Although the ILL Department at Bristol University Library would like to have automated procedures before the LIBERTAS ILL module became available in 1991, they decided that the advantages of integration outweighed the disadvantages of the wait. Some of the benefits of the system are considered, such as user self‐requesting, although this carries the attendant problem of copyright. Several areas for improvements are suggested, particularly regarding ARTTel communication with BLDSC.

This paper seeks to report the results of an investigation into the way that British libraries supply copies and returnables in response to requests from overseas libraries.

An e‐mail questionnaire was sent to the mailing list lis‐ill@jiscmail.ac.uk to explore the policies and practices of other libraries in the UK.

The research showed that there is great variation between British libraries in their response to requests from overseas. Some libraries supplied very few items and others received many more requests. As an informal survey was used there is an opportunity for further more systematic research into the policies and practices of UK libraries. It is suggested that more use can be made of web pages to provide information about the policies and services that individual libraries offer. It is reported that the use of credit cards and IFLA vouchers as methods of payment has removed some barriers to co‐operation. IDS librarians are encouraged to do more to help their colleagues overseas as UK libraries need to obtain copies and returnables from their neighbours outside the UK.

The study gives insights into the workings of the UK system of providing loans and copies to other countries from the perspective of a major research library.

This article reflects on recent changes in the document supply (DS) environment of the UK and their impact on the DS service of the University of Bristol. Policies for loans, difficult material, forthcoming changes in copyright legislation, consortia and cross‐sectoral co‐operation are discussed. The article also argues that the skills required by DS librarians enable them to build successful careers. It highlights the need for better communication and better mechanisms for debating changes.

For many, quality circles have been a struggle, total quality management has been something to “get around to one day” and continuous improvement has just been another expression meaning total quality management, which, of course is something that we will “get around to one day”. Worse, the acronyms used ‐ QC, TQM, CI ‐ have joined such exotic practices as JIT (Just‐in‐Time inventory), CAD‐CAM (computer‐aided development and manufacturing) and more recently BPR (business process re‐engineering) in an alphabet soup of consultant‐led packages, available to the discerning manager ‐ at a price.

Presents the scientific methodology from the enlarged cybernetical perspective that recognizes the anisotropy of time, the probabilistic character of natural laws, and the entry that the incomplete determinism in Nature opens to the occurrence of innovation, growth, organization, teleology communication, control, contest and freedom. The new tier to the methodological edifice that cybernetics provides stands on the earlier tiers, which go back to the Ionians (c. 500 BC). However, the new insights reveal flaws in the earlier tiers, and their removal strengthens the entire edifice. The new concepts of teleological activity and contest allow the clear demarcation of the military sciences as those whose subject matter is teleological activity involving contest. The paramount question “what ought to be done”, outside the empirical realm, is embraced by the scientific methodology. It also embraces the cognitive sciences that ask how the human mind is able to discover, and how the sequence of discoveries might converge to a true description of reality.
