Abstract
This chapter reviews the challenges facing educational research and knowledge production, in the independent post-Soviet Central Asia through examination of the case of Tajikistan. The chapter revisits issues discussed in Niyozov and Bahry (2006) on the need for research-based approaches to with these challenges, taking up Tlostanova’s (2015) challenge to see Central Asian educational history as repeated intellectual colonization, decolonization, and recolonization leading her to question whether Central Asians can think, or must simply accept policies and practices that travel from elsewhere. The authors respond by reviewing Tajikistan as representative in many aspects, if not all particulars, of the entire region. Part one of the review describes data sources, analyses, and our positionalities. Part two reviews decolonization in comparative, international, and development education and in post-Soviet education. Part three describes education research and knowledge production types and their key features. Thereafter, the authors discuss additional challenges facing Tajikistan’s and the region’s knowledge production and link them to the possibilities of decolonization discourse. The authors conclude by suggesting realistic steps the country’s scholars and their comparative international education colleagues may take to move toward developing both research capacity and decolonization of knowledge pursuits in Tajikistan and Central Asia.

Abstract
This chapter examines the usefulness of the field of comparative and international education (CIE) in reference to supporting and informing the development of education in the Pacific Islands (Oceania) region. Accordingly, it reconsiders the conceptualization and practice of the field by unpacking understandings of CIE with specific reference to the Pacific Islands. I argue that advancing the field in Oceania entails critical examination of context, of persisting colonial legacies in education and the broader social, economic, and political landscape. Considerations of these discourses identify some of the tensions, contradictions, and ambivalences that eventuate as “education for national development” is reconciled with indigenous knowledges and the intellectual traditions that sustain Pacific island communities. Adopting a postcolonial perspective, this chapter explores recent educational initiatives in Papua New Guinea, Fiji, and Solomon Islands. These initiatives reveal the complexities and multifaceted dynamics that underpin the context of Pacific Islands systems of education. They also reflect how Pacific educational leaders negotiate global imperatives for education while observing indigenous knowledge systems and cultural values. The lessons drawn from these case studies suggest that comparative education scholars need to rethink partnerships with colleagues and neighbors in consideration of Pacific and indigenous (including Australia and New Zealand) cultural protocols of engagement by honoring respect and reciprocity, mutual benefit, and empowerment. Such conceptual and practical reconsiderations may facilitate an assessment of the impact of western intellectual contributions on systems of education in Oceania.

Abstract
This chapter will situate the global paradigm shift toward Post-Education-For-All (Post-EFA) not only in the policy trends in the field of international education development, but also in the academic context of international relations and comparative education.
The chapter highlights three dimensions which characterize the paradigm shift; namely, discourse on norms, diversifying actors, and the changed mode of communication and participation in the global consultation processes. The existing formal structure of the EFA global governance is based on multilateralism which recognizes sovereign nation-states, representing national interests, as the participants. However, such an assumption is eroding, given that there is a growing number of state and nonstate actors who influence decision-making not only through conventional formal channels, but also informally. Urging the revision of theories of multilateralism, the chapter introduces the attention given to nontraditional donors and horizontal networks of civil society actors in this volume.
The introduction also shows that that the widening basis of participation in the global consultation processes on post-EFA and advanced communication technology have changed the ways in which discourse is formulated. While the amount and the speed of exchanging information have been enhanced and different types of actors have been encouraged to take part, it also obliges scholars to adopt innovative methods of analyzing discourse formation.
The chapter also demonstrates the importance of the focus on the Asia-Pacific region, which is composed of diverse actors who often underscore Asian cultural roots in contrast to Western hegemony. By focusing on the discourse, actors, and the structure through which the consensus views on the post-EFA agenda were built, the volume attempts to untangle the nature of the post-EFA paradigm shift, at the global, Asia-Pacific regional, and national levels.

Abstract
An emerging stream of literature has observed that project-based organizations rely increasingly on a network of collaborations originating from the ongoing process of creating and dissolving relationships that bring new project opportunities. Project-based networks are widespread in knowledge-intensive and creative industries, such as life-science and biotechnology, nanotechnology, and software, film, and music industry. This chapter examines the structural characteristics of project-based network-ties in German biotech. We focus on the consequences of local versus international network ties for the innovative success of German biotechnology firms. The findings of our longitudinal event history analysis indicate that the most valuable learning drivers are international research alliances and centrality within the international research network. Surprisingly, we do not find any local effects: neither the density of a local research cluster, nor its diversity or age is of significance. Our results shed new light on the relevance of international linkages for firms that are engaged in project-based learning networks.

Abstract
This study evaluated the linkages among market tracking, research & development (R&D), international competition and firm profitability. Over six hundred electronic and computer manufacturers were surveyed. Results show a clear linkage between market tracking, R&D and increased profitability. The study found no linkage between international competition and profitability. These findings are useful benchmarks for marketing managers in understanding the contributions these practices and variables make to the financial performance of the firm.

Abstract
Purpose
In recent years, China's marine industry has maintained rapid growth in general, and marine-related economic activities have continued to improve. The purpose of this research is to analyze the basic situation of China's marine economy development, identify the problems therein, forecast development trends and propose policy recommendations accordingly.
Design/methodology/approach
This research conducts a comprehensive and detailed analysis of the development of China's marine economy with rich data in diversified aspects. The current situation of China's marine economy development is analyzed from the perspective of scale and structure, and the external and internal development environment of China's marine economy is discussed. With the application of measurement and prediction method such as trend extrapolation, exponential smoothing, grey forecasting and neural network method, the future situation of China's marine economy development is forecasted.
Findings
In a complex environment where uncertainties at home and abroad have increased significantly, China's marine economy development suffers tremendous downward pressure in recent years. As China has achieved major achievements in the prevention and control of the COVID-19 epidemic, the marine economy development will gradually return to normal. It is estimated that the gross marine production value in 2022 will exceed 10 trillion yuan. China's marine economy will continue to maintain a steady growth trend in the future, and its development prospects will remain promising.
Originality/value
This research explores the current situation and trends of China's marine economy development and puts forward policy recommendations to promote the steady and health development of China's marine economy accordingly.

Abstract
Purpose
The purpose of this paper is to examine the issues of integrating R&D globalization, national innovation system, university‐industry (U‐I) knowledge transfer, and international U‐I collaboration.
Design/methodology/approach
A framework for research on internationalization of U‐I collaboration is proposed and the process of international U‐I collaboration could be categorized Processes A (including A1‐A2‐A3), B, C and D. The framework is applied to explore the process and contribution of international U‐I collaboration in China based on the cases studies of Philips' Brainbridge program and institute for the study of the ancient world (ISAW) international cooperation.
Findings
Processes A and B are confirmed in this research. Through the international U‐I collaboration, foreign universities contribute to the development of innovative capabilities of industries in China, while the foreign companies could play roles in the China's national innovation system. The research suggests that the international U‐I collaboration could be used as a bridge to connect strategies of R&D globalization to the improvement of national innovation system. With the internationalization of U‐I collaboration, the national innovation system would be developing to global innovation system. Moreover, this paper provides a method of technological internationalization and practical suggestions to the management of U‐I collaboration.
Research limitations/implications
More empirical research is necessary to further examine this framework.
Originality/value
This paper provides a framework to analyse the process of international U‐I collaboration. Additionally, it enriches the research on R&D globalization from the industrial fields to the academics and the research on national innovation system. The findings will contribute to the practice and diffusion of international U‐I collaboration from the industrial and governmental levels.
