Abstract

Purpose

This study applies Oviatt and McDougall’s (2005) model of forces influencing the speed of internationalisation to small, export oriented enterprises. The purpose of this paper is to explore the significance of the forces enabling, motivating, mediating and moderating internationalisation in small and medium-sized enterprises (SMEs), and the manner in which these forces manifest themselves in the market.

Design/methodology/approach

A qualitative research approach utilising eight case studies within Norway and Ireland was adopted in order to facilitate theory building required for this study.

Findings

The findings demonstrate that four forces in particular are found to be strongly significant to the speed of internationalisation among the case SMEs: the enabling force of technology, the mediating force of entrepreneurial actor perceptions/owner-managers’ global vision and the moderating forces of foreign market knowledge and tie strength in networks.

Practical implications

The empirical evidence has several implications for managers and policy regarding influencing the speed of internationalisation process. The enabling force (technology) has implications for government in their support of the SME macro environment. The motivating force (competition) has implications for government, in understanding what motivates entrepreneurs to enter international markets. The two moderating forces (foreign market knowledge and network tie strength) have implications for managers and can be leveraged through product innovation, increased focus on intellectual property rights for better protection against copycats, and through active and deliberate international networking.

Originality/value

The paper suggests adjustments to Oviatt and McDougall’s (2005) model, permitting researchers to gain an in-depth understanding of the complex reality of SME internationalisation.

Abstract

This chapter is about child labour as slavery in modern and modernizing societies in an era of rapid globalization.

For the most part, child slavery in modern societies is hidden from view and cloaked in social customs, this being convenient for economic exploitation purposes.

The aim of this chapter is to bring children's ‘modern slavery’ out of the shadows, and thereby to help clarify and shape relevant social discourse and theory, social policies and practices, slavery-related legislation and instruments at all levels, and above all children's everyday lives, relationships and experiences.

The main focus is on issues surrounding (i) the concept of ‘slavery’; (ii) the types of slavery in the world today; (iii) and ‘child labour’ as a type, or basis, of slavery.

There is an in-depth examination of the implications of the notion of ‘slavery’ within international law for child labour, and especially that performed through schooling.

According to one influential approach, ‘slavery’ is a state marked by the loss of free will where a person is forced through violence or the threat of violence to give up the ability to sell freely his or her own labour power. If so, then hundreds of millions of children in modern and modernizing societies qualify as slaves by virtue of the labour they are forced – compulsorily and statutorily required – to perform within schools, whereby they, their labour and their labour power are controlled and exploited for economic purposes.

Under globalization, such enslavement has almost reached global saturation point.

Abstract

Purpose

While the potential for digital innovation (DI) to transform organizational practices is widely acknowledged in the information systems (IS) literature, there is very limited understanding on the socio-political nature of institutional interactions that determine DI and affect organizational practices in social cash organizations. Drawing on the neo-institutionalist vision, the purpose of the study is to examine the unique set of institutional exchanges that influence the transition to digital social cash payments that give rise to new institutional arrangements in social cash organizations.

Design/methodology/approach

The paper draws on an in-depth case study of a government social cash organization in Pakistan. Qualitative data were collected using 30 semi-structured interviews from key organizational members and stakeholders.

Findings

The results suggest that DI is determined by the novel intersections between the coercive (techno-economic, regulatory), normative (socio-organizational), mimetic (international) and covert power (political) forces. Hence, DI is not a technologically deterministic output, but rather a complex socio-political process enacted through dialogue, negotiation and conflict between institutional actors. Technology is socially embedded through the process of institutionalization that is coupled by the deinstitutionalization of established organizational practices for progressive transformation.

Research limitations/implications

The research has implications for government social cash organizations especially in the Global South. Empirically, the authors gained rare access to, and support from a government-backed social cash organization in Pakistan (an understudied country in the Global South), which made the data and the consequent analyses even invaluable. This made the empirical contribution within this geographical setting even more worthy, since this case study has received little attention from indigenous scholars in the past. The empirical findings showcased a unique set of contextual factors that were subject to BISP and interpreted through an account of socio-cultural sensitivities.

Practical implications

The paper provides practical implications for policymakers and practitioners, emphasizing the need to address institutional challenges, including covert power, during the implementation of digitalization projects in the public sector. The paper has certain potential for inspiring future e-government related (or public sector focused) studies. The paper may guide both private and government policy-makers and practitioners in presenting how to overcome certain institutional challenges while planning and implementing large scale multi-stakeholder digitization projects in similar country contexts. So while there is scope of linking the digitization of public sector organizations to anti-corruption measures in other Global South countries, the paper may not be that straightforward with the private sector involvement.

Social implications

The paper offers rich social insights on the institutional interchanges that occur between the social actors for the innovation of technology. Especially, the paper highlights the social-embeddedness nature of technology that underpins the institutionalization of new organizational practices. These have implications on how DI is viewed as a socio-political process of change.

Originality/value

This study contributes to neo-institutional theory by theorizing covert power as a political force that complements the neo-institutional framework. This force is subtle but also resistive for some political actors as the force shifts the equilibrium of power between different institutional actors. Furthermore, the paper presents the social and practical implications that guide policymakers and practitioners by taking into consideration the unique institutional challenges, such as covert power, while implementing large scale digital projects in the social cash sector.

Abstract

The goal of this essay is to examine the conflict resolution activities during political diplomacy as a dynamic and interactive process. In an application of Relational Order Theory (Donohue, 1998), this essay employs a model highlighting the instrumental, relational, and identity‐based issues involved in conflict resolution. To illustrate the utility of this model of Relational Process Management, this essay examines the process of diplomacy leading to the Dayton Accords in the areas of the Former Yugoslavia. For years the international community's efforts at intervention in this conflict were quite meager, as ceasefires and peace plans were brokered and dissolved with some regularity. Ultimately, a final coordinated effort by multiple external parties finally brought the combatants to the table in Dayton, Ohio to negotiate a formal agreement. The complex process by which the parties came to the negotiating table provides a rich case study by which to explore the interactive processes of diplomacy. An examination of the events in this case through the lens of instrumental, relational, and identity‐bound issues culminates with lessons learned from this interactionally‐based analysis of international conflict.

Abstract

This chapter analyzes Mao Zedong’s decision-making code in foreign policy decisions made during his years as China’s leader: 1949–1976. I examine six decisions in China’s foreign policy during Mao’s tenure: China’s involvement in the Korea war (1951), Annexation of Tibet (1951), attacking the Taiwanese islands (1954), China’s war with India (1962), its involvement in the Vietnamese war (1964), and 1969 incident with the Soviet Army. This, in order to shed more light on the decision-making of leaders from the Far East, and to try and understand insights pertaining to the current foreign policy of China.

The analysis was conducted using the Applied Decision Analysis (ADA) method, based on historical materials, testimonies, and reports. The analysis demonstrates that Mao followed the poliheuristic decision rule in these decisions. Chairman Mao was making his decisions while choosing the most rational, cost-effective decision among alternatives that did not place his political status at risk.

Abstract

The disintegration of the SFRY, which had its roots in the late 1970s and 1980s (Delevic, 1998), started with the decision of the Slovenian and Croat governments in 1990 to seek independence from Belgrade. The event triggering the outbreak of war in Slovenia was the takeover of Yugoslav custom houses by the Slovenia government, which prompted the YPA to intervene militarily, pitting a well-armed conventional army against the security forces of a nascent state, largely consisting of milita-style Territorial Defense Units (Lucic & Lynch, 1996, pp. 183–185). The EC and the United States moved quickly to impose an arms embargo against Yugoslavia following the military escalation of the crisis in June 1991. This was followed by resolution 713 of the UNSC (1991) imposing a “general and complete embargo on the delivery of weapons and military equipment to Yugoslavia” on 25 September 1991. During this early stage of the conflict, there was agreement among the key international actors (USA, Russia and the EU) that the conflict in Yugoslavia had to be contained and that the breakup of the federal republic should be avoided at all costs, not least because it would set a dangerous precedent for other parts of Eastern Europe. Some permanent members of the Security Council (such as France, Russia and the United Kingdom) sympathized with the Serbian position vis-à-vis the break-away republics and while the decision to apply the arms embargo on Yugoslavia as a whole was justified by the fact that none of the republics had been recognized as a subject of international law, policymakers must have been aware that they were putting Slovenia and Croatia at a military disadvantage through this decision (Lucic & Lynch, 1996, pp. 295–300).

This Chapter is written in an era in which the United Nations (UN) routinely deploys Missions to environments that satisfy the armed conflict threshold. Such Missions often require personnel to employ significant levels of force, whether to safeguard mission and humanitarian personnel, to protect civilians, to neutralise violent armed groups or, in pure self-defence. But use as well as non-use of force can readily frustrate the very objectives these troops are deployed to uphold, in turn creating gaps between the Promises they make and the Outcomes they actually secure. On the other hand, current Missions such as MINUSMA in Mali have proven to be amongst the deadliest for UN troops in the entire history of UN Peacekeeping. The thin line between use and non-use of force must therefore be trodden with utmost care. This Chapter tries to find answers to this dilemma from a moral perspective and considers how the peculiar nature of the morality of resort to force by the UN influences that of its use of force. It assesses why the latter should be calibrated or adjusted to comply with the former, and how this can consequently channel UN troop conduct towards the objectives pursued through deployment. It is only where these realities are understood and addressed, the Chapter submits, that the aforementioned Gaps between Promises and Outcomes can be redressed and closed.

Abstract

The relationship between soft power and international education is not a new phenomenon. Students have studied abroad since the origin of the modern university in the Middle Ages and have been influenced by what they learned and experienced. Faculty members and researchers have also crossed borders for millennia, and knowledge has always been international in scope. Indeed, medieval universities were international institutions, bringing together students and faculty from many European countries and operating in a single language, Latin (Haskins, 2002). Through its strong emphasis on theology and canon law, the medieval university served as a bastion of power for the Catholic Church. The Jesuit mission of spreading the faith through education was an important aspect of the church's soft power. Historically, the Jesuits recognized education as a powerful force and established schools and universities around the world to spread knowledge and Roman Catholicism (O’Malley, Bailey, Harris, & Kennedy, 1999). Missionaries from various other Christian denominations were also actively involved in higher education overseas (Ashby, 1966; Lutz, 1971).
