Abstract

Purpose

This study aims to explore the challenges and complexities of interaction in international stakeholder networks within the context of projects focused on the implementation of sustainable development goals (SDGs). In particular, it examines the challenges faced by stakeholders in a network from a developed country during interaction in the context of a developing country.

Design/methodology/approach

Using a qualitative approach, this study analyses interview data collected from the key managers of an international consulting company in charge of a water supply and sanitation project in Nepal. The primary data is triangulated with secondary data, such as project reports and related academic articles.

Findings

This study illustrates how interaction in international stakeholder networks affects and is interrelated with SDGs, as well as how aiming to achieve one specific goal can stimulate the implementation of other sustainable goals. Further, this research shows how project managers from a developed country had to adapt to the specifics of the developing country context and how their sustainability project influenced the well-being of local communities by improving environmental and social sustainability.

Research limitations/implications

The research suggests that challenges in stakeholder interaction may arise because of differences in process management methods used by the international stakeholders involved in the project and country-context specifics, such as corruption, imperfect national regulations, cultural specifics, effects of climate change, etc.

Originality/value

The paper contributes to the literature on international multi-stakeholder interaction between actors from developed and developing countries. Furthermore, it adds to the literature on stakeholder networking by highlighting the importance of engaging in a dialogue with local communities during the conceptualisation stages of both sustainability and SDG implementation because of diverging worldviews and practices.

Abstract

Purpose

Taking a transdisciplinary viewpoint, the authors synthesize the literature on the theoretical, methodological, and epistemological issues in the study of corruption as a construct in project management (PM) as applied to IDPs. While the study of corruption has focused on “who and why” to help understand corruption's occurrence, there is a lack of analysis on “where and how” to ensure corruption's prevention and improve PM to better support delivery actors. The authors rely on four theoretical frameworks to help interpret evidence and formulate a coherent model for managing project socio-cultural context: organizational interests theory (OIT), principal-agent theory (PAT), culturalist theory (CT) and institutional theory (IT).

Design/methodology/approach

International development projects (IDPs) have become very complex with greater diversity of donor agencies and aid delivery actors. The relative lack of success of development aid has been linked in part to corruption at various levels. PM methods are essential to help prevent this behavior. To assess the complexity of this problem, the authors completed a grounded theory research based on thirty interviews with international development experts, balancing representation from donor and receiving countries, as well as project managers in public and private sectors. Data are analyzed using a qualitative sorting process using the software NVivo.

Findings

Results show that PM, beyond PM's practical nature and technical focus, can offer numerous opportunities to prevent corruption impact on project actors, even in a context where anti-corruption initiatives may be perceived as less effective. The authors present an original theoretical model that illustrates which actors, events and context are related and linked in the dynamic efforts to understand and combat corruption in international development endeavors. Context is linked to dynamics: foreign aid cycle, capture opportunities, context pressures, personal damages done, and control mechanisms exercised.

Originality/value

The outcomes and quality of IDPs remain highly controversial, especially with perception of corruption by various stakeholders. Some experts recognize the inefficacy of applying classical PM tools and processes. By contrasting findings to the literature, the authors conclude that an alternative approach to overcome the taboos and prejudices in studying corruption is to ask a different research question. A research agenda is proposed for solving this phenomenon. To guide PM research on development projects, focusing on the “where and how” of corruption requires addressing how actors build their knowledge management capabilities, and address the social and cultural challenges inherent to IDPs.

Abstract

Purpose

The purpose of this paper is to examine the perceptions of local project teams on critical success factors and project success in the context of international development projects in Maldives. It identifies the critical success factors of international development projects, examines how the success of international development projects in Maldives is perceived by local project team members, and analyzes the relationship between critical success factors and project success from the project teams’ perspective.

Design/methodology/approach

A survey questionnaire was used and 41 project team members participated in the study. Correlation analysis and regression analysis were performed to understand the relationship with project success and critical success factors.

Findings

The study found out that the levels of success of projects were perceived high among the project teams. The results indicated that monitoring CSF, coordination CSF, design CSF, training CSF, and institutional environment CSF had a significant relationship with project success. However, results of the regression analysis indicated that only monitoring CSF was significant in influencing project success.

Research limitations/implications

The limited sample size and optimism bias of respondents were a constraint. Furthermore, further analysis of data may be required to advance analysis.

Originality/value

The study looks through the lens of project implementation teams in order to provide insights from their vantage point. The study provides insights based on the Maldivian context which will benefit similar island nation communities implementing similar projects.

Abstract

Purpose

The objectives of this study are twofold: first, to identify the effect of sustainability management on the success of international development projects, and second, to investigate the moderating role of political and social skills on this relationship.

Design/methodology/approach

This study adopted a quantitative research methodology based on questionnaire data collected from 43 international development project managers from various fields in Burkina Faso (West Africa). Descriptive statistics and exploratory and confirmatory analyses using principal component analysis were used to assess the quality of the measurement model. A multiple regression analysis based on the partial least squares approach was used to test the hypotheses.

Findings

The results show that sustainability management positively contributes to the success of international development projects. However, given the specificities of these projects and their perception of success, the project coordinator's political and social skills do not predict a greater impact of sustainability management on the success of international development projects. The study also found that project coordinators prioritize their technical skills over behavioral ones.

Originality/value

This study fills a gap in the literature, given that little is known about the moderating role of political and social skills in the effect of sustainability management on the success of specific projects such as international development projects.

Abstract

Purpose

International development practice has had as its dominant paradigm the rational-analytic model of project planning, management and evaluation. This is reflected in the widespread adoption by donor agencies of results-based management (RBM), side by side with conventionally used tools for monitoring and evaluation (including logical framework analysis (“logframe”), logic model and results frameworks). Donor agencies rely upon such tools to generate the evidence base for measuring “success” across the spectrum of their work, even though projects differ enormously in their nature, scope and time-span. Process-led capacity development projects and input-led infrastructural or straightforward service delivery projects require very different yardsticks of performance monitoring and appraisal. Drawing on insights from the complex adaptive systems (CAS) literature, the purpose of this paper is to explore how projects focused on capacity development necessitate a more eclectic approach, including – but not restricted to – RBM methodology.

Design/methodology/approach

Using the insights of CAS theory, and with particular reference to projects which have capacity development as their prime focus, this paper explores a broadening of conventional project management practices.

Findings

The paper posits an integrative approach to managing international development projects focused on capacity development – one which would recognise the values of instrumental utility and goal-setting associated with the application of the tools of RBM, while situating that within a more open, system focused and holistic approach to projects and their outcomes, placing emphasis on context, adaptability and learning.

Research limitations/implications

The research enquiry presented is discursive rather than empirical, and builds on established theory and constructs of three distinct conceptual fields: first, the RBM approach to project and programme implementation; second, the “complexity” strand of organisational management literature; and third, the capacity development strand of international development discourse.

Originality/value

The paper intersects disciplinary boundaries between project management, organisational studies and international development theory and practice.

Abstract

Purpose

This study surveys a broad spectrum of new product development (NPD) projects from the biochemistry industry in the USA, Canada, Germany, the UK, and Belgium with the purpose of exploring the role of the organizational activity factors in the NPD success.

Design/methodology/approach

Drawing on the resource‐based view of the firm, the authors present a set of hypotheses concerning the relationship between the people resources, development resources, testing resources, and launch resources committed to NPD projects and their financial success. In addition, the effect of the firm's international market involvement on the NPD project success is considered. In this study, testing of the hypothesized relationship is accomplished through linear probability model, binary probit model, and binary logit model.

Findings

Empirical results generally support the predictions from the theory. Specifically, the findings of this study show that: the involvement of a strong champion, use of a multi‐disciplinary team, and focus of a dedicated team are key factors for NPD project success among the people resources; the detailed market research has a significant impact on the project success in the development phase of the NPD process; the allocation of resources to the testing of the product with the final customer, market testing, and production start‐up positively influences the NPD project success; advertising quality plays a key role in the NPD project success during its launch; and the NPD project success is positively associated with the degree of a firm's diversification into international markets.

Originality/value

This study provides several guidelines for product managers seeking to launch new products. It offers critical insights into the identification of firm resources that influence the NPD project success. This study also has important implications for firms that consider diversifying or have already diversified into international markets. Understanding the role of market diversification in the NPD project success advances the ability of managers to direct their efforts in international market involvement.

Abstract

Purpose

To show the key points of a development education program for engineering studies fitted within the framework of the human development paradigm.

Design/methodology/approach

The bases of the concept of technology for human development are presented, and the relationship with development education analysed. Special attention is dedicated to the role of case studies in engineering courses. After that, the development education program pushed by the Civil Engineering School of Barcelona and Engineering without Borders is explained, focusing on two major contributions: two optional courses about international aid and development and nine classroom case studies about different technologies used in real co‐operation projects.

Findings

This work provides a conceptual basis for incorporating development education into engineering studies, a general overview of different activities promoted in Spanish technical universities and practical information about optional courses and classroom case studies.

Research limitations/implications

The proposal is based on the experience in Spanish engineering curricula (mostly in five‐year degrees). Some of the topics covered by the courses and the case studies can be better adapted at postgraduate level in three‐ or four‐year degrees.

Practical implications

It is shown that development education can be incorporated into engineering studies through different specific non‐expensive activities.

Originality/value

This work presents and puts in context the development education activities pushed coordinately between a non‐governmental organization and an engineering school. Thus, it can be of major interest for both teachers and workers of the international development field.

Abstract

We aim to explore to what extent and how pro-poor PPP projects engage with local communities and what the possibilities are for the communities to become genuine partners with governments, businesses and civil society organizations (CSOs). We look into three different PPP projects funded by the Dutch international cooperation that emphasize the pro-poor aspects in Africa and find patterns of how local communities are positioned in each project. The analysis of the three projects indicates that the existing pro-poor PPP projects deal with local communities as either mere beneficiaries, business partners with substantial brokering by CSOs, or those who potentially lead the projects. The difference stems from how a PPP project allows local communities to participate and balance the relationship between the project’s profit maximization and benefit-sharing for the poor. Our findings can be used to evaluate pro-poor PPP projects by reference to its local development relevance. They also show possibilities for local communities to identify their positions vis-à-vis large-scale investment projects and reflect on what pro-poor projects actually mean. The importance of PPP projects to become pro-poor and enhance its local development relevance has been widely discussed; however, the actual positionality of the poor within PPP projects remains unclear. In this chapter, we specifically look into the question of where local communities are in pro-poor PPP projects in order to suggest a new research and policy agenda.
