Abstract
Purpose
Farmers in rural areas are generally not well empowered with knowledge and innovations to solve their agricultural problems in spite of the growing presence of such knowledge resulting from research and innovation activities across the globe. This study aims to document approaches, impact and impediments of using village knowledge centers (VKCs) to transfer agricultural knowledge and innovations.
Design/methodology/approach
To achieve the objective of the study, a case study research design was used to investigate the impact of a selected VKC as institutional innovation in agricultural technology outreach and extension in rural Tanzania. Primary data was collected through semi-structured interviews, focus group discussions and observation methods. Besides, secondary sources such as reports were used to complement primary data during fieldwork.
Findings
The study reveals that various approaches are used by the VKC to transfer knowledge and innovation to farmers. The use of the multi-actor platform (MAP) to run the VKC ensures inclusive knowledge production and sharing among different actors. The findings also suggest that knowledge and innovation co-creation is constructed with various knowledge systems actors to enhance the use of research generated. Accordingly, the findings show that the university efforts are an important catalyst for integrated knowledge, technology and innovation systems in rural settings.
Research limitations/implications
The present study reveals different limitations associated with the use of a single case study design. The single-case design provided researchers with little basis for generalisation of the study findings and conclusions. Aside from that, the use of a cross-sectional design did not help the researchers to validate the findings and conclusions. To address these limitations, the study recommends similar studies that will adopt different types of longitudinal design such as cohort and diary methods. Apart from this, a future study to investigate the tangible impact of VKC on knowledge and innovation transfer is recommended.
Originality/value
Considering the novelty of the MAP approach in Tanzania and the dearth of studies reporting on how the village knowledge center works and how effective it is, the present study provides insights on the approaches, impact and impediments.

Abstract
Purpose
With the advent of ICTs, a large percentage of university students are shifting their interest and focus on digital learning resources from print ones. This study aims to examine the diversity, motivations and challenges students face in using these learning resources at Teofilo Kisanji University (TEKU) in Tanzania.
Design/methodology/approach
The researchers used elements of both quantitative and qualitative research approaches in a complementary fashion. The study draws upon cross-section survey data collected from students (n = 90) alongside follow-up key informants semi-structured interviews with library and academic staff (n = 10).
Findings
The study’s findings signify that internet resources are significantly deployed by students than other resources such as CD-ROM, e-books, journals, slides and audio clips. The findings further inform that the wide range of these resources and 24/7 convenient access are important motivating factors for their usage. On the other hand, the cost of internet services, limited searching competencies and limited subscribed databases inhibit effective and efficient usage of these by students at TEKU.
Originality/value
The present study clearly discloses students’ motivations for accessing and using digital learning resources.

Abstract
Purpose
Paper-based records management systems remain dominant in Tanzanian Government organisations despite the increase in digital records management systems adoption across the globe. To create an understanding of this state, this study aims to investigate the use of records management systems in Tanzanian public sector organisations.
Design/methodology/approach
A descriptive research design was used in this study, alongside quantitative and qualitative approaches. A total of 81 respondents were drawn from three public sector organisations. To get a sample, non-probability (convenience and purposive) sampling techniques were used. A cross-sectional survey questionnaire and interview methods were used to gather quantitative and qualitative data. To analyse quantitative and qualitative data, the researchers used a mixed-methods analysis.
Findings
The study reveals different types of records management systems used in public sector organisations. Besides, the findings suggest that a large proportion of records are created through the digitisation of existing records. Aside from that, the study has revealed different types of records managed in the systems by government organisations. According to the study, there are various factors that determine the effective use of records management systems in public sector organisations.
Research limitations/implications
The implications of the present study are diverse. Specifically, its findings expand the theoretical body of knowledge by adding new insights regarding records management systems usage in government offices. The findings also provide the government with a basis for formulating and improving legal and regulatory frameworks to enhance records management. Apart from this, the findings are likely to benefit records practitioners by orchestrating inclusive strategies that will promote, not only effectiveness, but also sustainability in records management.
Originality/value
In Tanzania, a few studies have been conducted to examine digital records management practices and systems. These studies have not extensively highlighted the systems used to manage the records. This makes little to be known on the systems used to manage records in government offices. The present study has ascertained records management systems used in public sector organisations.

Abstract
Purpose
This paper aims to assess the usage pattern of telecentres, how rural women frame telecentres and barriers that limit use of telecentres. Further, the study examined the effects of demographic characteristics and location on telecentre usage.
Design/methodology/approach
The study used a sequential mixed research design in three rural districts surrounding telecentres: Kongwa, Sengerema and Kilosa districts. The study population comprised rural women who were users and non-users of telecentres. The study conducted six focus group discussions (FGDs) with 37 users and six FGDs with 36 non-users in the first phase of the study in 2014; questionnaires were administered to 90 users and 90 non-users in the second phase of the study in 2015.
Findings
The primary use of telecentres among users was to access internet (71.4 per cent, n = 60), followed by information and communication technology (ICT) training courses (63.1 per cent, n = 53) and secretarial purposes (63.1 per cent, n = 53). Rural women used internet for educational purposes, followed by news, information on health issues, job opportunities, social and entertainment issues. Rural women currently using internet were more likely to be better educated (ß = 1.926, p = 0.001) and have higher incomes (ß = 5.318, p = 0.021) at both bivariate and multivariate analysis. Users indicated that they faced the following barriers towards using telecentre: short duration of ICT training, frequent power outages, low speed of internet and few computers at the telecentres. Non-users were not using telecentres because of lack of ICT skills and language barriers.
Originality/value
This study provides empirical evidence to telecentres, libraries and other rural ICT initiatives to design rural ICT services that are gender-sensitive and demand-driven.
