Abstract

Policy makers, practitioners and researchers have increasingly emphasised the need for both vertical and horizontal ‘integration’ and ‘integrated care’. This is not new; since the inception of the NHS wide‐ranging policies and programmes have sought to co‐ordinate services better. Current UK policy, however, tends to overlook this historical record and, in so doing, ignores potential learning from the past. We seek to help rectify this approach by reviewing historical (published and grey) literature over the past one hundred years, considering both the drivers for and the impediments to varied UK policy developments in integrating health and allied services. We aim to shed light on how the policy of integrated care has developed in the UK and draw out lessons for modern‐day policy makers.

Abstract

This chapter reviews the integration experiences and policies in Germany before and after the so-called “refugee crisis’. Chancellor Angela Merkel's famous words ‘wir schaffen das’ (we manage this) have mobilized both policy actions and a massive grassroots engagement. In this context, we discuss the scope, efficiency and impact of German integration and adaptation policies. We review critically how Germany has dealt institutionally with immigration in the past and how it has adjusted its institutional approach to deal with the refugee crisis. Furthermore, in a case study on integration policies in higher education, we highlight the interplay between institutional approaches and grassroots engagement to achieve integration objectives. We argue that to a certain extent, the refugee crisis has acted as a catalyst for Germany to come to terms with its long-denied status as an immigration country.

Abstract

Migration is an increasing challenge faced by countries, institutions and individuals both for sending and host countries. The integration of migrants is a multidimensional issue, including several areas, for example, social, cultural, economic, legal and politics. These dimensions can strengthen each other in equal areas, but the economic and social dimensions seem to be the most important regarding immigrant inclusion in the society of the country of settlement.

In a macro perspective, there have been few national models of integrating migrants which are culturally and historically specific in various European countries, but the current approach is focussing on interculturalism.

Considering migrant integration in a meso perspective, one may point to the growing importance of multilevel governance engaging many actors in this process (e.g., municipalities, cities, nongovernmental organizations, SMEs, corporations, churches, etc.), which are partners for national-level policymakers.

The individual effort for successful integration of migrants depends on the host country nationals' attitude, openness and tolerance as well as on incoming foreigners.

Abstract

Purpose

The paper seeks to address the European Union's emerging role in the management of international security challenges and its implications for collaboration in armaments procurement. While the former is about integrating member governments at policy level, the latter concerns organising states' defence industries into a cohesive and competitive supply base.

Design/methodology/approach

Theoretical frameworks include historic‐comparative analysis and the bureaucratic politics model. Independent variable comprises state actors and interest groups, while the dependent variable comprises the outcomes in terms of defence policy and armaments collaboration decisions. European armaments integration is considered, contrasting liberal inter‐governmentalism and neo‐functionalism theory. Case study data are derived from official EU document sources.

Findings

In general, national governments tend to protect important industrial actors irrespective of ownership. Bringing market and defence issues closer challenges the traditional separation between “low” and “high” politics. The collaboration in armaments acquisition is ad hoc and somewhat piecemeal in nature. Structures have evolved in an attempt to integrate the armaments process with spill‐over effect at policy level fostering armaments integration, helped by a more favourably structured and organised defence industry symptomatic of neo‐functionalism. Co‐ordination of European defence policy and armaments procurement through EDA should, in theory, lead to longer‐term co‐ordination, co‐operation and integration between the member states. The latter may see it in their interests to integrate as they come to recognize that EU institutions lack the capabilities to make policies realistic.

Originality/value

European armaments procurement and integration is not well researched; nor are the theoretical issues well understood. An explanation (model) of European armaments procurement integration is developed, along with an identification of key facilitators.

Abstract

Much potential has been ascribed to the emergence and possibilities of a “global civil society,” one that takes the concept of civil society and civic activism and involvement beyond the traditional confines of the nation-state, and moves it instead into a globalized and increasingly politically integrated context. In general, the concept of global civil society has been treated as a positive development, with considerable attention being paid to the emancipatory and participatory opportunities that it presents. This essay explores the other side of the equation, i.e., the marginalization of national and European-level civil society and these participatory and emancipatory benefits in Central and Eastern Europe during a process of globalization and EU integration. Drawing from the emerging literatures on global civil society, this paper compares the normative and empirical emphases of that literature with the experiences and opinions of Central and Eastern European environmental NGOs. It examines how Central and Eastern European environmental movements have moved toward becoming more interconnected both in Europe and worldwide, yet are marginalized in favor of a style of environmental policy-making emerging from Brussels that emphasizes technocracy, scientific over public knowledge, and a top-down approach to the policy-making process. As a result, many of the democratic elements of civil society found at the national level have became neglected at the European and the global levels, replacing democratic politics (at least in the form of social movements) with the emergence of supranational technocratic institutions.

Abstract

Purpose

The purpose of this paper is to explore problematisations of urban diversity in urban and integration policies in Denmark and Sweden; the paper aims to show how such policies express social imaginaries about the self and the other and underlying assumptions of sameness that legitimise diverging ways of managing urban diversity and (re)organising the city.

Design/methodology/approach

Inspired by anthropology of policy and post-structural approaches to policy analysis, the authors approach urban and integration policies as cultural texts that are central to the organisation of cities and societies. With a comparative approach, the authors explore how visions of diversity take shape and develop over time in Swedish and Danish policies on urban development and integration.

Findings

Swedish policy constructs productiveness as crucial to the imagined national sameness, whereas Danish policy constructs cultural sameness as fundamental to the national self-image. By constructing the figure of “the unproductive”/“the non-Western” as the other, diverging from an imagined sameness, policies for organising the city through removing and “improving” urban diverse others are legitimised.

Originality/value

The authors add to previous research by focussing on the construction of the self as crucial in processes of othering and by highlighting how both nationalistic and colour-blind policy discourses construct myths of national sameness, which legitimise the governing of urban diversity. The authors highlight and de-naturalise assumptions and categorisations by showing how problem representations differ over time and between two neighbouring countries.

Abstract

Migrant women face unique difficulties, such as labour discrimination, limited sexual and reproductive health (SRH) services, obstacles to family reunification, gender-based violence (GBV) and human trafficking. 1 The European Commission's labour integration approach currently fails to account for these difficulties. Civil society organisations (CSOs) and non-governmental organisations (NGOs) attempt to fill these gaps but lack capacity and funding. The European Commission's current approach does not respect human dignity and impedes the migrant community's integration and inclusion. This chapter discusses sexual assault and gender-based violence, which may be disturbing to some readers.

This issue is relevant and important because migrant women comprise a large portion of the migrant population 2 and are a vital part of the migrant community. The methodology used in this chapter is a human security framework with a people-centred approach to policy that empowers those impacted by it. Research for this chapter was conducted using news articles, academic articles, UN reports and publications. Based on this, the European Commission must take a holistic and binding approach that protects the rights and dignity of migrant women.

There are multiple approaches that the European Commission can take to incorporate human dignity into its policies towards women and migration, such as applying international conventions and implementing policies that account for migrant women. All approaches must be realistic and required of all member states.

Abstract

Spain has undergone a series of significant economic changes over the last decade, and the country has subsequently been faced with huge challenges in its efforts to integrate migrants into the labour market. With this in mind, the purpose of the following chapter is to analyse the Spanish labour market in the light of the new realities resulting from the effects of immigration and an increasingly pluralistic, open society. It covers Spain's achievements as well as the challenges that lie ahead, bearing in mind the global situation as well as the new social configuration of a country that has received such large numbers of migrants and refugees.

On a meso-level, various institutions play a fundamental role in the way migrants adjust to the economic, social, cultural and political spheres of Spanish society. The authors described various practices implemented by Spanish ‘business actors’, unions and NGOs for the labour integration. This research shows that coordination between the various employment policies at the meso-level has had a key influence on Spain's integration of migrants.

Purpose

This study aims to research the effects of unemployment wages current account and consumer price index (CPI) on the real gross domestic product (RGDP), which, in the optimum currency area (OCA) theory, supposes that countries with higher factor mobility can significantly profit from the currency area. However, in this study, it is shown that the considered optimum currency crisis (OCC) model is affected by mobility factors, as the defined theory has not been perfectly realised in the Eurozone.

Design/methodology/approach

In this study, Breusch–Pagan–Godfrey and Lagrange multiplier (LM) tests are used for supporting the survey for better estimation of the panel cointegration tests, where Pedroni's (1995, 1997) technique is used. The unit root tests are employed, of which the Phillip–Perron and augmented Dickey–Fuller tests (unit root test, Dickey, D. and W. Fuller, 1979) are considered.

Findings

It can be concluded that demand shocks will tend to be more asymmetric instead of being symmetric, even though they are in the customs union (CU). However, Polish workers in a given scenario may move to Germany, but because of the rigidity of the labour market and qualification differences between workers, the interregional integration of member countries is reduced, and this reduces the absorption of asymmetric shocks. In Germany, where strong employment protection and rigidity are observed in comparison to Poland, although there has been historical migration and economical collaboration, unfortunately, the integration of the two countries’ economies has not been realised.

Research limitations/implications

Quantitative research on fiscal union and the estimation of its effects is not possible because there is no practical experience of fiscal union throughout the European Union (EU). However, quantitative research is used for estimating the effects of OCA in the Eurozone. Quantitative investigation is particularly focused on the monetary union and single currency and its impact on growth rate. In this study, the ordinary least squares (OLS) method and panel cointegration test are employed for estimating the effects of the considered variables.

Practical implications

The Eurozone and the application of a single currency throughout the EU was a considerably difficult task. In addition, the adoption of a single currency was not easy for those member countries that fulfilled the “convergence criteria” (or “Maastricht criteria”) and who joined the Eurozone, because only adoption is not enough; maintenance of those criteria is also required. This study analysed the application of the Eurozone in the light of the OCA of Mundel's theory.

Social implications

The OCA is important for member countries’ economic relations. However, the application of a single currency is not easy and needs to be controlled and regulated to ensure best practises throughout the Eurozone. Monetary integration is not a simple process, and Eurozone countries’ financial difficulties affect each other’s markets’ indifferent aspects. Particularly in any market recession, demand shocks tend to have different effects. Furthermore, in comparison to the monetary union, the CU has a considerable impact on trade enlargement.

Originality/value

In this study, the effects of the independent variables “wages, unemployment, CPI and capital flow” on the dependent variable “RGDP” is considered, which, in the OCA theory, supposes that countries with higher factor mobility can significantly profit from the currency area. In application, it was turned into crisis because of inadequate monetary and fiscal application. In this paper OCA is questioned in the light of the Eurozone for bringing better understanding to these difficulties. The considered model and estimations are used for evaluating to create sustainable monetary integration for economic growth.

Abstract

Purpose

Policy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.

Design/methodology/approach

Methodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.

Findings

It was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.

Research limitations/implications

The study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.

Practical implications

The study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.

Social implications

Increased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.

Originality/value

Based on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.
