The aim of this paper is to analyse the recent changes in the role played by Africa as a traditional natural resources supplier for the world economy in a multipolar context. We highlight, on the one hand, how Africa remains a prominent supplier of critical minerals needed for information and communication technologies (ICT), including platinum, vanadium, coltan, chromium, manganese, zirconium, etc., and how the boomerang effect results in Africa also importing electronic waste. On the other hand, we show how the BRICS’ growth model, based on a very intensive use of natural resources acquired through international trade, is now being fuelled by Africa too. BRICS countries (especially China and India) are making foreign direct investments in Africa using their state companies to ensure the supply of natural resources under favourable economic terms. Thus, Africa appears as a disputed territory between the old domination of the advanced capitalist countries and emerging powers like the BRICS. However, this should not mask the fact that the European Union and North America are still the dominant foreign powers in the continent. Finally, we discuss which scenarios are open to further this multipolar moment, particularly in the wake of the great crisis.

This paper aims to investigate the rise of a Chinese fashion cluster in Lombardy.

Three approaches and descending levels of analysis are integrated: a quantitative analysis based on demographic data to highlight the evolution of the regional distribution of the Chinese community and Chinese entrepreneurship in Lombardy; a literature review to reconstruct the historical development of Chinatown in Milan; and few in-depth interviews and a survey to represent how the Chinese living in Chinatown perceive the changing role of the enclave.

The Chinese in Lombardy are rising as a regional ethnic fashion cluster. This cluster is rising out of three major drivers: ethnic social capital as a source of community-based entrepreneurship; the crisis of traditional industrial districts in the 1990s as a trigger opportunity; and the trans-regionalization of the fashion industry as a main driver of its current development. The rise of this cluster is bottom-up.

The findings are based on a single case study. There are evidences showing that the Chinese are rising as regional and/or inter-regional clusters in other institutional settings. However, this study may benefit from comparisons with other institutional and national contexts.

Chinese entrepreneurship may foster regional growth as a complementary source of cultural variety, internationalization and multi-regional co-specialization.

Entrepreneurship may foster social cohesion and collaboration.

This paper contributes to existing literature by proposing a would-be theory of the evolution of regional ethnic clusters.

The main focus of this chapter is to explore whether ecological utopias are capable of providing a useful contribution to our quest for an ecologically responsible future and sustainable society, and in what specific ways. I shall develop a model of ecological utopias as a distant point of orientation, or as a ‘navigational compass’. In this model ecotopias may gradually influence the course of concrete decision making in the direction of a future sustainable society. In this context, a strategic issue to be confronted by the green movement is to look for an eco-friendly view on ‘the good life’ and the ‘art of living’. The basic dimensions of a sustainable lifestyle and an utopian inspired ecological ‘art of living’ are that society's focus should be shifted from ‘having’ to ‘being’, and to find a balanced configuration of the vita activa: action, work and labour. It is also vital to find forms of hedonism which are independent of mass consumerism, to relate our material consumption to our ecological footprints in systematic ways, and to cultivate ecological virtues and moral character.

Extreme natural hazard events in the Caribbean continue to result in major adverse consequences. Studies of disaster experiences have identified operational deficiencies that limited the effectiveness of disaster management policies in live emergencies. This paper reports on a study of the implementation characteristics of specific public disaster risk reduction and response measures in two Caribbean Small Island Developing States (SIDS), Trinidad and Tobago and Grenada, which may impact the success of these measures. The purpose of this paper is to examine these characteristics and their potential impacts.

The authors collected data on specific aspects of disaster risk management (DRM) policy implementation from policy documents and interviews with public DRM agencies. A sample of business entities also provided data on their interactions with public risk management measures. The data focussed on operational aspects of implementation to identify likely impacts on hazard event outcomes.

The study identifies implementation deficiencies that may hamper achievement of risk reduction objectives and limit the effectiveness of emergency response.

The findings may be instructive for other Caribbean SIDS which share similar economic and social characteristics, natural hazard exposures and potential catastrophic outcomes.

The findings suggest tactical areas of focus to enhance the operationalisation of policy.

Improved operational effectiveness will support the efforts of Caribbean SIDS to reduce the scale of adverse outcomes on people and property.

The findings of this study broaden the scope of Caribbean disaster studies to provide an insight into operational weaknesses that may be recognised and addressed prior to hazard events.

The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.
