Since the shootings at Kent State University (KSU) in 1970, students and activists have held commemorative ceremonies to mark that event. The university ignored that past and decided to build a gym annex covering part of the land on which the National Guard had maneuvered in 1970. Led by the May 4th Coalition, activists sought to persuade the university to change the building's location. The student concern was the preservation of what they viewed as “sacred” ground which would be buried underneath the annex. At the 1977 annual commemoration speakers raised the annex issue and the newly formed May 4th Coalition ultimately occupied the site of the planned building with a tent city. That occupation was forcefully removed, and the university did build the facility where planned. The physical and spatial aspects of the commemoration of the Kent State shootings did, over time, lead the university to take on the responsibility to memorialize that conflict. This paper focuses on two interrelated issues: (1) the efforts of the May 4th Coalition and residents of Tent City to block or move the gym annex and (2) the refusal of KSU for years to recognize the broad significance of the events of May 1970 and their attempt to ignore or bury it.

The police are key partners in adult protection work locally and take lead responsibility for investigating alleged crimes committed against vulnerable adults in our communities. They therefore play a critical role in many serious and complex adult protection investigations. This paper describes how a large police service has organised its adult protection resources and maps out the basic processes and responsibilities involved in leading criminal investigations involving vulnerable adults. Using a case study it also identifies and examines the different demands criminal work brings at the inter‐agency, agency and case levels and identifies solutions and pointers for best practice.

This paper aims to describe work at Kent State University Libraries and Media Services to promote and devise electronic thesis and dissertation (ETD) storage at OhioLINK's ETD Center, to find efficient methods to represent these unique scholarly materials within the library's catalog, and to foster the establishment of state‐wide library catalog standards for ETDs.
A semi‐automated process has been devised that extracts student‐supplied metadata already available in the OhioLINK ETD Center to provide almost instantaneous access to unique resources through the library catalog. A Perl program uses the OAI‐PMH protocol to extract metadata, modifies and enhances the data, and inserts it into the Innovative Interfaces, Inc. catalog. Significant effort was made to map the data from ETD‐MS to MARC. Catalogers retrieve records for completion and contribute full bibliographic records to OCLC WorldCat in addition to the local and consortium catalogs.
The process successfully produces a provisional bibliographic record that is useful immediately for resource discovery and that can serve as the basis for full cataloging.
This research provides libraries with a method they can adapt locally to provide provisional level access, full level access, or both, to unique scholarly research.

The paper aims to examine the direction of the relationship between a firm's internal audit function and its external audit fees, extending a previous study by Goodwin‐Stewart and Kent, which used data from 2000.
The paper uses publicly available information to analyse the relationship between internal audit and audit fees.
The findings support Goodwin‐Stewart and Kent's result that the existence of an internal audit function in a firm has a significantly positive relationship with audit fees. In fact, the strength of this relationship has increased since 2000.
The study focuses on the top 300 public companies from a market capitalisation perspective and, therefore, the results may not be generalisable to other smaller public companies or to private firms. Second, the dichotomous experimental variable used in the study (existence of internal audit) might not be an ideal measure of internal audit usage since it may not be sensitive enough to capture all the variation in external audit fees. The findings suggest that companies use internal audit and audit fees in a complementary way to strengthen their overall control/operating environment.
Although the study extends and validates work already completed by Goodwin‐Stewart and Kent, the true value of its result is that users can use publicly available information to determine that firms with an internal audit function are more likely to use it in a complementary way with audit fees, thereby potentially indicating a commitment by that firm to a stronger monitoring/control environment.

This paper describes the development of a multi‐agency model for adult protection training in Kent and Medway and sets this in the context of the evolution of wider adult protection policy and competence. The rationale for the planning and development of the model is outlined and the content and coverage of the different levels of training are described. Key issues include the progression of staff and managers and the implementation and operation of the model. These are explored in relation to the different demands on the safeguarding activities in Kent and Medway and the different agency and professional interests at stake. Future developments are also briefly mapped and discussed.

Peter joined local government following a career in nursing, specialising in psychiatric social work. Following qualification in social work, he worked in practice, including attachments to primary health, in both the US and UK. His managerial career has taken him into both public and private sectors. He was Strategic Director of Social Services in Kent for eight years and during this time took the largest Social Services department in the country from ‘poor’ performance to ‘excellent’ before being appointed as Chief Executive of Kent County Council. Kent is one of the largest local authorities in the country and has been rated as one of the very best performing authorities. Peter also chairs the South East England Centre of Excellence which concentrates on sharing best practice and creating a smart environment with regard to efficiency and performance, and is working closely with the Government on Futures.Peter led nationally for ten years on asylum matters for the Association of Directors of Social Services (ADSS), chaired the National Taskforce and for five years until recently the National Register for Unaccompanied Children (NRUC). He also started a network of principal gateway authorities in the European Union to discuss common problems and develop a framework of best practice. Peter is now leading for the region on the national migration forum. He has also been invited by Lord Darzi to become a member of the Health Innovation Council. Peter has a national reputation for innovation and was nominated by The Guardian newspaper as one of the top 100 Innovators in the public sector in the UK and shortlisted for the 2006 Public Sector Power 100 Awards.Now in his fourth year as Chief Executive at Kent, Peter continues to pursue ‘innovation, effectiveness and an outcome‐based modern public service’.

It is edited and substantially written by The Information Officer for Library Automation based in Southampton University Library and supported by a grant from the British Library Research and Development Department. Copyright for VINE articles rests with the British Library Board, but opinions expressed in VINE do not necessarily reflect the views and policies of the British Library. The subscription for 1983 for VINE is £22 for UK subscribers and £25 for overseas subscribers. The first copy will be charged at normal rate, but all others will be supplied for only £12 per year UK and £14 per year overseas. VINE is available in either paper copy or microfiche and all back issues are available on microfiche.
