Abstract

Purpose

This paper is focused on developing an integrated algorithmic approach named as data envelopment analysis and multicriteria decision-making (DEA-MCDM) for ranking decision-making units (DMUs) based on cross-efficiency technique and subjective preference(s) of the decision maker.

Design/methodology/approach

Self-evaluation in data envelopment analysis (DEA) lacks in discrimination power among DMUs. To fix this, a cross-efficiency technique has been introduced that ranks DMUs based on peer-evaluation. Different cross-efficiency formulations such as aggressive and benevolent and neutral are available in the literature. The existing ranking approaches fail to incorporate subjective preference of “one” or “some” or “all” or “most” of the cross-efficiency evaluation formulations. Therefore, the integrated framework in this paper, based on DEA and multicriteria decision-making (MCDM), aims to present a ranking approach to incorporate different cross-efficiency formulations as well as subjective preference(s) of decision maker.

Findings

The proposed approach has an advantage that each of the aggressive, benevolent and neutral cross-efficiency formulations contribute to select the best alternative among the DMUs in a MCDM problem. Ordered weighted averaging (OWA) aggregation is applied to aggregate final cross-efficiencies and to achieve complete ranking of the DMUs. This new approach is further illustrated and compared with existing MCDM approaches like simple additive weighting (SAW) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to prove its validity in real situations.

Research limitations/implications

The choice of cross-efficiency formulation(s) as per subjective preference of the decision maker and different orness levels lead to different aggregated scores and thus ranking of the DMUs accordingly. The proposed ranking approach is highly useful in real applications like R and D projects, flexible manufacturing systems, electricity distribution sector, banking industry, labor assignment and the economic environmental performances for ranking and benchmarking.

Practical implications

To prove the practical applicability and robustness of the proposed integrated DEA-MCDM approach, it is applied to top twelve Indian banks in terms of three inputs and two outputs for the period 2018–2019. The findings of the study (1) ensure the impact of non-performing assets (NPAs) on the ranking of the selected banks and (2) are enormously valuable for the bank experts and policy makers to consider the impact of peer-evaluation and subjective preference(s) in formulating appropriate policies to improve performance and ranks of underperformed banks in competitive scenario.

Originality/value

To the best of the authors’ knowledge, this is the first study that has integrated both DEA and MCDM via OWA aggregation to present a ranking approach that can incorporate different cross-efficiency formulations and subjective preference(s) of the decision maker for ranking DMUs.

Abstract

Discusses the quality strategy deployment (QSD) processes, and addresses how service organizations identify customers’ needs in relation to the development of viable strategies and deployment of quality services using the quality function deployment (QFD) and the hoshin kanri techniques. An integrated QFD/hoshin approach is proposed to help develop viable strategies and attain service quality deployment. An implementation case of the approach is presented based on a recent QSD study in a typical engineering service organization – the Manufacturing Engineering Laboratory (MEL) of City University of Hong Kong. Incorporating the findings of the study, this paper sets forth the identification of the voice of customers (VOC), the building of a house of quality (HOQ), and the deployment of organizational strategies. Besides, a generic 13‐step guideline of QSD process is elaborated for assisting service organizations to attain continuous performance improvement. Effective implementation of the QFD/hoshin guideline and monitoring the QSD process must garner organizational support and commitment.

Abstract

ISO 9000 is now a widespread quality management practice in Hong Kong manufacturing industries. There is a pressing need to investigate the critical success factors that can help those ISO 9000 registered companies to plan for the continuous maintenance and improvement of their quality systems. With this in mind, the authors have recently conducted a study to identify the critical issues of ISO 9000 maintenance in the Hong Kong electronics manufacturing industry. This paper presents the critical maintenance issues identified during the course of this study, which could facilitate the manufacturers in maintaining their ISO 9000 quality systems. The findings will be of use to the Hong Kong electronics manufacturing industry and will provide a good reference to other industries and other countries as well.

Abstract

Purpose

Integrated supplier management (ISM), new product development (NPD) and knowledge sharing (KS) practices are three primary business activities utilised to enhance manufacturers' business performance (BP). The purpose of this paper is to empirically investigate the relationships between these three business activities (i.e. ISM, NPD, KS) and BP in a Taiwanese electronics manufacturing context.

Design/methodology/approach

A questionnaire survey is first administered to a sample of electronic manufacturing companies operating in Taiwan to elicit the opinions of technical and managerial professionals regarding business activities and BP within their companies. A total of 170 respondents from 83 companies respond to the survey. Factor, correlation and path analysis are undertaken on this quantitative data set to derive the key factors which leverage business outcomes in these companies. Following empirical analysis, six semi‐structured interviews are undertaken with manufacturing executives to provide qualitative insights into the underlying reasons why certain business activity factors are the strongest predictors of BP.

Findings

The investigation shows that the ISM, NPD and KS constructs all play an important role in the success of company operations and creating business outcomes. Specifically, the key factors within these constructs which influenced BP are: supplier evaluation and selection; design simplification and modular design; information technology infrastructure and systems and open communication. Accordingly, sufficient financial and human resources should be allocated to these important activities to derive accelerated rates of improved BP. These findings are supported by the qualitative interviews with manufacturing executives.

Originality/value

The paper depicts the pathways to improved manufacturing BP, through targeting efforts into the above‐mentioned factors within the ISM, NPD and KS constructs. Based on the empirical path model, and the specific insights derived from the explanatory interviews with manufacturing executives, the paper also provides a number of practical implications for manufacturing companies seeking to enhance their BP through improved operational activities.

Abstract

Purpose

The purpose of this paper is to develop a measurement framework to evaluate the lean readiness level (LRL) and lean systems (LS) within Kuwaiti small and medium‐sized manufacturing industries (K‐SMMIs). A measurement framework which encompasses the quality practices related to LS (processes; planning and control; human resources; top management and leadership; customer relations; and supplier relations) is used to assess the quality practices in K‐SMMIs and determine whether they have the foundation to implement LS.

Design/methodology/approach

The authors conducted a comprehensive literature review, semi‐structured interviews with 27 senior managers, and a quantitative survey administered to 50 K‐SMMIs. The responses were entered into SPSS software to conduct a reliability test and independent sample t‐test.

Findings

The results indicate that current quality practices within K‐SMMIs are not very supportive towards LS. Many factors are revealed to affect K‐SMMIs with respect to LS, including language barriers, and deficiencies in aspects including quality workers in terms of education and skills; technology; government attention; know‐how regarding LS; market competitiveness; and urgency for adopting LS.

Research limitations/implications

Very limited information is available on LS and QI in Kuwait. The LRL framework should be tested in small and medium‐sized manufacturing industries (SMMIs) that successfully use LS, in order to provide a benchmark. The study's findings can be used as an internal checklist prior to and during lean implementation.

Originality/value

This LS and LRL measurement framework relating to K‐SMMIs represents a unique effort in the area of lean management.

Abstract

With the proliferation of several quality awards and standards, many organisations have taken their initiatives to employ different awards and standards in one form or another to sustain competitive edge. The ultimate objective of a self‐assessed quality management system (SQMS) is to assist the organisation in its quest for corporate performance, business results and financial health. It can be achieved through proceduralising organisational activities and increasing uniformity and conformity of repeated tasks. This paper presents the compatibility of assessment criteria of the Baldrige Award with the conformity requirements of both ISO 9000 and ISO 14000. A SQMS is built upon these criteria and requirements. The core concepts and skeleton of the system are explained, and its applicability is illustrated with reference to an implementation case in an engineering organisation in Hong Kong.

Abstract

Nowadays, designing and manufacturing of environmental friendly products has become an integral part of business strategy. Increasing consciousness of environmental protection has fostered the development of environmental management systems (EMS). In this paper, the critical decision criteria, sub‐criteria and benefits of ISO 14001 EMS were studied using an analytical hierarchy process (AHP) approach. An empirical study was performed to investigate the relative weights and priorities of these criteria and benefits. An AHP decision model of EMS adoption was established, and a set of decision criteria, sub‐criteria and benefits of ISO 14001 EMS was examined. By consolidating the acquired judgements of executives and consultants from a number of ISO 14001 registered organizations, this paper demonstrates that the AHP decision model can be developed to help organizations study the ISO 14001 EMS adoption problem. The decision criteria and benefits of the adoption can be assessed in an analytical way.

Abstract

Purpose

To retain consumer attention and increase purchasing rates, many e-commerce vendors have adopted content-based recommender systems. However, apart from text-based documents, there is little theoretical background guiding element selection, resulting in a limited content analysis problem. Another inherent problem is overspecialization. The purpose of this paper is to establish a value-based recommendation methodology for identifying favorable attributes, benefits, and values on the basis of means-end chain theory. The identified elements and the relationships between them were utilized to construct a recommender system without incurring either problem.

Design/methodology/approach

This study adopted soft laddering and content analysis to collect popular elements. The relationships between the elements were established by using a hard laddering online questionnaire. The elements and the relationships were utilized to build a hierarchical value map (HVM). A mathematical model was then devised on the basis of the HVM to predict user preferences of attributes.

Findings

The results of a performance comparison showed that the proposed method outperformed the content-based attribute recommendation method and a hybrid method by 39 and 68 percent, respectively.

Originality/value

Although hybrid methods have been proposed to resolve the problem of overspecialization in content-based recommender systems, such methods have incurred “cold start” and “sparsity” problems. The proposed method can provide recommendations without causing these problems while outperforming the content-based and hybrid approaches.

Abstract

Purpose

The paper aims to propose a novel strategic approach, named a Scorecard‐Markov model, combining an evaluation scorecard and a hidden Markov model (HMM) for new product idea screening (NPIS) decisions.

Design/methodology/approach

A scorecard is constructed to evaluate new product ideas on several criteria, including customer needs, marketing strength, competency, manufacturing compatibility, and distribution channels, involving a consideration of risk buy. A HMM is then developed accordingly to predict the overall performance of new ideas in terms of success probability. To implement the model, it is trained and tested by the historical dataset of a world‐class, leading company in the power tools industry through a case study.

Findings

The approach is proven to be encouraging and meaningful. The scorecard can serve as a guide for new product idea evaluation to convert experts' linguistic judgments to quantifiable and comparable data, whereas the HMM can determine the success probability of new product ideas to support NPIS decision making based on their computed evaluation performance. The optimal cut‐off value for making either a go or kill decision on each idea can thus be determined. Concerning the case company, a go decision should be made when the probability lies in the interval [0.53, 1].

Practical implications

The model can prevent companies from undertaking risky and failed new product development projects. Further, it is believed that this study can assist decision makers in choosing winning new product ideas towards commercialization in an effective and certain manner, thus enhancing the new product success rate in the innovation industry.

Originality/value

The approach incorporating the scorecard method and HMM is novel. Illustrated by the case study, the application of this approach to NPIS decisions is confirmed to be effective.
