Abstract
Purpose
The purpose of this paper is to examine how residualisation is experienced across a supported housing provider in an English county. The analysis is in three parts: firstly, it focuses on organisational provision, including impacts of change on decisions on market entry and exit; secondly, it reviews evidence on service provision and the adaptations services are making to reflect the changing pressures of the sector; finally, it considers the impacts on service delivery and the experiences of those that rely on the provision.
Design/methodology/approach
The analysis uses interview data across the organisation, together with material from the UK Government department consultation (2017) and a UK Parliamentary Select Committee inquiry (2017) to examine the impacts across the different tiers of service, including the day-to-day experience of residualised services for those that deliver and receive that support.
Findings
The paper concludes that residualisation is a direct outcome of the neoliberalisation of welfare states, introducing limits to state involvement and funding, a greater emphasis on quasi-market involvement in the sector and a shifting of responsibility from government to individuals.
Research limitations/implications
It not only demonstrates the impacts of reducing state support on the supported housing sector but also emphasises the importance of residualisation as a conceptual framework applicable to the wider implications of austerity and neoliberal ideology.
Practical implications
This paper demonstrates the way that the burden of responsibility is being shifted away from the public provision of support and onto the individuals. This can be problematic for the individuals who are vulnerable as a result of their economic medical or social circumstances.
Social implications
The retreat of the state from supported housing is both a political change and an austerity-led change. This article provides insight from a single-supported housing provider. In so doing, it illustrates the pressure such an organisation is under.
Originality/value
This paper provides a unique insight from the perspective of all levels of a supported housing service provider, combined with the analysis of government consultation and parliamentary inquiry.

Abstract
The zombie-plague apocalypse is a powerful social imaginary that focuses attention on the border between legitimate citizens and zombie “others.” The surge in the number of zombie apocalypse films provides an illuminating area for studying the role imagined for public administration by popular culture. The response to zombies in apocalyptic films brings to fore new realities with the re-conceptualization of the legitimacy and authority of government. This re-conceptualization provides content for analyzing the portrayal of existing governmental institutions overwhelmed by the apocalypse, including local governments, the military, public health agencies, emergency services, and public utilities,

Abstract
Purpose
Italy has become a migrant receiving country and it has to face with the problem of social inclusion of immigrants. The purpose of this paper is to measure the gap on poverty and deprivation between immigrants and natives since manifest conditions of both of them are an important signal, although not exclusively, of social exclusion.
Design/methodology/approach
Poverty analysis typically relies on a single monetary variable such as income and it is characterized by a simple dichotomization of the population into poor and non-poor. In this paper the authors stress the importance of using a multidimensional and fuzzy approach in order to study disparities between immigrants and natives. The authors cover several of the multifaceted aspects of resources necessary to maintain adequate living standards in a developed country. With the fuzzy methodology, the authors also overcome any limitation of the conventional approach based on the simple dichotomization of the phenomenon.
Findings
The empirical analysis is based on data from two official surveys. The authors find that between Italian and immigrant households there are significant differences in poverty and deprivation levels, with a strong disadvantage for the latter. The authors argue that any serious attempt to reduce poverty and deprivation must now include comprehensive reforms in the nation's immigration policies if they are to be taken seriously.
Originality/value
The paper makes an original contribution to the understanding of inequality between immigrants and natives, by studying a complex phenomena such as poverty and deprivation in a multidimensional perspective using a fuzzy approach.

Abstract
Purpose
The financial crisis has been something of a turning point in the regulatory response to financial crime around the world. The failure of light‐handed regulation and risk assessment by both industry and regulators made the operation of financial regulatory agencies almost untenable, often leading to calls for their replacement by more effective agencies. The purpose of this paper is to assess the nature of this regulatory challenge.
Design/methodology/approach
The paper discusses some of the case studies that have emerged from the dark side of regulatory and enforcement policies in recent times.
Findings
A culture of minimal regulation of financial markets meant that many undesirable practices (such as insider trading, foreign corrupt practices, tax avoidance, money laundering and other frauds) were able to avoid detection until public outrage led to regulatory and prosecutorial agencies being prompted into action following the collapse of financial markets.
Research limitations/implications
More detailed studies of particular institutions will be necessary; this will become possible as the current financial crisis subsides.
Originality/value
This paper explores some of the factors behind this state of affairs and makes policy recommendation in regard to the need for more effective internal controls and monitoring measures within the modern financial corporation.

Abstract
Purpose
The purpose of this paper is to review the development of the German advertising industry starting from 1950 to 2018 with a special focus on the American influence.
Design/methodology/approach
The paper uses the oral history methodology. The content is based on 27 semi-structured interviews with current and former experts from the German and American advertising industry. An analysis of secondary sources supports the line of argumentation.
Findings
The paper confirms the outstanding role of the American influence on the German advertising industry, owing to new standards of professionalism, to novel versions of terminology and to the introduction of the theory of marketing. However, incompatible management styles, increasing global competition and financial pressure diminished the impact. Likewise, the American interference did not suppress the development of specific German industry characteristics such as a strong entrepreneurial culture or sustainable leadership.
Originality/value
This paper provides an overview of the history of German advertising with a focus on advertising agencies in the period from 1950 to today (2018). Further, this paper assesses the special impact of the American influence on the German advertising industry. Further, subjects of investigation are particularities of the German advertising industry, such as special attributes of agency leaders and their relationship with clients, distinct versions of ownership structures, agency service offerings and, finally, the role of creativity.

Abstract
Purpose
The purpose of this paper is to discuss a number of important recent developments in the area of business and human rights and considers the impact of these developments for accounting, assurance and reporting. Following the UN endorsement of the Guiding Principles on Business and Human Rights (the Guiding Principles) in June 2011, initiatives related to their implementation have advanced at a rapid pace. Despite the centrality of accounting, assurance and reporting to some of the key initiates – accounting research has, hitherto, lagged behind this growing momentum. In order to address this lacunae, this paper develops an agenda for future research in the area of accounting and human rights. In doing so, the paper provides an overview of the important contributions advanced by the other papers in this special issue of Accounting, Auditing and Accountability Journal (AAAJ).
Design/methodology/approach
This paper draws together and identifies key issues and themes related to the rapidly evolving research and policy domain of business and human rights and considers the relevance of these issues to accounting research.
Findings
The paper highlights the wide-ranging impact the Guiding Principles and other developments in business and human rights have for accounting practice and draws attention to potential areas of research for accounting scholars. In particular, the paper highlights the emergence of business and human rights due diligence requirements, including their management and reporting. Further, the paper draws attention to the development of business and human rights reporting and assurance practice – which, while still in its infancy, has gathered considerable momentum and support.
Research limitations/implications
The paper provides important insights into emerging issues and developments in business and human rights that have clear relevance to accounting research and practice.
Originality/value
This paper, and the other contributions to this special issue of AAAJ, provide a basis and a research agenda for accounting scholars seeking to undertake research in this significant and emerging field.

Abstract
Purpose
The purpose of this paper is to provide an examination of the current state of local shopping provision (LSP) in the UK, identifying and evaluating approaches to maintaining its vitality and viability.
Design/methodology/approach
The paper is based on a review and synthesis of secondary data and published work.
Findings
In recent years, LSP has been under much pressure as retail trade has become increasingly concentrated. The recent recession and structural changes in the convenience sector have added to the pressures of change, but government is now recognising its social and economic importance. The analysis shows that the vitality and viability of LSP are very variable within and between regions and conurbations. A wide range of responses to maintaining the vitality and viability of LSP is identified, and a schema is posited which seeks to integrate elements of business and place management as the best way forward, concluding that sensitivity to local conditions is paramount and that local partnerships and champions have a key role to play.
Research limitations/implications
The paper is based on secondary sources of data and extant literature only.
Originality/value
The paper provides an up‐to‐date evaluation of issues in an important area of retail policy and practice, attempting to distil best practice approaches which will be of value to all stakeholders.
