Abstract

Purpose

The purpose of this paper is to introduce a framework, based on Beer's viable system model (VSM) that enables managers of public and private organizations to cope with the complexities faced by their organizations.

Design/methodology/approach

Based on concepts from organizational cybernetics (OC) an heuristic is elaborated for the design or diagnosis of any organization, from the point of view of its viability.

Findings

An outline of the process that enables managers to diagnose or design the organization they manage is formalized in a structured sequence which, starting with the clarification of an organization's identity, purpose and boundaries, guides the whole process of structure creation and the detailed diagnosis of all its structural components from the point of view of its viability. A taxonomy of frequent pathologies that affect organizations is also presented.

Practical implications

This kind of framework can guide managers to apply the cybernetic concepts for higher organizational performance, thereby overcoming the oft‐bemoaned difficulties in applying these concepts in practice.

Originality/value

The paper tries to fill the gap between the conceptual deep theoretical works in OC by Stafford Beer and other researchers, and the need of managers for a structured process that can guide their application. The framework presented tries to provide that kind of guide. It integrates different components within a single framework, which covers the creation of the general structure, the diagnosis of each particular organization within it, the evaluation of the degree of coherence between organizational levels, and a taxonomy of organizational pathologies to facilitate such a structuring. Another contribution is the introduction of the VSMod software, created precisely to facilitate the implementation of the VSM.

Abstract

Purpose

The purpose of this paper is to present an example of the application of a framework, based on Beer's organizational cybernetics and viable system model, that allowed the top management of a public university to design and implement university policy and actions related to the physical design of the various university campuses.

Design/methodology/approach

Based on organizational cybernetics concepts, an heuristic is used by the top management of a public university for designing the strategy and actions related to urban planning issues.

Findings

The paper outlines the process that helped the university's new top management to diagnose the situation at the beginning of its mandate and to design pertinent actions. This process starts by clarifying the university identity, purpose and boundaries and is followed by identifying the required structural levels. For each of them the key factors to be considered and actions to be taken are stated. The use of a Recursion Levels‐Key Factors Matrix helped to maintain a coherent and holistic view of the intervention.

Practical implications

This kind of framework can guide leaders of public and private organizations to apply cybernetic concepts to improve their strategic policies' design and actions.

Originality/value

The application of organizational cybernetics and the viable system model to urban planning‐related activities in universities is highly original. The framework here presented, together with the example of its application, can serve as a guide to leaders of other universities as well as other public or private organizations when coping with the complexity they have to face.

Abstract

Purpose

This paper attempts to show how the new communication and information technologies and the internet in particular can help in the design of viable organizations.

Design/methodology/approach

The paper presents a set of specific software tools based on internet, created for the purpose as given above. The tools are bundled in two packages. The VDMod package supports the application of Beer's viable system model (VSM) and the inclusion of system dynanics simulation models into the VSM model, as well as easy access to other tools such as team syntegrity. The SystemsNet package allows the members of the systems community to communicate with each other and gain swift access to these tools through the internet.

Findings

Communication and information technologies are enablers which help in the design of viable organizations by means of internet‐based software tools. They make the application of systemic approaches such as Beer's VSM and its combined use with System Dynamics (SD), or other methodologies and tools, easier and more readily accessible.

Research limitations/implications

The paper refers mainly to Organizational Cybernetics and SD and does not take into consideration all other systems‐thinking methodologies.

Practical implications

This paper reveals the possibility of very easy access to software tools for applying the VSM and its combined use with SD as well as facilitating communication among systems‐thinking field members.

Originality/value

This paper contributes to the design of more viable organizations by providing researchers and practitioners of Organizational Cybernetics with the requisite software tools.

Abstract

Purpose

The purpose of this paper is to expose how organizational cybernetics (OC)-related concepts could be used in combination with information and communication technologies (ICT) to facilitate group discussions on complex issues, and to show its impact in a real case.

Design/methodology/approach

A software inspired by OC and team syntegrity concepts has been developed with the aim of helping groups of people to deliberate around complex issues through the internet. Two groups of persons with similar backgrounds were chosen to pursue a deliberation process around the same issue. One had the support of ICT while the other did not. The authors used the same questionnaires with both groups, aimed at getting qualitative and quantitative information about the results obtained in each case.

Findings

The results obtained show that the group working with ICT support did produce a better output (quality and quantity) than the group not supported with ICT as well as a higher degree of satisfaction in practically all indicators than the second group.

Research limitations/implications

The authors are dealing with only one experiment and therefore cannot make a generalization. It would be desirable to repeat the experiment with various groups and in different contexts.

Originality/value

An internet-based software inspired by OC concepts was created to facilitate the first phases (generation and aggregation of ideas) of a deliberation process and the authors measured, in an experiment with two groups of people with similar backgrounds, the impact of using it on the quality and quantity of information produced through the process.

Abstract

Purpose

The aim of this study is to diagnose the Egyptian political system from the perspective of the viable system model (VSM). That in turn gives us significant insights on how to improve the distribution and control of power in Egypt to warrant greater autonomy and representativeness in the branches of government.

Design/methodology/approach

The proposed diagnostic framework in this study was accomplished by applying the principles and aspects of Stafford Beer's VSM to the three state powers of Egypt: the executive, legislative and judiciary. In addition, it adopts the guidelines for applying the VSM described by both Stafford Beer and José Pérez Ríos.

Findings

The presented framework in this study shows a comprehensive explanation of the essential functions and their distribution among the entities of the Egyptian political system. In addition to that, the findings give us insights about the need for greater autonomy and self-organization among the political system's entities. Greater communication, consensus, cooperation and coordination is needed to achieve balance, regulate the interactions between them and to monitor each other without intervention. This, in turn, would ensure greater representation of citizen demands and expectations, and protect and guarantee their rights and freedoms.

Originality/value

The modeling of the Egyptian political system from a VSM perspective suggests the necessity of reform of the political system by a clear division of functions and tasks within the operational entities and subentities, decentralization of power structures and utilization of the decision marketing mechanism to reach public acceptance. The application of the VSM, for the sake of diagnosing and designing the viability of separation of power, can be considered as highly original.

Purpose

The purpose of this study is to use the power of organization cybernetics (OC) to design a flexible viable academic department that is at the risk of losing its viability because of the complexity of the educational environment.

Design/methodology/approach

The proposed framework is developed based on Beer’s OC and the viable system model (VSM). This study adopts the guidelines for applying the VSM described by Stafford Beer and José Pérez Ríos.

Findings

The framework presents a comprehensive explanation of the essential functions of a viable academic department. In addition, it determines the basis for an inclusive redesign that can be used to maintain the department’s identity and viability as well.

Originality/value

Although there are many studies applying the framework of the VSM, in an educational context, most of them limited its usage to the evaluation of the viability of academic departments. They did not use the power of OC to design for systemic viability. Accordingly, the application of OC and the VSM, for the sake of designing a viable academic department, can be considered as highly original.

Abstract

The number of approaches, researchers and practitioners in Systems Thinking has been growing over the last decades and particularly in recent years. This wide and deep evolution within the systems community that is a sign of vitality has also increased the communication difficulties among its components. If the systems community wants to overcome these difficulties and help cross fertilisation, adequate structures are needed to facilitate the communication processes. In this work, we present a communication and exchange of information system specifically designed for this aim. It tries to use the possibilities offered by Internet to create a systems thinkers/practitioners virtual community with the capacity to facilitate the creation of as many new partial communities as the members of the systems community wish. The design of the network system is based on Beer's viable system model and his recursive conception of viable systems.

Abstract

Purpose

The purpose of this paper is to introduce and conceptualize the topic of Model‐based management (MBM) in organizations.

Design/methodology/approach

The relevance of different types of models for management is elaborated, and a research agenda for this new topic is proposed.

Findings

An analysis of the concept, role and function of models in the context of management and organization, as well as an outline for a new understanding of both the concept and role of models for management, grounded in system science is found.

Practical implications

Ultimately, MBM can enhance the intelligence, adaptiveness and viability of organizations of any kind: private, public, non‐profit, large or small.

Originality/value

Taking models as the pivot of a research project on general management is unconventional. The gain promised by such an innovative scope derives from its high potential: both theory and practice can benefit from the envisaged research. Theoretically speaking, advances in management and organization science can be achieved, while on the practical side, the insights gained will caution managers and leaders against succumbing to the traps of complexity, while radically improving their managerial effectiveness.
