Abstract
Purpose
In 2019, the goal of developing a world-class open university through different stages was put forward by the Open University of China (OUC), which indicated that internationalization for Chinese open universities came to the agenda. However, international activities of open universities are different from those in conventional universities, and how to fulfill the goal of internationalization is a main issue faced by educators in Chinese open and distance education arena. This research aimed to identify ways of internationalization for the OUC system.
Design/methodology/approach
A survey was employed as a tool to get feedback from target audience. A questionnaire was released to academics, management staff and researchers to the 44 provincial open universities. A total of 501 samples were collected. Among them, 332 were from academics, which accounted for 66.27%, 152 were from school-level directors and 17 were from university-level leaders.
Findings
By analyzing the data collected in the survey, the study proposes four recommendations to fulfill the goal of internationalization for Chinese open universities and these include strengthening top-level strategies, building up professional teams, sharing learning resources and delivering upper-level programs.
Research limitations/implications
The targets of this research were all staff at different levels in the central and local institutions; no students were included in the research. Therefore, this did not reflect a picture from the student perspective, and this will be improved in future research.
Originality/value
Since the establishment of the OUC in 1979, there has been no clear and systematic pathways for the development of internationalization of Chinese open universities. This research proposes a theoretical framework of internationalization for open universities and suggests a direction for future development.

Abstract
Purpose – There are few means of measuring whether universities have effective international programmes or policies in response to increasing globalisation. The purpose of this paper is to report on the development and testing of a model for measuring the internationalisation of universities and to assist with the strategic planning of interationalisation. Design/methodology/approach – The 11‐dimension model was developed as a result of a literature search and interviews with academic and non‐academic university staff. The model was trialled with a range of New Zealand and overseas universities. Findings – The model received widespread support as a useful way of conceptualising and visualising the internationalisation of universities. Measurement of internationalisation was demonstrated. The model was useful for the facilitation of the planning of investment in the various dimensions that make up internationalisation. The “star” model displayed both the current and ideal levels of internationalisation in visual form for an institution. It can be used to make systematic decisions about future institutional activity resource investment. Research limitations/implications – The testing is limited and will need to be extended to other countries, types of universities, faculties, departments and programmes. Originality/value – The model is useful to those who manage the intenationalisation of univerities, clarifying the concept and making systematic action to increase internationalisation possible.

Abstract
Purpose
Although internationalisation has become a key strategic element of universities across the world, there is little empirical evidence suggesting the nature and extent of integration of internationalisation into the strategic mission of individual institutions. Little is also known about challenges faced by institutions in their quest to integrate internationalisation into their broad strategic choices. This paper aims to address these issues.
Design/methodology/approach
An exploratory study is conducted in six universities in the UK selected from the Russell pre‐1992 group, the post‐1994 group and former colleges of higher education (HE). The study has three distinct but interrelated aims: how internationalisation is conceptualised in the study institutions; the available evidence for its structural integration into the university services and understanding the perceived challenges institutions face in the quest to integrate the idea as a broad strategic element of those institutions.
Findings
There exist a range of distinct barriers working against the full integration of the concept into the institutional cultures. These include: conceptual and structural deficiencies in the organisation of institutional internationalisation; over emphasis on human exchange initiatives over cultural integration efforts and increasing undercurrents of feelings among staff and students of local neglect at the expense of global attention.
Originality/value
The paper creates a sound basis for a more broad‐based study across the HE sector. Specifically, the paper suggests that the increasing cultural diversity in UK HE brought about in part by internationalisation and also by general human migration occasions new thinking and practices in organisational and management terms to address the needs of the “mosaic or cultural melting pot” phenomena characterising the increasingly multicultural HE learning environments.

Abstract
Purpose
The paper's aims is o explore the relationship between having a complete strategic focus and the extent of the internationalisation of university business schools and the level of desire for the future internationalisation and to further validate the model of internationalisation.
Design/methodology/approach
Data were collected for business schools and business facilities using the Elkin, Devjee model of internationalisation concerning the current and desired levels of internationalisation of the business schools. In addition schools were asked six key questions about strategic focus.
Findings
It was observed that those schools with complete strategic focus had higher levels of current internationalisation and greater aspirations for even higher levels of internationalisation than schools without a complete strategic focus. It was also found that there may be a connection between research intensity and internationalisation.
Research limitations/implications
Future samples would be better to clearly separate whole universities and business schools and the role and status of respondents.
Practical limitations
In order to be successful in internationalisation institutes need to develop a complete strategic focus.
Originality/value
The use of the model of internationalisation was further validated and the model was used for the first time in conjunction with strategic focus to illustrate strategy in practice.

Abstract
This chapter examines the internationalisation of public higher education in Brazil using the theoretical triptych of internationalisation as developed by leading scholars in the field: internationalisation at home (IaH), internationalisation abroad (IA), and internationalisation at a distance (IaD). This framework – while rooted in knowledge, systems, and scholarship from researchers and institutions in the Global North – is a constructive tool for categorising and understanding internationalisation at Brazil’s higher education institutions (HEIs) when coupled with an exploration of the history, context, policy, and dynamics of internationalisation efforts. The chapter then summarises and underscores recent and important scholarship by Brazilian researchers and others in the Global South that describes the history of the nation’s internationalisation efforts. It also critiques the powerful influence that Global North-centred objectives and priorities for internationalisation have on the process at Brazilian HEIs. Following a discussion of the theoretical framework and relevant literature, the chapter provides a case study of internationalisation efforts and initiatives of an elite public university, the Universidade Federal de Minas Gerais (UFMG). Content analysis of UFMG’s website and publicly available reports and data demonstrates a high level of institutional internationalisation that has unfolded in recent years, stimulated by federal funding and guided by a strategic framework developed within the Ministry of Education. An analysis of UFMG’s mission, partnerships and programmes finds that the institution serves as an example of internationalisation in Brazil’s public higher education context, as its programmes and initiatives exemplify the overarching objectives of internationalisation in Brazilian higher education.

Abstract
In the 21st century, placing higher education institutions in the global world has become the norm. Therefore, many higher education institutions in Ghana and across the globe have set out to internationalise or become world-class universities as part of their strategic ambitions. Thus, finding ways to become visible on a global scale and transcend beyond the countries in which they operate has become of major interest to most universities. The authors of this chapter were curious to determine how universities adopt imported organisational templates as a strategic ambition. One should not assume that the semblance of such imported concepts is mere institutional isomorphism stemming from internationalisation and globalisation. The study employed semi-structured interviews and institutional documents as data collection tools among ten (10) university actors in a flagship university in Ghana. The study used postcolonial theory to critically examine the drivers and current practices embedded in dominant hegemonic global discourses, such as internationalisation. The findings revealed that the drivers and reforms underpinning university internationalisation ambition are framed within economic rationalities, producing human capital, self-marketisation to promote visibility, and a quest for global competition couched within global neoliberal ideology. The study recommends the need for university actors to (re)focus and (re)evaluate university internationalisation discourse to ensure a balance between local relevance and global forces.

Abstract
This chapter considers internationalisation strategies to promote international student recruitment and mobility as the central tools of contemporary universities operating in a global and competitive context. It presents an overview of these strategies in the public university context in Italy, which serves as a case study to highlight how universities increasingly give relevance to the internationalisation of education in their strategic plans to attract overseas students and encourage incoming and outgoing student mobility. The document-based analysis of the Italian case reveals a prominent commitment from public universities to promoting internationalisation through different strategic performance objectives that contribute to the internationalisation of students and fuel their mobility and recruitment on a global scale. This research provides empirical evidence of the saliency of the internationalisation of education within the strategic missions of universities. It also addresses the connection between the internationalisation of university education and performance-based funding.

Purpose
Internationalisation is one of the significant manifestations of the ongoing transformation of doctoral education. The purpose of this paper is to focus on the perspectives of Portuguese universities and doctoral students regarding the importance of internationalisation and the strategies to achieve it in doctoral education.
Design/methodology/approach
A sample of 118 doctoral programme websites from 27 universities (15 public, 12 private) served as the data source of university perspectives of internationalisation. Doctoral students’ perspectives on the same topic were collected through 31 interviews, 27 conducted in seven focus groups and four individually, with first-year doctoral students from three Portuguese public universities. Content analysis was performed on the two sets of data.
Findings
According to university and doctoral students’ perspectives, internationalisation assumes an important role in Portuguese doctoral education and is being integrated through specific strategies. Strategies for attracting and recruiting international students appear to take a back seat compared to strategies which offer students international experience through immersion in international environments in their home institutions. While expressing the potential impediments, undesirable side effects and conditions that internationalisation must meet, students seem to take a critical stance towards it and towards the institutional strategies designed to promote it.
Originality/value
This paper addresses a topic which does not appear to receive much attention in doctoral education research and, to this extent, advances knowledge on the internationalisation of doctoral education.

Abstract
Purpose
Internationalization is viewed as an important strategy in the context of a country in transition from central planning to market orientation. Efforts to internationalize universities are being carried out at both national and institutional levels. However, to the best of the authors’ knowledge, there has been no study to investigate how individual institutions approach internationalization and what they gain from that process. This paper aims to investigate the enhancement of teachers’ and students’ knowledge and skills using internationalization in Vietnam universities as a strategy.
Design/methodology/approach
Semi-structured interviews with leaders from 12 universities were conducted to investigate their perceptions, strategies and perceived outcomes of the internationalization process of their universities. Data analysis involved coding the transcripts of interviews into themes.
Findings
Results show that current approaches to internationalized activities in Vietnamese universities are ad hoc in nature, while resources and language incompetence of staff and students are limited. In line with other previous studies, limited resources and lack of English competence among educators and students were found to be the key obstacles and challenges for internationalized activities. The authors also note an issue that apparently has not been raised elsewhere in the relevant research literature, which is the challenge for the sustainability of knowledge production via research and publications.
Originality/value
Findings from this study not only contribute to Vietnamese universities but also to other developing institutions which do not have strong international exchange programs or have not experienced strong benefits from international exchange programs.

Abstract
Purpose
This paper aims to critically investigate the past hype of internationalization of higher education institutions (HEIs) and its complex international, national and local processes under the influence of globalization.
Design/methodology/approach
In particular, the authors employed the knowledge–policy–power interface framework through a scoping review in order to reexamine the political dynamics among international, national and local higher education actors in driving the internationalization of HEIs in the context of South Korea between the 1990s and the 2020s. The perspective taken by this research brings much-needed nuance to the analysis by focusing on the complex dynamics of external factors and key actors and their responses in the process of internationalization.
Findings
This research found three characteristic dynamics of internationalization of Korean HEIs: uncritical acceptance of external pressures for internationalization; unbalanced formal and informal participation at the national level and different ways HEIs absorb change. In short, this research discussed how the powerful government, which has been stirred by external forces, shaped the limited knowledge discourse on internationalization while triggering power games among various HEIs. The research highlights that the characteristics of HEIs and the voices of all stakeholders should be better accounted for so that internationalization can proceed in diverse ways from the ground up to enhance and assure educational quality.
Research limitations/implications
The research limits itself by analyzing the political dynamics in driving the internationalization of HEIs in the context of South Korea only through scoping review. However, the attempt to disentangle the underlying political dynamics through its original framework is worthy unlike previous more traditional models that cast policy-making as a uniform cycle proceeding rationally through the policy process regardless of the issue.
Practical implications
These findings enable a better analysis of the key dynamics of how HEI internationalization policies in Korea were understood, planned and implemented. Without examining the political dynamics among various factors as well as the responses of significant actors to HEI internationalization, the current challenges and remaining tasks in translating higher education policy into practice cannot be thoroughly assessed.
Social implications
Most importantly, the multilayered political dynamics that come together to shape the content and directions of policies in a certain national context should be taken into account in the process of policy-making. Such recontextualization would provide a better understanding of the underlying dynamics that lead to certain consequences of and challenges in translating higher education policy into practice, especially for those who face the challenge of balancing between state-driven policies and ever-diversifying needs and demands of HEIs.
Originality/value
As there is a lack of understanding of the critical context of the knowledge–policy–power interface despite the significant influence of political dynamics in the process of internationalization, this research reexamined the internationalization of HEIs in Korea by providing a better understanding of the political dynamics between knowledge and power that influence the directions and contents of policy dialogues and documents.
