Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

This paper draws on Kauffman's theory of the “adjacent possible” to make sense of the practices which have emerged in response to school and university closures in Hong Kong and reflects on what opportunities exist in this current global crisis.

Design/methodology/approach

This paper drew on qualitative data from two emergent practices – the e-practicum and co-teaching on an online platform – in a teacher preparation program at the University of Hong Kong. The data set included online teaching resources produced by student teachers (STs), reflections from STs, feedback from mentors and university tutors, interactions on an online platform and interviews with co-teaching team members.

Findings

The authors found “emergent practices” were developed in response to the pandemic by pushing the boundaries of existing practices and exploring the opportunities hovering at the edges of the possible. These practices were still evolving, but they contained elements that can morph into innovative practices in teacher preparation.

Originality/value

This paper provides a perspective on where opportunity in a crisis can be found and what innovation means in an educational context.

Abstract

Purpose

The purpose of this paper is to examine the time-series dynamics of entrepreneurship rates for different race classifications based on household characteristics over the 1996 through 2013 period.

Design/methodology/approach

Using microdata from the Kauffman Foundation, this study investigates the roles of unemployment, homeownership, income, immigration, education, age, gender and marital status in relation to entrepreneurship rates for different race classifications through ridge regression analysis.

Findings

Results suggest that the time-series variation in entrepreneurship rates for different race classifications are variable-dependent, moreover, the economic and statistical significance of the candidate explanatory variables are sensitive to the time period under analysis. Unemployment, homeownership, education, age and marital status are significant variables for whites while unemployment, income, immigration and gender variables are significant for blacks. For the case of Native Americans and Asians, the candidate explanatory variables do not explain the time-series variation in entrepreneurship rates for the sample periods in this study.

Social implications

This study exhibits implications for public policy in helping to promote entrepreneurship at the individual level and help stimulate entrepreneurial activity as a mechanism for promoting economic growth.

Originality/value

The findings suggest the importance of examining entrepreneurship rates across time based on race classifications. This study highlights the importance of conducting ridge regression analysis for different sub-periods in time when assessing entrepreneurship rates.

Abstract

George Spencer Brown is best known for his book Laws of Form, which elaborates a primary algebra of distinctions and forms capable of dealing with self-referential equations reflective of paradoxes in logic. The book has received little attention in mathematics, but it has greatly influenced cybernetics, communications, and ecological theories. But Spencer Brown also published poetry and stories, often under different names, and he practiced as a psychotherapist. Our chapter elaborates the utility of Laws of Form relating to organizational paradox before considering Spencer Brown’s other works in relation to his mathematics. Invoking philosophy, psychoanalysis and art, we suggest that these indicate a further distinction that sets all forms against the “nothing”: a wholeness or unity from out of which all distinctions, all words, meaning and life – but also all silence, nonsense and death – emerge in paradoxical opposition. Reading Spencer Brown not through the prism of mathematics, but as an evocative invitation to engage with the fissures that animate art and human life, highlights the paradoxical interplay of organization and violence; and how tragedy, suffering, sympathy and love should be more prominent in organizational research.

Abstract

As the workforce is aging and becoming increasingly age diverse, successful aging at work has been proclaimed to be a desirable process and outcome, as well as a responsibility of both workers and their organizations. In this chapter, we first review, compare, and critique theoretical frameworks of successful aging developed in the gerontology and lifespan developmental literatures, including activity, disengagement, and continuity theories; Rowe and Kahn’s model; the resource approach; the model of selective optimization with compensation; the model of assimilative and accommodative coping; the motivational theory of lifespan development; socioemotional selectivity theory; and the strength and vulnerability integration model. Subsequently, we review and critically compare three conceptualizations of successful aging at work developed in the organizational literature. We conclude the chapter by outlining implications for future research on successful aging at work.

Abstract

This chapter examines the relative absence of critique in inclusive education research, policy and practice, and in education more generally – and consider the consequences of doing without critique. It responds to Bruno Latour's (2004, p. 243) urgent call for progress towards “a fair position” and for the development of “new critical tools” to work positively and constructively towards social change. The potential for criticality is explored in relation to disability studies, disability arts and children's perspectives. Each of these sources is evaluated in terms of their affordance of criticality and for their potential to mobilise political action. They are also considered in relation to the epistemological shifts and altered power relations that are necessary to create an inclusive educational environment.

Purpose

Entrepreneurship is increasingly recognized as vital for economies to grow and survive in an increasingly competitive world. Studying the critical success factors of entrepreneurial activity is and will continue to be a primary scholarly interest. Factors that have been identified in current times as critical to the success of entrepreneurs can even be seen in the actions of an entrepreneur in nineteenth‐century America. This paper seeks to use historical evidence about the career of Henry B. Plant to illustrate the application of those key factors and to expand knowledge of customer networks in entrepreneurial success.

Design/methodology/approach

The recent Kauffman study of successful entrepreneurs identifies 12 characteristics that are associated with their success. Clustered into three groupings in descending order of importance they are: work experience and previous success, management team, and luck; professional and personal networks, university education, and availability of venture capital funding; geographic location, advice from investors, alumni networks, and state and/or regional assistance. Consequently, this article examines the career of Henry B. Plant to provide additional historical evidence for the Kauffman study's classification of critical characteristics of successful entrepreneurs. Moreover, it illustrates the value of strong ties in a customers network as a valued resource for entrepreneurs.

Findings

Henry B. Plant was an entrepreneurial pioneer and a visionary leader. Singlehandedly, he made Tampa, Florida by building the railroad to it. His strategy of opening up the state with an integrated rail and ship system necessitated thinking through the interconnections of different modes of transportation, tying together schedules, and making it possible to move people and goods from New York to Havana. By examining Henry B. Plant examples of how he used key success factors, similar to those in Kauffman's study, to create and develop his entrepreneurial efforts can be found. Moreover, his ability to create strong ties with his customer network created a valuable and unique resource in his entrepreneurial success.

Originality/value

While many studies of entrepreneurs focus on the twentieth and twenty‐first centuries, an example from the nineteenth century remains of value in understanding the key drivers of entrepreneurial success. This is particularly true for Plant who showed that by carefully creating and maintaining strong ties with a customer network he could provide his enterprise with a valuable and unique resource that was a major contributor to his success as an entrepreneur.
