Abstract

Purpose

Modern public service systems tackle many complex issues by operating across institutional boundaries. Performance management must operate in this context without clear lines of accountability or central authority. This paper introduces and develops the theoretical mechanism of “performance attraction” to describe how outcomes and associated performance indicators can operate as organising instruments in inter-institutional contexts by attracting, rather than directing, institutional behaviour.

Design/methodology/approach

We explore the “performance attractor” role played by outcomes through a multiple case study analysis of three prominent outcomes frameworks operating at the regional, national and international levels: the Scottish Government's National Performance Framework, the Western Australian Alliance to End Homelessness Outcomes Measurement and Evaluation Framework and the United Nations' Sustainable Development Goals.

Findings

We find support for two theorised mechanisms facilitated by the performance attractor concept: (1) that performance attractors enable coordination by creating a shared sense of responsibility for interdependent goals while also permitting autonomous navigation of individual contexts and (2) that performance attractors support performance improvement by motivating collective learning and adaptation informed by institutional interdependencies. Cases relied primarily on voluntary adoption of outcomes frameworks, rather than utilising more coercive forms of accountability. Further studies should explore the institutional response to performance attractors to better understand the potential of this mechanism.

Originality/value

The paper contributes to a growing body of critical literature that has explored alternatives to traditional control-oriented performance management in complex and inter-institutional settings. We describe design principles that policymakers and practitioners can adopt to construct more effective performance frameworks in these conditions.

Abstract

Purpose

The article aims at improving the authors’ understanding on how international organizations function by shedding light on management reforms at the Organisation for Economic Cooperation and Development (OECD). The article shows the characteristics of the performance management system implemented at the OECD, the main obstacles encountered, adaptations addressing the low measurability of policy advice activities and other issues.

Design/methodology/approach

While multilateral collaboration could be an effective way to contrast several wicked problems, the global actors face multiple legitimacy and financial challenges. This makes understanding the way they function of outmost importance. Unfortunately, public management and administration research, while steadily grown around the reform efforts of national governments, has neglected the global level. The article addresses this literature gap through the in-depth analysis of a case study aimed at exploring the unfamiliar international organizations context. It relies on two literature streams: performance management and network management. The collaborative nature of international organizations makes the latter particularly useful.

Findings

Among the various public administration types, international organizations providing policy advise display several features that make performance measurement more difficult. The OECD case study analysis offers several insights into other international institutions struggling with managerial reforms in an effort to address legitimacy and financial issues. It shows that implementing a performance management system is possible and necessary to sustain the support of member countries and ensure a well-functioning multilateral system.

Research limitations/implications

The single case study offers only limited and analytical generalizability of the findings.

Practical implications

Research on international organizations could help to unveil implementation obstacles or undesired effects of management reforms in other coping and networked organizations.

Originality/value

The article investigates the OECD, which is one of the less studied among the many global multilateral institutions. Other original features include the adoption of a public management approach to the study international organizations and the focus on network performance, a recent topic in the network management literature.

Abstract

Purpose

With performance as a core theme of public sector reforms, this article explores performance management systems in inter-organizational settings while testing the effect of performance measurement on its use for accountability and control. Using economic neo-institutional perspective in a hierarchical context with turbulent political history, the article investigates the variations in the use of performance information in inter-institutional settings across different legal categories of state organizations.

Design/methodology/approach

The performance management framework of Van Dooren et al. (2010) is employed as the basis for this research that explains the link between performance measurement and use. To explore the management of performance in Pakistan, the survey data was collected in 2018; after two democratic governments completed their tenures.

Findings

The research indicated a lower extent of performance measurement and use by the parent ministries in the democratic regimes. This finding adds to the implications of economic institutional theory in a politically turbulent context, where political actors place less emphasis on performance and more emphasis on procedures. It was confirmed that the ministries use the measured performance information for accountability and control on the results, but the moderating role of legal categories in the performance framework did not get confirmation.

Originality/value

The article empirically tests the performance management framework from a Western context in a developing country that has not been discussed frequently in the performance management systems literature.

Abstract

This chapter addresses the challenges associated with temporary organising under conditions of institutional complexity. The authors draw on findings from an in-depth case study of a megaproject initiated to reshape healthcare in Sweden. At the centre of this transformation was the construction of a new, ‘world-class’ hospital to replace the former (historical and renowned) university hospital. The authors posit that organising such projects is largely a matter of creating, responding to, and re-creating temporal institutional complexity. Thus, their study identifies four distinct response strategies – innovating, partial decoupling, avoiding, and surfing – on which project actors relied when dealing with the multiplicity of temporal institutional requirements. The authors propose a model for explaining how these strategies affected the temporal institutional complexity faced by the project. Their chapter adds to the literature on temporary organisations by highlighting the nature and dynamics of temporal institutional complexity and by revealing how inter-institutional temporary organisations cope with such complexity.

Abstract

Research on institutional logics has missed the opportunity to understand how and why societies may fundamentally differ in their material and symbolic systems. In this chapter, the authors offer a qualitative examination of the implementation of infrastructure public–private partnership (PPP) projects in the Arab state of Qatar. The authors illustrate how the macrofoundations of Qatari society are rooted in the notion of tribe, an inter-institutional system under which the intertwined institutional orders of the state, the market, and the family have historically developed and operated. Their study sheds light on how these macrofoundations shape the processes and mechanisms that underpin the resistance to the introduction of innovative organizational forms. The chapter makes two contributions. First, it identifies how “foreign” organizational forms rooted in Western institutional orders trigger adverse reactions from societies characterized by different institutional orders. Second, it demonstrates the challenge of implementing PPPs in an institutional context that is unfavorable to them and where actors seek to preserve the supremacy of the extant inter-institutional system.

Abstract

This chapter examines a case study of inter-institutional merger in higher education, and explores the complex challenges institutional leaders may face in pursuing a merger process within a university setting where centuries-old tradition frames the context within which new innovations occur. Using the conceptual lens of organizational ambidexterity, findings uncover seven distinct phases of this merger process and propose a pre-merger Affiliation period as a strategy for establishing trust and mutual respect, aligning institutional cultures, and achieving balance between innovation and preservation in order to achieve full merged status. The chapter concludes with implications for theory and opportunities for practice.

Abstract

Purpose

The aim of this paper is to conceptualize time as an important dimension of institutions and, more specifically, to develop the analysis of institutions, time, and temporal misfits. The paper explores these matters in the context of an inter‐institutional project where actors, who represent different organizational fields and respond to different institutional requirements with regards to time and timing, need to collaborate.

Design/methodology/approach

The paper centers on three critical incidents taken from a study of a large‐scale telecom project in Norway. The paper is based on an analysis of public documents and 35 interviews with key stakeholders and managers in the focal project.

Findings

This research shows that temporal misfits are a critical, yet understudied, element of project organizing. The paper suggests and discusses three primary measures – detecting, correcting, and escaping – that project management makes use of to resolve temporal misfits among the actors involved. To advance the analysis of problems facing projects in institutionally‐bounded settings, the paper proposes a typology of temporal misfits (phase and tempo) and different types of complexity (analyzable and systemic).

Practical implications

Although purposeful in many instances, especially in collaborations across institutional boundaries, timing norms may cause profound organizational problems due to temporal misfits among the actors involved. The paper argues that project managers need to identify and be prepared for such organizational problem by being equipped with a repertoire of resolution strategies to handle them. New concepts and approaches are needed to identify and deal with temporal misfits among important stakeholders in projects.

Originality/value

A number of previous studies on project organizing have emphasized the critical aspects of studying institutions and time; but to date, no comprehensive efforts have been made to combine these ideas in empirical investigations. This study emphasizes the criticality of timing norms and temporal misfits to enhance our understanding of the linkages between projects, institutions, and time.

Abstract

Process management is a managerial approach characterised by the focus on business processes that can provide an important contribution to the management of public sector organisations. The significance of this approach for the management of inter‐organisational relations in the public sector is highlighted. A model for the analysis of the factors enabling the implementation of process management in the public sector is proposed. The Italian experience of the one‐stop shops for businesses is studied; the relevance of process management approaches for the success of this reform is shown. Implications for public managers at all levels of government are discussed.

Abstract

Purpose

Upon the realization of the need for guideline in cross-organizational data integration, in an exploratory manner, this study developed a public data governance framework, specifically, the governance for integrated public data (GIPD) framework and identified the influential factors of its successful implementation. This framework was then subjected to an analysis of a real data integration case in the South Korean public sector to test its efficacy.

Design/methodology/approach

To develop the GIPD framework, the authors conducted an extensive meta study, focus group interviews and the analytic hierarchy process involving field experts. Further, the authors performed topic modeling on documents from Korean research and development data integration projects, and compared the extracted factors to those of the GIPD to illustrate the latter's usefulness in a real case.

Findings

Legislation, policy goals and strategies, operation organization, decision-making council, financial support size and objective, system development and operation, data integration, data generation, system/data standardization and master data management were derived as the 10 important factors in implementing the GIPD framework. The illustrative case of Korea revealed that decision-making council, financial support size and objective, legislation, data generation and data integration were insufficient.

Research limitations/implications

Although this study reveals important findings, it has a few limitations. First, the potential factors for data governance might vary depending on the attribute of the “interviewee” (such as their career or experience period) and the goal and area of GIPD framework building. Second, the inherent limitation of topic modeling in determining topics from groups of extracted keywords means that topics may be interpreted in various ways, depending on the perspective of the expert.

Practical implications

This study is highly significant in that it provides a starting point for discussions on the issue of data integration among public institutions. Therefore, although this study examined public data governance based on R&D data, it will contribute to providing a sufficient guideline for any type of inter-institutional data governance framework, what to discuss and how to discuss between institutions.

Originality/value

The findings are expected to provide a roadmap to formulate practical guidelines on inter-institutional data cooperation and a diagnostic matrix to improve the existing data governance system, especially in the public sector, from the existing practice of empirical analysis using a mixed methodology approach.

Abstract

This chapter discusses Launching through the Surf: The Dory Fleet of Pacific City, a project which documents the historical and contemporary role of dory fishers in the life of the coastal village of Pacific City, Oregon, U.S. Linfield College’s Department of Theatre and Communication Arts, its Jereld R. Nicholson Library, the Pacific City Arts Association, the Pacific City Dorymen’s Association, and the Linfield Center for the Northwest joined forces to engage in a collaborative college and community venture to preserve this important facet of Oregon’s history. Using ethnography as a theoretical grounding and oral history as a method, the project utilized artifacts from the dory fleet to augment interview data, and faculty/student teams created a searchable digital archive available via open access. The chapter draws on the authors’ experiences to identify a philosophy of strategic collaboration. Topics include project development and management, assessment, and the role of serendipity. In an era of value-added services where libraries need to continue to prove their worth, partnering with internal and external entities to create content is one way for academic libraries to remain relevant to agencies that do not have direct connections to higher education. This project not only developed a positive “town and gown” relationship with a regional community, it also benefited partner organizations as they sought to fulfill their missions. The project also serves as a potential model for intra- and inter-agency collaboration for all types of libraries.
