In Europe, the Netherlands, Portugal and the Czech Republic are the countries increasingly portrayed as having the most ‘progressive’, ‘liberal’, or even ‘radical’ drugs policies in Europe. In a post-United Nations General Assembly Special Session (UNGASS) 2016 period and with the 2019 UN target date approaching, the EU and these countries within are bound to play a key role in the definition of an international drug policy for the next decade. This chapter analyses how the perceptions of these countries match against the drugs legislations and how they fit into the overall EU drug policy approach.

The purpose of this paper is to investigate the issue of low yields in the packinghouses of green ornamentals and cut flowers due to the high rate of crops waste. Waste may be caused by pests, diseases and extreme weather or environmental conditions that are not under the farmer’s control. Other causes may relate to work processes as follows: irrigation, spraying, harvesting, handling, transportation, sorting, bundling and packaging.

The farm under study is a private owned business managed by the owner’s family members with growing area of 22 ha and eight daily workers. The farm produces about 2.5m units (flower stems) per year. The farm represents a typical flower farm in Israel. A costing model and decision rules were developed to identify the critical waste rate that will consider being economic to ship to the market. The model takes into account the production process, the production yield, the operational costs and sales price and calculates the breakeven point. A simulation model was developed to verify the relationships between waste rate to the total process time per stem and flow time.

Results show that the critical waste rate for Ruscus, Antirrhinum, Aralia and Aspidistra crops is 16, 74, 22 and 39 percent, respectively. The total process time per harvested stem decreases as the waste rate increases.

A working model was developed to determine the waste threshold rate and support the farmer in day-to-day economic decisions regarding shipment to the market and effective management of his workers.

Man has been seeking an ideal existence for a very long time. In this existence, justice, love, and peace are no longer words, but actual experiences. How ever, with the American preemptive invasion and occupation of Afghanistan and Iraq and the subsequent prisoner abuse, such an existence seems to be farther and farther away from reality. The purpose of this work is to stop this dangerous trend by promoting justice, love, and peace through a change of the paradigm that is inconsistent with justice, love, and peace. The strong paradigm that created the strong nation like the U.S. and the strong man like George W. Bush have been the culprit, rather than the contributor, of the above three universal ideals. Thus, rather than justice, love, and peace, the strong paradigm resulted in in justice, hatred, and violence. In order to remove these three and related evils, what the world needs in the beginning of the third millenium is the weak paradigm. Through the acceptance of the latter paradigm, the golden mean or middle paradigm can be formulated, which is a synergy of the weak and the strong paradigm. In order to understand properly the meaning of these paradigms, however, some digression appears necessary.

The following list is a first attempt to catalogue and describe systematically the British Museum's extensive holdings of early opera librettos and related plays. The great importance of these unpretentious booklets as supplementary and, more often than not, even primary sources for the history and bibliography of dramatic music, besides or instead of the scores, was already clearly recognized in the eighteenth century by Dr. Burney and other scholars. But it is only since 1914, the year in which O. G. T. Sonneck's Library of Congress Catalogue of opera librettos printed before 1800 appeared, that their documentary value could to any greater extent be put to general use in international musicological research. A similar bibliography of the British Museum librettos, while naturally duplicating many Washington entries, would produce a great number of additional tides, not a few of them otherwise unrecorded; it would provide the musical scholar with the key to a collection unequalled elsewhere in Europe, which owing to the peculiar nature of the material is not easily accessible by means of the General Catalogue.

During the interwar period, the Netherlands experienced a phase of rapid industrialization and mechanization and saw the introduction of many new labor-saving techniques on the shop floor. This process, which went under the name “rationalization of production,” caused great concern in the labor movement and sparked an intensive debate over the existence and extent of technological (or permanent) unemployment. Although the problem of technological unemployment was denied by the mainstream economists of the day, the problem was addressed by left-wing, mathematically trained economists such as Theo van der Waerden and Jan Tinbergen. They sought for rigorous “scientific” arguments that would convince policymakers, colleagues, and the public of socialist employment policies.

This chapter shows that van der Waerden and Tinbergen used ever-increasing formal methods to face the issue of rationalization, which became politically relevant and controversial in the specific context of the interwar period. Their new scientific tools gave them esteem and influence. In their role as advisers to the government, they gained influence and were able to recommend policies that were in accordance with their political beliefs.

The tragedy of the War has come very close to librarians in the death of Mr. W. G. C. Gladstone, M.P., from wounds received in action in Flanders on April 14th. About two years ago he became interested in the new Libraries Bill, and took charge of it in the House of Commons. He worked assiduously, and his historic name, and his genial, unaffected manner won over men on all sides of the House, insomuch that the backers of the Bill included members of every political complexion. War has intervened, and prevented the Bill's progress, and now our Parliamentary leader has given his life for a greater cause. Regret for his loss is widespread throughout the country, and no one will feel it more keenly than librarians.
