Abstract

Purpose

The purpose of this paper is to outline the current state of political and administrative ethnography in political science and public administration before suggesting that focus groups are a useful tool in the study of governing elites. They provide an alternative way of “being there” when the rules about secrecy and access prevent participant observation. Briefly, it describes the job of Prime Ministers’ Chiefs of Staff before explaining the research design, the preparations for the focus group sessions, and the strategies used to manage the dynamics of a diverse group that included former political enemies and factional rivals.

Design/methodology/approach

It outlines the approach to analysis and interpretation before reviewing the strengths and weaknesses of focus groups for research into political and administrative elites.

Findings

It concludes that focus groups are a valuable tool for making tacit knowledge explicit, especially when all participants work in a shared governmental tradition.

Originality/value

It is the first project to use focus groups to study the political elites of Westminster systems, let alone Australian government.

Abstract

Purpose

The purpose of this article is to persuade ethnographers to consider using composites for studies in which protecting participants from identification is especially important. It situates the argument in the context of the transparency and data sharing movements' uneven influence across disciplines.

Design/methodology/approach

The paper reviews problems in maintaining confidentiality of research participants using pseudonyms and masking. It analyzes existing literature on composites, conditions of composite use and identifies composite actors as a form useful to place-based ethnography. Methodological aspects of composite actor construction are discussed along with potential opportunities composites offer.

Findings

Construction of composite actors is best accomplished by aggregating thematically during deskwork. Composites provide enhanced confidentiality by creating plausible doubt in the reader's mind, in part, through the presentation of aggregate rather than individual-level data.

Originality/value

This discussion advances the methodology of constructing composites, particularly composite actors, providing guidance to increase trustworthiness of ethnographic narratives that employ composites.

Abstract

Purpose

The Westminster Parliament is multifaceted, lacks cohesion and collective direction, appearing at times to challenge the very notion of a structured public institution itself. Within an environment with little collective identity, understanding who leads in the UK Parliament is challenging; there are multiple, contestable sites of leadership and governance. The purpose of this article is to explore the understudied concept of legislative leadership, to better understand what goes on inside the legislature. The author presents a decentred and nuanced disaggregation of “leadership as practice” in parliament, examining three faces of legislative leadership.

Design/methodology/approach

Interpretive approaches to studying legislatures have presented new impetus to research in this area and the author utilises such anti-foundationalism. The article draws on ethnographic research into “everyday practices”, conducted during an academic fellowship in the UK Parliament from 2016 to 2019, which involved privileged access to the parliamentary estate. The data used include observations, shadowing and elite interviews collected during the fellowship.

Findings

By looking at the legislature from the inside, the author can better understand elite behaviour. This helps to explain motives, daily pressures and performative skills deployed in displays of autonomous, decentred leadership. The legislative leadership the author observed was atomised and could be stretched to accommodate the incumbent office holder. There were multiple relationships both formally constituted and informally constructed, but little collaborative or consensus leadership.

Originality/value

This article fulfils an identified need to study leadership in legislatures – and in particular key elites – from the inside.

Abstract

Purpose

This chapter investigates how normative beliefs attributed to insecure paid work and care responsibilities affect social understandings of the work–family boundary, and either challenge or reinforce traditional links between gender and moral obligation.

Methodology

Within an interpretive approach and from a gender perspective, I present a discourse analysis of 41 interviews with Italian parents.

Findings

This chapter shows that women in the sample felt forced into blurred boundaries that did not suit their work–family normative beliefs. Men in the sample perceived that they had more boundary control, and they created boundaries that support an innovative fatherhood model. Unlike women, men’s boundaries aligned with their desires.

Research limitations

The specific target of respondents prevents empirical comparisons between social classes. Moreover, the cross-level analysis presented is limited: in particular, further investigation is required at the level of organizational cultures.

Originality

The study suggests not only thinking in terms of work–family boundary segmentation and integration but also looking at the normative dimensions which can either enhance or exacerbate perceptions of the work–family interface. The value of the study also stems from its theoretically relevant target.

Abstract

This paper welcomes Bevir’s Democratic Governance, applauding especially its theoretical coherence and sophistication, and its conclusion that we need a more dialogic, diverse notion of democracy. However, it also raises concerns regarding Bevir’s decentred approach to the state and his non-foundationalism. In the former case it suggests that the demise of the role of the state has been over-estimated, especially in the wake of the financial crisis. In the latter case, it claims that to understand the problems public services face, it is often necessary to embrace a materiality that non-foundationalism finds it hard to accommodate. The paper illustrates concerns by showing how these combined in the development of Labour policy in the UK between 1997 and 2010 o produce an account that has a very different emphasis to Bevir’s.

Abstract

Isu diskriminasi antara kaum telah tular di media sosial berikutan isu pemberian vaksin secara jumpa terus yang mula dibukakan di Pusat Vaksinasi Stadium Tertutup pada hari Jumaat, 24 September 2021. Jumlah orang ramai yang ingin mengambil vaksin telah melebihi jangkaan sehingga menyebabkan keadaan menjadi tidak terkawal dan berlakunya pelanggaran Prosedur Pengendalian Standard (SOP). Kajian ini dijalankan untuk membincangkan isu diskriminasi kaum yang berlaku semasa gelombang kedua pandemik COVID-19. Penelitian menggunakan metode kualitatif secara deskriptif. Data yang diperolehi daripada komen-komen dalam halaman Brunei Dot Com, dan Facebook ini seterusnya dianalisis menggunakan model tiga dimensi Fairclough (1992). Hasil kajian mendapati kesemua komen telah menunjukkan sikap diskriminasi dalam kalangan masyarakat Brunei secara sedar ataupun tidak. Isu diskriminasi ini bukan sahaja dapat dilihat dari sudut representasi linguistik, tetapi juga penghasilan dan pewahanaan wacana berkaitan pada halaman Brunei Dot Com, dan Facebook. Kajian ini juga menunjukkan bahawa wacana bukan saja mampu dibentuk masyarakat tetapi juga membentuknya.

The issue of racial discrimination concerning the commencement of walk-in vaccination at the Indoor Stadium Vaccination Centre on Friday, 24 September 2021 was widely addressed in the social media. Chaos ensued as an influx of people attended the centre and violated the Standard Operating Procedure (SOP). This paper examines the issue of racial discrimination during the second wave of COVID-19 pandemic in Brunei. As a qualitative-descriptive study, data obtained from Brunei Dot Com, and Facebook page, were analysed using Fairclough's (1992) three-dimensional approach. Findings have shown presence of discriminatory attitudes among the local community displayed as deliberately or unintentionally. This is manifested in its linguistic representations, discourse production and consumption in the selected Brunei Dot Com and Facebook pages. This study indicates that a discourse is not only capable of shaping but is also shaped by the community.

Abstract

I summarize my views on democratic governance before responding to critics. Governance arose partly from the impact of modernist social science on public policy and it limits the space for democratic action. My preferred alternative is an interpretive social science inspiring more participatory and dialogic democratic practices. In defending these arguments, I concentrate on the nature of interpretive social science and its relation to democratic theory. I define interpretive social science in theoretical terms as based on recognition of the role of meanings in human life and the holistic and historical nature of meanings. This interpretive social science does not lead to any particular methods or topics, but it does rule out reified and deterministic appeals to structures. Democratic renewal depends on promoting interpretive social science, not institutional blueprints.

Abstract

I explore Bevir’s approach to interpretive social science and its implications for his study of governance. I make two arguments: one methodological and one substantive. First, I argue that we should think of the philosophy of interpretive social science as necessarily tied to some chosen method of recovering knowledge, be it local or expert knowledge. Without such a recovery of knowledge, interpretive analysis of local reasoning is impossible. Second, I argue that the recovery of not only expert knowledge - Bevir's primary focus - but also the local knowledge of citizens who are affected by these reforms, ought to play a central role in our understanding of governance.
