Abstract

Purpose

The involvement of politicians in the introduction and use of financial management techniques in the public sector deserves more attention. This paper analyses the influence of members of Parliament (MPs) on the development of financial management regulations for Dutch central government executive agencies.

Design/methodology/approach

This paper uses desk research and analyses formal evaluation reports, as well as minutes of meetings of Parliament to analyse the influence of MPs on the changes in financial management regulations.

Findings

MPs' influence on the change of prescriptions seems to have been small. The authors observe that modifications were most often already formulated in general evaluation reports by the Ministry of Finance, in advance of parliamentary debates. The analysis also reveals that the criteria to be met by the executive agencies became more detailed in the initial years of the agency model and became more global in recent years.

Research limitations/implications

This paper aims to contribute to the literature on the influence of politicians on financial management regulations.

Practical implications

The paper shows that the influence of MPs on the prescriptions is quite small in daily practice and therefore, their role in the legislative process, as far as financial management techniques are concerned, is limited.

Social implications

The results show that politicians are both in charge of, as well as subject to NPM-inspired financial management regulations, whereas their influence on the rules is small. The authors advise to further analyse this, as well as to explore how their role can be enlarged.

Originality/value

The interplay between politicians and financial management techniques in general, and the influence of MPs on the legislative process in specific, is an underresearched area. This paper aims to contribute to this literature and shows that the influence of MPs on the development of financial management regulations is limited. Several changes were made in these prescriptions in a period of more than 25 years, whereas discussions in the Parliament hardly played a role in these modifications.

Abstract

Purpose

Virtually all contemporary scientific papers studying careers emphasize its changing nature. Indeed, careers have been changing during recent decades, for example becoming more complex and unpredictable. Furthermore, hallmarks of the new career – such as individual agency – are clearly increasing in importance in today’s labor market. This led the authors to ask the question of whether these changes are actually visible in the topics that career scholars research. In other words, the purpose of this paper is to discover the trending topics in careers.

Design/methodology/approach

To achieve this goal, the authors analyzed all published papers from four core career journals (i.e. Career Development International, Career Development Quarterly, Journal of Career Assessment, and Journal of Career Development) between 2012 and 2016. Using a five-step procedure involving three researchers, the authors formulated the 16 most trending topics.

Findings

Some traditional career topics are still quite popular today (e.g. career success as the #1 trending topic), whereas other topics have emerged during recent years (e.g. employability as the #3 trending topic). In addition, some topics that are closely related to career research – such as unemployment and job search – surprisingly turned out not to be a trending topic.

Originality/value

In reviewing all published papers in CDI, CDQ, JCA, and JCD between 2012 and 2016, the authors provide a unique overview of currently trending topics, and the authors compare this to the overall discourse on careers. In addition, the authors formulate key questions for future research.

Abstract

Purpose

This study aims to focus on how to capitalise on the natural and logical alliance of nutrients in the marketing of fresh fruit and vegetables.

Design/methodology/approach

A Dutch survey study was carried out among a representative sample of the Dutch population (n=492). Respondents filled out a questionnaire on: perceptions of fresh fruit and vegetables; interest in, knowledge of, and trust in, antioxidants and fresh fruit and vegetables; domain‐specific innovativeness and social identification; means of communication; and information‐seeking and buying behaviour.

Findings

Based on consumption patterns, respondents were divided into non‐, light and heavy organic food users. Results show that there are significant differences between the three consumer groups on domain specific innovativeness, social identification and attitudes towards antioxidants in fresh fruit and vegetables.

Practical implications

Non‐users of organic food are difficult to reach with communication regarding nutrients and organic produce, in contrast to light and heavy users. Light users could be triggered by more peripheral message cues, while heavy users are more sensitive to the content of the message. Differentiated strategies for light and heavy users of organic food should be developed in order to effectively communicate the added value of nutrients in fresh fruit and vegetables.

Originality/value

This study is the first to examine the role of domain specific innovativeness and social identification in attitudes towards antioxidants in fresh fruit and vegetables. The empirical findings from this study are expected to benefit the continued development on health communication messages.

Abstract

This special issue of the International Journal of Manpower aims to make a contribution to broadening our limited understanding of the role and impact of employer‐provided training for low‐skilled service sector workers. It brings together seven of the papers that were presented at the international conference “Adapting Education and Training for the Enhancement of Low‐Skilled Jobs” held at Helsinki in May 2002. The papers are situated at the crossroads where three different strands of research and policymaking meet: the training of the low skilled, the system of vocational training and the role of training for the service sector. The contributions cover an interesting variety of European countries: Ireland, Germany, the Netherlands, Austria, Sweden, Spain and the UK, with diverging levels of low‐skilled (un)employment, vocational training and service‐sector employment.
