Abstract

Russia is one of the fastest growing emerging economies and large Russian companies, mainly resource exporters, have entered the global markets in recent years. The internationalization process of Russian enterprises and its implications on foreign direct investment paradigms have attracted global interest. This paper studies the effect of internationalization on the performance of large Russian companies (state‐owned, privatized and de‐novo). The results show that international operations have a significant effect on company performance indicators. Companies with international operations have significantly higher profitability and labor productivity. However, profitability or labor productivity is not significantly higher in the early years of trade liberalization. The positive effects grow gradually with the integration of Russian companies to world markets. Specifically, the expansion of the de‐novo private sector has been strong.

Abstract

Purpose

This paper aims to increase the understanding of involvement and participation in the co-design of an outcome-based procurement.

Design/methodology/approach

First, it presents a relational model for performing co-design activities. Second, it examines how the model might be applied in performing an outcome-based procurement. Third, it presents a Web-based platform for co-designing procurement, developed according to the relational model. Fourth, it illustrates the model with a concrete procurement where the collaboration is mainly performed face to face, but partly mediated by the Web-based platform.

Findings

As a conclusion, the relational co-design model seems to work well in framing the core tasks of an outcome-based procurement. In spite of that, the Web-based platform does not direct the user enough to perform procurement.

Abstract

Purpose

The aim of this paper is to identify promoting and restraining factors of a novel mobile service in the pedestrian safety area.

Design/methodology/approach

This paper uses the case study methodology that focus on analyzing a specific case of mobile safety services in depth. A case study is especially suitable for an emerging case, such as pedestrian safety, where the aim is to identify relevant influencing factors of the particular case and not to generalize the findings. To gather data for case study analysis, several expert interviews were performed. Because they provided a large volume of data, the Service, Technology, Organization, and Finance business model framework was used as a way of structuring the analysis.

Findings

The main restraining factors are end-user value proposition, battery life, accuracy of GPS positioning and the revenue model. However, the service could improve traffic safety considerably and it should be introduced first locally in places, where many accidents take place. There is a great interest on driver data, which could be the main advantage for this service in the future. Integration to navigation products would complement the service significantly.

Originality/value

Current traffic safety-related literature covers mainly technical issues, and there are only few papers related to business model issues on that particular service. Observations of the various factors affecting the related evolution at an early phase of the life-cycle support further service design process.

Abstract

Purpose

Public procurement is a major driving force that can be used to advance societal goals such as sustainability. The lack of strategic management and top-level commitment have been found to be major hindrances to the promotion of sustainable public procurement (SPP). This study aims to examine the functioning of a successful Finnish SPP development programme, the KEINO Academy (2019–2020), that tackled these challenges in a holistic way.

Design/methodology/approach

The article is mainly based on qualitative analysis of interviews with 24 municipal representatives.

Findings

The KEINO Academy advanced SPP management through the following functions: legitimising SPP development work, structuring SPP development work, offering expert support and facilitating peer support. The functions were mainly able to meet the key challenges experienced by the participating municipalities. However, some challenges cannot be directly solved by an intermediary such as the KEINO Academy. These challenges include, for example, a lack of resources.

Social implications

On the basis of the study, SPP development programmes should: build a holistic working model; respect the versatility of the participating organisations; involve all the key people in the organisations, including the directors; and sustain change.

Originality/value

The main theoretical contribution is the combination of two streams of literature, those of SPP management and intermediary functions. Further, the article makes an empirical contribution by studying the KEINO Academy as a pioneering SPP development case.

Abstract

Purpose

The purpose of this paper is to propose and test a multi-criteria decision analysis (MCDA) approach based on an additive value function (AVF) to select the most economically advantageous tender under European Union public procurement regulations.

Design/methodology/approach

A case study in which the AVF tender evaluation model is constructed by the procurement personnel and the results of the original, real-life public procurement evaluation model are compared to those discovered by the MCDA approach.

Findings

The AVF model captures the preferences of the procurement authority in a more reliable and transparent manner than commonly used evaluation models based on scoring formulas.

Practical implications

While commonly used in public procurement, relative scoring formulas can neither present the preferences of a procurement unit accurately nor do they enable bidders to draft bids according to these preferences. The proposed MCDA approach can achieve both.

Originality/value

The contribution of this paper is threefold. First, the successful construction of the AVF model with procurement personnel is introduced. Second, the model is used in an actual, real-life case. Third, a thoughtful comparison of features, structures and results of the AVF model and the evaluation model using scoring formulas is presented.

Purpose

This study aims to provide a foundation for the development of subcontracts that suit takt production in construction.

Design/methodology/approach

This is a non-empiric conceptual study, which integrates takt production and general construction literature into new proposals for subcontract clauses suitable for takt production in construction. This study uses literature reviews, from which proposals regarding takt production viable subcontract clauses are conducted via logical reasoning.

Findings

A total of 13 proposals for takt production applicable subcontracts are provided in this study. The proposals emphasize detailed and collaborative planning, suitable payment methods and flexibility for takt plan modification.

Originality/value

Previous takt literature has not properly addressed the development of subcontracts for takt production, despite regular attempts to use subcontracting in takt production. This study aims to aid main contractors to create fair and suitable subcontracts, so that adhering to takt schedules could be more viable in practice. This study also acts as a foundation for further empirical studies regarding the subject.

Abstract

Purpose

This study aims to introduce the perceived systems intelligence (SI) inventory, developed based on the earlier published self-report SI inventory (Törmänen et al., 2016). It can be used together with earlier managerial level tools for building a learning organization and included in general 360-style evaluations in personnel development.

Design/methodology/approach

The inventory is validated with confirmatory factor analysis with a model based on the self-report SI inventory, using data from full-time used employees and managers in the USA and UK. Perceived SI factor scores are correlated with the perceived study performance of the individual.

Findings

The perceived SI inventory is found to have good factorial validity, and it correlates strongly with evaluations of perceived study performance. Managers perceived high in performance are also found to score high in perceived SI. Perceived SI does not depend on gender, age, organization size or industry.

Originality/value

The perceived SI inventory is the first personnel level peer evaluation tool suggested for developing learning organizations. The new inventory makes peer evaluations possible and provides a new grassroots level tool for personnel development programs in learning organizations.

Abstract

Purpose

While previous health-care-related hybridity research has focused on macro- and micro-level investigations, this paper aims to study hybridization at the organizational level, with a specific focus on decision-making. The authors investigate how new politico-economic expectations toward a university hospital as a hybrid organization become internalized via organizational decision-making, resulting in the establishment of a new business collaboration and innovation-oriented unit.

Design/methodology/approach

The authors employed a social systems theoretical framework to explore organizational decision-making processes involved in the establishment of the new hybrid hospital unit. Drawing on 15 interviews and nine organizational documents, the authors describe and analyze three decision-making cycles using the concepts of complexity, decision and justification.

Findings

The findings reveal the challenging nature of decision-making during hybridization, as decisions regarding unprecedented organizational structures and activities cannot be justified by traditional decision premises. The authors show that decision-makers use a combination of novel justification strategies, namely, justification by problems, by examples and by obligations, to legitimize decisions oriented at non-traditional activities. Further, the analysis reveals how expectations of several societal systems, i.e. health care, education, science, law, economy and politics, are considered in decision-making taking place in hybrid organizations.

Originality/value

The study draws attention to the complexity of decision-making in a hybrid context and highlights the role of justification strategies in partially reducing complexity by concealing the paradoxical nature of decision-making and ensuring the credibility of resulting decisions. Also, the study presents a move beyond the dualism inherent in many previous hybridity studies by illustrating the involvement of several societal systems in hybridization.

Abstract

Purpose

Poor indoor air quality in schools is a worldwide challenge that poses health risks to pupils and teachers. A possible response to this problem is to modify ventilation. Therefore, the purpose of this paper is to pilot a process of generating alternatives for ventilation redesign, in an early project phase, for a school to be refurbished. Here, severe problems in indoor air quality have been found in the school.

Design/methodology/approach

Ventilation redesign is investigated in a case study of a school, in which four alternative ventilation strategies are generated and evaluated. The analysis is mainly based on the data gathered from project meetings, site visits and the documents provided by ventilation and condition assessment consultants.

Findings

Four potential strategies to redesign ventilation in the case school are provided for decision-making in refurbishment in the early project phase. Moreover, the research presents several features to be considered when planning the ventilation strategy of an existing school, including the risk of alterations in air pressure through structures; the target number of pupils in classrooms; implementing and operating costs; and the size of the space that ventilation equipment requires.

Research limitations/implications

As this study focusses on the early project phase, it provides viewpoints to assist decision-making, but the final decision requires still more accurate calculations and simulations.

Originality/value

This study demonstrates the decision-making process of ventilation redesign of a school with indoor air problems and provides a set of features to be considered. Hence, it may be beneficial for building owners and municipal authorities who are engaged in planning a refurbishment of an existing building.

Abstract

The aim of this article is threefold: first, to discuss a framework for understanding the penetration of information and communication technology (ICT) in Western households and the abundance of associated risks such as capability deficits, a network society exclusive to internet users leading increasingly to net addicts living in virtual worlds and to new technology asserting new controls and diminishing productive and social human roles; second, to present some pertinent results from a survey conducted in Finnish households describing the selection and adoption of new ICT, regional differences in its use, the rate of growth in its availability and criteria for assessing the success of technology policies; and thirdly, to conceptualize the coming of the information society from the viewpoint of futures research given that much of the information society exists only in the mythical world of advertisements while the real society still retains many of its traditional features. The main conclusion is that the knowledge society, in contrast with the information society, will require the transparency and equality of human‐technology transactions. The ICT already gives possibilities for building explicit knowledge into society such that citizens and consumers are able to make better decisions in terms of being more informed.
