Abstract

Purpose

This study explores the best strategies for regional economic development to attract highly skilled populations, regardless of whether the region is a multisector or unisector economic hub. It also determines the development variables affecting the success of integrated regional economic hubs to achieve spatial equality, enhance economic productivity and attain environmental sustainability.

Design/methodology/approach

In addition to a qualitative analysis, this study employed quantitative techniques using SPSS software. This allowed amplification of the most significant explanatory variables affecting the weaknesses and strengths of economic hubs.

Findings

The results highlight approaches that can be used to achieve socio-economic sustainability in regional hubs. These include multisectors or main centralised hubs (smart economic regional capital), which provide new services to regions and act as a unidevelopment sector or as a regional, economic capital.

Research limitations/implications

The study analyses the effect of economic strategies and integration of natural resources and the required core services in regional economic development.

Practical implications

Case studies of successful economic hubs are discussed. The most important services proposed in such hubs promote human development and increase the standard of living.

Social implications

Integration between the hubs in a region is fundamental to attracting direct investments that can benefit the local population.

Originality/value

The results could help governments, economists and planners implement multisector developmental hubs to achieve sustainable development.

Abstract

Purpose

The purpose of this paper is to analyse the knowledge dimensions grounding regional development dynamics.

Design/methodology/approach

The paper first provides a knowledge‐based interpretation of regional development and afterwards the knowledge assets categories at the basis of value creation dynamics at regional level are discussed. The aim is to define a conceptual framework addressing the knowledge assets categories affecting the development dynamics of regions and territories. To support these arguments, the paper integrates the conceptual framework with the analysis of a case study of an Italian region. The paper provides the case example of Basilicata region, which has planned and implemented policies aimed to activate and support regional strategic development by focusing on knowledge assets dimensions. The paper combines a deductive approach with an inductive one. The knowledge assets dimensions grounding regional development dynamics are identified through a review of the literature. Then, the conceptual framework is integrated by the analysis of a case study aimed to enrich the proposed conceptual arguments with empirical evidences.

Findings

The paper highlights the strategic relevance of knowledge capital in sustaining and driving regional development dynamics. The knowledge assets dimensions grounding regional development are discussed, providing insights for both research and practice.

Originality/value

This paper contributes to further develop the knowledge‐based view of the regional development dynamics. The paper provides implications for future research and useful insights for policy making.

Abstract

Purpose

This paper aims to clarify the spatial connection characteristics and organization mode of logistics economy of 21 cities in Guangdong Province under the background of the integrated development of Guangdong, Hong Kong and Macao Bay area, and explore the spatial development characteristics and influencing factors of logistics economy in Guangdong Province.

Design/methodology/approach

This paper constructs the development level model of urban logistics economy in Guangdong Province from three aspects: demand level, supply level and support level, and uses the entropy weight method to measure the development level index of urban logistics economy in Guangdong Province. Then, the traffic accessibility index model is used to measure the traffic accessibility index between cities in Guangdong Province. Finally, using the social network analysis method, combined with the development level index of urban logistics economy in Guangdong Province and the urban traffic access index in Guangdong Province, this paper analyzes the spatial connection characteristics and influencing factors of logistics economy network in Guangdong Province.

Findings

There are regional differences in the development level of logistics economy in Guangdong Province; The overall network density of its logistics economic connection is large, but there is an imbalance in the network structure, and the core edge phenomenon is obvious; Logistics economic space presents the characteristics of double core development.

Research limitations/implications

Because the research object is the spatial connection characteristics of logistics economy in Guangdong Province, the research results may lack universality. Therefore, researchers are encouraged to put forward further tests.

Practical implications

By studying the spatial connection mode of logistics economy in 21 cities in Guangdong Province, China, this paper promotes the original methods and empirical contributions, and constructs the research framework of spatial relationship of logistics economy. This research framework is universal to a certain extent.

Social implications

This paper is conducive to promoting the integrated development of logistics economy in Guangdong Province and improving the balance of regional development of logistics economy.

Originality/value

Firstly, this study provides a new perspective to understand the spatial relationship and spatial spillover of logistics economy from relational data rather than attribute data. Secondly, This study enriched and broadened the research topic of spatial correlation of logistics economy. Thirdly, this research aims to promote the original methods and empirical contributions. Specifically, this study establishes a comprehensive research framework on the spatial network structure of logistics economy.

Abstract

Purpose

The purpose of this paper is to assess the risk due to climate induced disasters in coastal regions. Coastal areas, being economically attractive and ecologically fragile, need altogether different development approaches. The paper also explores the applicability of stakeholder theory for managing coastal regions in a sustainable manner. This paper should help policymakers when making their decisions to maintain coastal regions’ prosperity.

Design/methodology/approach

The paper opted for an exploratory study using secondary information available at various levels. This paper presents the case study of the coastal region of Gujarat. It starts by evaluating the present status of the coastal resources and their degradation. It then assesses the risk due to climate induced coastal hazards. It has critically reviewed the policy response towards coastal issues and problems. The applicability of stakeholder approach had been tested for coastal management.

Findings

The paper has identified that in an absence of stakeholder approach, the current planning strategies have failed to deal with coastal issues and problems. The coastal region needs a special attention for sustaining its development. An integrated regional framework for coastal development is required which encompasses trade‐off among various sectors. The region needs a long‐term regional land use planning, which can facilitate the disaster resilience and adaptation strategies for local communities. Finally adopting a stakeholder approach is recommended, to improve the ecological productivity and biodiversity of the coastal region.

Research limitations/implications

The research has important policy implications for the state of Gujarat and infers that the stakeholder approach is the most appropriate approach for planning the development of the coastal region.

Practical implications

The paper has direct policy implications for the government of Gujarat and Government of India. Coastal planning needs a systematic approach to have an integrated development. The use of stakeholder approach can solve many issues and problems of coastal conflicts. Such an approach is very important for the protection and sustainable development of the coastal region. This also has colossal relevance for any developing countries preparing coastal region development plans.

Social implications

The suggestions incorporated in the paper have also looked into the consideration of environmental conservation and protection of rights to livelihood for marginalized groups such as fishing communities.

Originality/value

The use of stakeholder theory for public sector planning is a new approach in a research. The paper has delved into the requirement of stakeholder approach in coastal planning for developing the coastal economy and conserving the coastal environment.

Abstract

In the last decade decision-makers on state, regional and local levels in Hungary gradually recognized the inevitability of urban regeneration and the opportunities the latter offers for architecture, economy and society. During the socialist era state investments focused on the forced construction of high-rise estates and inner city areas have been neglected. As a consequence of these processes urban regeneration started later in the Eastern European countries and these run-down areas could be characterised by disadvantaged positions on the new capitalist housing market. Twenty years after the change of regime stakeholders taking part in the urban regeneration process in Hungary slowly realise that problems of the built, natural and social environments overlap. Due to the change of mind first integrated urban development programmes appeared. Through these projects focusing on the rehabilitation of built and natural environments of cities experts already try to generate also socio-economic impacts. The article highlights current trends and characteristic features of urban regeneration in Hungary together with short introduction of strategies on national, regional and local levels. Main socio-economic impacts of rehabilitation processes closely related to the quality of life will also be presented through the results of empirical researches carried out in Budapest and the major Hungarian cities.

Abstract

Purpose

Due to the close connection between urban cluster and carbon emissions (CEs) but a lack of study on it of the construction industry, this paper aims to explore the relationship between the polycentric spatial structure (PSS) of the urban clusters and CEs of the construction industry (CECI).

Design/methodology/approach

This research uses panel data of 10 Chinese urban clusters from 2006–2021, calculates their PSSs in the aspects of economy and employment and adopts a panel regression model to explore the effect of the spatiotemporal characteristics of the PSSs on the CECI.

Findings

First, the CECI in 10 Chinese urban clusters showed a rising trend in general, and the CECI in the Yangtze River Delta (YRD) was much higher than those in the rest of urban clusters. Second, both Shandong Peninsula (SP) and Guangdong-Fujian-Zhejiang (GFZ) exhibited high degrees of polycentric characteristics, while Beijing-Tianjin-Hebei (BTH) showed weaker degrees. Third, the results demonstrated that the polycentric development of urban clusters did not help reduce the CECI but rather promote the CE. The polycentric index, considering the linear distance from the main center to sub center, had a more significant impact on the CECI.

Originality/value

Previous studies have investigated the impact of urban spatial structure (USS) on CEs; however, few of them have studied in the field of construction industry. Moreover, most research of CEs have concentrated at the national and provincial levels, with fewer studies on urban clusters. This paper contributes to this knowledge by investigating how the PSS of urban cluster influence the CECI.

Abstract

Purpose

This paper aims to contribute to understanding regional competitiveness policy-making and the role academic organisations can play in that process. Competitiveness policies have evolved in the past decades from a single to a multiple-domain field, which has made the policy-making process more complex by adding more actors with their particular experience and view. This complexity, together with the relevance of overcoming traditional policy implementation failures, pleads for a new approach to competitiveness policy-making, in which academic organisations can act as “anchor institutions”. This framework is based on the adaptive implementation concept.

Design/methodology/approach

The paper uses the Basque case to analyse the role of universities in competitiveness policy-making and focuses on a specific academic organisation, which has contributed through different projects to regional policy-making. Evidences from those projects through different policy phases are included in the case.

Findings

The case shows how academic organisations might play a key role in fostering an adaptive implementation approach in competitiveness policy-making at the regional level and which specific characteristics these organisations should develop to fulfil this role.

Originality/value

This paper brings together two important issues for regional competitiveness: the importance of policy implementation and the particular role of engaged universities in such a process.

Abstract

Purpose

The purpose of this paper is the evaluation of the degree of sustainable urban development in Poland in terms of spatial management and laws applying to the process.

Design/methodology/approach

The study provides an analysis of the key legal bases fundamental to sustainable development. Instruments that can be used to implement development guidelines (strategy, budget, “the study”, local zoning plan), revitalisation processes and to identify barriers to sustainable urban development.

Findings

The paper finds a recognition of the main spatial and legal barriers to urban development. The lack of zoning plans in many cities delays new investments. Revitalisation programmes are essential for maintaining a sustainable and stable polycentric structure of cities and towns within regions and across the country as a whole.

Practical implications

Results of analysis describe the main barriers to urban development, while the lack of zoning plans and practical strategies mainly contribute to unsustainable development of cities. Long‐term planning requires more rigorous and coordinated measures on different levels of administration.

Originality/value

The paper provides specialists and students with a new look at sustainable urban development; the latter is assumed to not only be connected with economic, social and environmental spheres, but also with spatial spheres.

Regional development agencies (RDAs) have recently been established in Turkey as a policy vehicle to support local governments and coordinate stakeholders’ activities. In compliance with the European Union policy guidelines, regional-level planning and policymaking are introduced for the first time in Turkey. Within the new system, tourism is designated as one of the critical development tools and thus the RDAs have become actively involved in tourism planning and development. The purpose of this chapter is to analyze the role of these organizations in the enhancement of tourism in less developed areas, examining the case of Thrace and North Anatolia regions in Turkey, and the activities of these respective agencies.
