A primary reason for the increase in uninsured Americans is due to the rising costs of health care that has caused a decline of employment‐based coverage for individuals working for small firms. According to the 1997 US Census Bureau figures, 43 percent of uninsured worked full‐time, and eight out of ten of the uninsured or their dependents were full‐time workers. While significant improvements at the state‐level have occurred to address the unmet health insurance needs of children, less emphasis has been placed on ways to improve access and utilization of health services for uninsured adults. This paper revisits where the health care debate has been over the last decade, system stresses currently being felt by providers in caring for the uninsured population, and the adequacy of the care which they receive. In addition, several incremental strategies for extending Medicaid coverage for children and their families, costs and financing projections, and implications for providers are examined.

As competition becomes more intense and environmental factors become more hostile, the concern for service quality grows. If service quality is to become the cornerstone of marketing strategy, the marketer must have the means to measure it. The most popular measure of service quality is SERVQUAL, an instrument developed by Parasuraman et al. (1985; 1988). Not only has research on this instrument been widely cited in the marketing literature, but also its use in industry has been quite widespread (Brown et al., 1993).

Examines the relationship between the presence of financial incentives and their effect on physician behaviour in health maintenance organizations (HMOs). By reviewing the scope and dimensions of both HMOs and financial incentives, a foundation is laid for the review of the current empirical evidence. Further analysis and conceptual development is given to this topic by stating the limitations of existing research – in the confounding variables, in the complexity of incentives, and in the unanswered questions of quality of care – and by proposing innovative ways of studying the “other aspects of physician behaviour” not previously considered. Questions and implications are raised for future research and practice.
“Rational planning models” emerged in the early 1970's as a means by which to plan more effectively and efficiently in educational organizations. One of the most well known and widely distributed of these models was developed by Phi Delta Kappa, the educational fraternity. This paper describes a field study conducted in five Vermont schools that were “early users” of the Phi Delta Kappa material. The outcomes reveal many discrepancies between the theory and the reality of planning in public schools. In addition to the Vermont research, other research is cited that supports many of the findings and relates them to planning in schools in general. The article concludes by linking the study outcomes to recent works by other authors on the emerging concepts of loosely coupled systems, garbage can organizations, and organized anarchies and implications these concepts hold for alternative approaches to planning in educational settings.

Despite ample attention to perceived risk and its consequences on tourist behavior, characteristics of travelers who are anti-gun or pro-gun have received little attention in tourism literature. This study aims to investigate anti-gun and pro-gun attitudes and their correlates for Florida, a state with relatively relaxed gun laws as well as significant tourism activity.
Qualtrics survey design tools were used to design a structured questionnaire, which was then administered to a random sample of registered survey takers on MTurk. A total of 1,692 cases were analyzed with SPSS Version 24.0.
Results revealed that gender, education level, ethnicity, visitor experience, and personality traits of emotion-based decision-making and risk-seeking influence travelers’ tendency for anti-gun or pro-gun attitudes toward Florida as a destination. In turn, these attitudes were found to be related to perception of risks in Florida, its perceived safety and desirability as a travel destination and visitor satisfaction and likelihood of repeat visitation.
Leniency in gun laws has been a concern for the safety in the USA for local residents and tourists alike; however, there is a lack of attention on the characteristics of anti-gun and pro-gun individuals and their likely behavior related to a tourist destination with relaxed gun laws. Thus, the current study investigated who are likely to be anti-gun or pro-gun and what are their likely behaviors towards such a destination, Florida in the USA. The current study initiates this dialogue to explore uncharted territory in tourism research.

The purpose of this paper is to illustrate new methods of examining structural differences among segmented markets beyond comparing merely univariate variable mean scores, so as to help marketers and researchers gain better insights into segment differences for meaningful strategy development.
A comprehensive dataset covering various lodging market segments was constructed from Tripadvisor.com. The data then were sorted into lodging customer segments by star rating, type of operation, and level of price charged. Structural equation modeling with the −2 log‐likelihood difference test was conducted to illustrate how effectively the differences, if any, of market segments could be assessed in contrast to the traditional mean‐score comparison approach.
Guest satisfaction was influenced by the same performance variable to the same magnitude and direction across different lodging segments examined. Such stability in the amount of influence of performance on guest satisfaction was true even in the fact that the variable mean scores were significantly different across the market segments.
The traditional approach to examining segment differences via univariate mean scores could be one set of results, while the effect‐based difference assessments in this paper resulted in another. Developing marketing strategies based on the effect‐based segment differences, as illustrated in this paper, is considered more effective than the traditional mean‐based approach. One limitation of this paper could be use of a secondary dataset with limited scope of the model employed for an illustrative purpose. Another limitation is that the sample characteristics are unknown due to the nature of a secondary dataset. The examination of the market segments was also limited to those based on only three popular variables.
The paper is a fresh attempt to examine market segment differences through the effect of one variable on another. The paper advances the methods of hospitality and tourism research for examining segment differences beyond the traditional univariate mean‐based examination approach. The methodological illustration is applicable to a vast majority of different theoretical frameworks known in the hospitality and tourism field. Use of the assessment method illustrated in this paper also requires future market segmentation studies to rely more on theories than data.
