Abstract
Purpose
Management innovation is one of the most vital practices underpinning economic growth and is considered to be one of the fundamental components of gaining a superior business position in market conditions that are continually fluctuating. Drawing upon neo-institutional theory as well as absorptive capacity, the current empirical study unpacks the relationships between external institutional forces (i.e. regulative, mimetic and normative pressures) and management innovation through investigating the role of absorptive capacity as a mediator.
Design/methodology/approach
The research model is tested using survey data from Australian organisations. The study used Partial Least Squares (PLS), a component-based structural equation modelling (SEM) method, in order to perform the data analysis.
Findings
The results confirm that the various dimensions of institutional forces have diverse influences on management innovation. The authors found mimetic and normative pressures have positive influences on realised and potential absorptive capacity of an organisation. In addition, realised absorptive capacity mediates the relations between institutional forces and management innovation.
Originality/value
Dissimilar to preceding studies, this research shows that organisations not only innovate to pursue higher performance but sometimes strive for legitimacy. In addition, the significant associations between absorptive capacity and management innovation and the mediation role clearly signify that institutional forces and absorptive capacity play significant roles in the adoption of management innovation.

Abstract
Purpose – The aim of this chapter is to review the relationship of urban climate governance against the background of sustainability and to identify driving forces in a set of leading cities in the United States and Europe.
Design/methodology/approach – Case-study research indicates that efficient, creative and participatory urban governance is key for the quest for sustainability. It is theorized that dynamic governance is composed of high levels of both institutional and social capital or capacity. Each capacity category is composed of different indicators or ‘success factors’ taken from qualitative data in overall 84 cities in the United States and Europe. By triangulating desktop research, mail surveys and review of existing studies, the role and influence of these success factors is evaluated and compared.
Findings – In both the United States and in Europe, the key driving forces are those related to institutional capacity. Yet, cities tend to be more successful in sustainable development if levels of institutional and social capacity are high. Linkages between institutional and social dimensions can be successfully strengthened by capacity building measures.
Research limitations/implications – As the comparison is based on existing studies on leading cities in sustainability, driving factors likely to play a stronger role in the early phase of urban sustainability measures are underrepresented.
Practical implications – Local authorities are advised to encourage social capacities in order to help them pursue local sustainability over time.
Originality/value – This chapter compares and evaluates underlying success factors going beyond a case-study approach across the Atlantic in order to draw broader conclusions.

Abstract
Purpose
The purpose of this paper is to assess the inherent adaptive capacities of multilevel flood management institutions in England that are necessary to espouse the concept of Ecosystem-based Adaptation (EbA).
Design/methodology/approach
This paper is based on an extensive assessment of flood management literature including European and English flood management policies, strategies, regulations and reports. First, an assessment protocol was developed from systematic literature search and, second, multilevel flood management policies and organizations were evaluated. A qualitative scoring method was applied at the assessment stage.
Findings
The protocol included 18 major assessment criteria under seven EbA principles. Application of the protocol showed that English national flood policies showed comparatively greater adaptive capacities than European- and local-level policies and local organizations. Specialized flood management policies such as Catchment Flood Management Policies at the local level and European Policies such as flood directives are among the lowest-scoring policy institutions. It was also identified that there is an emerging trend of stakeholder participation, catchment-based approach and knowledge-based adaptation planning at the national level which potentially can be the entry points of wider-scale EbA implementation. This paper recommends proactive roles of local executive organizations through improving institutional communication, consideration of catchment-scale planning with clear adaptation goals and valuing local knowledge base.
Originality/value
The research is important to identify the institutional aspects of adaptive capacity that require attention for promoting alternative adaptation measures such as EbA.

Abstract
Purpose
Globally, climate change governance continues to be a significant challenge to policymakers, environmentalists and politicians despite international summits, conferences and programmes designed to find sustainable solutions to the climate change crises. Climate change continues to be viewed primarily as a challenge for the future, whereas many leaders and administrators globally regard it as an environmental issue rather than a challenge that encompasses all aspects of life. In South Africa, these misleading perceptions of climate change continue to prevail both at national and local levels. The government and private organisations do not attach the required levels of urgency needed to address the climate change crisis. While numerous policies and institutions have been established to address these challenges, they lack financial backing, coordination and synergy that cut across the broad objectives of environmental, social and economic agendas. Additionally, weak, eroding trust and manipulating of institutions continue to hinder effective policy implementation and focus-driven governance. This paper aims to explore the structural and governance weaknesses of climate change administration in the KwaZulu-Natal province and South Africa in general.
Design/methodology/approach
This paper used extensive literature reviews and a triangulated approach to investigate the weaknesses of the current governance structure in the context of institutional and capacity constraints.
Findings
The findings uncovered that most institutions and organisations mandated to address climate change challenges operate in silos, lack required investment and capacity and have weak accountability mechanisms with a shallow understanding of climate change governance.
Originality/value
This paper recommends better coordination between national, provincial and local governments as well as the private sector towards climate change activities and capacity to ensure that climate change actions are effectively implemented.

Abstract
Purpose
The purpose of this paper is to explore the relationship and implications of institutional autonomy and capacity through the Central Bank of Syria in its ability to implement an effective anti-money laundering (AML) and counter-terrorism financing (CTF) framework during a period of intense armed conflict.
Design/methodology/approach
Due to the lack of reliable data currently available on Syria, this paper focuses on Syria’s AML/CTF legislation through passed laws and regulations; annual reports on the Central Bank of Syria and the AML and terrorism financing authority; the academic literature on money laundering, terrorist financing and institutional capacity. This paper will address the theoretical framework of Coleman and Skogstad’s characteristics that define the degree of autonomy and capacity of an institution. Though their characteristics are applied toward the Canadian state, for the purpose of this paper, they have been adopted in the absence of their use verbatim in the case of the Central Bank of Syria.
Findings
The Central Bank of Syria has experienced diminishing independence due to conflict-induced stress in Syria’s financial sector. This loss of autonomy is attributed to the prioritization of government-led emergency policies to secure and stabilize Syria's economy. Despite this loss, the Central Bank of Syria has maintained considerable and effective improvements in Syria’s AML/CTF framework, aligning it closer to that of international standards promoted by the Financial Action Task Force (FATF). Institutional gaps, however, still exist. These gaps imply that the Central Bank of Syria still lags in a number of areas that affect its capability in implementing a more effective AML/CTF framework.
Research limitations/implications
The conflict in Syria is still a very new topic that lacks a considerable amount of reliable data. As such, many research limitations were encountered despite the volume of information reviewed for this paper in both Arabic and English. Nevertheless, this paper provides a clearer understanding of how state capacity is reflected in its institutions through certain policies and approaches taken by a central monetary authority with implications and results in a country rattled by years of intense conflict.
Practical implications
Despite the research limitations and implications, this paper provides a clearer understanding of how state capacity is reflected in its institutions through certain policies and approaches taken by a central monetary authority with implications and results in a country rattled by years of intense conflict. This can be useful for institutional policymakers, as well as academics exploring the relationship between the state and its institutions in times of hardship.
Originality/value
Though there is AML/CTF literature on Middle Eastern countries such as Egypt, Jordan and Saudi Arabia, very little is written on Syria. There is also very little written on the broader subject of state and institutional capacity through the lens of an effective AML and CTF framework during a period of intense armed conflict. By looking at an ongoing conflict, this paper explores a subject with as much detail as needed to provide an illustration of the relationship and implications of institutional autonomy and capacity in relation to the state through an effective AML/CTF framework in a country with a struggling financial system.

Abstract
Challenges facing researcher development are explored in relation to three UK case study initiatives of building research capacity in Education. Drawing evidence from evaluations of these initiatives, we argue that expansive research workplaces build research capacity particularly effectively. The nature of expansiveness is dependent upon the range of learning opportunities, engagement with research communities and interpersonal support. The importance of inter‐institutional collaboration to promote capacity across the academic discipline is also highlighted. We conclude that the development of, engagement with, and investment in inter‐institutional, interproject communities is imperative to the effective building of research capacity.

Abstract
Purpose
The purpose of this paper is to investigate the institutional factors affecting the reform of public sector in Morocco. In particular, this study focuses on the adoption path of one such reform, in which Moroccan municipalities had to adopt economic and development plans (EDPs).
Design/methodology/approach
The paper’s methodology adopts a qualitative approach. In particular, the paper adopts a mix of primary and secondary sources to analyze the historical development of the EDP reform in the Moroccan context, and the institutional factors involved in the implementation process. It contributes to the existing literature in two ways: it defines a tentative model that combines two approaches (new and old institutional theories); and it contextualizes the proposed model in the Moroccan context by examining the institutional process of implementing the reforms.
Findings
The reform that introduced EDPs in Morocco was the result of a collaboration between the Moroccan government and international donors. The introduction of EDPs was impeded by institutional features of Moroccan society. Therefore, the implementation of EDPs in Morocco did not change taken-for-granted ways of thinking, nor did it remove institutional restrictions and barriers. Municipalities were not affected by the modernizing effects of the reform. They are managed as traditional administrative structures, with very little capacity for organizational and management innovation.
Originality/value
The paper contributes to the debate on the adequacy of new public management (NPM) in less developed countries (LDCs), and in particular with regards to the use of strategic plans in Moroccan municipalities. In doing so, the paper attempts to define a tentative framework that combines new institutional and old institutional theory. The framework proposed helps to explain how NPM in LDCs was diffused and how institutional characteristics could hamper or foster the implementation of NPM reform.

The term capacity development, and to a lesser extent, capacity building, started to be substituted for institutional development and institution building in donors’ vocabulary for the last couple of decades. As mentioned in the book, capacity development is used along with capacity building,1 institutional development, public sector reform (PSR), and governance reform, frequently to mean the same thing. For example, capacity development is understood as building and strengthening human, organizational, institutional, and societal capabilities in developing countries mainly focused on their public administration systems (IMF, 2007). The World Bank's Strategy for Reforming Public Institutions and Strengthening Governance defines capacity building as “building effective and accountable [public sector] institutions to address development issues and reduce poverty in borrowing countries,” and emphasizes its importance as the core of the World Bank's activity (2000a, p. xii).

Abstract
This article examines the loosely coupled nature of the US educational system and explores recent systemic reform initiatives designed to improve education through more tightly coupled education policy and practice. The utility and limitations of loose coupling as an organizational construct are examined and critiqued. A number of significant forces are exerting ever‐greater pressure on policymakers to more tightly couple US education, including environmental pressures, the emergence of powerful new institutional actors, an emergent institutional capacity, and institutional isomorphism. After reviewing the effectiveness of systemic reform initiatives in several states, the article concludes that education in the USA is moving toward a system of fragmented centralization in which policymakers have greater opportunity to craft more coherent, systemic education policy amidst competing demands for limited resources.

The third in a series of articles that explore the nature of academic regulation in the UK. Argues that UK higher education (HE) should aspire to a regulatory regime which is based on the principle of ‘partnership in trust’. The principle would facilitate a strategic move towards institutional self‐regulation for those institutions that demonstrate effective and consistent capacity for effective regulation. Recognises that public confidence in such a model would require a complementary emphasis on collective regulation at the level of the institution and subject. Explores the idea of partnership in a climate of trust through a hypothetical model of a self‐regulating university and considers the potential for new types of relationship that could be created by applying the principle.
