Abstract

Purpose – This chapter draws on the previous chapters and institutional case studies to identify and discuss the necessary conditions and facilitating factors which contribute to institutional transformation to engage a diverse student body.

Methodology /approach – This chapter is based on thematic analysis of the previous chapters and institutional case studies. It utilises national contextual information, details of changes undertaken and reflections on the process of change. The key ideas are illustrated by quotes from the case studies.

Findings – The following necessary conditions and facilitative factors are identified and discussed:i.Commitment to a transformational approachii.Sharing understanding and meaningiii.Institutional strategy for change: senior leadership, policy alignment, creating a facilitating infrastructure across the student lifecycle and co-ordinating changeiv.Engaging staff and creating an inclusive culturev.Developing students' capacity to engagevi.Taking an evidence-informed approachvii.Linking change to other institutional priorities and developmentsviii.An enabling policy and funding context

Research limitations – It is based on the chapters and case studies presented in this book rather than a wider analysis.

Originality/value – This chapter draws on international research and institutional examples and identifies common conditions and factors which contribute to managing change to engage a diverse student body. Its value is practical insights into change from an international perspective.

Abstract

University reforms have been pervasive in European higher education over decades. Analyses of these reforms are still incomplete, however. To find a more comprehensive approach in explaining the relentless transformation of public universities, this paper suggests a novel, interactionist point of view. Drawing on ideational aspects of universities as institutions, the paper first explores the differentiation of basic, influential ideas of change. A recently developed typology is then used to further elaborate upon the composition and relation of these ideas. Finally, evidence is provided that supports a non-linear dynamic consisting of reciprocal influences, which overall indicates a recursive contingency between institutional context and coexistent frames of change.

Purpose – This study develops a theoretical argument that social networks are embedded in the macro-level institutional environment. From the perspective of institutional embeddedness, I investigate the changing patterns and implications of social networks in job search and job earnings after China's overhaul of its employment system in the mid-1990s.Methodology/approach – The empirical evidence is drawn from 2003 Chinese General Social Survey data. I conduct statistical analyses to examine the roles of networks in job search and earning disparity by comparing two groups who obtained the job before and after the emerging labor market in urban China, respectively.Findings –Social networks have become much more popular in job search in the emerging labor market. Use of social networks in job search has also become more differentiated across job positions and employment organizations. While managerial status of the key helper and direct ties yield greater returns to employee earnings, strong indirect ties make less contribution to job earnings in the emerging labor market than that under the state-dominated employment system.Research implications – The findings suggest that we should analyze the concrete institutional environment to appreciate the roles of social networks in job search and social inequality.Originality/value – This study highlights that institutions are the key factor to shape the patterns and significance of social networks. As institutions evolve, network patterns and their significance can change accordingly.

Abstract

Purpose

This paper examines radical reform of the Chinese public accounting profession in the 1990s. In particular, the paper seeks to provide a more nuanced understanding of the sources, responses and processes of this radical institutional change that effectively paved the way for development of the Chinese accounting profession into the twenty-first century.

Design/methodology/approach

The empirical data that inform this study come from both archival materials (mostly in Chinese) and in-depth interviews. These data are analysed and interpreted from a neo-institutionalist perspective, drawing, in particular, on the concept of institutional logics and the concept of institutional work.

Findings

A state logic initially guided the development of the Chinese accounting profession but was seriously challenged in the 1990s following a series of high profile financial scandals. The findings reveal a shift to a new professional logic, which was made possible through multiple forms of institutional works instigated by various state actors.

Originality/value

Research into the radical reform of the Chinese public accounting profession in the 1990s was mostly quantitative in nature, focussing mainly on one reform programme, i.e. the disaffiliation of the accounting firms from their sponsoring agencies. This paper adopts a qualitative approach and is aimed at providing a deeper and more nuanced understanding of the institutional change process within its political and economic contexts.

Abstract

Purpose

The purpose of this paper is to convey how the transition to market-based orientations by state-owned enterprises (SOEs), particularly the military sector, represents a coevolutionary process between business and regulatory institutions that has an impact on both the military and civilian markets.

Design/methodology/approach

The authors conducted a longitudinal case study of a military SOE, the Aosheng Group, between 1951 and 2012 to understand the dynamics between institutions and organizations. A comparative analysis between the main stages of evolution was completed, and conclusions about the main patterns of organizational and institutional change were reached.

Findings

The study reports evidence on the coevolutionary nature of change in big SOEs in China, demonstrating how institutional changes are bigger drivers in promoting reorientations than are market pressures. Within the framework of punctuated equilibrium theory, the determining role that managers may play in leading and implementing organizational reorientations is emphasized.

Research limitations/implications

A triangulated methodology was employed to analyse a long period; however, its application to just a single case might be questioned in terms of generalizing any of the findings.

Originality/value

The longitudinal perspective applied in this case study contributes to critical questioning as to how Chinese agencies define forms of control and the goals for SOEs under their jurisdiction and the importance of allowing managerial discretion to the assigned managers.

Abstract

Over the last decades, the social sciences have become increasingly concerned with the role of the state and the politics of institutional restructuring. Within mainstream political science this has led to the development of a “state-centered” research program that emphasizes the autonomy of institutions. Marxist theory, however, has continued to adhere to a “society-centered” perspective, seeking to combine an ability to account for institutional change with the analysis of more structural social and economic forces. After some introductory comments that frame the problematic within which the paper is situated (Section 1), I discuss in Section 2 three of the most important recent Marxist attempts to construe the relation between socio-economic imperatives and political institutions. My argument is that Marxists’ attempts to relativize the autonomy of state institutions are too often still based on the postulation of an unexplained structural moment. This leaves them vulnerable to institutionalist claims concerning the autonomous nature of institutions. Section 3 proposes a different way of thinking the role of institutions in capitalist society. This approach breaks with a causalist, structuralist mode of explanation and relies on a more hermeneutic understanding of the role of institutions. I will shift the problematic to the relation between institutions and agency, arguing for a more pragmatist understanding of the role of institutions and an agency-based understanding of the formation of socio-economic imperatives. Section 4 concludes with some thoughts on the prospects held out, as well as the challenges faced, by the approach proposed in this paper.

Abstract

Purpose

The purpose of this paper is to elucidate the dynamic interactions and co‐evolution of institutions with the technology and organization fields in emerging industry development. Insights and inspirations from comparison of the triangle relationship among government, market and local community in different institutional contexts could contribute to possible institutional innovation in the context of large‐scale institutional transition. In this way, this paper is expected to offer insights to the development of emerging industries in China.

Design/methodology/approach

The paper reviews the focal literature focusing on institutional change and the co‐evolution of institution, industry and technology. A multi‐level conceptual framework is put forward to explain the mechanism for the co‐evolution of technology, organization and institution. A multi‐case comparison method was applied to compare and disclose the process of co‐evolution of institutions, and the technology and organizational fields, as well as varied paths of industry development in different institutional contexts.

Findings

Emerging industry development in China is still presenting the character of path dependence to a great extent under traditional institutional arrangement, while the power and possible contribution from broader actors in the local community have been ignored. Driving force for a more innovative institutional transition towards emerging industry development should consider decentralized institutional arrangement and actions at local community instead of “command and control” from central planning.

Practical implications

First, the comparison of wind energy industry development in three countries creates possibilities for further analysis and reference for China's emerging industry. Second, the illustration of the triangle relationship among government, market and local community in different countries helps policy makers in China reconsider and redesign an effective institutional framework for balancing the powers among indigenous community, local government and market. Institutional alignment should be listed as an important consideration during the process of the policy design of such an effective institutional framework.

Originality/value

The paper presents a model to understand the dynamic co‐evolution of the institution, technology and organizational fields. It confirms the role of institution in promoting emerging industry development. Particularly, it offers inspirations for the development of emerging industries in nations facing large‐scale institutional transition.

Abstract

Purpose

Fintechs are expected to develop rapidly as technologies that help improve the efficiency of the traditional financial system, but an examination of fintech subbranches shows different behaviors. In some sub-branches, the transition has been accompanied by a higher speed and more success, but in some other sub-branches, the opposite has been observed. The difference in the development of fintech sub-branches and its reasons have been paid less attention. Therefore, this article aims to identify the factors affecting the transition.

Design/methodology/approach

The use of new technologies in financial services at the international level has led to the provision of fast, customized and economical services, and the fact that these services are welcomed by the users has created opportunities for fintech's transition. This qualitative research follows the socio-technical phenomenon of fintech transition through narrative research. For its formulation, the transition process of fintech sub-branches was analyzed based on the multi-level analytical framework and Geels et al.’s transition path theory.

Findings

Transition is a change from one socio-technical regime to another. The findings of the research showed that these changes are influenced by the following factors: provision of infrastructure, the support of industry incumbents from innovative financial services, policy-making, citizen's welcoming, improving the knowledge and expertise of actors, legal adjustments as well as provision of innovative services.

Originality/value

The fintech transition has a special nature because the speed of developments in fintech is high and there is a series of innovations that are continuously replaced by subsequent innovations. Existing models have often focused on the long-term transition of a technology. This article presents a new approach for the analysis of changes in the short term in such a way that, based on the position of the actors in favor of or against the technological changes and institutional changes of the transition, it has analyzed and identified the factors affecting the transition. By focusing on these factors, policymakers can direct the way of fintech transition and help accelerate and facilitate fintech transition.

Abstract

Purpose

The small accounting practice, despite being the most numerous part of the profession by number of firms, remains largely under-researched. Part of the reason the small practice category remains elusive is that researchers find it difficult to precisely define the object to study, and yet, this may be precisely the reason for studying it. Envisaging how this category is “represented” in institutionalized settings, constitutes a rich agenda for future research as it allows the small practitioner world to be connected to the issue of intra-professional segmentation. The paper aims to discuss these issues.

Design/methodology/approach

This paper proposes reinvigorating research around Bucher and Strauss’ (1961) conceptualization of professions as “segments in movement”. At the same time as advocating a better investigation of the small practitioner segment itself, it suggests to take the latter as an example to further explore the vision of professions as segments “more or less delicately held together”. To this end, there is a potential for cross-fertilization between Bucher and Strauss’ research programme and a range of other theoretical frameworks.

Findings

The discussion points towards how small practice, as a segment whose history and characteristics reflect the different struggles that have led to the creation of the professional accounting body and marked its subsequent evolution, is far from insignificant. Segmenting the profession in categories related to “size” offers an opportunity to deal with an under-investigated aspect of professions’ sociology and history, which encapsulates its inherent diversity and hierarchy. Whilst the professional body may replicate the hierarchy that structures broader society, the meaning of small itself, within a hierarchy of organizations, is also a relative concept. It is politically charged, and must be delicately managed in order to maintain harmony within the polarized professional space.

Originality/value

The small practitioner has been much overlooked in the accounting literature, and the literature on the professions has overemphasized aspects of its cohesiveness. The authors contribute a revitalized agenda for researchers to explore the dynamics of heterogeneity and unity in the professional body, by focusing a lens on the small practice and extending the “segments in movements” premise beyond the functional division of professions.
