Abstract

Purpose

This study aims to establish an evaluation method for cross-regional major infrastructure project (CRMIP) supportability. The focus is to identify evaluation indicators from a complexity perspective and develop an evaluation model using qualitative and quantitative methods. Case studies are carried out to verify the reliability of the evaluation model, thereby providing theoretical and practical guidance for CRMIP operations and maintenance (O&M).

Design/methodology/approach

Guided by the idea of complexity management, the evaluation indicators of CRMIP supportability are determined through literature analysis, actual O&M experience and expert interviews. A combination of qualitative and quantitative methods, consisting of sequential relationship analysis, entropy weighting, game theory and cloud model, is developed to determine the indicator weights. Finally, the evaluation model is used to evaluate the supportability of the Hong Kong–Zhuhai–Macao Bridge (HZMB), which tests the rationality of the model and reveals its supportability level.

Findings

The results demonstrate that CRMIPs' supportability is influenced by 6 guideline-level and 18 indicator-level indicators, and the priority of the influencing factors includes “organization,” “technology,” “system,” “human resources,” “material system,” and “funding.” As for specific indicators, “organizational objectives,” “organizational structure and synergy mechanism,” and “technical systems and procedures” are critical to CRMIPs' O&M supportability. The results also indicate that the supportability level of the HZMB falls between good and excellent.

Originality/value

Under the guidance of complexity management thinking, this study proposes a supportability evaluation framework based on the combined weights of game theory and the cloud model. This study provides a valuable reference and scientific judgment for the health and safety of CRMIPs' O&M.

Abstract

Purpose

While Digitalisation is gaining momentum among practitioners and the scientific world, there is still a struggle to embark on the digitalisation journey successfully. The struggles are more significant for SMEs compared to large companies. Such transformation could face internal resistance, which evokes the need to put it into a socio-technical perspective such as lean. This paper investigates how SMEs could implement digital tools and technologies in their operations.

Design/methodology/approach

We relied on a multiple case study design in three SME manufacturing companies in Italy. Based on the experience of those companies, the struggles in the implementation and the lessons learned, we formulate an implementation model of digital tools driven by lean thinking.

Findings

Companies tend to implement first digital tools that help with real-time data collection and stress that introducing digital tools becomes challenging without reducing waste in production. The model stresses top management commitment, middle-line involvement and operator training to resist change. All these factors coincide with socio-technical lean bundles developed by seminal works. In addition, the study highlights that financial incentives are not necessarily the common barrier to digital tools implementation in SMEs but rather the cultural aspect.

Originality/value

Our paper enriches the extant body of knowledge by deriving knowledge around digitalisation implementation through lessons learned and corrective actions. It allows managers to benchmark and compare the current state of the implementation process with that of other companies and the one proposed to make corrective actions when necessary.

Abstract

Purpose

Megaproject's construction is essential for the development and economic growth of any country, especially in the developing world. In Kuwait, megaprojects are facing many restrictions that discourage their execution causing a significant delay in bidding, design, construction and operation phases with the execution quality being affected. The objective of this study is to develop a complexity measurement model using analytic hierarchy process (AHP) for megaprojects in Kuwait, with a focus on the New Kuwait University multi-billion campus Shadadiyah (College of Social Science, Sharia and Law (CSSL)) as a case study.

Design/methodology/approach

The study applies a hybrid fuzzy analytic hierarchy process (FAHP) method to compare the results with those obtained using the conventional AHP method. This can facilitate the project management activities during the different stages of construction. Data were collected based on the results of a two-round Delphi questionnaire completed by seniors and experts of the selected project.

Findings

It was found that project modeling methodology was responsible for complexity. It was grouped under several categories that include technological, goal, organizational, environmental and cultural complexities. The study compares complexity degrees assessed by AHP and FAHP methods. “Technological Complexity” scores highest in both methods, with FAHP reaching 7.46. “Goal Complexity” follows closely behind, with FAHP. “Cultural Complexity” ranks third, differing between methods, while “Organizational” and “Environmental Complexity” consistently score lower, with FAHP values slightly higher. These results show varying complexity levels across dimensions. Assessing and understanding such complexities were essential toward the completion of such megaprojects.

Originality/value

The contribution of this study is on providing the empirical evidential knowledge for the priority over construction complexities in a developing country (Kuwait) in the Middle East.

Abstract

Purpose

The purpose of this study is to investigate the impact of Corona Virus Disease 2019 (COVID-19) on the outcome of construction projects and explore the moderating effects of emerging technologies on the relationship between COVID-19 and construction project outcomes.

Design/methodology/approach

Data for the study was collected through a Web-based, semistructured questionnaire. The responses of 62 construction practitioners were analyzed using a hierarchical linear regression model. The model consists of 16 independent variables, three control variables (organization size, organization type and project size), one moderator (adoption level of emerging technologies) and three dependent variables (project time, project cost and project quality).

Findings

The study confirms the negative significant impact of the COVID-19 pandemic on the performance of construction projects. It also identifies the significant moderating effects of emerging technologies in mitigating the impact of COVID-19 on construction projects. Further, it shows a significant increase in the application of emerging technologies in construction projects during the COVID-19 pandemic. Based on the findings related to the moderating impact of the technology, this study provides a clear set of recommendations for construction firms, public sector and research community in combating the unavoidable situation similar to the COVID-19 pandemic in the future.

Originality/value

To the best of the authors’ knowledge, this is the first study to identify the moderating role of technology on the impact of COVID-19 on the performance of the construction sector in Pakistan. The findings can also be used for the construction sectors of other developing countries.

Abstract

Purpose

There is a growing need for methodological plurality in advancing operations management (OM), especially with the emergence of machine learning (ML) techniques for analysing extensive textual data. To bridge this knowledge gap, this paper introduces a new methodology that combines ML techniques with traditional qualitative approaches, aiming to reconstruct knowledge from existing publications.

Design/methodology/approach

In this pragmatist-rooted abductive method where human-machine interactions analyse big data, the authors employ topic modelling (TM), an ML technique, to enable constructivist grounded theory (CGT). A four-step coding process (Raw coding, expert coding, focused coding and theory building) is deployed to strive for procedural and interpretive rigour. To demonstrate the approach, the authors collected data from an open-source professional project management (PM) website and illustrated their research design and data analysis leading to theory development.

Findings

The results show that TM significantly improves the ability of researchers to systematically investigate and interpret codes generated from large textual data, thus contributing to theory building.

Originality/value

This paper presents a novel approach that integrates an ML-based technique with human hermeneutic methods for empirical studies in OM. Using grounded theory, this method reconstructs latent knowledge from massive textual data and uncovers management phenomena hidden from published data, offering a new way for academics to develop potential theories for business and management studies.

Abstract

Purpose

Project complexity (PC) governs project success, but the project management literature primarily focuses on performance measures and rarely examines the complexity factors, especially for megaprojects. This paper aims to determine the most significant complexity factors for the railway megaprojects in India.

Design/methodology/approach

A mixed approach using the Delphi and best–worst method (BWM) helped to identify, validate and determine the most critical factors that require intervention to diminish variance from project performance.

Findings

The BWM resulted in stakeholder management, followed by organizational and technological complexity as significant complexity factors, and the varied interests of the stakeholder as the most important among the 40 subfactors.

Practical implications

The finding indicates the necessity for strategic, tactical and operational-level interventions to effectively manage the complexity affecting project efficiency because of the varied stakeholders. This paper will guide the project and general managers to prioritize their resources to handle complexity for effective project performance measured in terms of time, cost and quality and help them make strategic decisions. The research findings of this study are expected to help researchers and practitioners in better planning and smoother execution of projects. In addition, this study would help the researchers formulate policies and strategies for better handling of the projects.

Originality/value

This study adds significant value to the body of knowledge related to PC in megaprojects in developing countries. The result of the investigation underlined that nine complexity factors and seven unique subfactors, namely, the sustainable environment, timely availability of information, communication in both directions, interdepartmental dependency and coordination, design, statutory norms, site challenges, socioeconomic conditions, the tendency of staff to accept new technology and the frequent changes in the requirements of stakeholders are significant in railway megaprojects. The BWM is applied to rank the complexity factors and subfactors in the case area.

Abstract

Purpose

This study aims to obtain governance strategies for managing the complexity of megaprojects by analyzing the impact of individual factors and their configurations using the fuzzy-set qualitative comparative analysis (fsQCA) method and to provide references for project managers.

Design/methodology/approach

With the continuous development of the economy, society and construction industry, the number and scale of megaprojects are increasing, and the complexity is becoming serious. Based on the relevant literature, the factors affecting the complexity of megaprojects are determined through case analysis, and the paths of factors affecting the complexity are constructed for megaprojects. Then, the fsQCA method is used to analyze the factors affecting the complexity of megaprojects through 245 valid questionnaires from project engineers in this study.

Findings

The results support the correlation between the complexity factors of megaprojects, with six histological paths leading to high complexity and seven histological paths leading to low complexity.

Originality/value

It breaks the limitations of the traditional project complexity field through a “configuration perspective” and concludes that megaproject complexity is a synergistic effect of multiple factors. The study is important for enriching the theory of megaproject complexity and providing complexity governance strategies for managers in megaproject decision-making.

Abstract

Purpose

Works procurement performance is critical to successful project delivery. However, early supplier involvement (ESI) has been touted in other industries to impact procurement performance positively. Works procurement has been attracting significant attention from major players due to poor performance characterized by poor performance, budget overruns and incompetence. Hence, the purpose of this study was to assess the impact of ESI on public works procurement performance.

Design/methodology/approach

Based on a thorough review of the literature for a pilot survey, the main questionnaires were administered to 103 public procurement officers. To assess the impact of ESI on public works procurement performance, three constructs that served as factors for implementing ESI and five that measure works procurement performance were validated using partial least square structural equation modelling (PLS-SEM).

Findings

The outcome of this study shows a significant positive impact of ESI on works procurement performance. This included communication, trust and supplier capabilities. The study further showed that even though cost, schedule, quality, health and safety are essential, sustainability measures are also crucial for work procurement.

Research limitations/implications

The results of this study could help firms make better decisions regarding public works procurement by encouraging ESI. This will likely significantly impact the successful project delivery and preservation of sustainability and efficiency objectives.

Originality/value

The application of PLS-SEM analysis in this study provides insights into how ESI can impact the procurement of public works in Ghana.

Abstract

Purpose

Inland shipping has been extensively recognised as a sustainable, efficient and good alternative to rail and road modes of transportation. In recent years, various authorities and academic researchers have advocated shifting from road to other sustainable modes like inland waterway transport (IWT) or rail transport. Academic work on modernisation and technological innovations to enhance the effectiveness and efficiency of waterborne transportation is becoming apparent as a growing body of literature caused by the need to achieve a sustainable transport system. Thus, it became apparent to explore the research trends on IWT.

Design/methodology/approach

A systematic and structured literature review study was employed in this paper to identify the challenges and concepts in modernising inland waterways for freight transportation. The review analysed 94 articles published in 54 journals from six well-known databases between 2010 and 2022.

Findings

The key findings of this review are that despite various challenges confronting the sector, there have been successful cases of technological advancement in the industry. The main interest among scholars is improving technical and economic performance, digitalisation, and safety and environmental issues. The review revealed that most of the literature is fragmented despite growing interest from practitioners and academic scholars. Academic research to address the strategic objectives, including strengthening competitiveness (shipbuilding, hydrodynamics, incorporating artificial intelligence into the decision-making process, adopting blockchain technology to ensure transparency and security in the transactions, new technologies for fleets adaptation to climate change, more effective handling, maintenance and rehabilitation technologies), matching growth and changing trade patterns (intermodal solutions and new logistics approaches) are major causes of concerns.

Originality/value

By employing the approach of reviewing previously available literature on IWT review papers, this review complements the existing body of literature in the field of IWT by providing in a single paper a consolidation of recent state-of-the-art research on technological developments and challenges for inland waterways freight transport in the intermodal supply chain that can act as a single resource to keep researchers up to date with the most recent advancements in research in the domain of inland waterway freight transport. Additionally, this review identified gaps in the literature that may inspire new research themes in the field of IWT.

Purpose

New product development (NPD) projects are strategically important for firms’ operations but suffer from high failure rates. Leadership is a key factor for project success. However, in contrast to positive project leadership, project managers’ knowledge hiding has received little attention. Drawing on the input-mediator-output (IMO) framework and model of work team resilience, we explored the effect of project managers’ destructive knowledge hiding (i.e. evasive hiding and playing dumb) on project team performance (i.e. efficiency and effectiveness) and the serial indirect effect through team psychological safety and transactive memory systems.

Design/methodology/approach

We conducted a time-lagged multiple-sourcing investigation of Chinese high-tech firms and tested the hypotheses using data collected from 105 NPD project teams.

Findings

Our findings demonstrated that project managers’ knowledge hiding negatively affects NPD project team performance and indirectly negatively affects transactive memory systems through team psychological safety. Moreover, project managers’ knowledge hiding exerts a negative indirect effect on team performance through team psychological safety and transactive memory systems in serial.

Originality/value

This study contributes to the literature on operations management (OM) by broadening our understanding of the connection between project managers' destructive knowledge hiding and the failure of NPD projects. In providing such insight, it also offers practical guidance for overcoming team-level obstacles arising from project managers' knowledge hiding.
