Abstract

This chapter explores the historical context of drug control in the United States, the ongoing regulation of the cannabis market at the State level and the role of the United States in the international negotiations related to the United Nations General Assembly Special Sessions (UNGASS) on drugs in 1998 and 2016. We continue by analysing the position, allies and activities of the United States before and during UNGASS 2016 to provide an understanding of possible scenarios related to the 2009 Political Declaration and Plan of Action review to take place via a High-level Ministerial Segment within the 2019 Commission on Narcotic Drugs meeting. While US drug policy is not expected to positively shift in the next few years, State-level regulation of cannabis is expected to continue and create pressure from below.

Abstract

This chapter reviews Colombia's unique environmental and social features and Colombia's realities in the third decade of the twenty-first century. It is crucial to understand the country's recent past and to take its structural and historic struggles into account when building sustainable futures.

This chapter also reports the findings of a primary data research study using futures scenario methodologies. The study participants represent different stakeholders' visions of four alternative futures regarding the climate crisis and massive biodiversity loss and social and economic crises.

This chapter's empirical study identifies Colombia's constraints to building a future that is just, inclusive and centred on nature. In addition, we describe in detail the structural changes needed for Colombia to achieve the best possible future scenario (socioeconomic prosperity and resilience to climate change). Finally, this chapter offers conclusions and recommendations.

Abstract

This chapter's objective is to analyze, with a long-term perspective, the formation of an entrepreneurial culture in Mexico's Midwest, specifically in the state of Jalisco, in terms of the geographical environment, the culture in general, and the local economic institutions that, when viewed interconnectedly, will globally impact the practices, representations, and imaginaries of persons who at a given time have made the decision to undertake profitable economic activities – individual and collective entrepreneurs, in other words. To this end, we have divided the text into two sections. In the first, we conceptually review what we understand as entrepreneurial culture; in principle, we deconstruct its terms and then conjugate them from a social science perspective. We also emphasize the importance of studying the milieu as a scenario of action with different arenas, where a variety of agents have been involved. In the second part, without sidelining conceptual analysis, we present concrete empirical evidence of the role played by culture and local economic institutions that shape entrepreneurial culture in Midwestern Mexico over time, specifically in Jalisco. The text ends with some final considerations.
