learning theory is needed. The outline of such a theory and an example of how it can be used are presented.
It has often been said that a great part of the strength of Aslib lies in the fact that it brings together those whose experience has been gained in many widely differing fields but who have a common interest in the means by which information may be collected and disseminated to the greatest advantage. Lists of its members have, therefore, a more than ordinary value since they present, in miniature, a cross‐section of institutions and individuals who share this special interest.
