Abstract

Purpose

This paper has two parts. The purpose of part 1 explains the need for an adaptive paradigm that can efficaciously respond to the complex issues in wicked problems and the fundamentals that this requires were identified. It involved the formulation of a cross-disciplinary relational methodologically plural paradigm with certain properties. The purpose in this Part 2 is to provide a theoretical framework. It adopts autonomous agency theory in which paradigm holders collectively act as “living system” agencies and deliver “living stories” to create coherence in addressing wicked problem issues, and then adopts hybrid structures to address this need.

Design/methodology/approach

The approach seeks to address wicked problem issues. Wicked problems do not respect academic disciplines, requiring a cross-disciplinary approach. Autonomous agency theory is adopted capable of structuring cross-disciplinary inquiry processes and formulating a hybrid inquiry paradigm. The paper sets up a narrative that delivers a structured essay resulting in a general theory of hybrid inquiry. This paradigm is explored in detail, considering how it can be applied to wicked problems.

Findings

The paradigm, which traditionally defines a field of study conceptualises and regulates approaches that enable inquiry into behavioural systems. Mono-disciplinary, they are not suitable for the resolution of issues that arise from cross-disciplinary wicked problems. To resolve this, a relational paradigm has been defined within which sits a cross-disciplinary hybrid inquiry system. A general theory of hybrid inquiry has been offered, with an appropriate illustration in ecosystem management. It is shown that agency theory can successfully embrace a relational paradigm.

Research limitations/implications

To determine the limitations of this theory, there is a need to provide exemplars, which is currently premature. Another outcome is to centre on modes of practice in hybrid inquiry but there is insufficient space for this here.

Originality/value

This paper makes an original contribution by formulating a structured approach on the creation of a relational paradigm capable of supporting hybrid inquiry. It also adopts cross-disciplinary theory to make its case for a relational paradigm, recognising that wicked problems are cross-disciplinary. As part of the regulatory process it connects Rittel’s issue-based information system (IBIS) schema intended to resolve wicked problems issues and the Johari Window and explains how they would relate. A means is suggested for determining the degree of undecidability of wicked problems issues and hence that of the models that inquiry produces. This uses formative characteristics that define a modelling space. The paper also adopts Husserl’s concept or lifeworld, which acts as a channel for complex narrative theory through which regulative processes are enabled.

Purpose

The early stages of projects are often characterised by ambiguity arising from differences in stakeholder views regarding project rationale and objectives. The purpose of this paper is to present a viewpoint on how to build a shared understanding of project goals and thus reach a shared commitment to achieving them. One of the ways to achieve shared understanding is through open dialogue, free from political and other constraints. The authors call an environment that fosters such dialogue a holding environment. The main aim is to illustrate, via a case study: how an alliance‐based approach to projects can foster a holding environment; and how argument visualisation tools such as IBIS (Issue‐Based Information System) can be used to clarify different points of view and options within such an environment.

Design/methodology/approach

Following a discussion of theoretical background and literature review, an alliancing case study is used to illustrate the development of a holding environment and demonstrate the utility of IBIS in the creation of such an environment.

Findings

It is seen that an alliance‐based approach to projects can provide the foundation for a holding environment. IBIS is seen to facilitate the building of shared understanding by making arguments explicit and capturing decision rationale.

Practical implications

The paper outlines a practical framework for improving the quality of dialogue and achieving stakeholder commitment on projects.

Originality/value

Achieving shared understanding and commitment to action is difficult, particularly in the early stages of projects. The paper outlines the conditions and techniques needed to facilitate this via a non‐trivial case study.

Purpose

The purpose of this practice note is to describe the use of the issue‐based information system (IBIS) notation to map dialogues that occur in project meetings.

Design/methodology/approach

A case study is used to illustrate how the technique works. A discussion highlighting the key features, benefits and limitations of the method is also presented along with a comparison of IBIS to other similar notations.

Findings

IBIS is seen to help groups focus on the issues at hand, bypassing or avoiding personal agendas, personality clashes and politics.

Practical implications

The technique can help improve the quality of communication in projects meetings. The case study highlights how the notation can assist project teams in developing a consensus on contentious issues in a structured yet flexible way.

Originality/value

IBIS has not been widely used in project management. This note illustrates its value in helping diverse stakeholders get to a shared understanding of the issues being discussed and a shared commitment to achieving them.

Purpose

This paper has two parts, namely, Part 1 and Part 2. The purpose of this paper (Part 1) is to explain an adaptive relational paradigm that can efficaciously respond to the complex issues in wicked problems. A relational paradigm can work across the disciplines and fields that characterise wicked problems. It is also methodologically plural – that is it uses various inquiry instruments together. It becomes a hybrid approach when involving narratives and structured processes enabling the adopted instruments to converge to a coherent (living) story. The purpose of Part 2 will be to provide a theoretical framework that with illustration responds to Part 1.

Abstract

Purpose

This paper aims to develop and evaluate, in “real-life” pilot applications, a framework for advanced social media exploitation by government agencies in their policy-making processes to promote public participation and conduct crowdsourcing.

Design/methodology/approach

This framework has been developed through cooperation with public sector employees experienced in public policy-making, using both qualitative and quantitative techniques: semi-structured focus group discussions, scenarios development and questionnaire surveys. The evaluation of the framework has been conducted through semi-structured focus group discussions with public sector employees involved in the pilot applications.

Findings

A framework has been developed for advanced social media exploitation by government agencies, which is based on the automated posting of policy-related content to multiple social media, and then retrieval and processing of citizens’ interactions with it (e.g. views, likes, comments and retweets), using the application programming interfaces (API) of these social media. Furthermore, a supporting information and communication technologies (ICT) infrastructure and an application process model for it were developed. Its evaluation, based on “real-life” pilot applications, leads to useful insights concerning its capabilities, strengths and weaknesses.

Research limitations/implications

The proposed framework has been evaluated in a small number of pilot applications, so further evaluation of it is required, in various types of government agencies and for different kinds of policy consultations.

Practical/Implications

The above framework enables government agencies to communicate with wider and more heterogeneous audiences in a short time and at a low cost, increase public participation in their policy-making processes, collect useful knowledge, ideas and opinions from citizens and, finally, design better, more socially rooted, balanced and realistic policies.

Originality/value

This research contributes to the development of knowledge concerning advanced practices for effective social media exploitation in government (which is currently limited, despite the considerable relevant knowledge developed in this area for the private sector), by developing and evaluating a framework for advanced and highly automated exploitation of multiple social media by government agencies. Furthermore, an evaluation methodology for such practices has been developed, which is based on sound theoretical foundations.

Abstract

Purpose

The purpose of this paper is to focus on the development of definitional standards for research information as a wicked problem. A central solution strategy for such problems, increasing transparency by argumentation visualisation, is being evaluated.

Design/methodology/approach

Qualitative formal content analysis is used in order to examine whether the process of definition standardisation in the project can be characterised as a wicked problem. Action Research is used to assess the effect of argumentation visualisation in the project.

Findings

The results of the content analysis confirm the interpretation of the standardisation process as a wicked problem. The implementation of argumentation visualisation shows to increase the meetings’ focus and effectiveness.

Research limitations/implications

The relationship between information exchange, transparency and acceptance of the development result should be addressed in future empirical analyses. Visualisation solutions require further development in order to accommodate needs of the stakeholders.

Practical implications

Argumentation visualisation is of high value for finding a consensus for definitional standards and should be considered for managing and exchanging information.

Originality/value

Applying solution strategies from design research on wicked problems to large-scale standardisation efforts opens up new possibilities for not only handling such projects but also providing new avenues of research for both the design and research information communities.

Abstract

Purpose

The purpose of this paper is to illustrate the implementation of the flipped classroom method in teaching the course and to investigate the student’s perceived helpfulness, learning outcomes and satisfaction in respect of the pre-class learning videos.

Design/methodology/approach

Pre-class learning videos were integrated into a course to encourage students to acquire knowledge before lectures and workshops. Having completed the flipped classroom, a delivery questionnaire containing all items was distributed to all of the participants. The data collected were analysed statistically, using a structured equation modelling technique.

Findings

Findings indicate that the perceived quality of experience of using videos before lectures and workshops has a positive influence on the perceived helpfulness of the pre-class learning videos. Furthermore, the perceived helpfulness of the pre-class learning videos has a positive effect of the acquisition perceived learning outcomes. The perceived helpfulness of the pre-class learning videos also has a positive impact on the student satisfaction with the course. Finally, there is a positive and causal relationship between the perceived learning outcomes and student’s satisfaction with the course.

Originality/value

Analysis reveals that the learning process and student satisfaction are improved by using pre-class learning videos.

Abstract

Purpose

This paper aims to describe relationships between cybernetics and design, especially service design, which is a component of service‐craft; to frame cybernetics as a language for design, especially behavior‐focused design.

Design/methodology/approach

The material in this paper was developed for a course on cybernetics and design. Work began by framing material on cybernetics in terms of models. As the course progressed, the relevance of the models to design became clearer. A first focus was on applying the models to describe human‐computer interaction; later another focus emerged, viewing cybernetic processes as analogs for design processes. These observations led to a review of the history of design methods and design rationale.

Findings

The paper argues that design practice has moved from hand‐craft to service‐craft and that service‐craft exemplifies a growing focus on systems within design practice. It also proposes cybernetics as a source for practical frameworks that enable understanding of dynamic systems, including specific interactions, larger systems of service, and the activity of design itself. It also shows that development of first‐ and second‐generation design methods parallels development of first‐ and second‐generation cybernetics. Finally, it argues that design is essentially political, frames design as conversation, and proposes cybernetics as a language for design and a foundation of a broad design education.

Research limitations/implications

The paper suggests opportunities for more research on the historical relationship between cybernetics and design methods, and design research on modeling user goals.

Practical implications

The paper offers tools for understanding and managing the complicated communities of systems that designers increasingly face.

Originality/value

The paper suggests models useful for practicing designers and proposes changes to design education.
