Standards for the electrical and physical safety of all office equipment, communicating or stand‐alone, have existed for many years, and are conformed to by responsible manufacturers. Our concern here, however, is with those standards whose aim is to provide the basis for effective electronic communication between office equipment systems — advanced PABXs, local area networks (LANs), public voice, data and integrated services digital networks (ISDN), personal computers, mini and mainframe computers, computer networks and facsimile transmitters.

Abstract

Purpose

The purpose of this paper is to examine the potential applications of stratospheric communication platforms (SCP), which have been recently introduced as an alternative for satellite communications.

Design/methodology/approach

Various applications, solutions and services are planned by using aircraft or airship SCP, which could be classified as digital narrowband or broadband, depending on the broadband required. The platforms as base stations can provide service for fixed and mobile applications, with commercial and military solutions. Subscribers will use uplink to the platform for transmitting and receiving information, where onboard SCP switching devices will downlink to the ground station and route traffic directly to other subscribers within the same platform coverage, to another platform via optical inter‐platform links, trough heterogeneous networks including satellite or to the terrestrial telecommunications network. Each SCP can deploy an antenna for large coverage area or a multibeam antenna capable of projecting numerous spot beams within its potential coverage area.

Findings

This paper outlines the findings of fixed and mobile applications, features, testing and some specific development programs of SCP using aircraft solutions, such as SkyTower and airship solutions, such as CRL/TAO/NAL.

Research limitations/implications

Particular consideration is given to the use of SCP for delivery of future broadband, broadcast and multimedia wireless communications including research for new communication, navigation and surveillance (CNS) implications.

Practical implications

SCP will provide communication facilities that can exploit the best features for both terrestrial and satellite schemes.

Originality/value

Emerging solutions of voice, data and video over IP are offered by SCPs operating in the stratosphere at altitudes of up to 25 km.

Abstract

A number of prominent European multinational mobile telephony companies (MNMTCs) have their origins in state-owned monopolies that successfully undertook radical transformation in the late 1980s to late 1990s. Not only did they face liberalization of their domestic markets but they also moved from fixed-line telephony to mobile telephony prior to rapid expanded overseas. This study focuses on Telenor whose operations currently span the Nordic region and Southeast Asia. Like other MNMTCs, Telenor currently faces another period of radical change as global digital services providers are set to ride on the connectivity MNMTCs supply thereby reducing them to “dumb-pipes.” This study indicates that Telenor has abandoned radical transformation for “modernization” of its extant operations. For an understanding of why this second radical change is proving arduous for MNMTCs, the authors argue that there is a need to take into consideration institutional change.

Post‐industrial predictions of a rapid growth in new technology homeworking have gained widespread currency to become part of the conventional wisdom. However the evidence, including primary research material, suggests that the claims for new technology homeworking, both regarding its extent and its alleged benefits, have been considerably overestimated. In particular, new technology homeworking by itself does not appear to open up opportunities for women to improve their position in the labour market; the demographic changes predicted for the 1990s may provide a better bet. Nevertheless, there is a danger in assuming that all firms apply the same strategy when employing homeworkers; at least three different variations can be identified and this has important implications for personnel managers. The overestimation of new technology homeworking stands in stark contrast to traditional homeworking where the extent has been considerably underestimated. This marginalisation of traditional homeworking stems in large part from the distortion caused by the conceptual split between private and public realms. The failure to find evidence to support the growth of new technology homeworking leads to a consideration of how the arguments may better be considered as rhetoric designed to advance a certain set of ideas – in particular that set associated with “privatisation” as a political ideology.

Abstract

Over the past eight years, the MELVYL catalog has become one of the largest public access catalogs in the world, and now plays a central role in providing access to the library resources of the University of California. Currently, under heavy load, the MELVYL catalog supports many hundreds of simultaneous terminal connections, servicing over a quarter of a million queries a week and displaying more than two million records a week to its user community. This article discusses the history of the network that has supported the MELVYL catalog from the early days of its prototype to the present. It also describes both the current technical and policy issues that must be addressed as the network moves into the 1990s, and the roles that the network is coming to play in integrating local automation, the union catalog, access to resource databases, and other initiatives. Sidebars discuss the TCP/IP protocol suite, internet protocol gateways, and Telenet and related inter‐operability problems.

Abstract

Since the mid‐1980s, the subject of information systems (IS) integration and its role in business process improvement (BPI) has been of considerable interest to business managers and researchers. The present study examines the effects of IS integration on BPI. The moderating effects of industry type, information intensity of the industry, and time since the initiation of the existing program in the firm have also been analyzed. The data for the study were gathered through a survey of Fortune 500 US firms at divisional levels. The results of the study support the hypotheses that data integration and communication networks integration affect the dimensions of BPI. However, none of the moderators, except industry type, was found significantly affecting the relationships between networks integration and process improvement effect and customer focus.

Abstract

This paper presents a case study of how, over the last six years a large, a traditional corporation simultaneously created new service markets and established a dominant position in the competitive information and communication technology field in Japan. The corporation accepted a new organizational body that has an entrepreneurial spirit and consists of different types of personnel, then the company continuously promoted entrepreneurial strategies based on time pacing. At the same time, in an attempt to implement strategic innovation, the company integrated the above strategies with deliberate strategies based on event‐based pacing practiced by the existing line organizational body. Through a case study, this paper discusses the factors for success and the problems encountered in the course of achieving strategic innovation in the communications field, i.e. the creation of a new market, through intentionally and strategically having, and furthermore integrating, paradoxical organizations and strategies under a single corporate umbrella.
