Abstract

This chapter outlines the enormity of the task of achieving universal primary education in Africa with over 40 million children currently out of school in sub-Saharan Africa. Several questions are addressed with reference to global trends and using World Bank and national enrollment data. For example: Why does Africa seem unable to secure “education for all” for school-age children? Is it simply the relative poverty levels of African countries, or are there grounds for thinking that other factors might be at work? And, what challenges do these countries face in the wake of the HIV/AIDS pandemic? This chapter also notes that some countries are at higher risk of not achieving universal primary completion and gender equality by 2015. What must politicians and policy-makers do to reverse these trends? As observed by Blair's Commission for Africa, the challenges are immense and if Africa continues on its current path then the Millennium Development Goals (MDGs) for halving poverty, universal primary education and the elimination of avoidable infant deaths in sub-Saharan Africa will not be delivered in 2015 but instead between 100 and 150 years late. The challenge is to find short- and long- term policies and solutions to address this global policy.

Abstract

The purpose of this chapter is to highlight the dichotomous nature of two World Bank educational goals and examine how enrollment growth became prioritized over quality in Tanzania. Nestled within the theoretical framework of developmental discourse, the chapter begins with a historical review of World Bank educational policy, exploring Tanzania's lending relationship with the Bank. The chapter next evaluates the new World Bank 2020 educational strategy using the Tanzanian context to draw attention to policy strengths and weaknesses. Finally, using current research regarding World Bank policy in Tanzania, this chapter explores the implications of the new strategy on the next installment of Tanzania's SEDP policy. By locating the intersections of these policies, one may gauge a better understanding as to why the past trend of flooding Tanzania's classrooms with students has had the effect of eroding educational quality.

Abstract

The proportion of long-distance migrant birds at the border of Germany, Austria, and Switzerland decreased between 1980 and 1992 because winter temperature increased. Deterioration in the Amazon, observed in the Xingu National Park, has become more serious during the past few years. The melting of Glazier in many places, especially in the European Alps and in the United States, is another classic example of changing ecosystem caused by the climate change. One prediction indicates that the glaciers in Mount Kilimanjaro will be gone by 2020. Natural disasters, also associated with climate change, are predicted to increase not only in terms of the frequency but also in the size of damages they can cause. From Bangladesh to Vietnam, from Pacific Islands to Latin America, scientists predict that hectares and hectares of mangroves will be flooded due to the rise of the sea level. People in some countries suffered from undrinkable water because of the saltwater intrusion caused by climate change–related hurricanes. In the other extreme, some places experienced drought that caused serious water shortages and loss of biodiversity and agricultural products (e.g., Australia, in 2002, and India, in 2003). Disappearance of habitats and ecosystems caused by climate change are serious, but a short-term challenge in terms of declining productivity in many farm areas are equally serious, if not more so.

Abstract

The purpose of this chapter is to examine the impact of the global food crisis of 2007–2008 on Tanzania’s real retail-food prices and on the cost of the typical food basket. The methodological approach is to compare real retail-food prices and food-basket costs in 20 regions of Tanzania with global food prices. The findings are that the global food crisis of 2007–2008 did not significantly cause food prices in Tanzania to increase and that domestic factors were more important drivers of food prices and food-basket costs. The social implication is that the impacts of the global food crisis on food prices and food-basket costs in developing countries may have been overestimated in previous research and the policy responses of the global community may have been inappropriate.

Abstract

Tourism is being utilized as a key economic development tool of the 21st century. Serious concern over the benefit of tourism for the poor has contributed to discussion on community involvement and community participation in contemporary literature. In particular, sustainable development has become a way to address the long-term viability of income and employment in least-developed countries while attempting to preserve traditional customs and culture in the face of globalization. Sustainability refers to finding solutions to poverty without compromising the natural and cultural resource base needed by future generations to pursue their own economic goals. This task requires attention to the economic, cultural and social needs of all groups while focusing on solutions that are also viable for the long term (Bramwell, 2001; Davidson, 2007; Mfaume & Leonard, 2004). It is also important to note that social structures and cultural references vary noticeably within countries and regions. Therefore, three separate, independent instrumental case studies (also known as collective case studies) were conducted in three distinct Tanzanian communities in or around tourism destinations. The objective was to allow for the autonomy of specific cultural, social and business networks to be reflected in the research methodology.

Case studies allow for the investigation of constraints to economic participation within real-life experiences, as there is no clear distinction between the phenomenon and the context. Instrumental case studies strive to develop theory, or in this case, facilitate understanding of pervasive problems and do not require typical study populations (Stake, 1995). An instrumental case study is utilized where a ‘particular case is examined mainly to provide insight’ into a phenomenon and the case supports understanding of the phenomenon (Denzin & Lincoln, 2005). The emphasis is placed on specific issues rather than on the case itself. The case in then used as a vehicle to develop a better understanding of the situation or problem (Stake, 2003). Single case studies are ideal for investigating a phenomenon that has not been previously studied and can make a significant contribution to knowledge (Yin, 2003). Since constraints to economic participation within Tanzania have not yet been empirically studied, each individual case study is exploratory in nature.

Once the specific case studies were independently derived and themes developed, a cross-case comparison offered insight into reoccurring themes or case-specific constraints. Using an iterative process, the strength of this methodology lies in the inductive approach that provides suggestive rather than definitive analysis (Welch, 1994). The first phase of analysis results in ‘within’ themes specific to a particular region. Using cross-case comparisons, emergent patterns provide similarities and differences between the three communities.

The connotation of sustainable tourism occupies prime importance in the light of prevalent pandemic situations across the globe. One such deliberation is the construct of regenerative travel, a type of “matured tourism” with restoration and rejuvenation of destinations as its pillars. With the COVID-19 pandemic, the tourism rate was dropped by nearly 65% across the world, leaving the countries' economies shattered and communities depending on tourism experiencing massive unemployment. However, regenerative tourism provides a way to secure a future of tourism and allows the communities to coexist with tourist attractions and sustain new models of tourism. This chapter examined the concept of regenerative tourism to build resilience particularly during the post-COVID-19 pandemic. The result shows various strategies for implementation of regenerative tourism, framework approach not recovery of tourism and renewing of tourism. Additionally, implications of regenerative tourism could be foreseen, and a roadmap is provided for the tourism stakeholders.

Abstract

Purpose – This chapter investigates vulnerability to poverty in the Republic of Haiti.

Methodology – We use a hierarchical modeling technique to allow the assessment and decomposition of vulnerability to poverty by exploiting the short-panel structure of nested data in a cross section.

Originality – Specifically, a three-level hierarchical model with a partially Bayesian restricted maximum likelihood is used in the estimation procedure. This is novel in this literature.

Findings – The decomposition method adopted in this chapter reveals that vulnerability in the Republic of Haiti is largely a rural phenomenon and is correlated negatively with schooling. The results also disclose the lack of equality in various aspects of circumstances or opportunities, including education, as the salient factor determining the status and level of vulnerability of households. Most importantly, among the different shocks affecting household's income, it is found that meso-level shocks are in general far more important than covariate shocks. This finding points to some interesting policy implications in terms of decentralizing policies and delegating more powers and providing better means to local governments to enhance household resilience to shocks and to alleviate their vulnerability to poverty.

Abstract

This is a review of information literacy interventions which focused on fostering information literacy skills for agriculturalists and health practitioners in Tanzania. The purpose of the intervention was to impart information literacy skills to agriculturalists and health professionals based on problem-solving and collaborative approaches through pedagogical theories of Kolb and Vygotsky which emphasize experiential and reflective learning as well as mediated communication. The interventions were based on an integration of knowledge from information behaviour research and educational theory and current Information and library science perspectives of information literacy. This was preceded by a survey which collected data on information literacy needs of agriculturalists and health practitioners in order to determine what should be taught in information literacy courses for both categories of professionals. The interventions were evaluated through exercises, reflective discussions and observations of activities. Diagnostic tests were also carried out before and after the interventions to provide an indication of knowledge changes. It was generally discovered that both categories of practitioners lacked information literacy skills and had a dire need for the same to effectively perform their work. Work experiences of participants as well as problems associated with lack of information to perform assigned tasks in their occupations were motivational factors for their active participation in the courses. Judging from participants’ feedback, the courses were effective. Participants were able to demonstrate their abilities to solve a particular information-related problem through collaborative learning and work experience. It is recommended that information literacy courses in work places should focus on work-related information problems and active participation.

Abstract

The primary goal of university education globally is to promote research, knowledge, and innovations instrumental for national development and societal transformation. In line with this goal, East African countries, namely Kenya, Uganda, and Tanzania have invested heavily in university education in the last 60 years since independence. The evidence of this is the increasing number of both private and public universities, and the number of students joining the institutions. While the expansion of university education is to be celebrated, it should not be taken for granted that this expansion indicates development. The purpose of this research was to assess the impact of university education on regional development in the three East African countries, that is, Kenya, Uganda, and Tanzania. Data were collected through historical analyses, database searches on electronic and printed sources, and interviews. The study found out that the three African countries have formulated the goals of education toward the achievement of development and that large budgets have been committed to educational expansion in the university in recent years. However, the impact of the universities in the development of the region expected through research and innovation is minimal because of major challenges that include expansion of access without adequate government funding; compromises quality; graduate unemployability and political interference; students’ unrest and strikes; weaknesses in earlier levels of education; regional, gender, and class inequalities; and misalignment of education, development, and contextual strengths. Proposed future strategies included the calls for governments to enhance regional consultations on development and education, the need for specialization in programs rather than duplication, enhancement of international collaborations and networking, rethinking the role of education in development within given contextual and environmental realities, and good governance and adequate funding of education.
