Abstract

Purpose

The purpose of this paper is to present a coherence analysis to evaluate the resilience for a critical infrastructure (CI). This is the new way to evaluate the CI and demonstrate that the authors need to pass from the protection towards resilience.

Design/methodology/approach

The authors use two approaches for this research. First is a consequence-based approach to evaluate the resilience. This approach has been used many times for evaluating the interdependencies between CIs. The second is a systemic approach to characterize the system and doing the coherence analysis.

Findings

This paper presents a methodology to evaluate the coherence in a context of CIs protection. The coherence analysis in resilience is a new concept and the first result to the application seems very good for the user of the research.

Originality/value

The originality of this paper is the coherence analysis applied to a resilience evaluation. The criteria for coherence analysis is innovative and it is a new way to consider the resilience and the relation between an organization and it is partners. Another value is the need for a wider scope in the analysis of hazards and how to address them that includes the infrastructure system itself, but also other related organizations and infrastructure systems.

Abstract

Purpose

This study aims to understand whether and how the use of performance measures in the context of healthcare organizations facilitates the dynamics of compromise or whether it creates moral struggles among a wide variety of actors. It offers novel insights into the concept of hybridity by investigating its underlying moral dimension. Drawing upon the sociology of worth theory (Boltanski and Thévenot, 1991, 2006), this paper examines how actors negotiate and compromise over time concerning issues of justice, involving the use of performance measures on a day-to-day basis.

Design/methodology/approach

The article presents a single case study of a medical unit in a French public hospital. Data were obtained through the ethnographic method, semi-structured interviews and internal financial and accounting documents.

Findings

Unlike earlier accounting studies, the authors analyze whether, and how, accounting, on one hand, contributes to the dynamics of compromise between actors with divergent values that characterize hybrid organizations, and, on the other hand, increases tensions among actors with convergent values involved in caregiving. This offers practical insights into three relational mechanisms underlying the dynamics of compromise and their limits through the time dimension.

Research limitations/implications

The authors use a single case study in a country-specific context.

Practical implications

This study helps managers of healthcare organizations to understand the relationships between the use of performance measures and their impact on the evaluation of worth in practice.

Originality/value

In terms of theoretical contribution, the authors show how the sociology of worth (Boltanski and Thévenot, 1991, 2006) complements the analysis of hybridity and develop an original approach to understanding the ambivalent role of performance measures in bringing together divergent values within French public hospitals.

Abstract

Since the publication of the report “To Err Is Human: Building a Safer Health System” by the US Institute of Medicine in 2000, much has changed with regard to patient safety. Many of the more recent initiatives to improve patient safety target the behavior of health care staff (e.g., training, double-checking procedures, and standard operating procedures). System-based interventions have so far received less attention, even though they produce more substantial improvements, being less dependent on individuals’ behavior. One type of system-based intervention that can benefit patient safety involves improvements to hospital design. Given that people’s working environments affect their behavior, good design at a systemic level not only enables staff to work more efficiently; it can also prevent errors and mishaps, which can have serious consequences for patients. While an increasing number of studies have demonstrated the effect of hospital design on patient safety, this knowledge is not easily accessible to clinicians, practitioners, risk managers, and other decision-makers, such as designers and architects of health care facilities. This is why the Swiss Patient Safety Foundation launched its project, “More Patient Safety by Design: Systemic Approaches for Hospitals,” which is presented in this chapter.
