Abstract

This article presents an overview of the changing role of principals and head teachers from an international perspective. The role changes of local site management, increased accountability, the tension between management and leadership, altered relationships with community, and dilemmas related to school choice are described. The article makes a connection between principal role changes and difficulties in recruitment and retention of principals internationally. Data are presented on principal shortages in several countries. The article concludes with several recommendations to address principal recruitment and retention issues.

Abstract

Purpose

The purpose of this paper is to report on the superintendent portion of the UCEA Voices III project.

Design/methodology/approach

A four‐year study to determine how school leaders, from several locations and contexts, describe their perceptions of and experiences with educational leadership related to the study themes, school improvement, democratic community, and social justice.

Findings

Study findings indicate that superintendents articulated these study themes in more general and practical terms than found in the academic literature, and share a belief that the themes may be mutually exclusive, and require contextual interpretation to be functional. The paper concludes by calling for extending our ideas of how to practice social justice, solicit broader community voice, employ shared decision making, and measure accountability.

Originality/value

Authors recommend that practitioners place more emphasis on individualized contextual and cultural realities that can minimize or even counter the intended effects of these leadership approaches in practice. Conclusions suggest that superintendents understand and practice a more inclusive form of social justice, sometimes having to control and filter majority stakeholder inputs to achieve more ethical, socially just, educational decisions. The study provides a critical and needed empirical evaluation of the theoretical concepts of shared decision‐making, inclusion of community stakeholders, and practicing social justice. As superintendents attempt to practice these concepts in a real‐world context, they have discovered and provided insights into the limitations of these ideas.

Abstract

Describes a qualitative study on causes of principal burnout. Aims to ascertain causes of emotional exhaustion, depersonalization, and personal accomplishment in the principalship. Nine principals depict how the principalship has changed and describe elements of their jobs that lead to burnout, as well as reasons for not wanting to continue in the principalship despite intrinsic rewards associated with the job. Discusses several implications including the need for more support systems, greater professional development opportunities, and the need to prepare principals better for the realities of the job.

A FEW YEARS AGO that small but many‐paged volume of facts called Whitaker's Almanack, published annually by J. Whitaker & Sons, celebrated its centenary. In 1974 the firm celebrated the longevity of another of its publications, British Books in Print, first published in 1874 as the Reference Catalogue of Current Literature. While many people know of the Almanack, it is mostly publishers, booksellers, and librarians who are aware of the other publications this firm has produced in the field of book‐trade bibliography in the last 116 years, publications of sufficient scope and quality to delay until quite recently the provision of a British national bibliography.

Abstract

In the present chapter, we present the case study of the only woman film director who has ever won an Academy Award for Best Director, Kathryn Bigelow. We analyzed 43 written interviews of Kathryn Bigelow that have appeared in the popular press in the period 1988–2013 and outlined eight main themes emerging regarding her exercise of leadership in the cinematic context. We utilize three theoretical frameworks: (a) paradoxical leadership theory (Lewis, Andriopoulos, & Smith, 2014; Smith & Lewis, 2012); (b) ambidextrous leadership theory (Rosing, Frese, & Bausch, 2011), and (c) role congruity theory (Eagley & Karau, 2002) and show how Bigelow, as a woman artist/leader working in a complex organizational system that emphasizes radical innovation, exercised paradoxical and ambidextrous leadership and challenged existing conventions about genre, gender, and leadership. The case study implications for teaching and practice are discussed.

Abstract

As CEO of not-for-profit adoption agency The Cradle, Julie Tye had taken the organization from the brink of dissolution in 1992 to a position of financial stability and health by 2007. One of the innovative steps Tye took in 2002 was to introduce an online learning venture that provided education for families preparing to adopt. The Cradle launched Adoption Learning Partners (ALP), using donated funds and government grants when possible and subsidizing the rest. The income generated by ALP grew from zero in 2002 to approximately $50,000 per month in 2007. But ALP's major market (parents preparing to adopt internationally) was forecasted to decline 50% over the next three years; the Web site was outdated; and new competitors were entering the market. ALP had built a reputation as a pioneer in adoption e-learning by providing high-quality, effective online courses. But without the infusion of at least $400,000, ALP risked losing its leadership position and, possibly, its viability. ALP needed a significant investment of time, talent, and funding. Tye had an MBA, a keen business sense, and fourteen years of experience in healthcare administration and the social services field. Even with her leadership, did The Cradle have the appetite to take on such a demanding strategy? In the end, would it be worth the investment?

Students will: learn quantitative techniques for valuing a social enterprise, which includes both economic and social value; learn alternative legal structures available to social enterprises and evaluate which structures make sense relative to various capital structures; and identify sources of capital available to social enterprises and evaluate their appropriate usage.

Abstract

In this paper, academics and managers of specialist services reflect on the shifting policy and funding landscapes that shape service provision for drug‐using sex workers in England and Ireland. The paper outlines the harm reduction and holistic principles that underpinned much original service provision concerned with public health in the face of an HIV epidemic and the limitations of services that equate drug use minimisation with sex work minimisation. It concludes that an ‘exiting’ and victim discourse dovetails with the well‐funded crime and disorder agenda, and that lobbyists on these issues are proving to be natural allies against harm reduction.

Abstract

Purpose

Since the development of the COVID-19 vaccinations, questions surrounding race have been prominent in the literature on vaccine uptake. Early in the vaccine rollout, public health officials were concerned with the relatively lower rates of uptake among certain racial/ethnic minority groups. We suggest that this may also be patterned by racial/ethnic residential segregation, which previous work has demonstrated to be an important factor for both health and access to health care.

Methodology/Approach

In this study, we examine county-level vaccination rates, racial/ethnic composition, and residential segregation across the U.S. We compile data from several sources, including the American Community Survey (ACS) and Centers for Disease Control (CDC) measured at the county level.

Findings

We find that just looking at the associations between racial/ethnic composition and vaccination rates, both percent Black and percent White are significant and negative, meaning that higher percentages of these groups in a county are associated with lower vaccination rates, whereas the opposite is the case for percent Latino. When we factor in segregation, as measured by the index of dissimilarity, the patterns change somewhat. Dissimilarity itself was not significant in the models across all groups, but when interacted with race/ethnic composition, it moderates the association. For both percent Black and percent White, the interaction with the Black-White dissimilarity index is significant and negative, meaning that it deepens the negative association between composition and the vaccination rate.

Research limitations/implications

The analysis is only limited to county-level measures of racial/ethnic composition and vaccination rates, so we are unable to see at the individual-level who is getting vaccinated.

Originality/Value of Paper

We find that segregation moderates the association between racial/ethnic composition and vaccination rates, suggesting that local race relations in a county helps contextualize the compositional effects of race/ethnicity.
