Abstract

This chapter focuses on performance measurement and management systems (PMMS) in the inter-municipal cooperation context by considering the development of new capabilities required to exploit the digital governance potentialities in which data integration is essential. The analysis relied on the advent of digital governance, the Italian public informative systems reform, as well as on local governments (LG) renewals through the Union of Municipalities (UMs) – one of the most widespread structured forms of inter-municipal cooperation – based on the sustainability of local service delivery. Through a review of the literature and the conceptual outcomes resulting from the analysis of the dynamic capabilities (DCs) theory applied to digital governance, this chapter aims at suggesting a useful contribution for an effective improvement of PMMS in the public sector networks, with the consequent improvement of resilience in policy management. Thus, the broad information required by the UMs and the complexity of its administration together with the constraints regarding the need to share a common vision and strategy, plan objectives, targets, measurement, and evaluation processes are considered. In particular, three propositions have been developed as guidelines for achieving coordination, coherence, and integration of measuring and managing performances in public networks. This evidence will offer insights allowing scholars and practitioners a practical understanding of whether and how DCs – applied to digital governance – address PMMS challenges within an inter-municipal cooperative context.

Abstract

This chapter concentrates on metropolitan governance, the use of projects (or ‘projectification’) in public administration and the development of metropolitan forms of citizen participation. The analysis is based on a case study from the Helsinki Metropolitan Area – a multi-actor policy programme called the Urban Programme, which included a specific participatory project named Citizen Channel. According to the analysis, the Urban Programme was a way to create consensus and collaboration between the municipalities of the area, whereas the Citizen Channel project created a ‘toolbox’ for metropolitan citizen participation. However, the relation between programme- and project-based development and municipal administration, especially the implementation of the results of short-term projects in permanent administration proved difficult. From the perspective of metropolitan ruralities, four kinds of conclusions are emphasised: the complexity and conflictuality of the issue of metropolitan governance; the use of relatively similar programmes and projects as policy tools both in urban and rural contexts; the ‘metropolitan dimension of everyday life’ of the inhabitants and its relation to municipal administrative cultures as well as the birth and strengthening of new actors such as local NGOs in projects. The originality of this chapter is to combine the frameworks of metropolitan governance, projectification and the development of citizen participation in an empirical study and to reflect them to the ‘metropolitan ruralities’ research.

Abstract

Big data is a buzzword of our times, and yet the awareness of what big data is, how it permeates our daily lives, and how it is applied either in the policy-making process or in the business sector remains relatively low. From a different perspective, while specialists, that is, practitioners and researchers, dealing with the technical facets of big data successfully uncover new features, new domains, and new opportunities related to big data, there is a need of evaluating and examining these findings through the lens of social sciences and management. This chapter offers an insight into key issues and developments that shape the broad and multi-directional big data debate. To this end, the content of the book is elaborated and the key findings are highlighted. In this way, this chapter serves as a very useful guide into the question of how big data is applied across issues and domains and how it is valid and relevant to all of us today.

Abstract

Today tourism is recognised as a very complex social and economic phenomenon having a spatial, socio-cultural, economic, political, educational and environmental dimension. Furthermore, tourismis transformingtowards an individual and his/her needs, desires and interests, with a full respect for the surroundings and environment, which are given an increasing importance. Consequently, there have been changes not only in the structure of tourist consumption and in the behaviour of tourists, but also in the concept of a tourist offer. In this sense, numerous forms of special interest tourism are increasingly being developed in response to the needs of modern tourists to experience something new, authentic and different from their everyday environment. Tourists, saturated with the global trends' consequences that dominantly foster a kind of uniformity on their trips, are increasingly looking for the uniqueness or experience that is different from their own culture. Gastronomy, as a part of the local community's cultural identity, stood out as an authentic element of the tourist destination's offer, to which tourists are increasingly paying attention, which is increasingly becoming the basic motive of travelling for modern tourists.

Taking into account the current trends of the leading global source markets of the world, as well as the growing need to create a common tourist offer of the Western Balkan economies, this concept of Mountain Breakfast applied in the Western Serbia Region could represent a good example and a platform for connecting tradition, local producers, gastronomy and tourism.

Tourism policies focusing on economic growth in Argentina, at both regional and national levels, were established at the start of the 21st century. In most cases, typically such policies resulted more in wishful thinking for a growth in tourism than in concrete outcomes involving the local population and improving their quality of life. However, an interesting case study is the development plan drawn up by the Province of Buenos Aires. In contrast to others, this project actually has been effective, by involving a wide spectrum of the southwest inhabitant of the province and hence turning tourism into an economic and social development tool.

Departing from an ideal interpretation of the collaborative governance approach, the authors analyse the integrative and collaborative capacities of project-based regional development actions in spatially diverse city regions in Finland. Scrutinizing the relevance of collaborative ideals and their institutional prerequisites becomes all the more salient given the strong emphasis on collaborative approaches to regional diversities throughout Europe. The results show that the integrative potentials are related to specific types of areas. They also call the facilitating capacities of politico-administrative institutions into question. The results are interpreted in terms of an institutional duality that strongly corresponds to the public-private divide.

In the Netherlands, the majority of financial and compliance audits of local government are conducted by private audit firms, while courts of audit are in charge of conducting performance audits. External auditors are appointed by the municipal council based on a tendering procedure, creating a dual system of responsibilities between the council and the Board of Mayor and Aldermen. The recent trend that several large audit firms have withdrawn from the municipal audit market and the strong need for public sector expertise because of the complexity and uniqueness of local government call for rethinking current auditing practices in this sector.

Abstract

Waste management is one of the vital objectives for the EU since it has a substantial effect on the environment. European Commission expects annual waste creation on Earth to increase by 70% by 2050. European Commission also estimates that efficient waste management might boost the EU economy's gross domestic product (GDP) by 0.5% by 2030. Hence, it is essential to conduct research including both efficiency and influencing factors analysis for effective waste management. First, we employ both slack-based measure (SBM) and super-SBM data envelopment analysis approaches to investigate the waste management efficiency of the EU region and distinguish between efficient countries. The countries with small areas such as Luxembourg and Ireland have demonstrated super efficiency. Second, we maintain our empirical research with ordinary least square analysis to explore the determinants of waste management. We also conclude that population density, GDP per capita, and tourism rise the amount of waste generated in the EU region.
