Abstract

Interviews Jeremy Preston, Director of the Food Advertising Unit in the UK, on the crucial issues of child obesity and health; the FAU was set up in 1995 under the auspices of the Advertising Association. Explains the work of the FAU in acting as a centre for information, communication and research in the field of food advertising, especially in regard to children. Reviews the legislation in various countries which attempts to restrict the amount of advertising to children. Outlines Jeremy Preston’s views that children are more sophisticated than adults think, and that they know how advertising works from a young age; he sees education, exercise and improved labelling as important methods of promoting healthy lifestyles to children.

Abstract

Two years ago, we published within this journal a scoping article (Turpin et al, 2006) concerning the urgent need to review and enhance the workforce responsible for delivering psychological therapies to people seeking help for common mental health problems in primary care (London School of Economics, 2006). We estimated that the demand for such interventions, the service models that might deliver increased capacity for psychological treatments, the implications for workforce numbers and the impact that this would have on education and training. Much of the thinking that was adopted within the review was based on current development work around the mental health workforce led by the National Workforce Programme sponsored by the National Institute for Mental Health England (NIMHE) on New Ways of Working (NWW).The current paper reflects on the process and the added value that NWW has contributed to what is a radical new venture, which has been described by the lead evaluator of the pilot Improving Access for Psychological Therapies (IAPT) phase, Professor Glenys Parry, as 'the industrialisation of psychological therapies'. More specifically, it reviews the implementation of a national programme designated as IAPT, which was commissioned on the basis of the NWW work, and the evidence accrued from the IAPT national demonstration sites at Doncaster and Newham, together with the efforts of Lord Layard and the New Savoy Partnership.The first year implementation of IAPT is described, together with the lessons learned from the roll out. As the programme has developed, it has become important to ensure that clients also have a choice of evidence‐based interventions. NWW has provided a means to help practitioners come together from a range of therapeutic orientations and professions to contribute to this more diverse workforce. Finally, it is argued that NWW has been instrumental in helping managers and professions alike think more flexibly about service models and provision, and how to develop a new workforce competent to deliver such an innovative service.

Abstract

The Guiding Principles on Civil Service Reform were endorsed by the Special Programme of Assistance for Africa (SPA) as a tool for better co‐ordination of donor support. Because of the range of administrative problems, and the economic and political urgency of solving them, African governments need a strategic framework for civil service reform. This should be based on a vision of the role of the state, and take into account leadership, commitment, governance, economic reforms, sequencing, ministerial restructuring, decentralisation, downsizing, pay and incentives, capacity building, service delivery, aid mechanisms, and change management processes. Because of the enormity and political sensitivity of the task, and the severe limitations on capacity to manage reform, such a framework will take 10‐20 years to implement fully in most countries. Civil service reform is an art, not a science. Committed reformers within the concerned government know best what they need, and how to get there. The role of donors should be mainly facilitation: identifying committed reformers (or potentially committed ones), and then empowering them to design and carry out needed changes.

Abstract

Purpose

This paper aims to examine the cultural heritage of outdoor rock and pop music festivals in Britain since the mid‐1960s, and relates it to developments in, and critiques of, corporate sponsorship in the contemporary music festival sector.

Design/methodology/approach

The paper uses extant research materials to construct an account of British music festival history since the mid‐1960s. It then draws upon Bakhtin's concept of the carnivalesque and the literature on sponsorship, experiential marketing and branding, in order to understand critiques of corporate sponsorship and the changing nature of the sector.

Findings

Outdoor rock and pop music festivals were dominated by the ideologies of a “countercultural carnivalesque” from the late 1960s until the mid‐1990s. In the 1990s, changes in legislation began a process of professionalization, corporatization, and a reliance on brand sponsorships. Two broad trajectories are identified within the contemporary sector: one is strongly rooted in the heritage of the countercultural carnivalesque, while the other is more overtly commercial.

Research limitations/implications

It is argued that experiential marketing and brand activation are key methods for achieving a balance between the competing aspects of commerce and carnival. Hence, festival organisers and sponsors need to understand the history of the sector and of their own events and attendees in order to use corporate sponsorship more effectively.

Originality/value

This paper adds historical and theoretical depth to the debate between commerce and carnival within the music festival sector, and makes connections between cultural theory and the literature on sponsorship and branding.

Abstract

Purpose

This study explored teachers' perceptions of a specific, collaborative peer observation structure, collegial visits, and collegial visits' connection to collective teacher efficacy (CTE). The research question was: how do teachers perceive collegial visits, particularly with respect to their influence on CTE?

Design/methodology/approach

Within this qualitative descriptive study, 13 K-12 educators from three northeastern USA schools (one urban high school and a suburban middle and elementary school) were interviewed individually and/or in a focus group.

Findings

Utilizing social cognitive theory as a framework for analysis, the authors found a theme of a shift from uninformed to informed perceptions of the collective. Results demonstrated that collegial visits foster positive CTE beliefs.

Practical implications

Since collegial visits were found to increase participants' CTE, a construct others have associated with increased student achievement, school leaders should consider implementing collegial visits as a professional learning structure in their schools after considering their specific context.

Originality/value

Though there has been recent scholarship connecting peer observations and CTE, there has been no research, to date, to examine the effect of the specific structure of collegial visits on CTE.

Abstract

Sleep disorders are extremely common in children and young people, and even more so in those with developmental disabilities. This client subgroup may prove refractory to standard behavioural and other psychosocial interventions that usually help and it is frequent for clinicians to resort to medication approaches given the high levels of personal and family distress that result. There is a need not only for further well structured research in this field but also for efforts to tackle the frequent relative neglect by clinicians of more researched and considered approaches. This review examines these issues selectively, focusing on important clinical issues and predicaments, and attempts a start at an evidence‐based background for practical and rational prescribing in this area of common childhood psychopathology.
