Abstract

Discusses general skills clusters identified by other researchers as necessary for leadership success. Reports a US study by questionnaire survey on the specific skills viewed by male and female managers as essential for top management posts. Reveals a great deal of agreement, but women as well as men harbour stereotypes of women as being less able to handle their emotions under stress, less career‐committed and not such good team‐players.

Abstract

Women in Management Review Volume 9 No. 1 of this journal contains five articles of interest. In the first, entitled “Power, Sex and Systems”, Virginia E. Schein examines the power‐related properties of professional and organisational systems and considers their influence on reactions to sexual harassment. It is argued that, when the socio‐cultural power model of male dominance operates within pluralistic/political professional and organisational systems, these systems can become breeding‐grounds for sexual harassment behaviours that are tolerated rather than told on. A contrast between careers within systems and less system bound jobs illustrates the influence of context on decisions to tell or tolerate.

Abstract

Equal pay for men and women was a principle en‐shrined in the Treaty of Rome and was the subject of a European Directive in 1975. This investigation of progress towards equal pay in three member‐states, Germany, Italy, and the United Kingdom, reveals the importance of differences in employment structures and reward systems in determining relative pay for women. The author argues that differences in the structure and size of pay differentials among countries suggest that more attention needs to be paid to the general system of labour market regulation than to explicit equal‐pay policies. She concludes that women would be more likely to benefit from a strategy of establishing labour standards and regulation than from equal‐pay Directives which have little effect on the general practices and principles of pay determination.

Abstract

Purpose

This paper presents insights on expatriates in Africa and sets out a research agenda for Africa’s expatriation. The objective of the paper is to provide background and context on expatriation in Africa and to stimulate and guide further research in this important area.

Design/methodology/approach

The reviewed papers were drawn from journals and other sources that reported on expatriation to/from African countries. It also incorporates an array of literature on contextual African issues, exploring conceptually how these relate to expatriation.

Findings

The review confirmed that there is little research on the topic, particularly with respect to outward expatriation and the studies that exist are one of a kind and stand alone. There has been no attempt to build systematic theory or develop a wholistic picture. This means that the field is wide open for more research. The data provide a picture of the current expatriate situation, including numbers, demographics, host/home locations, success rates and so on, and are provide a basis for further research developing and testing hypotheses regarding individual, organizational and country/national characteristics and how these influence and relate to expatriate experiences and outcomes. Researchers can also draw on the existing expatriation literature from around the world for replication studies to identify uniquely African issues as well as similarities with other locations. As Selmer (2016) noted, replication research is widely used in the sciences and is at the core of the scientific method and thus should be considered for expatriation research.

Research limitations/implications

Limited previous research means there is a need for further research.

Practical implications

Expatriation is a critical aspect of companies operating internationally and companies are increasingly interested in doing business in African countries. Africa's economic growth and development are strong and foreign direct investment (FDI) into Africa is growing with consequent increases in the number of expatriates going to Africa. Understanding expatriation in the African context is thus very important to a variety of companies.

Originality/value

Management literature focusing on Africa is limited and this is true regarding expatriation. This means there is a need for researchers and practitioners to understand expatriation issues in this context, particularly considering economic growth on the continent, increasing interest in doing business there, along with increasing FDI and use of expatriates, as well as the expansion of African companies. This paper provides a research agenda as a guide on which researchers, including those in Africa, can build.

Abstract

Over the last decade, engineers, designers, community organizers, and government employees have rallied around “civic tech.” What exactly does this term mean for urban technologists and “smart cities”? In formulating a definition, after describing the relationship of this term to the city, I examine how civic tech has been defined by practitioners. They have typically defined civic tech using umbrella definitions based on broad values and bucket definitions based on technologies. Although helpful, these definitions tend to obfuscate the political nature of civic tech’s practices and organizational techniques. In response, I suggest civic tech is a form of “technical pluralism” – iterative technology design and implementation among organized actors working toward predominantly administrative reforms. Because practitioners are inspired by redesigning systems of governance and redistributing power, civic tech’s most important provocations are organizational and political, rather than purely technological. Civic tech, as a form of technical pluralism, presents a route to bridging community and government in the pursuit of more equitable ways to achieve sustainable technology design in urban contexts.
