Abstract
Purpose
China's research and development (R&D) internationalization has grown rapidly in the 1990s. However, academic research has not kept pace with it. The purpose of this paper is to study the development characteristics and evolution pattern of China's R&D internationalization, explore its challenges to China's traditional science and technology (S&T) system, and to give some suggestions for the reform of China's S&T system as well.
Design/methodology/approach
An in‐depth case study about Huawei is conducted by focusing on its strategy and development pattern of overseas R&D activities. It involves two methods of data collection: comprehensive interviews and administrative records and documents of the company. More information about China's R&D internationalization and S&T system is obtained through literature review, policy documents collection and a previous questionnaire survey of 28 leading Chinese firms.
Findings
Based on the literature review, previous survey and study of the strategy and development of R&D internationalization of Huawei, a three‐stage model is proposed to explain the evolution of R&D internationalization in China. The challenges to the traditional S&T system in China are summarized. In the future, R&D internationalization should be considered as an important factor in the reform of China's S&T system. Some suggestions are given as well.
Originality/value
This paper puts forward a three‐stage model to explain the evolution of R&D internationalization in China, which may add both academic and practical value to the field of internationalization of R&D. It brings some valuable implications to the reform of China's S&T system as well. This paper analyzes the challenges and opportunities brought by R&D internationalization to China's S&T system on the basis of case study and policy documents collection. The suggestions of the reform of China's S&T system are presented.

Abstract
Purpose
The purpose of this paper is to investigate differences in the characteristics of knowledge, which is very important for the internationalization of different business activities. In particular, the focus is on internationalization in emerging markets such as China and India.
Design/methodology/approach
The paper presents a framework primarily based on knowledge management theory, which is illustrated in relation to interesting cases of four companies that are global leaders.
Findings
An R&D knowledge gap still exists in China and India. Differences across business activities exist in terms of the characteristics of the knowledge, which is most important for the internationalization in emerging markets within multinational corporations (MNCs). The most important knowledge for the internationalization of R&D activities is more tacit than it is for manufacturing activities and international purchasing activities. The source of the most important knowledge for the internationalization of R&D activities, as well as manufacturing activities, is more likely to be the MNC itself, than when marketing activities or purchasing activities are internationalized to emerging markets.
Originality/value
A model is developed that illustrates differences between the most important knowledge for the internationalization of key business activities within MNCs. It is proposed that the technical dimension of tacit knowledge is more easily codified than the cognitive dimension of tacit knowledge. The cognitive dimension of local tacit knowledge is crucial for the internationalization of marketing activities, whereas the technical dimension of tacit R&D knowledge from the home base is crucial for the internationalization of R&D activities.

Abstract
Purpose
The authors aim to discuss the impact of research and development (R&D) internationalization on emerging market enterprises' (EMNEs') innovation efficiency, as well as the moderating effects of top management team (TMT) human capital.
Design/methodology/approach
The authors empirically tested the hypotheses based on Chinese listed manufacturing company data from 2008 to 2017.
Findings
R&D internationalization helps to increase EMNEs' innovation efficiency. Incorporating TMT human capital into this framework, the authors found that international experience, education level and technical background would all strengthen the above relationship.
Originality/value
First, the authors contribute to the R&D internationalization literature by providing the first empirical evidence that R&D internationalization will influence EMNEs' innovation efficiency. Second, this study enriches the research results on the driving factors of enterprise innovation efficiency and expands the related research results on the relationship between R&D internationalization and production efficiency. Third, the research highlights the prominent position of TMT human capital in the relationship between R&D internationalization and EMNEs' innovation efficiency, which strengthens the contextual characteristics of the “R&D internationalization-innovation performance” framework.

Abstract
Purpose
The purpose of this paper is to systematically review the evolution, characteristics, motivations, entry patterns, organizational structure and effectiveness of the internationalization of Chinese research institutions in the past 40 years of reform and opening-up.
Design/methodology/approach
This paper describes the evolution and practice of Chinese research institutions “going out” by constructing a theoretical framework diagram and uses official statistics and existing research to explain the authors’ points.
Findings
The research results show that the internationalization of research institutions has undergone four phases: sprout period, starting period, adjustment period and accelerating period. It shows a rapid growth of investment scale, diversification of investment entities, rich and varied forms, and transition to major countries along the “One Belt and One Road.” Expanding the international market, tracking and acquiring technological frontiers, nurturing domestic R&D talents, and evading the risks of political, economic, cultural and scientific differences between home and host countries are the main motivations for Chinese research institutions to “go global.” Multinational corporations have entered the host country with modes such as M&A, greenfield investment and joint R&D alliances in their own strengths and also presented a variety of organizational structures such as integrated R&D networks.
Originality/value
This paper systematically summarizes the internationalized experience model of research institutions with Chinese characteristics since the reform and opening-up. From the perspective of internationalization model transformation, policy integration and cooperation among emerging economies, it presents the opportunities and challenges faced by the research institutions in the process of internationalization and provides a theoretical basis for improving the internationalization ability of research institutions.

Abstract
Purpose
This study aims to investigate whether there are disparities in research and development (R&D) internationalization between latecomers from economy-level technological disparities and firms with ownership-specific technological capability differences in the wind turbine industry.
Design/methodology/approach
Employing econometric analysis based on patent indicators, the authors examine the patent data assigned by the United States Patent and Trademark Office (USPTO) to the technologically advanced economy and the technologically emerging economy.
Findings
This study finds that latecomers from technologically advanced economies behave with no difference from early leaders in terms of international co-invention (INCO) but do show differences in another indicator – native ownership of foreign inventors (NOFIs). Additionally, latecomers from economy-level technological disparity show significant differences both in both INCO and NOFI. These results indicate that the latecomers from technologically advanced economies not only possess the nature of latecomers which motivates them to seek knowledge from foreign economies but also benefit from their advanced home base, thereby prompting them to internationalize and access cost-effective R&D resources. Moreover, the results demonstrate that latecomers from technologically emerging economies are more prone to engage in R&D internationalization to augment their own home base compared with firms from advanced economy.
Originality/value
This study extends the literature on R&D internationalization by introducing novel perspectives. It distinguishes some apparent distinctions of the tendency of R&D internationalization between latecomers under economy-level technological disparity as well as firms from ownership-specific technological capabilities differences. Additionally, this study disaggregates R&D internationalization into twin key dimensions: INCO and NOFI. These findings allow for a comprehensive understanding of the differences in the firm's R&D internationalization under economy-level technological disparities and ownership-specific technological differences. These findings offer valuable insights for decision-makers in navigating global innovation activities by highlighting the diverse economy-level technological advantages as well as ownership-specific advantages.

Purpose
With the development of economic globalization and the growth of cross-border technology flow, the internationalization of innovation has become an important strategy for enterprises in global competition for both investment optimization and technological advancement. The purpose of this paper is to reveal the research evolution in internationalization of innovation, investigate the hot spot transformation, and predict the future research trends.
Design/methodology/approach
The main research approaches in this study are literature co-citation analysis and keyword co-occurrence analysis. Co-citation is applied as a semantic similarity measure for related papers that makes use of citation relationships. Co-occurrence frequency analysis of keywords is also carried out to reveal the hot spots in research of internationalization of innovation. With the data downloaded from Web of Science, Citespace was used as a tool of scientometrics to visualize the node papers, knowledge mapping and keyword co-occurrence ranking in different stages of research evolution. The literature being analyzed in this study come from paper collection by searching the titles, abstracts and keywords, for terms that include “international innovation”, “international R&D”, “international technology”, “globalizational innovation”, “globalizational R&D”, “globalizational technology”, “multinational innovation”, “multinational R&D” and “multinational technology”.
Findings
The investigation reveals that there are two distinct stages in research evolution of the internationalization of innovation. The direction of innovation diffusion has turned from “one-way trickle down from developed countries” to “two-way interaction between developed countries and emerging countries”. Meanwhile, the research hotspots have been transformed since 2000 from “detail and operation-focused” to “profound and strategy-focused”.
Originality/value
The paper gives an insight into the internationalization of innovation field using literature from the Web of Science as an illustration.

Abstract
Purpose
The purpose of this paper is to examine recent trends in R&D offshoring by US multinational enterprises (MNEs) against a well‐established conceptual framework derived from transaction cost and internalization theories, as well as challenges to it.
Design/methodology/approach
The paper develops and tests a parsimonious model of cross‐country variation in R&D performed by affiliates of MNEs based on a 31‐country, 15‐year dataset of US non‐bank majority‐owned foreign affiliates (MOFAs).
Findings
Consistent with the implications of transaction cost and internalization frameworks, the findings show that the location of R&D offshoring is significantly determined by ownership of physical assets by MNEs in the host country and host country technological capability.
Practical implications
R&D offshoring can enhance the quality and the quantity of knowledge flows between home country and host country R&D centers. The resulting positive knowledge spill‐over effects can increase the welfare and productivity of an MNE and its home country in the long run.
Originality/value
The paper provides a comprehensive explanation for MNEs' R&D offshoring based on transaction costs, internalization framework and technological factors.

Purpose
How does the internationalization of R&D influence the development of dynamic capabilities? Based on the observation that Chinese high‐tech companies internationalize parts of their R&D activities to Western countries before they have established sound domestic R&D capabilities and in opposition to other held beliefs about internationalization drivers this paper aims to investigate the role of global R&D organizational structure in the development of dynamic capabilities.
Design/methodology/approach
This research is based on a qualitative case study using data of one Chinese high‐tech firm to develop testable propositions.
Findings
The research develops three main propositions: the loss of competitive advantage and relevant capabilities in the domestic market is more important to the internationalization of R&D than an attempt to enter new international markets; in joint development teams with a partner company, a functional R&D team sub‐structure using heavyweight or autonomous teams leads to a higher degree of knowledge exchange in the partner sub‐project organization; R&D projects conducted in organizations with higher formal control lead to a higher degree of learning than R&D projects conducted when control is shared with a partner; R&D projects which rely extensively on external knowledge (with no formal control) produce better outcomes for learning than projects conducted under joint control; R&D projects which rely extensively on external knowledge (with no formal control) produce better outcomes for learning than projects conducted in full control.
Research limitations/implications
As the research is based on data of one single case study there are several inherent limitations regarding validity and reliability which need to be covered by future research.
Originality/value
This paper posits that R&D internationalization has a positive influence on the development of dynamic capabilities.

Purpose
The purpose of this paper is to conceptualize and make sense of the internationalization of the triple helix (TH) model.
Design/methodology/approach
As this study is exploitative in nature, an inductive approach is adopted in data collection and data analysis. The Danish TH's experiences in China are used as empirical evidences. Primary data are collected from in-depth interviews and discussions, filed observations, and personal experiences. Secondary data such as the government policies and documents, companies’ annual reports, and reliable web sites are also included.
Findings
The paper conceptualizes the internationalization of the TH into three stages: pioneering stage, exploration stage, and integration stage. In the pioneering stage, the authors see the establishment of each of the three helix spheres abroad, i.e. internationalization of companies, universities and governments; in the exploration stage, the three spheres start to interact abroad and collaborate with their counterparts in the host country; in the integration stage, helix to helix collaboration is emerging.
Originality/value
This study has both theoretical and practical significance. It expands the existing TH theory by proposing a model for the internationalization of it. On the other hand, this study gives implications regarding utilizing global knowledge resources and enhancing innovation performances overseas.
