Abstract

Purpose

This article investigates how Sustainable Development Goals (SDGs) can be integrated into the strategic planning and management processes of local governments (LGs). It draws from the classic strategic planning and control framework developed in management studies and elaborates some propositions for adapting, implementing and monitoring the SDGs at the city level.

Design/methodology/approach

As a first step in the assessment of the ways the principles of sustainable development can be integrated into LG management, this research scrutinizes the incorporation of sustainability goals in the strategic plans of all medium-to-large capital cities of provinces in Italy, a context in which there has been a National Strategy for Sustainable Development (NSSD) since 2016.

Findings

The focus on SDGs at the LG level in Italy is in its initial stage, and few capital cities have started to integrate sustainable development concerns into their comprehensive strategic plans. SDGs are used mainly as a reference framework in the strategic plans to demonstrate the contribution of LG strategies to global concerns on sustainable development.

Practical implications

The paper offers insights for political leaders and public managers to rethink their strategic management systems, including the continuous process of evaluating and updating of strategic plans, in accordance with the multidimensional perspective of sustainability. To this end, the study has identified possible patterns of actions that public managers elsewhere will find useful.

Originality/value

The managerial approach behind the proposed conceptual framework might contribute to effectively localize the SDGs in multilevel government settings and to integrate the concept of sustainability as a guiding principle into organizational routines.

Abstract

Purpose

The United Nations Sustainable Development Goal (UN SDG) number 13 calls for urgent action to combat climate change impacts. Urban resilience planning documents often articulate partnerships and collaborations (P&Cs) as critical strategies. This study aims to identify the actors, the topics, processes, and visions of collaboration.

Design/methodology/approach

This paper explores the characterization of urban resilience partnerships via a thematic content analysis of resilience strategy documents produced in US cities through the 100 Resilient Cities Project.

Findings

P&Cs are defined broadly, taking several forms to meet various objectives. They act as boundary objects engaging across social groups, but the details of the P&Cs are rarely articulated, which is problematic for their implementation. P&Cs are commonly discussed in relation to the focus of the work; therefore, they less often define the specific actors, processes or transformative visions involved.

Research limitations/implications

This research focuses only on the resilience plans written in US cities, showing the perspective of US policymakers. Documents analyzed were produced via the Rockefeller Foundation's 100 Resilient Cities Project.

Practical implications

Understanding and categorizing the who, what, when and why of P&Cs for urban resilience provide a deeper understanding of how these strategies are being described and offer a starting point for tangibly actualizing partnerships and collaborations outside planning documents.

Social implications

To reach vital urban resilience goals, P&Cs must be designed and managed appropriately. Understanding the shortcoming of current P&C policies can help managers mitigate problems and find better approaches.

Originality/value

To the best of the author’s knowledge, this paper is the first to analyze how P&Cs are being articulated and described in urban resilience plans. The United Nations Sustainable Development Goal number 13 calls for urgent action to combat climate change and its impacts. As urbanization continues and the effects of climate change escalate, city governments are finding themselves responsible for the resilience of large populations. To cope, increasing numbers of municipalities are developing urban resilience plans. These documents often articulate partnerships and collaborations (P&Cs) as critical strategies for enhancing resilience capacity and implementing resilience policies. Although specific case studies of resilience-related collaborative practices are well documented in urban resilience literature, little is known about the proliferation of P&C strategies collectively. Furthermore, questions remain regarding the characterization of resilience P&Cs by practitioners, including who is involved and what types of projects they undertake. Therefore, this analysis explores urban resilience P&Cs via a thematic content analysis of resilience strategy documents produced in 16 US cities through the 100 Resilient Cities Project. Results indicate that cities prioritize P&Cs in resilience policy implementation, but they often fall short in defining the key components of P&Cs that are vital to their success. The analysis exposes the most common actors, topics, processes and visions described in resilience P&Cs and makes recommendations for how urban resilience P&Cs can be improved in the future.

Abstract

Purpose

This article investigates the practical implementation of the ecosystem approach in different branches of public management within an urban context. It explores how ecosystem thinking is introduced, disseminated and applied in a local government organization.

Design/methodology/approach

We utilize a qualitative case study methodology, relying on official documents and expert interviews. Our study focuses on the city of Espoo, Finland, which has actively embraced ecosystem thinking as a fundamental framework for its organizational development for almost a decade.

Findings

The case of Espoo highlights elements that have not been commonly attributed to the ecosystem approach in the public sector. These elements include (1) the significance of complementary services, (2) the existence of both collaborative and competitive relationships among actors in public service ecosystems and (3) the utilization of digital platforms for resource orchestration. Our study also emphasizes the need for an incremental adoption of ecosystem thinking in organizational contexts to enable its successful implementation.

Originality/value

The study provides valuable insights into the introduction and dissemination of ecosystem thinking in public management. It also further develops previously developed hypotheses regarding public service ecosystems.

Abstract

Purpose

This paper seeks to assess the performance levels of BA-GS-LSSVM compared to popular standalone algorithms used to build NO2 prediction models. The purpose of this paper is to pre-process a relatively large data of NO2 from Internet of Thing (IoT) sensors with time-corresponding weather and traffic data and to use the data to develop NO2 prediction models using BA-GS-LSSVM and popular standalone algorithms to allow for a fair comparison.

Design/methodology/approach

This research installed and used data from 14 IoT emission sensors to develop machine learning predictive models for NO2 pollution concentration. The authors used big data analytics infrastructure to retrieve the large volume of data collected in tens of seconds for over 5 months. Weather data from the UK meteorology department and traffic data from the department for transport were collected and merged for the corresponding time and location where the pollution sensors exist.

Findings

The results show that the hybrid BA-GS-LSSVM outperforms all other standalone machine learning predictive Model for NO2 pollution.

Practical implications

This paper's hybrid model provides a basis for giving an informed decision on the NO2 pollutant avoidance system.

Originality/value

Abstract

Purpose

The purpose of this paper is to introduce a critical framework to analyse how “smart” plays out in tourism places. Moving from a recognition of the strategies, expected impacts and imageries of Smart City, the authors engage with the mobilities literature to identify pitfalls in the quest of “smartening up” cities for hypermobile populations.

Design/methodology/approach

The study adopted a set of geoanalytical techniques to establish the potential relationship between the territorial upgrade of mobility and the socio-economic change processes the city of Barcelona is experiencing.

Findings

The paper suggests the effect of “smart” in cities could indeed be one of economic recovery; however, one triggering fundamental transformation of the social fabric of the city, whose most evident facet is the creation of globalised functional enclaves that may be forcefields of exclusion for the most vulnerable populations.

Originality/value

This paper contributes to a new stream of critical research on “smart” with a strong focus on the power of mobilities and mobility systems, whose digital enhancement plays out as a leveraging agent of new place connections and negotiations for short-term populations, but at the same time, may exclude disadvantaged subjects in their capacity to access and afford the system network.

Abstract

Purpose

Within the ongoing digitalization of society and dimensions of integration, equality, citizen needs, sustainability and quality of life are of increasing importance as driving forces for cities to become smart. The purpose of this paper is to examine participatory management challenges in becoming a smart old town in the context of cultural heritage.

Design/methodology/approach

An explorative approach was applied on a qualitative single case study including in-depth interviews with 21 stakeholders representing local entrepreneurs, nonprofit organizations, the municipality, politicians, tourism organization and residents of an old town district in a Norwegian city. Additionally, participatory observations and document studies were performed. Findings were continuously validated with the respondents.

Findings

The present study contributes with stakeholder views on challenges arising from the development of a smart old town and suggests possible innovative solutions for participatory management. The transformation of a city with cultural heritage into a smart city require efforts that go beyond smart ICT implementations into issues of social sustainability.

Research limitations/implications

The study brings forward the opportunities that lie in the dynamics of interaction between the spirit of cultural heritage and the body of participatory management. It con-tributes by responding to calls for further research to deepen the insights into stakeholder inclusion in cultural heritage-based city transformation. This explorative study has its limitations as it is based on one qualitative single case.

Practical implications

Participatory management insights and recommendations for smart city transformation are provided.

Social implications

The study addresses socially sustainable outcomes to create democratic conditions that promote inclusion and community building by understanding what people need and expect from the place where they live and work.

Originality/value

This study is positioned as unique in terms of its complex nature of transforming an old town to become a smart old town based on cultural heritage and an open and coordinated inclusion of stakeholders. Smartness in context of city transformation is revealed in many dimensions ranging from technology-driven to more participant-driven.

Abstract

The “unplannable” is a welcomed exception to the formal order of urban planning. This opinion article explores some examples of informal urbanism and discusses its ambiguous relationship to public space and unplanned activities in the city. The informal sector offers important lessons about the adaptive use of space and its social role. The article examines the ways specific groups appropriate informal spaces and how this can add to a city’s entrepreneurship and success. The characteristics of informal, interstitial spaces within the contemporary city, and the numerous creative ways in which these temporarily used spaces are appropriated, challenge the prevalent critical discourse about our understanding of authorised public space, formal place-making and social order within the city in relation to these informal spaces.

The text discusses various cases from Chile, the US and China that illustrate the dilemma of the relationship between informality and public/private space today. One could say that informality is a deregulated self-help system that redefines relationships with the formal. Temporary or permanent spatial appropriation has behavioural, economic and cultural dimensions, and forms of the informalare not always immediately obvious: they are not mentioned in building codes and can often be subversive or unexpected, emerging in the grey area between legal and illegal activities.
