Abstract

The study examines the widely held assertion that unemployed managers will possess the characteristics traditionally associated with managerial ability to a lesser degree than managers in employment. In contrast to conventional wisdom the unemployed appear to possess many of the attributes traditionally associated with managerial ability. These results are discussed in terms of the stability of personality over time, the influence of organisational factors in the causes of job loss and the possibility that the unemployed managers studied had a greater than average preference for risk‐taking. The implications of these results for personnel management are explored.

Abstract

Purpose

This paper seeks to critically examine the principles, mechanisms, and critical success factors of developmental peer review as a way to promote reflection and change in organizations.

Design/methodology/approach

This paper calls developmental peer review the structured, managed, and collaborative process whereby reputable others are invited into an organisation to provide feedback and offer guidance on organisational change and improvement. In the paper, the authors use the example of developmental peer review in UK local government both to foreground some of the distinctive aspects of the methodology and to identify some of its critical conditions of use.

Findings

The paper argues that this type of initiative often co‐exists with a more judgemental inspection‐oriented double. The institutional framework that surrounds developmental peer review makes it therefore both a powerful and delicate tool. There is a need in this initiative to maintain a dynamic balance to avoid either coercion or collusion in review.

Practical implications

In order to achieve its potential, peer review needs to be clearly framed and constructed as a developmental initiative. In the paper, a number of suggestions of how to do so are offered. If doubts exist on the nature of the exercise, it is likely that people will interpret it as a form of inspection and react defensively, reducing its capacity to trigger learning and transformation.

Originality/value

This paper advances knowledge and understanding about developmental peer review, by drawing on the relevant literature and also analysing a prevalent form of such review in current use in local government organizations in England and Wales.

Purpose

The purpose of this paper is to foreground place as a critical and central concern for public leadership research, development and practice.

Design/methodology/approach

This invited essay draws on the author’s own research and development work engaging in collaborative place-based interventions with academics, policy makers and practitioners.

Findings

Place is one of six heuristic lenses in a Leadership Hexad that has been developed to interrogate and better understand leadership in a multi-dimensional manner. Place can provide an important theoretical and practical fulcrum for bridging both collaborative governance and collective leadership and public and political leadership as well as facilitating cross-sectoral leadership.

Practical implications

This essay argues that more time and effort should be invested into researching and developing place leadership to complement the already extensive efforts to promote collaborative governance and place-based policy initiatives. Place leadership development should be genuinely cross-sectoral in its ambition and should focus on developing emerging and established leaders from the public, private, not-for-profit and indigenous sectors to tackle place-based problems and opportunities.

Originality/value

This essay draws on experience undertaking academic research and conducting leadership development that draws from and feeds into policy and practice. It utilises research from geography, leadership studies, public management, public policy and political science to gain a more sophisticated understanding of the relationship between place and public leadership and how this can be harnessed to improve economic and social impact.

Abstract

Purpose

The purpose of this paper is to give concrete ideas to the development of MPA programmes in the light of the changing public sector. Following the introduction of ideas and practices from New Public Management, public managers face new requirements. The paper aims to deal with some of them and argues that in order to be a competent manager in the public sector today, one needs to be able to self‐develop four types of competence‐in‐practice: methodological competencies; theoretical competencies; meta‐theoretical competencies; and contextual competencies.

Design methodology/approach

The approach in the paper is explorative and normative. The paper explores the changes and challenges in the public sector based on the aforementioned four types of competence‐in‐practice. Following that the paper presents a normative model for curriculum design and exemplify the development and possible processes of learning‐centered MPA programmes.

Findings

The paper finds that learning‐centred MPA programmes are fruitful for the development of said the types of competence‐in‐practice.

Practical implications

With its particular focus on public sector management education this article may be relevant to curriculum developers, academics and practitioners interested in education and employability of public managers.

Originality/value

The paper shows that building on theories about learning, competencies, and curriculum development suggests a processual model for curriculum development that can inspire faculty members to develop learning‐centred MPA programmes where focus is learning and competence development.

Purpose

The purpose of the paper is to address the following question: What can novels reveal about what leadership nonfiction sources miss or obscure?

Design/methodology/approach

The paper reviews the benefits that are derived from the use of literature in the examination of leadership, compares and contrasts three novel experiments in the examination of literature and leadership, and examines the impact of one approach as reflected in student assignments and exit interviews.

Findings

Student reflection papers morphed from descriptive reviews to reflections expressed through poetry, artwork and personal experiences. Students also deepened their views on what leadership is and means. Exit interviews revealed student significant reflection on personal views in a number of areas. The longitudinal follow up of students expanded their flexibility and ability to listen and understand how and why people approach leadership in different ways. They also felt it increased their openness to new or different approaches and encouraged them to think more independently.

Practical implications

One implication of the approach of this class is how the authors embraced questions to guide the students and faculty. Instead of listing topics and assigning categorical meaning, the approach of the class was organized around questions, such as, “is leadership real or imagined? Am I ready to take responsibility?

Social implications

The power of storytelling is unmistakable. The value of storytelling is that it allows the reader to escape from the day-to-day challenges we face to find how others are facing challenges sometimes very similar to our own.

Originality/value

The article compares and contracts three experiments in the examination of literature and leadership. The paper then examines one approach to literature and leadership in terms of the impact on students (papers, exit interview and longitudinal follow-up). Findings are assessed with the works of Gardner, Bennis and Hartley stressing the possibilities of storytelling as a unique approach to studying and practicing leadership.

Abstract

Purpose

Equality and diversity are generally positioned as special interests, marginal to the mainstream of social policy teaching and learning. The purpose of this paper is to make the case for shifting equality and diversity out of the margins and into the centre of education for mid career public managers, and offers practical methods for doing so.

Design/methodology/approach

The current EU policy framework requires public services to go beyond eliminating discrimination, and to promote equality. The paper suggests that while this offers great opportunities for advancing the cause of social justice, the cultures that predominate in public policy may lead to loss and failure. Academic research and experience demonstrate that these changes are highly complex, touching on issues that are integral to our sense of who we are, and how we relate to each other as educators and students, and as enforcers, beneficiaries and implementers of these policies. The paper touches on deeply held emotions, showing that more exploration of appropriate pedagogical methods is needed.

Findings

The paper finds that only by raising issues of equality and diversity to mainstream social policy teaching and learning is there likely to be a shift in thinking and commitment that will encourage integration of equality measures within management and leadership of public.

Originality/value

The paper offers three dimensions of pedagogy for enabling public service managers to engage with diversity and the equality agenda within educational contexts, and offers three illustrations of pedagogic processes that support this learning.

Abstract

Purpose

It matters who leads. Answering the research question will help to achieve early recognition of revanchist leadership and its harmful effects and help to determine why it emerges and how it works and spreads. This article is to encourage further study of its widening presence and of the remedies.

Design/methodology/approach

Through two contemporary case studies, this article seeks a better understanding of “revanchist leadership” and identify its distinct and permanent properties (DNA) and the way it works (modus operandi). Thus, it will simultaneously demonstrate that revanchist leadership is not a uniquely historic but a recurring and contemporary phenomenon. Based on an analysis of both public leadership theory and leadership practice, the authors conceive of leadership as a multi-faceted concept, made of the following four components. First is leadership as a person, i.e. the personal characteristics, traits, style and skills of the individual leader. Second is leadership as the position, i.e. the work of leading people, with a focus on the formal role and responsibilities. Third is leadership as a process, i.e. the work of enabling leadership, with a focus on coordinating, facilitating and directing internal and external parties. And fourth is leadership as embodiment of a common purpose, i.e. the work of leadership serving the greater good, both as an individual and the collective. In addition to this so called “4-P model” (Hopman and van den Berg, 2015; Grint, 2010) of public leadership, it is important that in order to understand leadership, the psychological, political, institutional, historical and geographical contexts determine to a large extent the impact of leadership, but the authors assume that – ultimately – there remains an element of personal choice of options and opportunities available [1]. To answer the research question, the authors follow a case-based approach. The descriptions and analyses of the cases are not only based on literature but also informed by personal experience in diplomatic work in the area's mentioned. It is important to focus not only on the persons of the leaders but also on their followers, as well as the political, institutional and international context. As part of this analysis, (ab)use of institutions and the leading political-historical narratives that underpin revanchist policies are taken into account [2].

Findings

The case-based analysis shows a similarity of the two cases, although the two cases developed largely independently, with a time difference of about 20 years and under quite different historic and geographic conditions. This support the research hypothesis that revanchist leadership might be considered a distinct style of political leadership, with specific defining elements, a so called “DNA” and modus operandi of its own that emerges and grows gradually, when enabling historical and mass psychological contexts are present. The presence of such an enabling context might also serve as a warning indicator of risks (the analogy of a recurring political virus is tempting). The work of Kellerman on “bad leadership”, Lipman Blumen on “toxic leadership,” provides a useful conceptual framework to better understand, analyze and recognize revanchist leadership in two empirical cases. In part IV, the authors describe defining elements (a so-called “DNA”) of revanchist leadership and the risk of revanchist leadership to spread like a “political virus”. The authors conclude with the recommendation that revanchist leadership and its defining feature (“DNA”) be further researched, in order to be better able to recognize revanchist leadership at an early stage and to facilitate a structured assessment of the extent, this type of leadership is present today and by implication represent a threat to peace and security of other nations. This is relevant as the current times are characterized by uncertainty, heightened anxiety and increased tensions among nations as well as at times frightened populations, which form a fertile ground for the growth of revanchist leadership, as history teaches us.

Research limitations/implications

The authors conclude with the recommendation that revanchist leadership and its defining feature (“DNA”) be further researched, in order to be better able to recognize revanchist leadership at an early stage and to facilitate a structured assessment of the extent, this type of leadership is present today and by implication represent a threat to peace and security of other nations. As a counterpoint the concept of “Partnership in Leadership” is introduced, as a remedial approach that deserves further attention.

As a counterpoint the concept of “Partnership in Leadership” is introduced, as a remedial approach that deserves further attention.

The instrumentalization of uncertainty described in the two cases in this stud, may serve as a warning of the existence of dangers of revanchist leadership today. The uncertainty born out of accelerating globalization, job and income insecurity and destabilizing demographic trends, the challenges of a multicultural society, has incentivized some public leaders in Europe and elsewhere to fan the flames of anxiety to justify autocratic and revanchist leadership styles, ignore agreed international rules and norms and prioritize geopolitical competition over cooperation. They set the sights of the nation on a glorious and powerful past as compass for the future. Several add to that revanchist claims of spheres of influence in neighboring countries. Better understanding should help to remedy the threat posed by revanchist leadership to international peace and security. The authors will briefly discuss the – important but incomplete – countermeasures of the international community in the two cases. As a counterpoint the concept of “Partnership in Leadership” is introduced, as a remedial approach that deserves further attention.

Abstract

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

Abstract

Purpose – The purpose of the paper is to explore why critical reflexivity should be promoted within mid‐career management education programmes and articulate the benefits of a deliberate research orientation for such programmes. Design/methodology/approach – Having considered meta‐issues concerning the content and context of management education and research, the article identifies the categorical, methodological and contextual challenges which confront manager‐researchers and those facilitating mid‐career programmes. It argues that managers need to develop awareness of the different epistemologies and an understanding of their personal ontological orientation and methodological preferences in order to maximise the pertinence and added value of their research. Findings – The paper delineates the curricular, pedagogical and organisational challenges inherent in the promotion of critical reflexivity and research within mid‐career programmes. Originality/value – The paper outlines how a deliberate linkage of research and teaching can be forged in order to help managers surface and interrogate the knowledge, norms and values which frame their beliefs and actions. Consequently, it is of practical help to both academics and manager‐researchers.
