The practical issues involved in the implementation of a public reservation service using BLS (BLCMP Library System) in a large multi‐site university library (University of Central England in Birmingham) service are examined. The options enabling the system to be customised are outlined, and the reasoning underlying specific decisions is explained. The effect of the new service on both staff and users is assessed and the benefits evaluated.

The use of critical incident technique to highlight problems of student library use at Manchester Polytechnic Library is described. The basic premise of the research was that students′ self‐sufficiency could not be increased until these problems were more fully understood. Critical incident technique uses broad prompts to allow the subjects to describe a specific incident, thereby providing a clear picture of the actual problem. The resulting interviews revealed a wide spectrum of problems, ranging from the use of the catalogue and difficulties locating books to the reluctance of students to ask for help and a phenomenon identified as library anxiety.

In the 1970s, the United States Congress enacted two statutes that have had dramatic and far‐reaching effects on the education of handicapped children by public schools. These two laws, Section 504 of the Rehabilitation Act of 1973 and the Education For All Handicapped Children Act of 1975 (known as Public Law 94–142), have required local public school agencies to provide new eductional programs for thousands of handicapped children not previously served by the public schools. Counselors, principals, and teachers were quickly informed of the law's requirements and willingly began the task of main‐streaming and assimilating these children into various curricula. Their physical needs were attended to rapidly; their societal and emotional needs, unfortunately, lagged behind. Within the past seven years, there has been an increase in books, articles, and films specifically addressed to counseling the handicapped. Unlike past literature which focused only on the vocational aspect of rehabilitation counseling, current writing emphasizes personal counseling meant to assist a disabled child to participate fully in the problems and joys of daily living.

Despite older adult community mental health team (CMHT) workers inevitably encountering service users with alcohol use disorders (AUDs), they have a limited evidence base for working with this group. This paper aims to argue against a wholesale transfer of knowledge and practices from working age adults with dual diagnosis to the older age group.

The paper aims to address the scant attention given to the needs of older service users with a dual diagnosis by detailing the progress of four older adult service users with AUDs in a CMHT.

The purpose of this paper is to identify the main environmental impacts of coal mining in China, examine the main institutions and reform factors that failed the control of these damages, and discuss what would be necessary to establish a sustainable and environmentally responsible coal mining sector in the context of market and institutional reforms.

Review of existing knowledge, and semi‐structured interviewing with key informants in the policy and industry sectors has been the main method of primary and secondary data collection. Grounded theory was used to analyze original data.

The large and fast growing coal industry in China has caused significant environmental degradation, including land subsidence and water intrusion, as well as remarkable records of miner's poor safety and health. Market reform was mostly unsuccessful in integrating environmental consideration into production and marketing decisions. Main factors of reform that have been associated with this problem are price deregulation and excessive competition inside the industry. Institutional reform, in fact, enhanced the status of State Environment Protection Agency; however, it impaired environmental governance in the coal industry. It is suggested that market reform as applicable to the China coal industry economic sector in particular should reconsider its approach in light of the numerous problems it has created.

The paper identifies and puts together the condition of the growing coal industry in China after market reform, articulating the huge environmental costs that this development has imposed on the country, while calling for an environmentally sustainable coal industry.
