Abstract

Purpose

The purpose of this paper is to investigate and assess the trends of bilateral services trade in the world segmented by trade for final consumption and intermediate usage across several service sectors. The differential trends, if any, are studied while examining the role of free trade agreements which have a chapter on services trade as well as the role of services trade restrictions. The study unravels differences across service sectors in this respect.

Design/methodology/approach

The author uses an augmented gravity model to address the above using OECD- World Trade Organization (WTO) TiVA data for bilateral trade in intermediates and final products (October 2015 release) and World Bank Services Trade Restrictions Index (STRI). The poisson pseudo maximum likelihood estimation technique is used in light of the structure of the data. Trade creating and diverting effects are identified controlling for time and country-time specific effects. The following sectors are specifically looked at: total business sector services, computer and related services, financial intermediation, post and telecommunication, transport and storage, R&D and other business services, hotels and restaurants, construction, and wholesale and retail trade.

Findings

First, services free trade agreements (FTAs) have had a trade creating impact with no trade diverting impact for services trade in aggregate with stronger effects on services traded for intermediate usage. Second, financial intermediation and post and telecommunication have been left unaffected by services FTAs. While no trade diversion is concluded for any sector, R&D and other business services, transport and storage and wholesale retail trade show maximum trade creation effects in response to FTAs. Third, trade restrictions of mainly OECD countries are responsible for lowering exports for most sectors. Finally, in terms of policy implications, at a general level, the author does not find a significant difference in the author’s results for services traded for intermediate usage or final consumption except for a stronger effect of FTAs on intermediate services trade. Hence, the policies to foster services trade on both counts are concluded to be the same and deal with behind-the-border policies of domestic industrial policy reforms like national treatment of foreign firms, licensing requirements, FDI policies, etc.

Research limitations/implications

Statistics for services trade are limited. The data are only available for the years 1995, 2000, 2005, 2008, 2009, 2010 and 2011. Additionally, the conclusions on services trade restrictions are based on statistics for 2011 alone, since this is the only year for which the statistics are available. A complete time series for the entire sample period would increase robustness of the study with a better time variant version of the trade restrictiveness variable. Finally, in the construction of the OECD-WTO-TiVA database of a world IO table, there may have been approximations in constructing statistics for services traded for intermediate usage and final consumption. The results remain sensitive to the same but this is the best possible statistics available for the purposes.

Originality/value

This is the first study which looks at services trade segmented by trade for final consumption and intermediate usage taking advantage of the available data for a number of service sectors. The role of restrictions is also studied for the first time segmented by trade in intermediates and final consumption. The stronger effects of FTAs on intermediate services trade as well as financial intermediation and post and telecommunication services being insulated from effects of FTAs are important findings, especially since services are mainly thought to be traded for final consumption. Similar trends of results for services traded for intermediate usage and final consumption and restrictions affecting exports from exporter countries and imports by importer countries highlight the importance of behind-the-border domestic policies in facilitating or inhibiting services trade on both counts and more importantly for intermediate usage which, in turn, would improve goods tradability.

Abstract

Intermediate care services generally focus on health and social care organisations as the key commissioning and providing agencies. The private sector is an important contributor to residential intermediate care, and the voluntary sector is also involved in a variety of activities. However, volunteers' contribution is little discussed, and its potential unknown. This article outlines features of intermediate care that may or may not be attractive to volunteers. A survey of volunteer perceptions of their role in one voluntary sector intermediate care service is reported. Recommendations are made for voluntary groups, intermediate care workers and their managers, and policy makers.

Abstract

Purpose

The purpose of this paper is to develop a new conceptual framework that reflects network dynamics in Internet of Things (IoT)-enabled service innovation processes.

Design/methodology/approach

Based on literature on service innovations, business networks and IoT, dynamic concepts are selected. Aided by information about an evolving case “The connected vehicle”, propositions about interaction between the variables in the framework are formulated.

Findings

A conceptual framework consisting of four interacting variables: overlapping, intermediating, objectification of actors and business modelling is developed, linking several streams of research. Propositions are motivated and issues for further research questions formulated.

Research limitations/implications

The framework may stimulate further research on IoT-enabled service innovations.

Practical implications

Understanding network dynamics for developing and implementing business models for service innovations.

Originality/value

The conceptual framework provides an original contribution to understanding IoT-enabled service innovations.

Abstract

Purpose

The aim of this study is to explore the drivers of the evolution of a subsidiary’s strategic role from an ordinary subsidiary into a springboard subsidiary in multinational corporations, paying special attention to the role of subsidiary management in this transformation.

Design/methodology/approach

The authors apply a case study methodology to analyse the transformation of three Spanish subsidiaries of European multinational companies into springboard subsidiaries to pursue opportunities in the Latin American region.

Findings

The results present evidence that the development of a springboard subsidiary’s role is influenced by a set of preliminary factors that include: (1) the coincidence of a favourable economic change in the target region of expansion and unfavourable market conditions in the springboard subsidiary’s home market; (2) location-specific advantages of a subsidiary that allow it to develop unique capabilities, such as the ability to reduce the psychic distance between the headquarters and target region, to balance intra-regional conflicts within the target region, and to effectively transfer knowledge from the headquarters to the target region; and (3) micro-political headquarters-subsidiary negotiation processes as a result of the subsidiary’s strong initiative, peculiarities of the structure of a multinational company, and a strong dependency of the headquarters on the subsidiary’s unique capabilities.

Originality/value

The study contributes to the International Business literature by providing an in-depth analysis of the evolution of springboard subsidiaries and explaining how ordinary subsidiaries located in saturated markets can trigger organisational change and achieve the extension of their strategic role.

Abstract

The premise of this paper is that coordination between market‐related diversification strategies and supply chain management (SCM) strategies will lead to better performance than when the two strategies are pursued independently. Viewed in this perspective, this research proposes that (supply chain) SC integration plays an intermediate role in influencing the relationship between diversification and performance. In order to confirm the validity of the above proposition, structural equation model was used to analyze the interrelationships among SC integration level, diversification level, SCM performance, and firm performance. The results of this study suggest that in small firms in which the direct effect of diversification on firm performance is absent relatively, the level of SC integration may be a critical intervening variable that could lead to successful diversification, while in case of large firms, SC integration may play an important infrastructural role for direct effects of diversification level on firm performance. This is helpful in developing a framework for linking a firm's SC integration strategy to its market/product diversification strategy, and also in identifying how SCM function can play a role in developing and supporting corporate competitive strategy to improve organizational performance.

Abstract

Purpose

Drawing on changes in the nature of European metropolitan development planning in general, and the example of the Randstad, in particular, the purpose of this paper is to argue for an improved interconnectedness between regions and their public and private sector agencies. These should be linked to “flows of social and economic interaction”, and, as such, complement conventional notions of “bounded spaces” and “nested territorial jurisdictions”. This is in response to the now crucial question for metropolitan planning of how to develop and renew effective institutional capacity to deal with the increasing spatial complexities at regional or metropolitan level.

Design/methodology/approach

The paper is a case study‐based theoretical review of types of metropolitan planning, drawing on original policy documents and interviews with relevant policymakers.

Findings

It is shown that the answer to addressing the challenges of development planning at the city‐regional level is not primarily to enlarge the steering powers of regional planning per se, but to broaden its strategic network capacity through enlarging the coordinative and communicative intelligence of the intermediate regional planning bodies. This allows better responsiveness to the evident transformation processes within spatial development planning as such, with a growing emphasis on a strategic element within it. This, again, is more in line with the changeability of urban space.

Originality/value

The paper shows that the notion of spatial development planning has made a strong revival in the last ten years. It has been spatial planning that has attracted the key focus of debate, more so than adjacent policy‐making sectors (economic policy in particular).

Abstract

Purpose

This paper seeks to report the results of an empirical study examining the influence of cross-cultural differences on the value creation process from e-business systems in the supply chain.

Design/methodology/approach

A questionnaire was sent out to senior managers in companies operating in two culturally distinct national cultures. The effects of cross-cultural differences were examined by testing for between-group differences in the structural model using the multi-group partial least squares (PLS) statistical approach.

Findings

Consistent with the resource-based view (RBV), contingency “fit” theory, and prior research, this study demonstrates that the value creation process from e-business systems is significantly enhanced in companies operating in national cultures that emphasize cooperation and interdependence, and promote group-level interests over individual interests.

Originality/value

The mechanisms through which performance improvement is achieved from e-business systems are still not fully understood. Little is still known about how digital capabilities and environmental factors work together to influence e-business value creation along the supply chain. In addition, while contextual factors have been highlighted within the stream, the knowledge base is especially limited regarding the role of global factors in shaping the attainment of value from e-business systems in this context. Filling these gaps, this study simultaneously investigates the roles of intermediate capabilities and the macro-environment in creating value from e-business in the supply chain.

This study aims to investigate the drivers of political embeddedness and the possible outcome in terms of autonomy and subsidiary unique competences.

Design/methodology/approach

This study draws on resource dependence theory and applies structural equation modeling on a sample of 193 subsidiaries.

Findings

Political embeddedness is confirmed as a source of potential autonomy and the development of competences and is usually boosted by previous existing networks at the internal and external levels.

Originality/value

The authors investigate and discuss how multinational corporations can leverage political resources in host-country political arenas, extending their understanding of the interplay between political activities and market strategies.

Abstract

Purpose

The purpose of this paper is to examine the enactment of collaborative governance as a policy strategy in healthcare – in particular its effects in coordinating multiple collaborative initiatives dedicated to improve the performance of health organizations. It studies overarching governance mechanisms that serve as platforms at a meta-level between policy and frontline practice.

Design/methodology/approach

Four collaborative governance arrangements dedicated to improve health outcomes in the Netherlands are analyzed in a comparative case-study design, based on extensive document analysis (n=121) and interviews (n=56) with key stakeholders in the field, including the Dutch Ministry of Health, health organizations and other actors.

Findings

The studied policy-based governance mechanisms for the coordination of multiple micro-level collaborative initiatives function partly as platforms in bringing actors and resources together successfully. They do so, by fostering evolvability (the capacity to generate diversity in emergent ways) in relation to goal-setting and intermediation between actors. Yet, they marginalize open access to participants through high selectivity and deliberate exclusion strategies for certain actors, contrary to a platform logic of action.

Research limitations/implications

While the collaborative governance literature focuses on these dimensions as independent elements, findings reveal both trade-offs and interdependencies between studied dimensions of coordination associated with platforms, that need to be negotiated and managed.

Practical implications

Selectivity and exclusion in collaborative arrangements may negatively affect relational bonds and ties between actors, which challenges the application of collaborative governance as a policy strategy in pursuit of health objectives.

Originality/value

Responding to recent calls in the literature, this study applies ideas from public administration to the field of health organization and management to avert failures in the translation of policy ambitions into health practice.
